UPDATE: Gay men plead guilty to indecent exposure; scheduled to leave Dominica Thursday

The men leaving the First Caribbean Bank after withdrawing money to pay the court. They were escorted by police.

Two gay men from Eastern Shore Lane in Southern California, Dennis Jay Mayer and John Robert Hart who pleaded guilty to the charge of “Indecent Exposure” were scheduled to leave the island on Thursday, after paying a fine of EC$2,400.00 each.

The court heard that the men were seen on the balcony of the cruise ship, Celebrity X Cruises, naked, fondling each other.

Hart, a retired police officer and Mayer a personal assistant real estate agent told the court, ”We are sorry for what happened, we regret the incident and humbly apologize to the people of Dominica.”

When approached by the police about the incident, Hart said, “We were naked on the balcony but we were not having sex.” Mayer’s explanation was, “I’m not involved….but was slightly undressed on my balcony.”

In mitigation, defense lawyer Bernadette Lambert told the court that her clients regretted the incident and never intended to offend the laws of Dominica.

“They were struck by the beautiful mountains, clear fresh water and beauty of the island and they also had a few cock-tails and so threw caution to the wind.  They came here for a good time and did not mean to offend the laws of the country,” she said.

She told the court that both men were of good character and they had fully co-operated with the police and begged for a non-custodial sentence. “They are extremely remorseful,” she said.

Both men then apologized to the court for their actions but were told by Chief Magistrate Evelina Baptiste that they had behaved like “rogues and vagabonds.”

    Good stuff to know, but i am more concern how does this type of events affect tourism.

    Honestly, after this event, how likely are you considering Dominica for your next vacation based on your knowledge of their law, how the locals feel about you and your personal interests, and other laws which might affect the way you would spend your times on the country which you are not aware of.

    Type “A” if Dominica is on top of your list for your next trip or “Z” as the last destination to consider. Thanks for your input and enjoy!

    As a past cruiser on Atlantis cruises, the problem I see with this incident is:

    1. Who is this witness?
    2. How far away was he?
    3. Are there any corrabarating witnesses?
    4. Are there any photos or videos of the incident?
    5. If indeed there was indecent behavior occurring on a ship’s balcony; are we sure this witness from a distance, from the outside of this ship identify the exact cabin?

    From the actions of the police, captain of the ship, owner of Atlantis (Rich Campbell), the Magistrate, the citizens of Dominica, and most of the posters in this blog – one unidentified witness can successfully make a charge of buggery/indecent exposure against the word of two other individuals and have his word held out as God!

    There is no question, Dominica (especially the dock workers) were aware of the gay passengers’ arrival.

    Without questioning the accuser, how can anyone be certain he saw these two passengers, or the accuser is not a homophobic bible thumping religious conservative zealot?

    Missing from this entire unfortunate incident is – the accuser! I for one will never take the word of an unidentified, unquestioned, unconfronted and cowardly “witness!”

    Most of the people here are running away from the main issue.The prosecution of these men had nothing to do with thie sexual orientation. The facts is just plain and simple,they broke the law with their lewd behavior in public,and paid the price,and at the same time learn their lesson.If it was in the USA they were displaying the same act in public,they would be arrested.     Look- I have been to dominica. I am an open gay man. I would never- EVER in a million years walk out on a balcony in a foreign Naked. or in an attempt to touch my partner. Secondly they were on an all gay cruise. There is bound to be critism. Thirdly, the tour guides in Dominica are not stupid- they knew my story and treated me with the respect that I treated them. I compensated them wll for their tour, special treatment and safety they provided me while traveling through that gorgeous country. While I think your laws are archaic, and completely obsurd. I agree that any sexual contact like that made in public is completely unacceptable no matter what your orientation is. I hope that some day your laws will change for the better with gays and lesbians so that everyone can live harmoniously. BUT- It is up to the TRAVELER to know the laws of the foreign country that you are visiting. I have traveled to Jamaica, and Barbados. I dont live a closted lifestyle when I am there. However, I do not make myself obvious, I respect the laws for the short time I am there and enjoy the beauty the country has to offer me. It is ignorant as an American to expect other country laws to bow down to what we believe is socially acceptable. I would have been appauled at their behavior. Another reason why I dont go on gay cruises and never will. Its actions by gays like this that give the rest of us a bad name.

