Open letter to Mr. Meade

Dear Mr. Meade:

I greet you with the utmost respect that a young person can have for an individual such as yourself in a privileged position of power, respect and influence.

First and foremost, I told myself that I wasn’t going to address this issue but that I would leave it up to the authorities to take the rightful steps to ensure that our students are protected and have a safe environment in which they can learn and develop. Secondly, I was hoping that the issue would bring youth and youth leaders to the fore and they would see it as an opportunity to champion a cause for which the entire nation needed to show concern.

My comments themselves do not stem from the original article which made several rounds on social media, talk media and/or websites but rather from a DNO article which published your thoughts on the matter. And for this reason, I must speak… to borrow a quote from a popular 2014 calypso. From the minute I read the article and your comments on the matter, my heart was pricked to respond. It is not my wish to judge your reasons for such a stance however, I must wonder about a few things:

  1. What is the due diligence process established at the Dominica State College when issues of sexual misconduct arise?
  2. Isn’t an initial investigation by the Chairman of the board, in this instance, and a consultation among board members necessary before a matter such as this can be “swept under the rug?”
  3. Is there a code of conduct or a code of ethics established by the board as it relates to relations between school officials and students?
  4. What’s the primary role of the institution as it relates to allegations of sexual misconduct? Is it the protection of students or the support to employees?
  5. What effect will your personal stance, as you have yet to consult the board on the matter but having publicly addressed it in media, have on the reputation of the institution?
  6. Will this issue further contribute to what most people think is the moral decay of our general population, more importantly among the youth population?

I am not saying that Dr. Peters is in any way culpable but there should be some form of internal investigations by the Board or some independent committee as this is a serious ethical issue. I also think that an investigation would go a long way in restoring Dr. Peters’ reputation if he is indeed innocent of the charges laid out against him in the initial article. A lot of people are of the impression that this is a serious matter, although they won’t publicly voice their concern, so the repercussions can be more damaging if it is addressed in an ad hoc manner.

This is even more damaging to someone who may want to come across to report some issue that they suffered for fear of it being dismissed before due process has been followed. I urge you to rethink your earlier thoughts and do the necessary as it relates to the information relayed in the original article.

I do pray that my open letter is received in the manner in which it is meant, that is, with the best intentions as it relates to both the safety of students at the Dominica State College and any other learning institution on our Nature Island, as well as the restoration of the image of institution and the persons involved in this unfortunate situation.

    ROBBERY AT GUN AND KNIFEPOINT!!! Last Tuesday 1 April 2014, three generations of the same family (great grandmother of 77) who are residents and fellow Dominicans were enjoying a family outing at Soufriere sulfur springs in daylight 5pm when they were approached by 2 masked, hooded men. After greeting the men with “good afternoon”, the men pulled out a gun and a knife and proceeded to rob the bathers.
    When the family protested the armed robbers became abusive wielding their weapons to terrify the family into the submission of their three beach bags that contained just a few dollars, phones, keys and their clothes.

    That is not really the case there are various legal and administrative methods available to those in authority in order to address a particular matter such as this. Tools such as inquiries, reviews and preliminary investigations that may or may not delve deeper into the issue at hand are available.

    Research and investigations into matters that have gone public and created controversy concerning institutions overwhelmingly point to the fact that feedback and internal allegations often precede these mattes going public. The tendency is to ignore these requests for action into the reported matter rather than their being no allegation or report made in the first place.     Granted one should not act merely on rumours. However, to investigate a matter that is already before the public is entirely appropriate.

    2″What was the wrong doing? You and I do not know. Delroy claims that he does not know. Yet, his letter clearly points to his conviction that something “wrong” took place. Well, how do you take such a stance without first knowing if there are any rules that were broken?”

    Delroy did not state there was wrong doing rather he expressed his interest in seeing a response from Mr. Meade that adequately addresses the questions which Delroy provides in his letter. Rather than making assumptions regarding Mr. Meade’s response Delroy instead uses a series of interrogative sentences (questions) to shed light on the ongoing issue (which again is already in the media.) He did not make or renew any existing allegations.

