New Cabinet sworn into office

ROSEAU, Dominica, CMC – The new 15-member Cabinet of Prime Minister Roosvelt Skerrit was sworn into office on Monday comprising a mixture of new and old faces, including Ambrose George, who had been dismissed on two occasions from previous governments.

George has been given the responsibility for the new portfolio of Constituency Empowerment in addition to Information and Telecommunication.

All the ministers, including Skerrit, took the Oath of Office before President Nicholas Liverpool at a ceremony held at the Windsor Park Stadium that was also attended by Barbados Prime Minister David Thompson.

In a radio interview, Skerrit said that the new Ministry of Constituency Empowerment would facilitate greater interaction between the public and the government.

Veteran politician, Charles Savarin, who did not contest the December 18 general election in which the Dominica labour Party (DLP) won 18 of the 21 seats at stake, becomes the new Minister for National Security, Labour and Immigration, while Julius Timothy, who was the minister of economic development and planning in the last administration, returns as the Minister of Health. Dr. Colin McIntyre has been given the post of Minister of Employment, Trade, Industry and Diaspora Affairs.

Among the new faces in the Cabinet is the former parliamentary secretary in the Prime Minister’s Office, Petter Saint Jean, who defeated the leader of the main opposition United Workers Party (UWP) Ron Green in the La Plaine constituency. He is the new Minister of Education and Human Resources Development, while Justina Charles, the wife of the late prime minister Pierre Charles, has been named Minister of Culture, Youth and Sports. Former Education Minister Sonia Williams was not included in the new Cabinet.

The other female in the Cabinet is Gloria Shillingford, the Minister of Social Services, Community Development and Gender Affairs.

Kenneth Darroux takes over responsibility for the Environment,

Natural Resources, Physical Planning and Fisheries, while Ashton Graneau is the new Minister of Carib Affairs.

    Well, We voted for you overwealmingly, and so you started to overwealm us with the size of the government, to include Ministers, permanent secretaries, assistant secretaries, C T O , Votes clerk and the list goes on, transportation, furniture equipments to include computers, photocopiers, and so on.
    But the Country is quiet nothing not happening, and i thought something was happening, Where will the money come from to sustain such extravagance, is it from Cuba, Venezuela, Lybia, or Iran? are they going to full our hotels for us since tourism forms the main economic base for poor Dominica.
    Dont forget the saying says show me your friends and i will tell you who you are.

    That is why our treasury will always be empty, our government just too top heavy, all those ministers man? Ever so often we completely rearranging ministeries why we cannot have fixed ministries and finish with that…stamp have to change, letterhead have to change staff have to be transferred and new positions have to be created, new equipment, remodelling the old ministry building to change around office space. And is not just this government, all governments that come in power doing the same crap. Me self just now I will revolt and stop paying tax, because I feel when we voting is whip we going for to beat us. All of them is de same….it doesn’t seem they respecting people sweat and hard earned tax dollars.

    Some of those ministries is just redundancy. Man the country too small for all that wastage, is taxpayers that feeling it. And i not hearing nothing about consumer affairs, which ministry making sure the merchants not bleeding dominicans dry?

    We have to get more innovative and efficient with out government structure, them man say is Cabinet they have but right now it look like is a whole storeroom.

    Where then are the voices of the Godly men? Have they been silenced by the bribery ?? have they sold the birthright for a morsel of meat and have caused truth to lay bare in the streets of our nation?

    Our nation is becoming destitute for good christian leaders; men and women who refuses to align themselves with corrupt politician who refuses to be accountable to the those who invested in them the responsibility of governance and equitable rule

    I caution, power in the hands of the arrogant will lead to self destruction!!.

    Let’s pray for God’s mercy for our nation………. and that God would give us pastors after his own heart to set the spiritual compass of this nation.

    so dont be discouraged and sam is not being selfish i guess that’s a decision he had to weigh in dat most of the electted memembers didnt have because u cant be a public servant and run for government. u have to give up ur job.

    so ur parl rep is in a better position to keep his job and allow de others to have a job.and further more dey are already complaining de cabinet is too big.

