Gov’t able to formulate targeted approach to poverty – Director of Audit

Direct of Audit Clarence Christian

A leading public servant says the Dominica government’s efforts to implement poverty reduction measures over the last few years, has better positioned the Roosevelt Skerrit administration to deal with the socio-economic factors within the country.

According to Director of Audit Clarence Christian, the Government is currently better able to formulate a more targeted approach to dealing with the issue of poverty.

He made the observation while confirming poverty level figures announced recently by the Caribbean Development Bank (CDB), which put poverty levels in Dominica at over 28 per cent.

Christian has indicated that poverty on the island has fallen from 39 per cent 2003 to 28 per cent  in 2009.

He also confirmed additional information provided by the CDB, explaining that absolute poverty had also declined from 10 per cent in 2003 to 3.2 per cent in 2009.

The Director of Audit has acknowledged that the information was obtained from a survey which was conducted by a Trinidad and Tobago based consulting firm with support from the (CDB).

The Government Information Service reports that in 2003, the Dominica Labour Party Government  began putting measures in place to alleviate poverty on the island.

According to GIS the measures included the introduction of the Housing Revolution Programme, a Squatter Regularization Programme, and the sustenance of the island’s Public Sector investment Programme (PSIP).

Dominica is among developing countries which have benefited from funds from the CDB and its partners including Britain’s Department for International Development (DFID), the Canadian International Development Agency (CIDA) and the UNDP – the United Nations Development Programme.

But if the people of Dominica want to improve their condition, THEY ARE GOING TO HAVE TO DO IT FOR THEMSELVES

Bureaucrats have never solved the problems of humanity. In fact, all good works in history have been done in opposition to bureaucrats!

    Harry,
Why is the Director of Audit having to speak for the Government. That not his job. let the supporters and the Government speak for themselves.

Grayson Stedman what is actually wrong with the statement? Mr Christian is just confirming what is already known by all.

The CDB latest report is indicating that poverty has dropped from 39.9% in 2002 when the very first assesment was done to 28.8% in 2009 when the second assesment was done. Isnt it a fact that poverty levels has decreased?

Thank you very much Mr. Stedman. This is NOT his job. The independence of the Audit Department may well be compromised.

He is the Labour Party’s biggest supporter and must be days away from the compulsory retirment age for the position of Director of Audit so he has to talk in the public in support of the Government to ensure he is put in another cosy position in the service.

The Red Clinic and Yes we care program are not neccessarily bad and create dependenacy on gov’t. But i have to agree that the government has failed miserably in creation of employment which is the most effective method of alleviating poverty. We need jobs. Even if the poverty rate drops from 28% to 5%. Part of that 5 percent will still need help from the public or govt. But we need to create jobs job jobs.

if it’s one thing i know… during 95 to 2000 we never had levels of poverty like this…. the proof is on the ground… either you pick it up and deal with it strategically or you keep walking in your ignorance

    • Kazimi
      March 20, 2012

Yes we did? How can you make that statement? Dominica is a developing Nation and to say we had zero poverty is absurd. 28% is a very good number regardless of country to the idea is for us to find ways out.

well layed out..but some may say now the sky is fully red..thats how the virus of ignorancy has hit Dominica…not even a atomic expolosion could get rid of this virus…haha

Looks like the pink houses and the red clinic is working that is both programs are harvesting poverty. No one alleviates poverty by promoting mendicancy and dependency. Putting people to work must be priority and the government has failed miserably in this venture.

    • yes Lord
      March 20, 2012

they lie and just want to hide face the level of poverty is much more see the number of unemployed people all over the place higher crime rates mean more poverty

      March 20, 2012

So tell me why is it that Ezilek was on radio crying for the Govt to dish out $80k to a family from Wesley? Wasn’t that money going to come from the ‘Red Clinic”? The Dominican population assisted the family by donating cash which amounted to approx $40k is that promoting Mendecancy??

Why is Norris Prevost feeding the Paros’ every Sundays?? is he involve in promoting Mendecancy??

The Public assistant program aka “The Red Clinic” is set up to assist persons with emergencies to access govt funds in quick time by eliminating the long beauratic process of the Welfare system, it is a very good program!!!

All Politicians from time to time dish out their own personal funds to assist people in dire need but you cannot mix that up with the so call Red Clinic… educate yourself the world is reading this!!!

importing workers, when facing high levels of unemployment is poverty creation and marginalizes the society more since people are no longer acknowledged by their government, who should be looking out for their interest, that of its citizens!
