UPDATE: Matthieu Dam collapses; Layou Valley declared a disaster area

Disaster officials on the island are describing the collapse of the Matthieu Dam as an “ecological disaster.”

The dam collapsed around midnight last night unleashing a torrent of flood waters down the Layou River area.

Acting Disaster Coordinator Don Coriette says the Layou River Bridge has been partially washed away in the process.

“We want to caution persons not to venture in that area and motorists will not be able to use that road from the Layou end and also the Pond Case end. Everyone should allow our emergency officials to conduct their duties properly,” he said.

Corriette says the area has been declared a disaster area.

“We want the general public to stay away from the area as much as possible because we do not want something else to happen and then people get injured. Stay away from the Layou Valley area where the disaster has occurred,” he cautioned.

Meantime Parliamentary Representative for Layou Kelver Darroux said one gentleman has been rescued and taken to the country’s main hospital for further evaluation.

Darroux said it is a sad day for the people of his community and government will continue to ensure that Layou and the other affected areas will be brought back to normalcy.

He said evaluation on loss of property is still being evaluated.

“A large volume of water came down earlier and it is a very tragic situation,” he said.

    I’m from St. Joseph Dominica and i saw the news about the floodings that happened back home. It was pretty sad to see the destructions that happened to the different villages. My prayers goes out to each and everyone who was affected at this time. May god bless each and everyone

    OH men, I enjoyed reading these comments, I haven’t laugh hard like dat for a long time. Been gone for been for eighteen years, and kinda forgot how we Dominican’s are!!!!
    But on a serious note I thank God that nobody got hurt. I remember attending the ST JOSEPH SCHOOL, in the 90’s when when it happened. I’ll keep DA in my prays.

      This is a serious disaster which I don’t think is a laughing matter and you should be ashamed of yourself. People lost lives, their livelihoods and their living and are grieving the loss of their loved ones. In times like this we need to pray and see the devastation as a need to draw nearer to God and give our lives to Jesus before its too late.

    so sad. even now many people still dont quite get it. it is indeed a disaster. however its one that could have been avoided 10 plus years ago. instead we called the unfortunate blockage of a natural water passage a “miracle lake” and wanted to market it as a tourist destination. what we r experiencing is the continuation of a series of recurring events unless those capable of deciding for us make the decisions to restore the valley and allow water to retain its natural course. its going to rain again, and again, and maybe another lake will be formed. do we glorify its beauty and call it fantastic names or do we put out trained personel to work and assess the situation before someone get hurt? lets stop asking god to protect us, lets show him we r capable of doing somethings for ourselves instead. the fact remains that there is a blockage in what used to be a valley…….and layou is at the end of that blockage….go figure

    DNO… can you all investigate what plans / measures are the government will be taking to remedy this situation. I would assume from an engineering standpoint that the plug be permanently removed to allow the water to flow out naturally. This would prevent another dam from forming in light of the on going rainy season.

    We are always told to be prepared for disasters but when one strikes we are never prepared and will obviously be shocked at the damage.
    This is how I feel about seeing the pictures of the extensive damage. How disappointing it is about what occurred. It really is beyond words.
    In time the area will be repaired or re-constructed. This includes the properties of the Layou people.
    Let us keep praying for all who are affected by this disaster.

    A Disaster waiting to happen,because the government of Dominia does not take enviromental safety issues seriously.
    Many well skilled and well trained Dominicans abroad,have shared or given advice about that bloody “DAMMED” and they fail to take heed,now taxpayers are made to pick up the bill for repairs.
    I do hope Skerro re-think about his silly and useless idea about building a Presidential palace,when there are more useful things to brighten up Dominica with.

    Well they knew that this was a disaster waiting to happen. I can remember the first time it burst and that was a precurser of what would happen if the measures to realease the water gradually was not taken. I remeber reporters like Bernard Frampton was one of the voices that capture the exact moment the dam burst. By the way, Dominica News online have done a great job on capturing the aftermath.

    The failure of the dam IS NOT a natural disaster.The dam failed because the required failure prevention measures were not taken. The question is why did the dam fail? We need to stop making excuses and hold the responsible people accountable.
    How long are we going to sit by and accept mediocrity- we experience severe weather conditions almost every year and we must put things in place to protect human life and property. Our beaches and shore line must be protected else come every hurricane season we will be singing trhe same tune – “ natural disaster”. Even in the absence of severe weather conditions we are slowly loosing our shore lines and beaches and we just sit by and accept this as natural disaster. No – we better wake up and do something. Growing up in Porssie I recall the days when we would have soccer, cricket volley ball and even track and field activities on the beach today houses along the beach are practically in the water- Ian Douglas can attest to that. As soon as some of these properties on the beach fail we will call the event a natural disaster?