    Unfortunately, this has probably crippled the country for years. They are barely surviving as a nation as is…and this has furthered their demise. The notion that these people are “educatued” has basically gone out the window due to this ridiculous story. Unfortunately, this primitive country has shown its true colors of how simple minded the people of Dominica truly are. The “morals” they instill are clearly adopted from western tradition, however, due to the clear lack of education (or mere intelligence lol), or lack of ability to distinguish right from wrong, they will never be able to think for themselves until once again they are dominated, or taught, by a superior nation. While this country is stuck in the 90’s the rest of us are flourishing in the 21st century. Clearly this country has been given fish, and not taught to fish. Unlike the western civilizations they desire to become, these people will never be able to think for themselves. Instead the lazy people of this country are content with the sociology brought to them years ago, and will never grow. Hopefully, one day, someone can bring intelligence to this foolish country, and they can escape the ignorance that plagues them.

    Dominica will pay a dear price for this in tourism, especially that of Gay and Lesbian tourist who have ample money to spend. I hope every gay cruise along with every gay traveler avoids the island like they are already doing with some of the islands due to the less than welcome attitude given. Dominica will lose much more than the $4800 in fines they levied for this, they have already become the laughing stock of international news. And before you go spouting off how moral Dominica is you should apply that morality to the autrocities being committed by the Dominica police. In a report published in October 2011, Amnesty International documented an unacceptable and persistent pattern of abuse and killings by police in Dominica. I think you all have more important things to worry about than two tourists fondling each other.

    It is very likely that the offending former police officer has been on the other side of the law, enforcing indecent exposure and public indecency laws while performing his past duties. I can only hope that he showed mercy and compassion to the intoxicated man urinating at the side of a building or road or the hot-blooded, horny teenagers making out in the back-seat of their parents car. Remember that ignorance of the law (even in a foreign land) is no excuse for breaking the law. The men broke the law, apologized to the court and our country, and paid their fines. Let them go in peace and go along their merry way. The rest of us need to do the same.

    As a gay man that has been to Dominica twice I was disgusted that two gay cruise ship passengers were having sex out in the open on the island. After I heard that a “peeping tom/s” noticed that they are having sex in the privacy of their own cabin on the balcony, I was appalled that the men were arrested and taken off of the ship by the local authorities. My first trip to Dominica was with my partner on a cruise ship and we fell in love with the island. I returned last year for a week and had my best Caribbean experience to date. While I am an “out” gay man I understand that in a foreign country you have to respect that many people and governments aren’t as progressive as things are in the US. And that one can’t necessarily act as one would at home. However I also don’t believe that one should hide who they are either. As I stated I had a wonderful experience and I will return. I felt safe and loved the fact that the island isn’t built up like the rest of the Caribbean. At a time when many countries are struggling with their budgets Dominica is unique that it has a national resource to attract travelers to its island paradise. If they were smart they would adopt a more progressive attitude towards Gays and Lesbians and go after the gay dollar. Once they get to know us they will see that we are just like everyone else; spirit and all.

      You will be well advised to read the press release by the tour operators. You will realise that your view of the incident is distorted. The men were on a public in full view of all including elderly women and small children.

      Gay rights are respected here but wanton public display of indecency by anyone is frown upon and rightfully so. Because this is a small country does not mean that it should be a wantonly lawless state.