    On the other hand you are placing your own interpretation of Delroy’s letter and then by use of your own assumptions and spurious logic attempt to create the impression that his message was incoherent or bias (or if you prefer unreasonably biased).

    3.”What Delroy could have done if he were so interested in protecting the youth is to first indicate what rule was broke and then, chastise Mr. Meade and all and sundry for a cover up or anything else that he wishes to throw at them. Instead, in the absence of a knowledge of the rules, he ahs judged and condemned Dr. Peters (albeit subtly). Now, if this is not bias then I am not sure what is.”

    Your logic is questionable here, as it depends on your interpretation of Delroy’s letter and a slight twisting of the apparent facts. Delroy infact makes it clear that “I am not saying that Dr. Peters is in any way culpable”. Delroy states he does not know what the rules are so it is appropriate that he is seeking clarification rather than making assumptions and then jumping to conclusions and making accusations based on those assumptions. Interestingly, you make these charges against Delroy in a seeming attempt to “hit him both ways” while simultaneously denying him credit for doing the opposite while still perpetrating the very behaviour you seem to have an issue with.

    If you are aware of the rules or where they can be found then you should make that information available to Delroy. In that way he can follow up on your recommendation and clear up any bias or incoherence he may have. Although the apparent bias and incoherence of your message would still remain…

    P.S my admitted pet peeve: Anyone who “shouts” by capitalizing words such as “YOU” and “CLEAR” does not lend to their credibility nor give the impression of being objective or level headed in any discussion.

    Now you must combine your great writing skills with reason. Why has the victim not come forward? Why is she not encouraged by the students in the know to come forward? What are we trying to protect by not coming forward? An investigation would have to reveal something before any action can be taken. Then what are we protecting? We really need to be reasonable people. We can not just go about spreading rumours with no evidence to back it up and then expect actions to be taken. Innocent until proven guilty. Other than that you are opening yourself to a lawsuit. Will the victim(s)please come forward and file a complain. Remember what happens in the darkness will always come to light.

    as a student of the college i must say that many of the male teachers disrespect the students. the married as well as the single.i myself was disrespected by a few. then they get upset when you dont respond nicely to them. grades may go down exept for two of them who are very fair and give you your deserved grades even if you dont give them what they want. this needs to stop

I await comments from other youth from the College… Now is the time to come forward if you have any complaints to make… REMEMBER you can go straight to the Police and Ministry of Education and a Solicitor . Then the Media if they will not take your case. God bless you all. You are not alone, you HAVE NOTHING TO FEAR.

    Boy when I was a little boy at home I use to steal sugar ,klim, ovaltine, milo and as for the soya meal after hurricane David – doh even talk about and my parents little change – pennies, quarters etc. I had the trophy for stealing at home so even when my brothers or sisters would actually steal daddy’s coins or the ovaltine it was always Lang Mama that got blamed. Well when Lang Mama grew up Lang Mama understood that hey your reputation follow you even when you are innocent, so I forgave my brothers and sisters for pining the blame on me. Love them all to death. The fact is Lang Mama was a chat at home so when the cheese was gone mummy had to start the investigation on Lang Mama even if Lang Mama was out in the sea bathing or fishing all day long.

    Thank you very much Mr Willians for your well articulated article. I was rather appalled when I read Mr Meade’s statement and if am not mistaken he went as far as quoting jealousy of the man. Where is jealousy coming in the play at all in that issue, found it was poor taste. Mr Meade can have his opinion as all of us do but donot come under the name of Chairman of the Board because it make the board look childish if not silly. The Board should definitely investigate this allegation because it reflects badly on the college. Mr Meade plesae investigate, discusswith the other members, reflect and stop coming to the media without being well informed.

    I totally agree that whenever matters of sexual harassment, sexual assault or any other sort of impropriety, are reported to a firm, an institution, welfare division, the police, by a victim or on a victim’s behalf, they ought to be vigorously investigated. My question in this instance is WAS A REPORT MADE? Sometimes rumours abound, anonymous letters and emails are circulated, but since no reports are made there is nothing for the relevant authorities to act upon. And so, even while I commend Mr Williams for his concerns, I would ask him: Sir, have you been able to ascertain whether anyone has reported such a matter to either the Ministry of Education or the Board of the State College?

