Top cop dismisses allegations of spy network as rumors

Police Commissioner Cyril Carrette has shrugged off allegations of a spy network which has been snooping on the activities of several individuals in Dominica as rumors.

“The statements are not true and these are rumors,” Carrette said firmly.

Recently allegations surfaced that a spy network operating out of the Financial Center in Roseau has been eavesdropping on the actions of several individuals on the island.

But according to Carrette there is no such outfit but a police branch for collecting intelligence to fight crime. “Every police organization has an intelligence branch and our intelligence branch operates from the Financial Center, yes, but there is no spy operation of the Dominica Police force operating from the Financial Center,” he pointed out. “It is just a national joint intelligence unit for the National Joint Intelligence Center that collaborates with other similar agencies in the region but it is nothing like a spy agency.“

He added, “It has nothing to do with spying on people or listening to people’s conversation. We don’t want to listen to people’s conversation. What we want to do is to ensure that Dominica remains a safe place, so we collect all intelligence possible to deal with crime and criminals. That is what we are doing.”

The top cop did however say that the police gather information from meetings and other gatherings. “It happens in every administration. If there is a meeting we would have to collect information on the meetings, anything that is happening we have to collect information because we have to ensure that the country remains safe and nobody is planning any form of terrorist activities in the country,” he explained.

Carette pointed out the reason for this is to make sure everything is done within the confines of the law and if people try to defame others during these meetings the police have the requisite information to take to court.

He appealed to those describing the intelligent unit as a spy agency to stop doing so. “They are putting people in fear and this should not happen,” he said.

    The essential fact of the matter is:…That’s an answer to Tyani’s ultimatum…Technically…

    He, Tyani, gave them 24hrs.to respond to the allegations.And (without getting into the legal aspect of it), they had to, and they did respond…with a denial,as it may..albeit a response.

    The Commissioner of Police(being a stooge of the P.M.) was left with no choice,remember, Tyani is a lawyer,…and he is very smart. He crafted that cleverly and beautifully. He did not say what he would have done had they not responded.

    Do I believe the Commish?…Heck no!.His explanations of the whole episode,are not what is actually going on…anything but.
    He said what he was told to say…But the mere fact that he responded, is, in my humble opinion,acknowledgment and some truth to the allegations…..sadly….indeed…..

    So say what the heck you guys may, you have to score one for Tyani…..

    My fellow Dominicans, did you listen to MARPIN 2K4 news, Friday August 26th.? Well the bad news is that the Chief of police, Cyril Carrette was bold enough to tell us that the investigator(s) have no evidence regarding the firebombing of Emanuel’s home and so no arrests. The tone was certainly not one of concern as police Chief that no evidence could be found in their investigations.

    The conclusion for many of us Dominicans is that the heinous crime of the attempted murder of two innocent senior citizens will not be solved. No CASE. Mano forget it. Patriotic Dominicans no justice will be done.

    The NJIC even with equipment to spy and gather information/intelligence overtly and covertly from citizens holding their private meetings, that investigation unit is incapable of getting the necessary evidence in that horrible terrorist style firebombing act.

    Not surprising also, Carrette confirmed that forensic assistance and/or an arson detective from the US was not forth coming either. Another nail in the coffin. Dominicans are asking genuinely, ” Is the Chief of Police, investigators and political authorities really showing the will to have that attempted murder solved? if not why? If the will is there why all the shinanigans, unwillingness to accept the statements of the person who confessed and to act quicker than what we are seeing in getting EG “aka” Seco back to Dominica? Wasn’t it the same Carrette who told us that police was looking for Seco to be interviewed as a person of interest in that criminal activity? will police just agree that Seco will return when he finish his business in the US?

    Is the NJIC interested in that kind of intelligence gathering, which they could share with the CID for solving such acts of terror and criminal activity in our peaceful Dominica?

    As many heads there are it is as many opinions there will be. I am sitting very calm reading and writing.
    It is interesting to read the comments, whatever I am able to read but I never thought that there were so many Police haters in Dominica. I hope not elsewhere.
    Your very own comments give you away.
    You do not realize that you are adding to and contributing to criminal activities with these type of comments, when there are shootings and murders you should not cry foul and want to kill the perpetrators and do not blame the government and the Police. Isn’t it at all possible that their comments demonstrate this? I’m sure the majority are not police haters but would love to be proud of them!         When you have reasons to reprimand do so but consider that we are residing in a dangerous world of dangerous people and ever increasingly so.
        If the government decides to tap phone lines so as to protect you, other Dominicans and Dominica in general including visitors and those who invest in Dominica from terrorists and other criminals so be it.