Why weren’t you arrested then because I am certain you and your partner engaged in sexual activity while there?     I’m a dominican who lives in New York, and you will get arrested by the nypd if you are exposed in public. You will be charged with disordely conduct and even spend the night in prison.     DNO, I am surprised that your Website did not crash with all those comments but it is slow. :) I guess Websites do not crash. It will take me hours or days to peruse the comments and of course provide my comments as usual which I would love to do when I have the time.
    It is quite an interesting story. So they had a few drinks and viewed the landscape of DA and thought they would indulge in this illicit activity? No excuse. If they were in the U.S., Canada or Europe, they would also be charged. They could not do this even during their so-called gay pride parade. They could have stayed in their rooms where no Dominicans would see them. Surely this is what they did all night sleeping together. Did they not have enough of it for the night?
    Hats off and Laurels to the DA Police Force Authorities. I am pleased that they were arrested and paid a price for their immoral actions. $2,400 EC was not enough. Now they are short-changed. I wonder if they had that money in their bank accounts or that family members or friends lent it to them. What if they did not have the money and were not able to obtain it?
    It is a lesson to be learned that they must respect the Law of the land and its nationals. This pertains to others who visit the islands. It is a clear indication that they have no respect for islanders. Otherwise they would not have conducted themselves in such an unbecoming manner. Would they do this in the U.S., Canada, U.K and other parts of. Europe? I bet not for they would know the repercussion of their actions. I hope such a cruise ship never returns with those people.

    I remember one thing about Dominica. The women are the most beautiful in the Caribbean. I didn’t leave the port area except for a small walk around the surrounding few blocks. People looked kind of unused to having all these weird tourists in their midst. It is the same feeling I have in Times Square. By the way in Times Square we have the Naked Cowboy who plays guitar (he is wearing tightee whitees). He’s popular. It was too hot to stay when I was there and I went back on the boat. On this story, I was expecting to hear the kind of responses you hear from Jamaica and places like that, awful things about homosexuals, but I find that the responses here are evenly pro and con and reasoned out. I would take a tour of Dominica next time, get immediately into an a/c car and tour the mountains, but didn’t get a chance to do that. Thanks for opening my eyes. I’ll be back.

    I think that Dominicans are too hypocrite. Those of you who are commenting and saying bad things about gay people I hope that you have no skelentons in your closets. Yes they were wrong for displaying that kind of behaviour to the public, but I mean come on man. The situation could have been handled better than that. As a country who relies greatly on our TOURISM INDUSTRY, I think that we could have been more sensitive to this case. Dominicans saying how they are strongly against gay ships coming into the island. Tourist is Tourist. Not spend they spending money in the country to help with economic development? The same ‘GAY’ TOURIST that you don’t want in the country is the same tourist that spend money here and helps it to circulate to pay your light bills, school fees and give you a pay cheque every month to go SEWO and by all them EXPENSIVE clothes and shoes you want to be wearing. This was a serious matter and personally I find that this situation was not handled properly. Dominica was finally on news in the US and elsewhere and trust me, it was NOTHING good they had to say. THink of the possible drop of tourist coming into our country in the near future. IF we have failed to realised, in the US and other places people don’t really care if you are GAY or BI. People is peeople and are at liberty to be what the HELL it is that they want to be. People don’t tell you how to wipe your ass, so why question someone sexuality? It is wrong yes, but being the 3rd World country that we are, we are at no right to pick and bleedy choose the types of tourist that come into the country. Once the tourist spend money in our country we should have no problem. I am not promoting this type of behaviour, but for once lets not think of ways to get story to make headlines,lets think of ways to boost tourism. Many tourist may have even lost interest in returning to dominica because of this.     I would like to place on the record that I believe that homosexuality like all other forms of sexual immorality, inclusive of fornication and adultery, are sins. They are activities which God does not approve and for which unrepentant participants will be kept out of the eternal kingdom.
    The law in Dominica clearly states that buggery is a crime. Anyone coming to Dominica despite of their own belief system should be subject to the laws that govern our land. Therefore the police and the other component of the judiciary were correct in arresting and prosecuting the two offenders.
    However, what I would like to do initiate a discussion in an attempt to assess the fairness of the law as it relates to the legal repercussion for engaging in acts of sexual immorality. Based on the bible, sexual immorality is not exclusive to acts of buggery but also includes the acts of fornication and adultery. God despises all these acts and I do not believe that he is more displeased with buggery but more tolerant of fornication and adultery. Therefore, I find it difficult to accept that our buggery law is fair and just. Why are that fornication and adultery considered biblically wrong but legally and socially acceptable while buggery which is considered unacceptable in every dimension. Where is the consistency and fairness? Would all the enraged and disgruntled individuals also encourage the Government to enact laws making it illegal to indulge in these fornication and adultery? Would we as a nation give our consent or be up in arms protesting that it’s a violation of our basic human rights? If the answer is yes then there is fairness across the board and the existing laws are just and are a testimony to our biblical beliefs as a Christian nation. However if the answer is no, then there is a great degree of hypocrisy and biasness, and the Christian principle of fairness is inexistent. I believe that if there are laws for a particular sexual deviant behaviour, there should also be laws for the others. Some people cannot have the privilege of falling on their knees and asking for forgiveness and face no legal consequences while others have to be dragged before the courts for similar the same deviant behaviour, sexual immorality.