      There need not be an accusation before an investigation is made. Innuendos and persistent rumours can be very damaging to the reputation of a person or an institution. They are warrant enough to try and locate their source and prosecute the person(s) spreading them, if found to be false. The least that should be done is to secure a retraction and public apology. Doing nothing is not an option. In the absence of firm action it will only fester, zap moral and tarnish the reputation of the individual and institution

        LOl! So, Jay, are you suggesting that an organisation should just launch an investigation into any noise/rumour that is made? Think for a while of this logic. If orgnaisations had to take up your advice they would not get any work done because in Dominica, many feel that they have the right to malparlay and gossip. Should the police chief investigate every officer who is accused of misconduct? How practical is this, Jay?

        The responsibility in conduct must lie with the persons who begins the rumours and those who help spread it. It is preposterous to expect an institution to investigate every rumour no matter how damaging it may seem to that institution.

        Utterly ridiculous.

        BogoRoy has no problems with the allegations that Mr. Fontaine used DASS finances for his own personal use. He has been heavily criticized and accused of misappropriating the funds of DASS with no investigations. What BogoRoy and Cecil Joseph must do is to ask ELsuprimo to face all the corrupted allegations that are being pelted at him.

    Good letter by this young man – I commend him for his public stance – it shows that there are youth who think and are not afraid to speak.

    Dominica at its best again. One has to question the motives of people like Meade etc as to why they take the positions that they do. Besides, what is Meades claim to fame? Why has he all of sudden risen up to such a level of importance in Dominica?

    I would hate to minimize the concern expressed by Mr Williams. In fact Mr Williams did a great job in expressing the possible repercussions. I sincerely hope that Mr Mead wont have to eat his words. I also strongly believe that we have to protect the youth – we have to do so uncompromisingly.

    But our problem is much greater than our effort to cherry pick the issues. Our problem is engraved in the culture of corruption that we have so faithfully embraced. Do we understand the nepotism, the boyz club and the wall of silence built to protect corruption. Now within the confines of the boyz club there are hamlets of varying degree of importance and social standing – all with their own protective walls. Essentially the biggest crooks and criminals in Dominica reside in communities gated and protected by those who are able to will power – manipulate legal authorities. In addition the legal authorities themselves so aspire to reside in the same gated communities.
    Right wrong or indifferent Brian Mead’s decision to defend his colleague is no different from what we see and hear coming from radio programs formulated to defend immorality , corruption and deception.

    Take for example the Garbage Bin fraud. After all the garbage Bin fraud was a crime against the state and people and people who selective in dealing with issues must quit the cherry picking.
    Some will talk about child abuse only when the abusers are seemingly not part of the gated community; some will talk about the abuse of women but only if the abusers are not part of their little is not protected by the wall of silence. Look at how the lady from Portsmouth was savaged for simply expressing her disappointment in the distribution of housing. What did she get for speaking out – Mama Wadin.

    The selective approach that we have adopted towards wrong doing will hit our every door step and when the rain fall it na miss one roof top.

    Delroy,appreciate your professional response to this matter. Here are a few concerned questions to Mr. Meade, in support of your open letter. It is the protocol.
    Mr Meade, the usual way an issue as sensitive as this is dealt with is to suspend the person who appears to have fingers pointed at him/her, (unfortunately) and conduct an internal investigation. You will be surprise with what you will find and amazed at the merits of taking this approach. It is the only professional way to deal with this. With your blazing picture on a national newspaper means nothing to me other than some open allegiance to a friend and that is NOT professional only to send signals of doubt as to whether it`s a friendly gesture indicating supporting a friend regardless of…….., or an attempt to act in your professional capacity as Chair of Dominica`s premier institution, The Dominica State College. It does not come across as the latter. Please be guided accordingly.
    I strongly advise that after you have spoken in private, in your capacity to the said President You now have to interview staff, students and mothers and fathers to put this in perspective and to act upon your findings and finally to put to rest. Have you consulted your other Board members for advise????.
    This is not a Meade thing, it is a Board matter it is a college matter it is a protection of students (youth adults) and your position of Chair is to ACT on behalf of the Board and protect the interest of the State College. This is not what the public wants to hear.
    This thing of allegation is going on for too long and must put to rest. You can sweep under the desk of the President, it will keep on surfacing as long as it`s not investigated, Trust me.
    I am just unhappy with this.
    Telling me about turning around the college etc etc…is not helping the situation and will continue to have invisible fingers pointed at You the Chair, the president and the college and its not good. So use the resources of your HR manager, if you have one, to better deal with this growing public scandal.

