No breakthrough in French tourist attack

As of late Wednesday evening the police had not made any breakthrough in the attack of a French family near Calibishie.

The incident occurred on Valentines Day on Batibou Beach.

The police report that three masked men dressed in camouflage outfits attacked the family, tied them up and sexually assaulted a young lady.

The family was reportedly released hours later.

Money and a camera were stolen during the incident.

Police Commissioner Cyril Carrette is calling on the public to assist the police in bringing the perpetrators to justice.

    This incident made me so angry and I am so disturbed. These men should be severely punished! This poor child and family. I am a Dominican living in the US and as long as these disgusting and barbaric crimes continue, I will not be returning to Dca. And I will not refer any of my many friends here in the US to go there. Sorry I am appalled. Do something Government, justice system and Police Force. That’s what ur there for!

    what i do not understand is why there is no saftey in dominica advise for all tourist on arrivals, this poor family, that poor little girl, i lived in dominica for a few years and found out quiet quickly to stay away from places like calibisie, woodford hills,and grand bay, and to never ever go to the rivers or beach alone, or with out my own form of defense,my rottwielers and pepper spray, the amount of times in DA i found hitch hikers, who where young europeans walking along the road at night in pond case, or on there way to a beach at night to go and camp, i put them in my jeep and took them back to town.
    i hope in DA that who ever these men are the family around them who know there identity will think of that poor little girl, and not only the physical pain they must have cause such an under developed child, but the mental and pycological pain she will endure for the rest of her life, and for them to imagine how they would feel if it had been a young daughter of theres, i do hope that they will give up these monsters whom are a danger to any other person they come across. my love prays and wishes are with the family of the child, and also with the family of these rapist to give them the strength to do the right thing and hand them in to the police.

    From the middle of the US, “violent crime against tourists in Dominica”  has reached my ears three times  in less than a year.  My family visited a few years ago, and we fell in love with Dominica, and it’s people.  Sad to report that we will NOT return.  True, we deal with plenty of our own issues related to violent crime here in the States.  In the case of public safety, the difference is, that I can rely on a uniformed police force, one that is readily available, accessible and capable of dispatching via a reliable “First responder system”  (I.e. 911).  A Justice system equipped and forensically capable and motivated to pursue, process and prosecute criminals, these capabilities also serve as a deterrent to would be thieves, rapists, muggers and murderers.   Dominica, in my opinion, can offer none of these basic services for it’s People, Local or otherwise !!

    You see the story from the German that also got mugged down there last year?

    He was saying that three guys robbed them and were driving a green pick up. There was at least one guy from Calibishie (he had a friend there that he spoke to on the phone) and maybe all. There was at least one spouting Rasta racist hate. “babylon boy” and such rubbish.

    How about starting with the rastas in Calibishie with green pick ups? Or hang out with guys with green pick ups?

    Regarding “Babylon boy” race hate. … this is a really weak excuse to behave like an animal to somebody because of their skin color. Don’t you animal rapists know any history? Most people in Europe when slavery was at it’s height were starving and beaten by the powers there. They were ‘free’ but they were also ‘FREEzing, starving and dying of diseases that were so easy to stop.

    Every white person who come here work like battery hens in a tiny office for 50 hours a week so that they can pay off the credit card or loan to escape from “babylon” and see a little of what we have here.

    This is not Sint Maarten with gold wearing mega yacht owners showering in Champagne. This is a hard to get to, tough, but wonderful country with on the most part … great friendly people. Our tourists work damned hard in order to afford to be here.

    Them Rastas in Calisbihie maybe are all hen pecked by their white, old, drunk and ugly ‘girlfriends’ and need to take it out on the tourist. Maybe they should just work for a living.

      A rasta talking to someone in Calibishie is not enough to say that the guys are from calibishie, this is generalizing, but yes, this is a good hint for police to state looking in this area.