    Hopefully this will generate some discussion and people will not get over emotional.

    The company behind a “gay” cruise that caused a bit of a stir in Dominica and resulted in two cruise passengers being fined by the local courts, has been seeking to clear the air on what actually happened.
    The cruise was organized by Atlantis Events, a Southern California company that specializes in gay travel.
    On its Atlantis Event Incorporated FaceBook page, the company’s President Rich Campbell apologizes “for the late post”, explaining that “ we have been at sea for the past 18 hours with limited internet access”.
    Here is the rest of what the Atlantis Events president had to say about the matter:
    “We appreciate the comments on this board regarding the incident in Dominica yesterday, but would sincerely ask that most of you get the facts correct before condemning Atlantis or Dominica for what happened. Here are the facts:
    Yesterday morning around 9:30 am two of our guests were seen engaging in a sexual act outdoors on their balcony in full public view of the port and town.
    Not only did many of the residents witness the act, several of our guests saw this incident as well.
    The local authorities responded to a complaint by several residents.
    The two gentlemen were arrested on a misdemeanor charge of public indecency and detained overnight.
    They appeared in front of the local magistrate this morning, paid a small fine, and were released in full.
    Please understand that the complaint and subsequent arrests had nothing to do with the guests’ sexual orientation, nor was any “anti-gay” law invoked.
    These guests were engaged in behavior that is inappropriate in any port of call, or major city for that matter.
    The guests were never left on their own.
    We had both representatives from Atlantis and Celebrity cruises with them at all times during their ordeal and had our local representatives look after them last night.
    Furthermore, we worked closely with the US Embassy in Barbados to assure that their safety was always being monitored.
    Atlantis had 2000 guests in port yesterday in Dominica and most of them had an outstanding time visiting the country.
    Celebrity Cruises has been extremely supportive, working with Atlantis to insure these guests’ safety and security despite their detention in Dominica.
    We commend them for their unwavering support through this incident.

      I am a Dominican residing in the US and i felt really bad when this kind of negative publicity was shared with not only america but the rest of the world. We advertise our country as being the “nature Isle of the Caribbean”, boast of its great food and friendly loving people yet still we make human beings who have a difference in sexual beliefs than we do feel un-welcomed and like shyt.I am very straight,but i dont believe that me being straight gives me the right to discriminate against homosexual individuals. I understand that the charges against the men were for their public indecent exposure and i am happy that we enforce the law, however I wish we did not only enforce it when its “gay people”.I am very sure that may other cruise lines have docked at our ports and couples straight couples that is have fondled with each other and dominicans paid them no mind because they were “straight”.

      Let us stop contradicting ourselves and enforce our laws only when we are uncomfortable but let us always enforce the laws. homosexuals are normal people. they have jobs like we do and live normal lives. the only difference is their sexual beliefs.Tourism and agriculture are the backbone of our nation and i for one beleive that we should sacrifice our “disgust, and our traumatization for the sake of our country and our pockets.         Well said neutral…the authorities made it a Gay thing. It could have been handled in a much better way. I cruise on a regular basis; have never taken a “gay” cruise although I am gay. And on those cruises I have seen inappropriate behavior of straight folks in and out of port, not once has there been consequences. For this to occur, for the government to make a big deal resulting in it going viral…well that was a huge mistake on Dominica’s part and I fear the results will be lasting not just in the Gay community but in the travel industry.