    Your words of denial and protection above has no merit and is not helping in dealing with the matter. Just saying what you are saying from this high chair has no weight.

      Suspend! Are you kidding me? We must first seek to know what is the allegation, and are there any merit to the allegation. There isn’t a formal complaint. To suspend the man would be pretty premature as this allegation at this point has no merit.

    I commend Mr. Williams on such a well written letter but I do have a few concerns relating to the subject at hand. Has an official complaint been made regarding sexual misconduct at the state college or this is just the usual talk on the street considered to be fact. If not, I suggest that an official investigation be convened if there is merit to such an an allegation. However, we must be very careful of not damaging ones reputation on false accusations.

    Great work Mr. Williams!I fully understand why you are asking for an investigation. Some of us firmly believe that the truth shall set us free.
    We can only be hypocrites to pretend that we are not aware of what the allegations entailed.
    Such allocations have been investigated elsewhere and based on the results decisions were taken for the good of the individuals concerned and the institutions.
    You are on the right track and the young among all others must give support. The Truth shall always set us free.

    Based on my experience in the workplace, any such allegations must be FULLY investigated and the proper disciplinary action (whether it is against the alleged victim or perpetrator) taken.

    These allegations cannot be simply ‘dismissed’.

    Mr. Meade I find your response to be rather premature and biased.

    Hi, I am just a bit lost as I have not read the previous article. Mr. Williams letter brings up a lot of unanswered questions and concerns in regards to due diligence but I think he tried his best to remain unbiased as to his approach. I applaud you Mr. Williams for being one of the few who analized a situation and bring questions to the forefront. Hats off to you !

    Delroy, I share your concerns as a youth and the need to have the questions asked answered. However, from your letter it appears that something wrong had been done which warrants an investigation. It may well be so but in order to initiate an investigation there are some fundamental questions that must be answered. What is the allegation? Who is the suspect? Who is the alleged victim(s)? Who are the witnesses? In this matter we do have an allegation that isn’t credible at this time and a possible suspect. We do not have a complainant or victim and no credible witnesses at this time. Without these answers this allegation can be seen as being malicious from the outset and doesn’t warrant a drawn out investigation. Imagine an allegation as such is made against every male teacher at the institution with no complainant or victim. Just with some random flyers. Should the institution initiate a detail investigation? I say no. We have to look pass the individual against whom the alleged allegation is made and look at the nature of allegation.
    Now, as it relates to Mr. Mead’s response there should have been a call for any victim/complainant to come forward if there is any merit in such complaint. As we discuss this I do hope that Dr. Peters take note and if such an allegation is based on facts, that he must stop destroying our youth and do the right thing guided by his conscience and resign.

      Please tell Us Are these True? Do You Mr.Williams concerns ‘as a Youth’ and the need have questions asked answered? Did You refer to the questions asked by All involved directly or indirectly like Us.Should it be recognized as implied?