    My wife and I have traveled to Dominica many times and believe it is the most beautiful island in the Caribbean. Not only for the natural wonders it possesses, but the people also make this a special place. I have traveled to many beautiful places in the Caribbean, Mexico, and Central America, but Dominica seems to always stand out above the rest. The current crime situation in Dominica, and the Caribbean in general, is very disturbing and it does make me think twice about returning anytime soon to Dominica. Last year, and the year prior, my wife and I spent many days at Batibou beach with no incident but a love for the Natural untouched setting that Batibou beach has and that Dominica represents. Not more than a week later, a German couple were assaulted and robbed there. One year, we stayed at Belle Cote Villa, near Calibishie, and read about the multiple robberies where the thief actually was inside the house while the people were sleeping. The story puzzled me because nothing was broken and it seems that the thief got in by means of an unlocked door/window, etc. When I arrived at Belle Cote, my wife and I thoroughly checked all the doors/windows, and points of entry. We found that the Kitchen window, near the stairs, was “conveniently” left unlocked, while everything else was safe and secure. Now this could have been a coincidence, but I have heard that this Villa has been robbed at least 5 times since then and yet, no broken windows/forced entry, etc. I am also under the assumption that the thief responsible has not been caught. Petty theft can always be a problem wherever you go and generally will not deter tourists. Material things can be replaced, but when you take it to the next level and add in Murder/Rape/Assault on innocent people that only want to spend their “hard earned” money in your beautiful Country and only want to have a wonderful time, tourists will find other options. A person named David, in one of the comment blogs, said that he and his friends/family are thinking twice about coming to Dominica. He has every right to think this way. He might be right or wrong, but it does not change the fact that this type of activity is increasing and is happening in Calibishie, Portsmouth, Salisbury, Pagua Bay, Grand Bay, Tete Chien, all over now, and will deter future tourists. Say all you want that the Crime rate in the United States is higher, Crime is prevalent in all Countries, but give me an example where a tourist family spent the day at a remote beach in the United States and were assaulted, robbed, and raped. My point is not to say that the U.S. is better, but to say that maybe there is a big problem right now in Dominica and it will only get worse if something is not done now. Everybody must come together to solve this issue. Please do not just rely on the Government to solve this problem. It is everyone’s responsibility to make sure that this type of activity is not acceptable. Dominica is made up of many small communities where the residents know each other. You cannot tell me that no one knows the three people who committed this crime, or who broke into Belle Cote Villa multiple times, etc. It also seems that every crime committed at Batibou involves 3 men wearing masks. Either this is a coincidence, and the “magic number” of people to commit a crime here is 3 people, or this could be the same three people. These are crimes against humanity, not against, French, German, Swiss, Irish, Americans, etc. Tourism accounts for around U.S. $56 Million dollars/year in Dominica right now and the potential that your beautiful country has is unimaginable. Please share your beautiful country with the world, as it is an example of a place only a fraction of people could ever dream of. My heart will always be in Dominica and someday I hope to retire there. But, this continued trend of unstableness needs to stop. Please do not let the very few bad people succeed in changing the minds of people like David who want to travel to Dominica.

      Such a pity, but we all know that is a bad place.

      Calibishie Lodges actually take you down on a ‘Safari’ where they leave you for the day and come to pick you up for $45 US.

      I just returned from Dominica. We stayed the last 3 nights in Calibishi Cove hotel. The last night (March 17, 2012), we were awoken at midnight by the guests in the Penthouse suite banging on our windows because someone was on their balcony trying to get into their room. The police were called, but of course, nothing was done and we spent the entire night afraid in our room with a giant knife for protection. Dominica is a beautiful island, but it simply is not safe to visit there at this point in time. Tourists have become a target and in hotels like Calibishi Cove (which is right beside Belle Cote Villa ) you are like a sitting duck waiting to be attacked b/c it’s at the end of a dead end road. Stay away until the country has figured out how to fix this crime problem. I wish we had researched the crime before going there. Once we arrived all the locals were telling us of the horrible rape of the French family’s daughter, and the other brutal attacks. Please research before thinking of going and I would strongly warn you to stay away for now at least.

        Dominica is one of the safest islands in the Caribbean and safer than many parts of North America and Europe, as is evident by various crime reporting stats by country on the internet. The dangerous thing for Dominica as a country is that all crimes are reported internationally, because they don’t have many serious crimes, so they must act very swiftly to put out any concern of the country becoming unsafe.
        It has been confirmed that the 4 guys arrested in the Marigot Credit Union Robbery were driving the truck that was identified as part of the Batibou beach crime described by Katy, and there is report of a confession. I was also able to confirm, despite the guys responsible for the violent crimes in the Calibishie-area being behind bars at this time, the prime minister is putting together a task force of 22 security guards to patrol the areas of tourism in and around Calibishie, as he wants to make sure others do not think crime is too easy, while they will also make examples of the 6 guys (including 2 guys who committed a robbery a couple weeks ago) they have in custody now.

    Fighting crime is the duty of everybody.

    Against tourists, residents, nationals…. crime is crime.
    It exist in Dominica as well as in any other country or Nation. Maybe in a lower level.
    In other hand there are in Dominica some isolated tourism zones that everybody know they “are at risk”, being far of main roads, but close to some naughty communities (Ie: Escalier Tete chien where a couple of french citizen were assaulted last year, which is beside a “crack house” known by everybody but Police).
    Residential tourists, those of hoteliers, leave every day during their holidays money and strong currencies in Dominica, more than those of Cruise Ship. They love to meet the unspoiled nature of Dominica in other way than ” troupeau de moutons” following the guide , queuing in he paltform of Trafalgar Falls or before to take a picture of Emerald Pooll. .Freedom in Wild Nature is their way to appreciate their trips, the reason for what they come in the Nature Island of Caribbean, and what sale hoteliers and Discover Dominica. Those best lovers of Nature Island of Caribbean have to be safe when they are in their trip..