    It’s amazing how fast this story spread. The friend who was on the straight cruise to Dominica with me is travel manager for a global company that services very wealthy people with private jets. They prepare flight plans and “watch” lists for each country. A lot of people he works with are gay too. For the past two days, everyone in the travel world is busy tapping out text messages on their iPhones about this incident. So much money to be made just by keeping quiet and not embarrasing people. Dominica justice made a mistake. They should have handled the incident with less publicity and not called the men names and photographed them and released their names, etc.

      All is drama was not called for.

      The authorities made a big hash of things. This should not have made world headlines. The judge just did what most people are doing, she got carried away. A simple fine was all that was needed. No name calling. No pictures were required (making them look like the FBI’s most wanted). We dont know them, they are never likely to step on Dominica’s shores again.

      People, get over it, tune into something worth shouting about (like child abuse, incest, fornication, schoold kids fighting in the middle of Roseau and all the other things plaguing Dominica).

      Yes they broke the laws of Dominica, but so do lots of others in ways that impact on the whole nation.

    I am a gay american and I was just in Dominica a few months ago on a “straight” cruise. From the comments here, I have changed my mind about Dominica. There are comments bashing gays, but an equal amount of comments bashing the bashers. I salute you. However, I don’t think they should have taken the passengers off that ship and embarrassed them in front of the whole world. They should have handled it more privately. If they were having sex on a balcony (which they say they weren’t, they were “fondling” or touching), that is illegal. I also recall that it is very hard to see the ship from the port, a long way. Someone had binoculars.

    I’m learning alot about my country… Say what you will but I visited a “gay blog” where they were talking about this and some of the people commenting referred to our little island as banana republic, Negro island and other derogatory terms. While I’m not opposed to gay rights I think I’m more concerned with the Trayvon Martin case than I am these two. Besides, these two pleaded guilty to indecent exposure.       Behavior like the kind displayed by the two men in question is the kind of behavior that incites homophobia and cause people to condemn other gay men for their sexual preferences. The gay community should be out in full force condemning the blatant disrespect and disregard for public decency demonstrated by the two who were arrested on that cruise. That would at least serve to inform the rest of the world that this is not acceptable behavior in the Gay Community.     Please accept my apology for the late post, we have been at sea for the past 18 hours with limited internet access.

    We appreciate the comments on this board regarding the incident in Dominica yesterday, but would sincerely ask that most of you get the facts correct before condemning Atlantis or Dominica for what happe…ned. Here are the facts:

    Yesterday morning around 9:30 am two of our guests were seen engaging in a sexual act outdoors on their balcony in full public view of the port and town. Not only did many of the residents witness the act, several of our guests saw this incident as well. The local authorities responded to a complaint by several residents. The two gentlemen were arrested on a misdemeanor charge of public indecency and detained overnight. They appeared in front of the local magistrate this morning, paid a small fine, and were released in full.

    Please understand that the complaint and subsequent arrests had nothing to do with the guests’ sexual orientation, nor was any “anti-gay” law invoked. These guests were engaged in behavior that is inappropriate in any port of call, or major city for that matter.

    The guests were never left on their own. We had both representatives from Atlantis and Celebrity cruises with them at all times during their ordeal and had our local representatives look after them last night. Furthermore, we worked closely with the US Embassy in Barbados to assure that their safety was always being monitored.

    Atlantis had 2000 guests in port yesterday in Dominica and most of them had an outstanding time visiting the country. Celebrity Cruises has been extremely supportive, working with Atlantis to insure these guests’ safety and security despite their detention in Dominica. We commend them for their unwavering support through this incident.

      I think it is a case of double standards here. I have witnessed many times when traveling throughout Dominica with my daughter that our men pee by the roadside with their penis exposed. That is a disgusting behavior and indecent exposure but no one call the police. During carnival our young ladies are indecently dressed with all their bodies exposed but no one calls the police. Our mean and even women bate in the rivers naked no one call the police.

      we have seen people park their vehicles all sorts of places engaging in sex but no one calls the police.