    Carrette was appointed as Police Chief by the DLP Govt. for a purpose. Dominicans are no fools. We have been hearing Carrette’s comments on several issues:
    — “no investigation into the illegal Rubbish Bin scandal any time soon,”
    — “the prosecutor was wrong to request that Bubbles return the unlicensed gun to the court.” Remember, that unlicensed gun was taken away from Bubbles as evidence in the intimidation case,”
    — “Denny ShillingFord’s confession contain irregularities,”
    — “EG aka SECO, is being sought by Police,” Remember. Didn’t SECO call police investigator, as he revealed on a TALK SHOW, and tell them of his whereabouts?
    — “Emanuel the victim of the firebombing is not cooperating with Police”
    — “help is being sought from the US for an arsonist, later corrected to an arson detective” Up till now NO STATUS REPORT.
    “the NIJC is not spying on individuals, but when there is a meeting we collect information”
    and several other comments that Dominicans are sceptical about.

    Why is the NJIC operating on the sixth Floor of the Financial Centre?
    Who is the NJIC reporting to?
    Why should any report of the NJIC be made available to Tony Astaphan?
    How JOINT is the NJIC when there are no other institutions making up that NJIC?
    Why is CUSTOMS, IMMIGRATION, for example not part of the NJIC?

    Would Carrette or GOVT. ever inform the Dominican public about the NJIC and what it is involved in, if the story did not come out from ordinary citizens?
    Is it legal to spy on private citizens who are not involved in criminal activities?
    Are the names of Dominicans on the list criminals?
    How much info has the NJIC obtained through its covert operations regarding the firebombing of Emanuel and the police officer homes that the CID has not been able to get? What is the standstill?

    How could Carrette, Skerritt and the DLP Govt. treat the people of Dominica like that?Dominicans here and abroad know that there is a CID Dept.,traffic Dept, an SSU etc. Dominicans know that information gathering is part of police work in trying to solve crimes. So if the NJIC is another Dept. set up to seek information in crime-solving, why was it a secret until the story was revealed?

    Was the Govt. and the police taken aback when Tony Astaphan disclosed info from an NJIC report? Why is Tony Astaphan allowed to continue with his irresponsible behaviour.     The Ploice Commissioner should not acknowledge that this unit exist but since he has. We now know that they are recording meetings to see if anyone is being defamed but deformation is a civil matter between the individuals involved. My concern is if the police is using this unit for political reasons because the Police Commissioner is a political appointee of the Prime Minister. Are there any laws which would restrict their ability to monitor political events. We must also find out how confidential documents from this unit was released to certain individuals in the media. The Police Commissioner should not be appointed by the PM rather there should be a panel which would pick the best qualified condidate and his tenure should over lapse the Prime Minister time in office. In that way the PC would not be a tool of the PM and he would be able to conduct an un-bias investigation into any matter. (Love Dominica from New York.)

    Is there anyone honest enough among the “workers Cabal: who is prepared to go on record and agree that during the 4.5 years that the UWP was in office the Police Special Branch did not cover known public meetings of the opposition and indeed any other group for that matter? can they go on record and say such?

    Can Thomas Letang for example say that the Special Branch of the Police never came to the meetings of the PSU during the period 1995-2000 for purposes of information gathering as part of their intelligence work? Can former Prime Minister Eddison James go record and say that during his time on stage he disbanded the Special Branch of thepolice or gave strict orders that tyhey should not attend public meetings of the opposition?

    We have to admit that we al live in a very advanced world. teh manner of gatering information 25-30 years ago has changed with time and that new technology has been in use togather information? Whilst the privacy of individuals must be respected, there are those who have gone on the public record agitating for more “boots” on the ground and in another instance for Dominicans to do like the criminals who for four straight nights took over London and a number of Bristish Cities,burning and causing mayhem. Should the state ignore such real possibilities? Should not the state use every available measure to safeguard the sucrity and tranquility of the population? Thos who cry out the most against an upgraded police intelligence unit are those who are planning subterfuge and who are prepared to throw caution to the wind only to get Roosevelt Skerrit out of the way. The intelligence Unit must be given strict guidelines on operating procedures, how, why and when they can wire tap people’s telephones, who can do such and for how long etc. once the safeguards to protect an individual’s rights are observed thenthe state should continue gatehr information.

    According to the commissioner,”there is no such outfit but a police branch for collecting intelligence to fight crime” Mr. Commissioner, I am curious as to whether the police have ever solved any crimes as a result of intelligence from this special unit? If so, how many crimes were solved as a result of using this intelligence. Also, why are there soo many unsolved crimes when the police are in possession of this very expensive, crime fighting equipment. Also, why are you all yet to charge the “BIG BOYS” involved in the Passport and Birth Paper scam. Finally, who does the police from this unit report to? It would be a shame if the officers in this unit are to report to you but their report ends up in the hands of Tony Astaphan. I think this intelligence should be used to snoop on the real criminals and not innocent private individuals.