    Some beaches or paths going to the sea, river side, or waterfalls where every body love to meet the unspoiled nature of Dominica are becoming the target of thiefs and criminals. They are now in the survey of potential criminals that are waiting the best circumstances for acting…. And they act under cagoule and with weapons, whenever it could be a “guide” or local people accompanying the visitors.
    What will happen on the WaituKubuli trail when it will begin to be more populated by hiking tourists . ?
    Police can’t be behind every tree, every cross-road, every path corner, every grain of sand !
    Crime against Tourists is not new, even if press, radio, TV and statistics are quite mute about it and a lot of attack not reported. But It is certainly increasing since the past five years. Reasons are multiples, one of them is that means for pursuing and prosecution of criminals don’t look like growing as well as the number of crimes. Police chief said that Force did all it could ! For sure… but by evidence it is not enough ! It must be also a citisen action to participate in investigation and not hide evidences or clues about criminals. Dominica is made of a big number of small communities where every body knows everybody. It is impossible that any perpetrator of criminal actions could remain unknown by neibourghold. In each community, bad peopole is known for his bad maneers. In every village gangs of young or less young pepole are sitting or standing all the days on the road side smoking weed or other drugs they don’t own money to buy. Some well known “maquewo” neck and harms fitted with golden chains and tatooes, does rid big bikes or scooters that they could not honestly buy even if they had a good job in a Mistry office . Maybe no none of them is clearly involved in specific major blood crime, but if that append nobody will tell anything to the police during investigations.
    Many ones, in any community, know who in between these individuals are committing crimes . But they may be worried about their safety if they were to report it to the police. A number of evidences should be made available if one could call and report these crimes while remaining anonymous and if Police Officers avoid to treat the witness (and sometimes victims) as the culprit.. This could significantly improve the chances for the police being able to find these dangerous criminals.
    Sometimes, Police officers them self hesitate to go forward when investigations come closer to relatives or family. And sometimes, after having catch a criminal in the area of investigation, they give him to wear all unsolved problems (with strong arguments on view he plea guilty for all) We call that in french ” faire porter le chapeau”… Leaving the true responsible criminal pursue his live in peace… Nobody is perfect , even Police!

    At the court, sometimes after very long while before appearance, a lot of thiefs or criminals recive bail : Place in jail is restricted ! But in between weekly controls in Police Station they can continue any illegal activities. When they come back in the Society and free up, no control or assistance can help them to come back to right way of life ; Does jail make miracles ? With the same vegetables and the same recepe, you cook a soup with the same taste. .

    Citizen, resident, visitor, this is a common responsibility: to help police to solve any kind of crime and give the “coup de main” in view the Force arrest the criminals they watch for or they did miss!
    Against crime only one motto : All together forward we go

    !!!!!This entire incident has my blood boiling so much that I am seeing red!! A child violated in the worst way possible, in this country and the police have the nerve to say “no leads yet.” Are you freaking kidding me? It seems to me like the only crime the police in Dominica care about solving or actually consider serious crime, is the growing/smoking/selling of marijuana! If a call came into the police station at 2:00pm giving an anonymous tip about someone in whatever area in Dominica growing weed, they would not only find that weed plantation within an hour–by any means necessary–but that person would be in custody and booked and beaten by 3:30pm. Get your priorities right people. Stop enabling these thugs and pedophiles!!! I am totally disgusted!!

    If you think the crime rate in DOM is lower than the USA, well..Think twice!
    Let’s do some Math…according to nationmaster, there were 10 million crimes in the USA and 7000 lin dominica in 2011. now, let’s do some statistical analysis here..the USA has a population over 300 millionand over 70,000 for DOM.
    so…there was 1 crime for every 30 citizines in the us where as 1 for every 10 citizines in DOM

        i am english. have lived in d/ca for over 20 yrs i know things changing but d/ca is a sweet island & most of the people are upset with what is going on. yes caught you get mabe 3 to 6 months jail time. it is realy the stystem wich need change. i love my newly excepted country. i retire here & never felt so at home. yes we must find a way to sort this out. d/ca livily is at stake. but i can say the maj of d/cans do not like what is happing here. may God keep on Blessing our sweet dominica.

      I live in the US and I feel safer here. Is not just the rate of crime in Dominica, but the random crimes- seems like anyone is a target, and the criminals are hardly caught, and when caught are not punished severely. Broke into my cousin’s home to rob him when he went home for vacation yrs ago. It is even worst now. I know is a minority causing the problem, but that minority it too large.

    I think it is time that the government take time out to seriously talk and deal with this distasteful situation. I think the police commissioner needs to step up to the plate and get more involve and serious about dealing with these thugs. The justice system needs to make an example of these thugs when they are caught, no bail and they should be castrated. There was once a president in the Dominican Republic and he was not a joker if you where caught stealing your right hand would be cut, if twice you were caught twice then you would loose both hands and this worked, I think they should pass that kind of law in DA. To the government don’t just condemn the crime do SOMETHING about it and help save our beautiful island.

    The crime will not stop until the court system improves! We were robbed our case has been adjourned 3 times. The next time the court case comes up will be the same da the crime was committed a year ago. The criminal is still in the community free! This individual admitted he did the robbery and signed a statement to this fact. He then pleaded not guilty at the first court case and was set free until the case got heard in the court set for a future date!! How on earth can crime be halted with such a ridiculous system. My heart goes out to the French family who came to Dominica to enjoy the beauty, peace and quiet. What a horrific thing to happen and will have surely ruined the life of the child who was brutally raped. This is truly unbelievable. The police need to be seen on the beaches and in the area to stop this happening. Something has to be done NOW!!!