      If it’s NOT a natural disaster, then what do YOU call it? You say the dam failed “because the required failure prevention measures were not taken”. What exactly would that have been genius? Let’s examine a basic fact; the lake was formed as a result of a landslide – you DO know what that is, right? Assuming that you do, what “required failure prevention measures” would you have put in place had you been the person charged with that responsibility? Let’s remember; the landslide dammed the river, forming a lake, which now broke. If you knew ANYTHING about these situations, you would know that you’re practically incapable of doing much. The best that could have been done would be to clear the landslide immediately after it occurred to preclude the formation of the dam. Obviously that wasn’t done, and the reasons are probably varied; access to the area with heavy equipment is probably one reason. In any event, the only thing you can do is wait; because the land is unstable and you have no choice but to hope that it settles. The fact is genius, unstable land with a buildup of water behind is a prescription for disaster; the water will undermine the ground and sooner or later, it will break – which it did. So when you sit on your high perch pontificating, before you try to tell people what is or what isn’t, educate yourself first – then, and only then will your thoughts and ideas have any merit.

        Warma ur comment is a load of crap.40 ft deep water over a quarter mile plugged up by landslide sand (Pumise) was always a recipe for disaster any high school engineer knows that.The more water volume u have the greater the pressure on the unstable plug and forty feet of water is no joke.Government ignored the facts thinking it would just go away like everything else.Solution would have been to control drain the damn over a period of months even years.Then get funding to construct a proper damn wall,or leave the plug open.Let me say in closing i love skerrit and his government dearly i voted for them and will vote for them again but i have to admit they fell asleep on this one.

    My thoughts are with the people along the Layou. Thankfully no one was hurt.

    No blame should be directed to any individual/party as this was a natural disaster. We cannot predict nor prevent,just be as prepared as we can be and take note for the future.

    It was just a matter of time, but in time we were to late.I now have serious questions about the Office of Disaster Management being able to manage or plan for impending crisis or disaster.
    There was information in reports indicating the changes that were taking place at the plug.
    We all knew that the material at the plug was erodible. Check reports compiled by the Forestry Division. Secondly we knew also that the water entering the dam was higher than that leaving. We also knew that pumice has the tendency to absorb water until it is saturated and the will collapse. So it is not the absence of information but what we do with the information.

    It does not take rocket science to know that given the nature of the Matthieu Dam that a device should be placed on the river that would trigger an alarm due to changes in pressure as the water level rises.

    My recommendation for future plugging of the area is controlled flooding of any dam which may form.

    On the other hand I thank God that it happened at midnight and not during rush hour other wise we would be counting bodies.

    We need people in leadership with wisdom ,knowledge and understanding and the guts to take tough unpopular decisions.

    This is so sad. I recall back in the early 90s, Layou suffered a similar fate. I can’t believe that they must endure this again. I hope no lives were lost. Property can always be replaced.
    This is a great opportunity for engineers to consider an alternate route to Roseau.

    Stanley Paul, Bravely walked up the Layou valley at 1.0 a.m. last night to check on his family and friends at Clarke Hall. He helped his neighbour who lost everything, his hens, pets, vehicles a real tragedy! Stanley stayedd with his neighbour until the earlier hours of this morning. His neighbour is lucky to be alive as he was able to take refuge on his roof. This is a huge tragedy in the Layou river. There are many more sad stories and Stanley’s family now has no electricity or water as a few others in the valley. We are so sorry for them.

      We knew this impending problem existed yet no one addressed any way to mitigate the potential flooding down stream.

        Mitigation my dear friend is anything to lessen the impact of the dangers posed by the pressure bursting the walls and flooding the low lying lands affecting people and animals:

        Like has been mentioned (1) drain the lake slowly preventing a build up of pressure behind the wall :- call on the US, Brittish or French for expertise

        (2) have some early warning device upstream linked to he village to give warning in the unlikely event the dam failed.

        ( 3) have shelters in an area for the residents that won’t be affected by the surge of water

        ( 4) let the O D M have drills to sensitize the peoPle to what needs to be done when the dam breaks- first safety of life, animals- then teach them about insura ce so they can recover cost.

        I tried to answer your question hope you are satisfied. When certain comments are posted they are meant to make those in positions act or think .. Not to criticize..