      We often read of Big Brother in the USA and never understood that we could have one right here in the green building on Kennedy Avenue in an office close to the PM’s. If Dominica’s Big Brother has the capacity to spy on criminals and eavesdrop at meetings, he can do the same on innocent people. The Chief never denied that the Police has the capacity to spy on citizens.

    this intelligence unit started in 2000, and its main purpose was to collect intelligence on drug trafficking and traffickers be it regional and domestic.
    this unit involved customs and police officers who were trained and undergo screening and polygraft test(lie detector) and is also funded by the british government with players like PMO and RSS. the managers were the head of the customs and police.

    in 2004/2005 alot of changes(political) were made and customs was removed while all trained police officers were transfered and replaced with some special branch and loyalist of the PM.

    the njcc/njic is no longer a drug enforcement entity and operates like a cia type organisation..

    indeed spying should be done but only for drug trafficking purposes and crime. when last did the drug squad received information from the njic which aided in the interdiction of drugs? yet they cover political meetings, why is the office moved from the coast guard building to the financial center?
    does the commissioner knows what is happening at that office and why does the chief of the njic reports directly to the pm?

      Great information.Thanks the public appreciates.However let’s get the time spans correct here.Long before 2000 the phone tapping issue was hot.It was the Foreign accented Commissioner the very one who was sent home with a slap on the wrist after the inquiry.H was so inclined to bugging private individuals phones when the drug trafficing (in the North was coming to eminence).It was not only to be used for drug crimes butfor political reasons too.The DFP was in Power then and the commish was pro-regime then.

    I think carrette keeps forgetting like one comment said.Cops do not remain cops all their life.And once they leave the police force they are not bound by any code of secrecy.So this is and open call to all former police officers to let us know what’s going on inside the police force we the people should be knowing.That is why people do not trust or do not co-operate with police on crime solving.Police need to be spending more time bridging union with community instead of harrassing people and abusing their powers

    A few important points to remember:
    1) An “intelligence” branch/unit/agency is a vital part of a country’s overall security strategy (both internal and external efforts)

    2) The key feature of one of these units is secrecy and anonymity. While the department heads are usual public figures (many are politically appointed), the identities of their agents and operatives must be kept secret

    3) There is nothing unlawful about operating an “intelligence” branch/unit/agency

    4) The question of lawfulness arises with regards to the methods of intelligence gathering employed by the unit

    5) A private individual’s communications (telephone conversations, instant messages, emails, snail mail, etc) is usually protected by a country’s constitution

    6) Many countries have enacted special laws to combat terrorism, conspiracy, drug trafficking and other such crimes

    7) These laws require that the police or intelligence agents provide probable cause in order to begin wire tapping, email interception, etc

    So the real question that needs to be answered is this, “if NJIC is intercepting the private communications of Dominican nationals, under what law is this surveillance covered?”

    PS – As an officer retired from service in an intelligence unit or branch of the police, there should be stipulations that prevent you from disclosing sensitive material you may have witnessed while on duty. Whether or not this is true with the NJIC, I don’t know…

    Why is it the police service’s business to monitor slander and defamation? Isn’t that a civil matter?

    Unless there is evidence to suggest a group is engaged in devious activity, why are their meetings monitored? The last I heard Dominica was a democracy where freedom of speech was enshrined in the constitution.

    This does not pass the smell test.

    There are some Dominican residents of all who appear to be living in darkness.
    Authorities do not spy on the public without reasons.
    We no longer reside in a generally happy, peaceful and safe world. Dominica is no exception and sadly so.
    There may not be a spy network in Dominica as Mr. Carrette stated. I will not dispute it. However, let me inform you people. Today, with the situation as it is and the fear of terrorism, it is important that the governments of the world put in place some sort of investigative form, if you comprehend what I am stating.
    I reside in a part of the world that as I have heard and read, there are government spy networks and we are not aware of it. The Internet is no exception. Such did not previously exist. I would not really call them “spy networks”. This is how the authorities obtain information and catch some of those who are plotting to carry-out any type of criminal activity and those who are hiding from the Law.
    Do I care if they spy on me? By no means! Thank God I live a law-abiding life and I have nothing to hide from the government and the police authorities. Therefore, I have stated, let them spy. If this means to catch criminals I am all for it.
    I have gone so far as to state, whatever I write on the Internet, whatever I state on the telephone, it is legal. Also, with all my religious matters, writing and talking, I hope I convert them. :lol:
    Why worry Dominicans? Consider that your peace and safety are at stake. If you live and abide by the Law you have absolutely nothing to worry about.
    The Government and Police have a duty to safeguard Dominica and its nationals. Therefore, cease your fear. Write and speak what is correct to do and you will not even bother about it.
    Justice, Happiness, Love, Peace, Safety, Truth and Unity, strive for these and accord others same. God expects this of us. May God bless those who strive for these godly virtues; without these, God and neighbor are not loved and nobody will see the Lord. You Christians out there, take note. Earth is a place for practicing same.
    God bless and protect Dominica and its residents.
    God bless the law-makers who are striving to make Dominica and its nationals safe. Pray for them too. Their work is not an easy one in this era as you should very well know.