The police officers in the off station need to stop staying at the police station running up gov’t telephone bills, playing dominoes, drinking rum and having sex with the young ladies in the communities and start walking the streets of Dominica to help avoid these incidents.

    I don’t think many are taking this seriously enough. It was apparently a 12 y/o girl raped right in front of her parents who were tied up. Put yourselves in the exact same position and think about it being your daughter being violated?

    Already the US Department of State is warning about the crime and such in the Calibishie area. Most assuredly this will affect the rating too. What are the French going to do? If I was the parents of that girl you can bet I’d do everything in my power to warn everybody I know about this crime. Just what we need is for the French to warn or restrict travel to Dominica.

    What does it take for the government to take notice and increase security? The robbing of the Germans, the injuring of others, the endless burglaries and such in this area are of no importance? Tourism is down and the needed dollars aren’t flowing in that well yet a small group of people are going to make it more difficult for all of us?

    Obviously the police need some help. It would be nothing to be ashamed of if we asked the Americans or the French for law enforcement assistance. We cannot afford an exodus of tourists or our guests that have chosen Dominica as a place to retire due to criminal activity. The economy is hard worldwide now and earning these dollars is becoming more difficult. It helps all of us by the jobs and such these people provide. “Nature Island of the Caribbean” should be a phrase that welcomes people to our lovely isle, not strike fear.

    Not enough is being reported about this issue. By now we should have had a public statement by the cheif of police, minister for tourism, minister for national security and the Dominica Hotels and Tourism Association. We need to fully comprehend the magnitude of this crime – this young girl was just 15 years old and raped by 3 men in an ordeal that lasted 6 hours. She is a child. Her innoncence has been taken. Her life is now filled with a nightmare. It is sickening to the core. Can you imagine spending all your money to go on a dream vacation and this happening to you and your family? Really imagine this was your daughter and start to feel outraged. The govt needs to compensate these people although nothing can repair the damage that has been done to the child and family -they may need therapy for the rest of their lives. The law enforcement agencies need to cooperate with other international agencies from these people’s country because it seems they can not catch these people alone. I hope they took all the necessary DNA tests from the girl to catch these monsters. These people need to be flogged in the street and sent to jail forever – they are sick. Let’s pray for this family and urge our officials to do what they need to do.

    Permit me to express my gross disappointment and disgust in our young men behavior. It is a shame that our males who have a mother, sister, aunt, or grandmother would treat a teenager in such degrading behavior.

    I wish to take this opportunity to appeal to the Dominica Police Commissioner to assign a special task force to work in the North. Too many unlawful behaviors, crime, robbery, burglary, and murder have been going unsolved. The few policemen in the North are overwhelmed, they are trying their best and needs help. Hats off to our hard working policemen in the North.

    My dear people, why is it that these things are happening and the authorities are apparently dragging their feet? Why is the PM not calling an emergency meeting with the Minister of Tourism, the Chief of Police and other persons involved in the industry in order to discuss suggestions as to how to deal with the situation? I have also noticed that there may have been more than one attack involving persons wearing combat fatigues. This raises two serious points. The first is that the same persons may be involved in multiple attacks over a period of time as they seem to dress in fatigues each time they perpetrate a crime. The second point is that, as far as I am aware, we have a law which was passed during the period of the Freedom Party reign which banned the use of military fatigue type clothing on the island, except by those who are in the police units which are allowed to use these uniforms, and only while on the job. So I have two questions related to these points. In relation to the first point, why is it that they would be wearing those clothes? Are they police officers or are they attempting to give that impression in order to create confusion and chaos. The second question, related to the second point is why is it that these people can freely walk around with such clothing without being noticed, stopped, challenged, questioned? Is it that this old law no longer exists or is it just not enforced? Has no one seen strange persons walking around the areas in question in fatigues? Should we start questioning peoples’ intentions when we see them in fatigues and do not recognise them as police? I would also like to say that I really do not understand why, if the police have been enjoying the use of vehicular transportation nowadays, why is it that the police cannot, for the sake of the safety of our tourists, use those vehicles to drop off an officer or two at the popular beaches in order that there can be a security presence there to provide a deter ant. They will also be on hand in the event of an incident. I am also at a loss as to why the police on a small island such as ours, are unable to go by local knowledge, local intelligence and target the homes or houses of those who are known or suspected drug dealers in order to hunt down, not only drugs but also weapons in order to get them off the streets and dispose of the arms. These persons must be made to understand that the only persons who should be carrying weapons are agents of the state/police security and they must be rattled every now and again in order that they are reminded of that approach. The police should be given, under the present circumstances, special powers to stop and search vehicles at random in order to capture illegally held weapons. Anyone living under the law and abiding by it should be more than happy to put up with the inconvenience of being stopped and searched by the police despite the fact that they are innocent. We need to use special measures now my people in order to retake our country and reduce or eradicate the crime which is getting out of hand!!! Wake up my people………ask the questions of your representatives! :(