    There are people who are saying stop the criticiisms, and let’s move on. let’s forget our differrences and let’s build Dominica. Yes, team effort is a good idea; however, it is impossible to avoid the criticisms, because we are all different people, with different values. Besides, if there is a country where everyone agrees with what the governemnt is doing then you have a dictatorship. Additionally, I hope you all are realsing that we have no oposition in parliament. Therefore, we the public must be the oppostion and keep the government in check and balnce.

Just keep the cool and to all the curious ones or better words, angry ones or maybe concern ones who are asking about the parl reps for soufriere and colihaut. lets first look at thes guys job status. if u were in there positions would u leave it to go come sit in carbinet ministries.

    i know they are thankful to the persons that voted them and will do their best to represent them in a very meaningful way.

    mind you, not all elected members should be ministers. that’s not constitutiional.

    so hearts of to all and lets pray and hope our country will be what it should be. the Supreme overseer sees and knows all their moves and action. trust me He knows exactly when to eliminate them.

    I sick with how u D/cans act.. it’s a new decade… please get rid of all u negative comment, and try to think positive to bring Dominica forward. The Pm alone can’t bring D/ca forward, and he is not the only one crippling the country,,,it’s the negative remarks from you D/cans that make damage to the country. If u all have anything positive to say..why u all don’t keep it to you’all selves. When u think of it, that’s the way the world view the country, from the negative remark on all the comment you’ll post. It’s a new Decade show the world that we are not what they think of us…. I love my country, and believe me, when all what u all post is negative comments, it makes the student from D/ca that way studying wonder whether to come back and develop their country. So this, new decade, stop bringing down the country,criticizing Gov.. Cause all it paint sis negative picture. No one is perfect…no not one! So whoever she choose for the different ministries..just pray With God’s guidance it will be done to bring D/ca forward.     …Neither of them have the capacity to fulfil the duties of minister of health. Take some time and eplore what the job description of Minister of Health entails. Dr. Collin McIntyre would have been the best person for that ministry.

    The minister of health doesn’t have to be a doctor or nurse. It’s not like he/she will be attending to people’s health needs personally. What is needed is someone who is capable of managing the ministry effectively. The nurses and doctors are already employed to get the job done and with good management, the system will work well.

    Why are we complaining about the formation of the 19 man cabinet?

    Didn’t we give Skerrit the mandate to do what he want how he want and no dog bark?

    We accepted the blatant theft of $500,000.00 from the Ministry of Finance NBD account through a fraudulent bin transaction.

    We accepted a further blatant theft of $240,000.00 from the same account through a fraudulent fertilizer transaction.

    We accepted the “disappearance” of Felix Chen’s 20 Million US and the attempt to get it back from M J Lapseng to “get him out of the picture”.

    We accepted a candidate nomination of someone who was born in June 1972 , acquired French Citizenship in 2008 which is against dominican law.

    Must I go on??………

    So why can’t we accept this little minor petty but boldface move by King Skerrit?

    ‘needanswers’ wen somone has ‘Dr.’ attached to their name it doesnt necessarily mean he is or used to be a MEDICAL doctor. people earn that title wen they obtain a certain degree!. my bio teacher is Dr. Brown. n he’s earn his degree wen he did genetic engineering at uni. u kno..wen u form ur own codes for a particular gene (characteristic). yhh .n tht had nothin to do with him learnin medicine.     I am trying to figure out how Forestry, Natural Resouces, The Environment and Water Resource Management be under seperate Ministries? I suspect that this Cabinet is for feedback for a possible resuffle in the near future. What constitute a Natural Resource? The last time I checked it includes things like Forest which is the foundation, Water, Rocks,Fish and other marine species,wildlife,etc.Will there be collaboration between Ministries or will there be a fight for control or the passing of the buck. Waiting to see. By the way I voted Labour. LOL

    I took some time before responding to the choices of portfolios assigned to the various ministers and their natural competencies.

    There is a strategy that I have discovered in PM Skerrit deliberate decisions about his choices.

    A. To almost every elected minister there is another minister shadowing his /her portfolio!!! The most capable and competent as well as the individual who keeps in touch with his constituency and remains politically relevant will retain his ministry and prospect to run again for the DLP in 2015.

