Concerns raised about Soufriere-Scotts Head project

I’m very concerned about the sea wall defense project that was built between Soufriere and Scott’s Head.

First of all,the project was rushed and had poor planing. For many years, in fact since I know myself as a resident of Soufriere and Scott’s Head, we never had a water supply problem in the twin communities. However since the sea wall was built water has become a majour issue for us, especially for those of us who live in Scott’s Head, particularly in the Savanne area.

When the sea wall was built the government-owned utility company DOWASCO, did not move the main water supply lines behind the wall that was built. In fact the main water supply lines stayed under the new road that was built.

There are two main supplies to Scott’s Head. One is called the old water system and the other the new system. The old water system is to supply water to the lower Scott’s Head area and the new system to the Savanne and Upper Savanne area, including the Bellot’s Old Estate which is now Castle Estate.

Well after building the sea wall, the old water system broke under the newly built road and the wall which was built  by this present government. DOWASCO then added every one in Scott’s Head to the new system. It took over three months before the water company could try to solve the problem. As a result of that, many people with rental properties lost lot’s of business including myself. We even had to refund some guests. Up to now the problem is not resolved and might not be soon.

My questions to the minister responsible for DOWASCO and the sea wall project are:

A. Why did he not ensure DOWASCO moved the main supply lines under the new road and put them behind the wall for easy access?

B. When the people of Scott’s Head are going to have a reliable source of water in the Savanne area?

C. Was the quick sea wall a political game to win the constituency?

What ever his answer or answers may be, it is one thing, but water is life and we need a reliable source of water ASAP.

    so when DOMLEC removing its poles from under the Tarreau cliff. Did they not see the works completed just after Massacre for them to start ALREADY

    How can we seriously discuss thrusting tourism forward as one of the main income earners for Dominica, with terrible water supply? I know these two communities very well. Even under Papa Moise, Soufiere had water supply issues. That water when it did flow through faucets was always very heavy and bad-tasting because of the abundance of sulpher in the area. The terrain does not help either.

    This is not a political issue.I can come to Dominica and win the Soufriere seat at any time.
    Many villagers went to Dowasco about the problem and nothing was done about it.
    We need to put politics behind us and move forward.We never had that water issue in Scott’s Head before,unless if a hurricane or some thing of that nature.

    The truth is Scott’s Head is a big potential tourist growth in Dominica and the water situation is a problem.
    Do you know of the propose cottages for the area?
    Well this will bring lot’s of job to the area.As of now the project can’t go through because of the water situation

    If you read properly, you will notice that this is not political. It is about water!!! I wish you ignorant people could aside politics to deal with some serious issues rather than your political egos. The wall was not rushed, it was something that the village of Scott’s Head especially was in dire need of. People of Scott’sHead who have sense will agree to this since they know firsthand how it is when we have something so simple as rough seas. Also to the writer of this article, your statement is not true. Donkey years before the sea wall was even in the pipeline, there have been issues with the constant taking of water in the community.
    This is simply a situation of lack of communication between the people in charge of building the sea wall/road and DOWASCO. DOWASCO should have a public meeting with the villagers to inform and answer any queries the people may have. Also the villagers, instead of running their mouth by the road side,should go to DOWASCO and discuss the situation.

        this thread responses serves to illustrate one of the problem in D/ca.. People do not take into account the issues and how to solve them objectively, instead they focus on politics and people who talk a good game. listen to radio,and one will notice commentaries by folks who spend more time trying to sound intelligent rather than having anything ‘smart’ to say… by the way, scott’s head has had water issues for years before UWP even came into office….. that’s a long time ago.
        Dominicans need to start supporting competent political contestants rather than popular wannabes.

    I do share your concern. I would like to give the government the benefit of the doubt and hold on to the belief that the project was done out of the dire need. The problem we have in Dominica is a consistency in bad planning. One would think that the utilities would be a primary factor in such a project. Penny wise pound foolish- It would have been prudent to take care of the utilities so as to avoid the current situation. In a poor country like ours we jus cannot afford to be so wasteful.

    The ineffectiveness in the public sector is simply because we keep putting square pegs in round holes.- simple.