    If these attacks continue, DA will lose many tourists and so will those hotel employers. The place is no longer safe. They must do something about it and immediately.
    It looks like the tourists will have to carry guns except they cannot enter DA with them. The tourists must be protected.
    For a small place like DA this situation cannot continue. The hotel employers and others will eventually lose business. Word travels like wild-fire and as fast as the wind could blow especially over the Internet. These people will obviously relate their experience to others and warn them against going to DA. The travel agency in their country will know about it.
    Those men are wicked, heartless men and thieves as well. Shame on them! They also have no love for their country and fellow people including visitors to DA.
    May God rebuke them and soon enough. I know in time He will take good care of them and give them their Waterloo, exactly what they deserve and two-fold. May it be soon. May they be caught.
    Hotel owners will have to try to do something about this. If visitors who during their stay in DA specifically live at those hotels and are attacked while bathing, none will return to DA. Consequently, DA and owners will be the losers. May they get together and try to do something about this. Include the government and the Police. They cannot do it alone.

      Do you know for how long I have been singing that song? I have always said that OUR police need to make their presence felt. It does not mean that the state is a police state but what it does is act as a deterrent to crime and give law abiding citizens a sense of security. The police need to be proactive in crime prevention and not always ten steps behind the criminals out there. This is a very sad incident, and it is times like these I am a bit ashamed of my fellow Dominican brothers and sisters.
      We can do better, let us do better. POLICE do better!! CRIMINALS STOP and think of what you are really doing to your fellow brothers and sisters.

      I like this. So much blame to go around – and not just the Government. True, it has its task, i.e., to take a no-nonsense stance on criminal acitvity. Then construct a comprehensive plan for address the new crime wave sweeping the country. Funny, the old saying goes, “When your neighbor’s house is on fire, wet yours.”

      In the last decade or so, crime’s been on the rise throughout the Caribbean chain. One would think our Administrators would have taken heed and put in place the machinery necessary to stem the tide when, I say, when it hit our shores.

      Instead, we dither on what to do, still today, and leace the nation at peril. And there some of the blame for this horror is that of Government. And then we have to consider the career criminal expats who are being deported in droves having mastered their craft in North America and Western Europe.

      Finally, you drive or walk the length of Dominica and you’d be hard put to find police on patrol. Not so when I was in the force. We regularly conducted routine police patrol around the Dominica. We intervened with the communities. Our presence, not to mention the conversations we had with residents, not doubt served to deter would-be criminals.

      Fact is, the current crop of police, from top to bottom is way in over their heads when it comes to this specter clouding the country.

      Few members of the Police today possess the commitment, bravery, zero tolerance for crime and the esprit des corpse needed to do a good job.

      Solution? In addition to bringing in Dr. St. Jean to advise the police, contract Philsbert Alfred as Police Commissioner. And lets watch what happens.

    Funny all the Ministers of Government all making speeches, we need a new police chief and purge of police officers who are not doing their job. Dominica needs “Tourist police” who are stationed at tourism sites who are armed and can use shoot to kill thugs\robbers\rapist! Dominica needs its own SWAT team\Special Forces to go after this thugs with explicit orders to kill or capture them! This is a “National Security” threat since tourism is our number one source of income plus many local Dominicans lives are at risk now. We don’t need more speeches from Ministers what we need is permission granted to the police to use any means they see fit to hunt and catch these dangerous people. Dominica is fast becoming Haiti and Somalia! We need to use lethal means since as a taxpayer I don’t want my tax dollars to pay for these people to live, watch tv in a square room surrounded by bars. its a waste of taxpayer money to send people in jail for major crimes. hanging or death by firing squad is easier and cheaper otion. jail in Dominica is a 5 star resort with tv, 3 meals a day and nice tropical weather!

    My take is that, Dominica used to be a country where, when a crime was committed the individuals were caught and punished according to the law, nowadays criminals go free. now that being clear to a criminal, why not do the crime.
    And I do believe that most Dominicans have good intentions, but there are some who just don’t care, who want to see the country fail, will do whatever like, throw black oil on a statue, insulting the Chinese people after they have given an expensive gift, would rape a tourist knowing that French people are already weary of Dominians, etc.
    I see what some of you are saying that it is political when this is occurring all over the island, it’s a national security problem when tourist is your main revenue.

    It is indeed a sad story for the entire nation. One crime is one to many already. A crime plan is needed with immediate effect by those concerned.
    One has to make the link between the criminals and their under performance at school and else where. Look at the profile of these criminals and its obvious that lack of education and proper formation is indeed lacking. One would expect that any right thinking person would not jeopardize their country’s development by attacking those who try to spend their money in Dominica..
    The Government especially the minister of National security must come out and take a no nonsense approach in other to abate the spate of crime here in Dominica before it gets out of hand.
    On the other hand, we got to look closely to the folks who come to Dominica during these times. They often pose as good persons but they are dead beat criminals. Who knows outsiders might well be behind the crimes and so forth….. I am not saying that locals are not involved. But we have to tighten our security borders.
    One last thing: like in st Vincent and st Lucia, we need some officers in special uniform to patrol all tourist destinations.. Please let the tourists and visitors that they are to be careful when travelling around the country… we got the duty to protect them however place some signs and so forth warning tourists to be vigilante.