      The list can go on and on. I am anti-gay but I think that this situation was extreme. We ned to enforce this law within our local community because I can bet you there will be many such cases every week infront of the courts.

    This event is nothing short of a mockery of Dominica’s archaic Homosexual Law.     I am impressed with how quickly this case was dealt with and pleased with the outcome. I think Dominica has handled it well in terms of striking a balance between penalising and letting the world know that the arrest was justified. Afterall if they admit to indecent exposure, then the fine/arrest is well-deserved.. though I must wonder if the same person that saw these two had seen a straight couple like this, if it would have been reported at all. As for everyone using buggery laws as an excuse- these laws are outdated and no matter what you will find when you type in dominica in to google (currently homophobia and tourist crime is rife- probably best not to go there)that law will always shine a bad light on Dominica in the eye of Western countries. I am pretty sure that many straight couples in Dominica practice anal sex and no-one would ever think of that as buggery. Should they be arrested too then??? It goes to show that homophobia really is rife, and though I am sure the majority of Dominicans are OK with it as long as it is kept quiet, those who express hatred do it far too freely and in far too much comfort.

    You know as a Dominican living abroad for a number if years it’s interesting some of the comments being written on DNO. To those of you who practice christianity remember God said vengeance is mine and I will repay. There is nothing one can do with an individual who chooses to practice the gay life style. It is contrary to the scriptures. When one says it is wrong we are not judging them because the good book says they will not enter Heaven unless they repent before they close their eyes in death. To to ones who do not follow the christian life style we are not judging anyone. Christ certainly did not condo this life style. When the woman was caught in the act of adultery and was brought to Christ He forgave her but also asked her to forsake the life style she was living, so obviously her practice was not in accordance with what HE ask us to practice. To those who think nothing should be done to them you all are way off base. If the laws are broken there is a consequence and the powers have dealt with it let them deal with the powers that be because it they had done this act publicly in CA and were caught they would have to deal with the Justice system of CA. Remember there is a story in the Old Testament of a group of men trying trying to break down LOt’s door to get at messengers of God who looked male. The end result is that they were al blinded. So people for Christ leave these people alone the good Lord will deal with them in His own time.

      Exactly what you said is what happened. They were asked to pay a fine and leave. What’s your issue. If it was gay prosecuting why were the other two thousand homosexual men not harassed or arrested. why just these two? Also for clarification even if you are on a ship once you enter a country’s territorial waters (12 miles off the coast) you are bound to the laws of that country unless the waters are not exclusively owned by the country like in the case of cuba which has a US owned portion utilized for a prison and military reasons. EVERY country has laws to be respected by visitors and citizens alike.

    If they had sex in view of people on the dock, they should have been arrested and charged with indecent behavior — the charge they eventually pleaded guilty to and for which they will pay a fine. The word “buggery” should never have been raised.

    Domenica should take this opportunity and decriminalize homosexual sex. It is wrong to make criminals out of ordinary people minding their own business and living their lives.

    All in all, I think we have a big battle on our hands which could hurt our country in a big way especially if they choose jail where so many of our young men are. Our locals will one day leave jail and most likely spread their prison gift with our young ladies and men. Is that want we needed? That’s why our leaders must count the cost before they just allow any cruise ship to dock in. The potential cost is more than what the country can handle!

    I work in a Tourist industry in St.Maarten. We see those things everyday with SxM having 5 to 7 cruise ship on a daily basis> I believe the fine should have taken place the same time and let the guys go back to the cruise. Dominica has alot to look into rather than that. lots more to be done. This is another LOSS for the Island.

    People this is a public forum and we should be careful what we post. The issue is indecent exposure/having sex in public and not the fact that they are gay. It is against the laws regardless of sexual orientation and one who commits the crime has to be held accountable for such act.