        There is also a saying, “If you cannot beat them, you join em.”
        I hope you are not residing in the U.S., Canada or Europe. In certain areas especially downtown, there are cameras which are mounted on buildings to take pictures of people and as they shop and walk the streets. Cameras are everywhere. There are cameras to catch speeders who do not adhere to road regulations. Some of them are not even aware that they are there until they are caught speeding and making wrong turns and not yielding to pedestrians. They will be shocked to receive a notice in the mail t pay a fine or appear in Court.
        I reiterate that I am not concerned if my telephoned is tapped because I live by the Law.
        Whatever you write on the Internet and wherever you surf, may no longer be private. In this technological age, this is a way of life today. You have no say in the matter. Better get accustomed to it.
        Governments have the right to tap lines for the security of the country and its nationals. I suppose many of you are not interested in your safety.

Can you explain how a meeting held in New York was recorded or snooped on by your police for the reason you stated? Can somebody saying something at a meeting in New York be prosecuted in Dominica for libel?

    Come on Carette. We all know that within the police force Special Branch Unit is charged with National intelligence and gather information on all PUBLIC meetings. The only exception is that when they are unable to do so the senior officer of a district/ station is charged with that responsibilityThis is not new, however NJIC has taken that activity even further and is DEFINITELY spying on individuals that are deemed a threat to the government.

    STOP playing politics because you guys were caught right handed. I know for a fact that these spying activities are taking place. If you still insist on lying to cover your behind them tell us why the file containing movements/ activities of a Former Parliamentarian from Soufriere, an Distinguished Employee of the IMF and A well know Expatriate Attorney residing in the Washington area is being kept by the Special Branch. These very files have been handled by personnel associated with the various departments (NJIC and SB). Remember, people do resign from the police force and have no obligation to remain silent. What is in the dark MUST come to light. You guys have become pathetic in your quest to stay in control and extend your powers. GOD IS NEVER SLEEPING.

      One have to wonder if an ex police officer is involved in making public that work which he was mandated to do, larks integrity. Would you want to have someone like this anywhere close to where confidential information is discussed. If you are presently associated with this person or person, you should know that what ever you discuss privately will do be made public in the future. All around the world whether any government is a Republic, Democratic, Socialist or otherwise, there are always some nationals, or none nationals, sect, agency who are under survillance. It’s a normal pratice. Who did the U.S. catch Benladin through telephone tapping. Any government who is not conducting proper survillance is undermining the safety and security of the country.

    I fully agree with you that the police force needs an intelligence unit and that every police force does have an intelligence unit. They gather intelligence. So Mr. Carrette, in your intelligence, please explain to me how does the police gather intelligence from its location in the financial center? Does intelligence just fly into the center? How does the police gather intelligence from that location? You also said that the police does not target individuals but groups. So when a group gathers how does the police get access to the discussion? Is it only public meetings or any gathering even at private residences?

    Mr. Carrette I would suggest that you stop insulting the intelligence of educated Dominicans. The crimes which plague Dominica does not emerge from meetings. There are drug dealers and murderers running rampant in our country. You are aware of the hot spots. That is where to expend your energy. Send those six police officers to Wesley and other villages who have been crying for help. This is where to spend tax payers money.

    Carrette please advise with whom the intellengence officer are working with?, national joint, however the customs has never been part of this unit.the composition of this unit from inception was that of the police, and customs as front line agencies to comabt crime and illicite activities. however the unit was houses at the cost gaurd base and everyone of the personnel were trained for the task which was to be discharged in Antigua. since 2004 all the trained perssonel have been replace by hand pick members of the special barach and others loyal to this adminstration. the office was to be housed from an independent location with all security arrangements adhared too, however it was convientientley house on the sixth floor of the finicial center and next to the prime minister office. the officer incharge happens to have two caps, assistant supertendent of the special branch, and also the of the N,J,IC.. the question is expalin to the public how did anthony astaphan have in his possesion such documents?, and has been circulating them around. hum please expalin to us.