    Most of these horrendous crimes that is occurring are not committed by the residents who live on the island. I think these crimes are committed by Dominican citizens who were leaving abroad and did some time in jail then got deported.
    This is a very sad situation for Dominica that can affect the tourism industry. Measures should be taken for more police officers to go on training overseas to learn how to combat these crimes. Dominica is slowly developing and we need a better law enforcement. I really do hope these crimes are taken seriously because it is getting worse. There are many Dominican citizens who would like to spend their retirement years in Dominica which will also boost up the economy. Please make it safe for us when we return.

    As Dominicans we should be very mindful about making statements that incites ignorant assumptions. Except for the two Lions on the bridge it looks just the same as it did 20 years ago. With the times things are changing and the criminals are getting bolder. We shouldn’t be on forums like these praying about how god bless this country and not again. I mean seriously people let’s be honest here. Dominica has had its spurts of crime like everywhere else and people need to be more vigilante. Its sad that you pay money to visit a country and have to be some what restricted in your adventures. But hey, its better than the alternative of being violated and abused. This can happen anywhere and anytime. The government isn’t directly responsible for the crimes. But they are to address the high crimes in Dominica by ensuring that the laws bring criminals to justice. All kinds of criminals no matter age, shape, gender and social status. I feel that there’s a disconnect between the people who create the laws and those who enforce it. Dominica have a set of “Kouwen” so the police can’t be everywhere. But they can make there presence felt everywhere.

    Lastly, no one asked to be violated. No one desires to be a victim and we need to be accountable for ourselves. Every country in this world has some kind of danger. Everyone just has to be mindful and take proper precautions.

    Yes many are unemployed, but the very ones will not to go to a farm and or lift a bag of fruits for a farmer, they rather hang out on the block, pants low to the ground and wait for people to work hard and ambush them. If you are hungry and steal a banana to eat I can be sympathetic though it’s wrong, but raping a woman, violating her body after you take what is rightfully hers and people are blaming the government?

    These lowlife thugs need to be dealt with swiftly and extremely harsh. Bring back the CAT-O-NINE and HANGING. There is no excuse for this brutally against locals and tourist or anyone else. What kind of beast would rape a woman and feel justified?

      Correction some black men are a big disappointment, particularly the ones who we see “dragged up” every day in our societies and communities.

      If one chooses to be irresponsible parents and “drag up” their kids and fail to instill good standards and civic guidance of conducting themselves, then that is a reflection those parents, not the Government.

      We all have choices in life to either choose the “outstanding citizen of our communities and the world” or become “opportunistic, delinquent, no hopers”, with no regard for others but our pure GREEDY actions.

      Consistent, well-balanced discipline doesn’t start when children are in their pre-teens or teens, but long before this from the time they’re out of the womb, as it is far too late to try molding them at pre-teens and beyond.

      Let’s hope the perpetrator/s is apprehended not before long and given extremely harsh sentences, along with the hard labour that is fit for these matters.

      There are lots of tidying up and clearing up that is needed up and down the island, and perhaps here is a good place to start by stipulating such perpetrators carry out those jobs concurrently with their respective sentences.

    You know, sometimes I get just so perplexed at my fellow Dominicans man. I listened to the discussion about this incident on the radio, and I mean I am no supporter of political parties or politicians in Dominica, but to try and put the blame on government is just ridiculous to me.

    What is it that Skerrit or government could have or could not have done that makes a man rape a woman? Is it poverty, lack of work, or hunger that makes a man prey on a woman sexually? Don’t politicize that man; that is a personal trait, the perpetrator is a sadist. Every man have his conscience.

    This is a crime against Dominica, we all have a stake in this. I believe that everyone whether good or bad should always be an ambassador to their country. Dominica is all of us own.

    I am appealing to anybody who knows something about this crime to come forward man. This is not being a hero or a bad man, or sticking it to the system; this is about a woman; you have a sister and a mother – don’t shelter this guy…

      i remember some time last year a local and her european boyfriend were attacked on the Calibishie beach. They were confronted with knives, guns and stones. the foreign man was knocked down and their bags and other personal belongings were stolen.one of the attackers started rubbing himself against the local lady and was stopped by his companion who said ‘awa we doh come for that. we need the money to buy a bike in Guada’.they took the couple to the marigot credit union and demanded they remove money, when they were unable to get they stated that they will go to town for the money.

      that shows you the height of desperation. it’s not about hunger or poverty, it’s about GREED!!!!

    The person who got raped was a 16 years old girl her parents and younger sister were tied up and also had bath towels placed over their faces while this young french girl was being raped. They were then robed off their personal belongings and the vehicle which was rented. This is so sad and heart hurting these people can hardly even speak the english language, wha is happening to our country. This Batebou Beach seems to be a beach which attracts tourists but only to be mobbed, rape and killed, something definitely needs to be done about these evil deeds or else Dominica will be doomed.

      There appears to be a culture of laziness on the island that I’ve observed increase among the young, particularly men over the last 10-15 years.

      Our fellow brothers (Haitians) come over and work hard and have enough funds to Western Union their families back home, then still try to carve a life for themselves in DA, yet you get those lazy youngsters who want everything now, without having to put in an honest days work, with the idea that some how those jobs not paying them enough.