    So all those on there bashing the men because they are gay it is not relevant. When ships dock and are not labeled ‘gay’ I guarantee you that there are gay couples on there as well. In Dominica we have gay citizens, when you travel you encounter gay people in all walks of life whether it is evident or not. At the end of the day we are all human beings and should not be judged on sexual orientation.

    So let’s just give our views on the crime committed and NOT judge because someone is gay.

Equal justice under the law. DO NOT besmirch the legal system of our country. The law is the Law and I think in absence of any president we should assume that equal penalties will be handed down.

      Two men kissing in public is not illegal in the States. Cruise ships are HUGE so, even if they were engaging in an activity that is best saved for the privacy of bedroom, I don’t see how they could have been spotted from the shore (even if the boat was docked). I’m straight but, in light of knowing how homophobic Dominica is, I won’t be going there on holiday anytime soon.

I am left to wonder how many Dominicans are for those murders and bandits who plagues our communities.Stop to consider how easy it is for fire and brimstone to rain on Dominica just like those who condoned this despicable act in Sodom and Gomorrah.     I totally agree with the manner in which the police handled this situation. I’m not homophobic in the least, but visitors to our country cannot flout our laws and expect us to turn a blind eye to it. The bus drivers seemed traumatized by what they saw, which I think laughable, but just imagine children of a tender age being exposed to that behaviour. I just hope that when a heterosexual couple comes and does the same thing, we’ll be equally outraged and we’ll mete out the same punishment to them.

It is besides the point that these men were gay, I am heterosexual and if me and my boyfriend were caught having missionary style sex on the bayfront in plain view of the public I would have been arrested and charged.       I am impressed with how quickly this case was dealt with and pleased with the outcome. I think Dominica has handled it well in terms of striking a balance between penalising and letting the world know that the arrest was justified. Afterall if they admit to indecent exposure, then the fine/arrest is well-deserved.. though I must wonder if the same person that saw these two had seen a straight couple like this, if it would have been reported at all. As for everyone using buggery laws as an excuse- these laws are outdated and no matter what you will find when you type in dominica in to google (currently homophobia and tourist crime is rife- probably best not to go there)that law will always shine a bad light on Dominica in the eye of Western countries. I am pretty sure that many straight couples in Dominica practice anal sex and no-one would ever think of that as buggery. Should they be arrested too then??? It goes to show that homophobia really is rife, and though I am sure the majority of Dominicans are OK with it as long as it is kept quiet, those who express hatred do it far too freely and in far too much comfort.

What proof was there that these two men were doing what they were accused of? The were on the cruise ship and allegedly engaging in some form of sexual copulation on their balcony. Where’s the PROOF? The men pleaded guilty to a lesser charge just so they’d be able to leave.       This was not a family cruise. If kids saw what happened, it is likley because they stopped to peer and look. If there were kids on the bayfront at that time of the day, then why were they not at school. If they were there with their parents, then the parents themselves should be fined for knowingly exposing their children to public sex.

      I am curious, how is it that so many Doninicans actually went to the bayfront to watch the ship? What were they all looking for? You would think that if they are so outraged by homosexuality then, they would have stayed clear of the ship and the bayfront. However, they actualy went to stare and gaze and look. What were you looking for?

      Your presence on the bayfront says alot about your own sexual preferences and curiosities, it seems to me!

    Help me understand this….maybe I’m just a wee bit ignorant. If our laws are anti-buggery, then why is it that we consented to allowing a gay ship to dock on our ports? For some reason, I’m having difficulty coming to terms with this. I do not condone homosexulaity, I believe it is one of the nastiest lifestyles a human being can indulge in. However, let the Most High be their judge, not me. I am inclined to believe that the ship offers its passengers “gay freedom and leisure”, which would include outright displays of affection and intimacy….? Correct me if I’m wrong here. DNO reports “They were charged for reportedly having sex on a cruise ship, Celebrity X Cruise, docked on the Roseau Bayfront”…didn’t the Ministry of Tourism consider the possibility of this before they granted an ok to the cruise ship? Its almost as if we’re violating their rights! As I see it, this could’ve been avoided altogether.