    It is interesting that the PM found it appropriate to address the nation on disaster preparedness and used up the air time asking us to clean our drains, check our roof tops and roof drains. In the mean time the government has failed to hold up their end of the disaster preparedness responsibility. I do hope that they are seriously working on the deep water harbor structure that is in a deplorable condition.

    I send my best wishes and hope to the entire St. Joseph/Layou population. We are Kubulians. We are survivors.

    Let’s begin to work much more proactively with CDERA, USOFDA, and BDD/C to come up with a constructive solution for that entire area. Some disasters can’t be prevented. However, more stringent disaster relief methods can be put in place for high risk areas.

    Don’t forget, we have been told time and again of the volatility of that particular area.

    This was an unfortunate even that although no lives were lost still caused massive damage to the people of Layou. Property, crops and life stock were lost today anlong with a few persons livelyhood. There are persons where by the only thing the didn’t lose was there lives.

    Wakey Rollers, one of my favourite places suffered exstensive damage whiles that poluting asphalt plant is still standing.

    A good friend of mine lost every thing. Just goes to show that some times when it rains it pores.

    I do believe that this entire situation could have been prevented by taking some form of preventative action by those with authorety and ability.

    Mother nature is not something one should ever underestimate nor ever take likely. Today is bittersweet for all of us; not just those directly affected by this incident but for Dominca and Dominican.

    This is a day to give thanks people that this wasn’t wores than it already is, so keep in mine this: MOTHER NATURE GIVETH AND SHE TAKETH AWAY!

    I think that Government needs to either survey, or create some other alternate route to Roseau from somewhere close to St. Joseph leading up to the Pond Casse roundabout or close by, cause when this sort of things happen, persons who are employed in Roseau and others would have to travel all the up to Marigot to get to town. Just a thought!!!!!

But some posters below seem to think everything is the government’s fault, forgetting that a “natural” disaster is indeed just that: “natural.” And the few posters below who continue the trend of declaring every possible negative a sign of the end of the world and the return of the biblical son of god–come on. Be happy that this was not a bigger disaster. Don’t keep crying out that the world is ending every time something bad happens. The world is much bigger than Layou, and, frankly, an “omnipotent” deity could do much better than this to show signs of the end of the world. (What does “end of the world” even mean, really?)

    This area has been a ‘disaster area’ from the very first day the dam was formed. if I am not mistaken, there might still be a poster or two reminding people of flash flooding in the area. What has the Government done to ensure safety to people and property in the area? Not a thing. What is more important to those in charge is to build a brand new Presidential Palace (which is not a priority right now) and spend money doing less important things in the Island. I hope they get their act together and do something meaningfull to the people, not only in this area, but islandwide. God bless Dominica.

        “for real”, “informant”…go back and check history. Again, if my memory serves me right, the government gave away the sand the first slide in that area brought down to the french. They offered to ‘blow’ the area, so that the water could escape instead of building up and becoming what it became. What did they do? Nothing. So be big and say when wrong is wrong. It may have been a natural disaster, but it could have been prevented.

        If there were more people like me in Dominica??,,,ha..where is Dominica going now?     What I cannot understand is…if there is a possibility for another flash flooding, what the hell they have the road open for?

    I would not advise anyone to pass on that road until the weather is nice and dry, and its been properly assessed.

    These ‘Authorities’ always waiting for some casualty to happen before they take action to ‘fix’ something so it wouldn’t happen again.

    It seems to me that they’re failing to understand PRECAUTION IS BETTER THAN CURE.

    I am thankful that this disaster is not much worse. There could have been a great loss of life, but JAH guides.

    Boy just the other day there was a picture of the Layou river on an article here on DNO and people were complaining how the river is a fraction of its once mighty self.

    The river must have heard you guys and woken up.

    i dissappointed with Govt and is disaster prepared official the area is a disaster zone yet still people were allowed to pass the to work i had this experience imagine we pass the disaster area to go work and traffic was slow what if the area was flooded what will the govt say they are sorry they must look at US and disaster zone mean no civilian present only security and search and rescue

    Oh my God. My heart goes out to all the families who have suffered loss. God is good and will get you through it. Be strong.

    It is just so unfortunate that the Disastrous Dam was removed from the disaster list and placed on the list of the tourism attraction sites – The Miracle Lake. What carelessness. The loss could have been avoided if we were more vigilant. That’s what makes it oh sooo painful.

    From all reports there were no human casualties so far. Thank God. It has always been my opinion that this dam should have been drained from inception but the experts said it was ok. I know some businesses benefited from the tarish downriver. I hope their losses are minimal.