      Parents, guardians, educational practitioners and other family members need to demand that our boys and males step up to the plate of excellence and not accept mediocrity from them.

      As a visitor to this country I have to say I am getting very concerned about my safety here and the safety of my family when they come to visit. These crimes have to be dealth with immediately. This incident will haunt that poor girl for the rest of her life and she will always remember Dominica for that incident. All the good times will be washed away. If these crimes continue and the police & authorities continue to stand by and watch as their people get robbed, attacked and raped this country will be the last place that any tourist or resident will want to be. The Police have to find the scum who are responsible for these acts and punish them accordingly. Dominca has to fight for its safety.

    The crime was committed on the Batebou Beach,situated between Hampstead and Bense.That beach is dangerous and the Guesthouses should warn guests about the dangers.I hasten to add that the people who do these crimes,don’t come from near.I have lived in that are all my life and i hate that beach.It is creepy and so people need to be warned.I feel sorry for the tourists and ashamed as i am Dominican.Somebody will pay for it someday.That will affect the good name of our country and we local folks feel the same insecurity as those who visit.Maybe surveillance will do….or citizens on patrol.Anything we need to do to put a stop to that nonsense.

    I’m a Ross student. i was considering bringing my family to visit this beautiful island, but i’m now changing my original plan because i dont consider the island safe for my family at this point. I also know atleast 6 students who had the same plan. that is a total of atleast 20 potential tourists that i know who are already changing their plans due to the current crime. i’m sure there are alot more people taking the same decision.
    the people of this beautiful island and the government need to take a radical measures in stoping the current trends of the crime before dominica becomes a full blown crime isle.

        Let’s do some Math…according to nationmaster, there were 10 million crimes in the USA and 7000 lin dominica in 2011. now, let’s do some statistical analysis here..the USA has a population over 300 millionand over 70,000 for DOM.
        so…there was 1 crime for every 30 citizines in the us where as 1 for every 10 citizines in DOM

How are tourists supposed to know which areas to avoid? At least in America they would know the places to avoid, and with America being so big it’s not a problem.         Absolutely spot on in your views and I am glad someone had the courage to say this to David.

        As said before Dominica is still relatively one of the safest islands in the Caribbean/West Indies and no where in the league of some of the small towns in the North America or Europe in terms of crime statistics, so I urge David to re-evaluate his proposed decision not to invite his family and friends to visit the ‘nature isle’ as he’ll be robbing them of engaging in a unique experience.

        I’m from Europe and will continue to bring my friends and family to the island, as I count myself as an honorary citizen of Dominica, and none of these hoodlums/criminals will dissuade me ever.

        We always go to the safe areas and urge our guests to do likewise as well. Just like we won’t allow criminals win or prohibit/restrict our enjoyment of life in our European countries, cities, towns, districts, homes, the same applies as regards lovely Dominica.

      I totally agree that crime is on the rise, and that we the people of Dominica (not only the government and police) need to do something about this. We need to come as one, strategize, review and implement ways of tackling this plague in order to bring back our country to how it was before. But my dear fiend David, nonetheless my country Dominica is one of the safest places in the Caribbean and even the world by extension, because crime is everywhere and it is rising everywhere due to the economic recession, lack of jobs etc and if we all put on our thinking caps and target the root of the problem then crime will be lessened.

      David, whilst I understand your concern I believe you’re taking this analysis of Dominica a bit far. If you review the reactions on this news topic, you’d notice that the good people of this country are indeed quite outrage. I’m not sure where in the world you’re from, so I’ll assume it’s the USA.

      You know very well that everywhere in the world have crimes even the good ole USA. I’ve lived in the USA for 10 years and I know how dangerous certain areas of this place can be. Whats my solution? I do my research on where I’d like to visit, avoid it and warn my family or friends in advance. I take long road trips in the USA and I know where to stop and where to just keep on moving forward. You could disappear at anytime here and as a minority the police aren’t to quick sometimes when a person of color goes missing. Last year I drove 14,000 miles and still alive to tell the tale. I could get hurt at anytime and anytime. Look most recently in Arizona I believe a couple in a very very affluent area had their home invaded. The people burnt them alive in an area where if you called the cops they would be outside your home in a nano second. Do I decide not to visit Arizona this summer? Will I pack my bags and live USA for all the other random crimes that have a occured? I could but it won’t be because of the crime here in the States.

      Its the same with Dominica. Even though I was born and raised here, I don’t think I’ve ventured of on my own to areas that aren’t even visited by DA people. When I visit home I’m always around friends and I know never to go to secluded beaches even though this is my home. I don’t even go to open beaches here in DA. I don’t go to rivers or waterfalls on my own. I’m not condoning what has happen to this woman at all. Crimes happen everywhere and you must know that. I believe you guys make very outlandish claims about tiny places to people who can’t even make a fair analysis for themselves. There have been many ross university students living in Dominica for years and you’re here so it couldn’t be too dangerous right? We all have to know that criminals don’t care where you live, they don’t care if you’re young or old, they don’t give a flying flip if you’re gay or straight, black or white etc. They will see an opportunity and they’ll take it. Our role as honest residents of a country, city, state is to protect ourselves by not becoming so comfortable as to afford these people a chance to take advantage of us. Dominica is a great place to be and thats why so many people get cozy and let down there guard. It says alot about this country that people can get comfortable here but the crime today shows that DA is changing and that the police system needs to change to address the crimes of this country.       David if you are considering any other island then I guess your family will not travel anywhere. Trinidad has a high crime rate where they had the country on lock down, st kitts rate is increasing and so on.
      I leave in Philadelphia and on January 18th the news reported 40 crimes that is more than one crime per day.