    That ladies and gentlemen is a brilliant political strategy. For it gives Prime Minister Roosevelt Skerrit some insurance about his continued leadership as Prime Minister and keeps all the ambitions of his fellow DLP ministers on ice for quite some time.

    B. The Prime Minister has surrounded himself with his loyal members and has prevented leakages of political power to his natural challengers like Mr. Julius Timothy. Thus for example a loyal minister of Hon. Skerrit will not encounter problems from the likes of Hon. Timothy if he were Minister of Finance or Minister of Public Works – the two most crucial ministeries that constituents islandwide look towards for many social services.

    Thus key ministerial portfolios like Public Works, Agriculture, Lands, Water Resources, Trade, Culture, Education, Ports, Information Technology, Social Services, National Security, and Finance are within his inner circle of power and influence and can reward him with another re-election victory in 2015.

    C. In the event the other elected members continue to remain loyal to PM Skerrit then he would have a pool of talent for future responsible positions and that he will be able to judge the abilities of these new Parliamentary Representatives capabilities of thinking outside of the box and bringing to bear their previous experiences from their core competencies to their new areas of responsibilities and assess their redness to cope with change and shifting paradigms in the 21st century. It cannot be business as usual.

    D. Hon. Timothy if smart will utilize his competencies as a qualified accountant and bring all his managerial accounting experiences to rationalize healthcare in Dominica. We all know of Hon. Timothy closeness to key health practitioners that stand ready to assist him.

    E. Hon . Justina Charles is well known in culture and has tremendous capabilities in influencing the youth of her constituency and will remember her late husband in his younger days prowess in sports – especially basket ball (playing for Pros) and it is very refreshing to know that she will put her best foot forward to deliver an impressive list of accomplishments including a Dominica contingent at the Brazil’s Olympics.

    What would bring me personal joy and satisfaction is to see the day when Hon. Justina Charles will be given the opportunity to act as Prime Minister when Prime Minister Skerrit will be on an overseas assignment on behalf of the Commonwealth of Dominica.

    The election campaign is over and we all Dominicans of all political affiliation must now lend a hand towards Nation Building; but we know the radio talk shows will dissect for days and weeks ahead the various ministries and the ministers assigned as well as the cost to the treasury and the reinstatement of Ambrose George as a Minister of Government.

    I am big supporter of de PM but I am not very happy with this cabinet, first of all why should Ambrose be added? why should Timothy be leading Health? this is very confusing to me. I would encourage the PM to go back and reduce the number, mix it up and he should lock himself in the toilet without the advisors while he redo the list, I know he can do better.     I was expecting a more lean mean cabinet in such harsh economic times. Can we afford to pay such a huge cabinet?

    Many of these ministries are useless. Why do we need a Minister of Carib Affairs when there is Carib Chief handling the affairs of the Carib people? Why do we need a ministry for Constituency Development?

    Why give new faces such as Kenneth Darroux multiple portfolios while veterans like Julius Timothy a single one?

    Why have two separate ministries for Employment and Human Resources Development?

    I think this cabinet is to bloated but I am giving them the benefit of the doubt.

    Let’s see how they perform.

    Congratulations to the ministers and the new government. Remember Dominica first.

    The PM may have his reasons but I think he should have put
    Environment, Natural Resource, Fisheries Water management and forestry under one ministry

    physical planning should be with Land, housing and settlement

    and Agriculture should be on its own since it is still dominicas biggest source of income. I Think we should focus on adding the aspects of agro processing etc to the agri ministry. In other words expand on agriculture. Not just planting and harvesting but also processing packaging advertising etc etc.

    Natural resources includes our water fishes ,and forest which makes up our environment

    Agriculture and forestry has always been in conflict so i think they should be independent of each other.

    Physical planning involves housing and settlement so they should go together.

    Too many square pegs in round holes. Lts not be bias many of the parl reps are disappointed. The first one to be disappointed is Dr. Darroux. There is a well crossing of ministrial portfolio. Ambros George Minister of Information, yet PM is Minister of Information and technology. What is the difference? Agriculture cannot be divorced from the environment. This should be one ministry. Johnson Drigo worked all his life as a social worker. What is he doing in public works? Water Resource Management is part of Environment, hence should be part of the same ministry. I voted Labor but I am confused and need to know how ministries are assigned. .