    Soufriere, Pointe Mitchel and Scott’s Head were always a Freedom constituency, had it not been for these three villages there would have been no freedom in the ministry, what we need to understand is that Papa Moise was the one who represented freedom for a number of years always winning, whereas ma charles could not get into the ministry until they formed the young freedom movement, these villagers are not die heart labour supporters unlike possie and grand bay residents, what we need to do is take a look at sherrit government, skerrit, colin and the rest of the dictators in the ministry were the one who formed the young freedom movement, the villagers of Soufriere are not the only ones pretending to be die heart labour supporters, former minister of education this woman and her entire family running the young freedom movement in newtown, and these women the number of fights and dirty names they called labour supporters in newtown, Giraudel, and kingshill this labour party is not the party in the days of Edward Oliver Le Blan Patrick John, and the Doughlas brothers, so regardless which party villages in Scott’s Head and Soufriere supported in the past they deserve to be treated the same as other villagers in DA, another thing we have to understand is that we were paid for our votes so they think that they do not owe us nothing, sad, sad sad

      Get your facts straight – Anthony ‘Papa” Moise represented the DUPP. He was the lone opposition and was the Leader of the opposition. The whole country was Labour in those days. Ask about ten to one (10 to 1) is murder. I guess you are too young to know that but probably some Elder in one of the villages will tell you that the whole island was Labour and it was only the Soufriere consistuenccy that was DUPP (Dominica United Peoples Party). So it was not only Grandbay and Porstmouth that was Labour. If you follow further on Moise joined the Freedom Fighters that became the Freedom Party afterwards.

      Even Grandbay voted Freedom in the person of Judiana Henderson. and also Petite Savanne had Stanley Fadelle.

      One can also say that this Present Freedom Party is not the party in the days of PM Eugenia Charles (RIP). We have a democratic rights and this is why we have voting so we can vote for whosoever we want and that could always change based on certain circumstances. What is not happenning though is we do not respect one another and authority. We need to respect authority and paray for our leaders as the Good Father has commanded us. Then when election time comes again, we exercise our constitutional right and vote for whatever party. person we want to. In our democracy, majority rule counts and we need to respect that.

      This is what one calls changes … So please people turn back your history books before you make untruths.

    hhhhmmmm they wanted to say,,,, ‘look which one better,,,the one we built in soufriere or the one workers built in pointe michel’ i can’t understand how villages that were pro-freedom party clinging so blindly to labour as if they were always labour strong hold,,,,, when we use to have meetings in these villages,,, we use to tell them freedom not doing nothing for them,,,, they said freedom build school,,,now they are saying freedom never did nothing that’s why they with labour,,,, hypocrites workers allu hate like that,,,, well here’s the shocker,,, based from reports on the ground workers is building among the youth in scott’s head and soufriere we had allu so the youths of soufriere better come back,,, don’t let a stupid fight over woman blind u all politically,,,,, a bunch of illiterates running their mouth about LABAW in the streets,,, ask them if they listen to the news ‘NO’ but when u try to educate them they say,,,, LABAW MOIN YE SAY LAH MWEH KAH WESTAY,,,, hhhmmm the poor will remain poor while those with understanding moves forward,,,,

      Why don’t you get a life. The people in that constituency are a bunch of bright people. a people with understanding. a people with class and a people with a vision for Dominica. The UWP did nothing for Pointe Michel, as a matter of fact all the paper work and ground work was already made by the Freedom Party. UWP tried to take that same money to work on another project , but the iron lady told eddy James if he used this money to do any other project she would stand with the donors to sue the government which is your waste of time UWP. I am a registered voter but I don’t vote because I don’t live in Dominica. However if I had a choice between the two evils i would choose the lesser evil which is the labour Party, for I have seen what this government is doing for the country. I was back home a few weeks ago so nobody had to tell me I saw for myself.

        hj you live outside of Dominica and you visit and see changes, but you don’t know what we who live in DA had to endue for you to see these little changes. Its lies, its corruption, it hardship. In fact labor had beaten uwp in corruption and i do not know who to vote next time around. Labor is certainly no lesser evil than UWP.

          h.j the development u saw was concrete developmen,,,,, wat about people development huh,,,, u all too hypocrite,, dominica has a serious crime issue,,, white collar crime is the new drug,,,, dominica is in the top 3 fastest growing corrupt nations in the whole world u talking bout lesser evil,,,, now i’m tired with allu saying u.w.p was corrupt o.k,,,, tony astaphan was given a budget to do investigative work fresh as labour came into power and said he found nothing o.k,,,, then he came clean n said it was the brain child of his on the wishes of the late p.m douglas o,k,,,, so enough of that workers was corrupt seen,,,, just repeating but can’t point to where they were corrupt,,,, the corruption in our eyes but we refusing to wash the cold out of it

    I live in the area too. The first thing I would like to say is thank you for the sea wall, and though your are right about having water problems and i sympathize with you loosing guest and money, this water issue was a must to happen and should have been expected with such a major project of its kind. It’s hard to imagine there not having any problems of such. However I do disagree with you when you said we never use to experience water problems before that project, that is untrue. I do agree that they needed to or still to relocate these pipes if possible to lessen future problems.