      What i can say anywhere you visit be it Dominica you have to be vigilant of your surroundings, try to go in groups and go where are is well lite and has a few people.

      This is the news where ever you may reside. I reside in Toronto and it has its share as well. While I am typing this I am listening to a program on WNED, Channel 17, N.Y. Buffalo which pertains to Chicago and youths’ deaths. Some of the citizens are trying to assist those who still alive, to make them do something good with their life. The U.S. Attorney General said on the program that they are trying to do something about it or will. I wonder how and when. I believe it is a re-broadcast from last night. It is a two-hour program; not a movie.
      February is Black Month and observation of same. Therefore, many such programs, also pertaining to the days of slavery and the late Dr. Martin Luther King, Jr. are shown on TV especially this TV Channel. I love viewing this TV Channel. The various programs are educating.

      You can’t blame people in power or your government for all social ills on your island………come on Dominicans surely you’re more mature in knowledge than that I hope!

      What you can do is take note of how materialistic Dominicans have become over the years, aspiring to behave like the Americans with the mentality of ‘want, want, want’, even when they don’t really need those things.

      You also cannot blame your government for he consistent lack of constructive parenting guidelines and boundaries which is evident, in to many communities up and down the island from my observations.

      I was also under the impression that those laws that you asserted have all been changed, are basically based on the old English system.

      Perhaps the laws should be adapted to reflect stiff and lengthier sentences handed down to criminals that are in line with such guidelines from a judge, depending on the case in point and crime in question.

      Whilst I agree that swift measures need to be put in place and constructive dialogue held, as opposed the toxic, negative, incitement that one has the misfortune to listen to on certain stations on your island each day encouraging citizens to go out there and behave unintelligible, which is rather disheartening. I’ll always love Dominica.

      My family and I have had the pleasure of travelling to several islands in the Caribbean/West Indies, and the one that always ‘hits the spot’ for each and every one of us every time is none other than DA.

    First, the law needs to change. We need tougher laws in the country. I would have these criminals beaten 30 lashes each and have them break stones by the bay. Those stone can be shipped out (to be sold). That is money coming into the country.
    Tourism is Dominica largest industry, we can have the criminals kill it. Despite negative publicity from the recent string of robberies and killings of tourists, we have to make changes especially in the small communities. We need crime watch, we need an emergency number only, we need tougher laws, Big Brother crime watch STOP the bail for these criminals. Set up reward money to hold the criminals. As vital as tourists are to Dominica and the economy, many fear the crime in the city Roseau and beautiful Dominica. Video surveillance camera are needed because Dominica does not have police patrol.

      Hang on a minute I cannot believe what I am hearing you say.

      Are you intimating that criminals are those with “locks” or the Police Officers who are more likely to help solve crime on the island, will be those with “locks”.

      Not only do I find that assertion diabolical but also offensive as well, as a serving Police Officer for over 20 years in the Metropolitan Police Service in London, who happens to have “locks”, as do several of my colleagues.

      I thought those backward/primitive ways of thinking on the island in terms of such issues had evolved but I guess I was so wrong. How sad….

      Holding criminals accountable has nothing to do with weather a Police Officer has “locks” or not, as to be honest on a daily basis most professional officers just want to get the bad guys or ‘baddies’, as that is what motivated them to join the Police Service in the first place.

Though i dnt expect the Police to be everywhere, there presence, patrolling the street would be a deterant to the would be criminals. Dominica may not be as commercially developed like some of the other Caribbean islands, but it’s charm always lay with its peaceful people and bountiful nature reserves. In the past year since he was been removed, six death have resulted from criminals that he either denied bail or those the Members of the Bar conspiried to release, all dead, including the relative of the AG’s wife. Last two to die was Amstrong Drigo and Tyson Thomas. All you allowed Baptiste and Levi Peter to do so much to Behanzin for these two, no matter what these two did, the Chief Magistrate kept on putting them out. Portsmouth people stayed quiet due to politics, bring him back on the Bench, put the interest of the country first!!!!

Ppl get away wit to much crime done. Harsher punishment is greatly needed. We Need behanzin. Police force need assistance. The bridge could wait the palace could wait. We Need equipment to solve crime in this country urgently.

    With the many Mingies that we have in Dominica, giving off the stuff for a minimal fee and with so many Cows walking about with their number plates freely exposed, these dirty monsters are still Robbing, Raping, Wounding and Assaulting the people who add a little something to our economy?

    Is it poverty? Drugs? Gangsta culture? Is it white skin?

    Come on PM its time you address the growing crime rate. Harsh Punishments like death will make these hoodlums think twice before acting!!