      As You stated in order to ‘initiate’ an ‘Investigation’ there are ‘some fundamental questions’,that must answered. According to You,these questions such as, ‘what? who? who? who?
      May We just ask,are these the questions by all investigating department? For examples, criminal or crime scene,justice,private,accident,labor, or health departments.
      If is a bomb threat in writing was observed,should it be spoken of or considered as random? Should there be a wait for bomb to bring about casualty to investigate? What about search for missing at sea? Collaborative efforts by local,neighboring,regional and international governments. As You stated’the nature of the allegations. it not through or after investigation,that labelling and verdict can be passed or handed down in proper or adequate documentation? When is credibility determined? How many times have alligations ‘as such’ been made against male teachers in the institution? If any,will You the secrecy,or no investigation,or prior investigation help? Without investigation how will there be answers to consider or determine allegations to be seen,or as malicious? Institutions have regulations they are guided by and protocols they follow.
      Please tell Us how are Speaks Truth treated? Are they Respected,victimized,or maligned based on who they have reported or spoken Truth to or of? Especially taking into consideration the environment in The Nature Isle.Would You say there is need for ‘anonymity’?     It is applaudable that Delroy, a “concerned youth”, would ask relevant questions relating to one of our principal institutions.

    However, innocence or guilt implies that a rule was broken. Delroy assumes a rule was broken even as he asks Mr. Meade pertinent questions regarding the DSC’s policies. There is thefore a disconnect in his letter that renders it incoherent and biased.

    Addtionally, i wonder about this “open letter” by Mr. Williams.

      The same charge of bias and incoherence could be leveled against your comment and stance. The fact is the issue Delroy is referring to in his letter has been reported (it is already in the public forum and the various news media outlets). The issue is even relevant enough for Mr. Meade to respond to it directly. Delroy’s letter is in fact in response to Mr. Meade’s response.

      The content of his letter is rather coherent considering the context while your comment is not or at least your reasoning is not very well explained. What is your reason for stating that his letter is incoherent? Please develop your point more clearly. As is it seems you are merely grasping for straw in an attempt to discredit this youths attempt as seeking clarification on a rather pertinent matter.

      As for Bias…well we are all bias you and I included hence my name. However, Delroy’s letter is rather balanced in that he states his position (without hiding behind a pseudonym) without labeling or making accusations on any of the parties concerned. He is rather clear about his intentions as compared to your comment and particularly your last line that reads:’I wonder about this “open letter” by Mr. Williams.’

      Why cast aspersions if you yourself are so concerned about bias?

        Now, if YOU can, point out the “bias and incoherence” in what I posted above. When you are through, show how and where I have casted aspersions that are not supported by the gentleman’s letter.

      What a joke all questions are asked with a bias his bias must be about youth and the way they are treated. the fact remains that such an allegation must be investigated to say the least.

    Bravo, the youth speaking. That kind of high-handed dismissive attitude from beyond yesteryear won’t cut it Mr Meade. All public officials are liable to public scrutiny.
    Well done lads speak your minds, Mat, Angelo and Arundell will soon retire and when history is written, its people like Delroy Williams who will be on the new flyer for standing for what we all know is right. So Meade take heed!!!

    Young man, excellently written letter. You should have no difficulties moving through law school or any other discipline. Keep that up.

    You certainly presented all aspects, which of course should have been addressed more competently and openly. Hopefully, this letter will be regarded as intended.

    The youth on a whole should be proud of your representation. As a fully grown adult – I am!

    Delroy, I’m very proud as a young person to have read your letter. And it is true what you’ve said. I also found it disturbing the response Mr. Meade gave to the media. I think the board needs to do its due diligence on the matter.

    Dear Mr.Williams:

    Since I do not know the substance of the matter at hand, I will not comment on the issue.However, what I can comment about is your writing skills.
    I truly cannot ever recall the last time that I’ve seen such great writing.I search everyday in an effort to find that skill, but usually to no avail.However, today was a different day because I finally saw a good writer in the making.
    Everything is beautifully done. Your letter is coherent. It has unity. You used your transition words and phrases correctly. Your tenses, gender and number were in harmony with proper English. Your grammar was perfect.
    I do not know you, and don’t know your plans for the future, but please take your education very seriously because you have the most valuable skill for further education.(writing)
    Your choices are wide and varied( lawyer, journalist, speech writer, educator etc.
    Please keep up the good work, and I hope that you can get some of your concerns addressed by those responding to your letter.

    From a youth perspective, I believe serious consideration must be given to the questions asked and answers be given in such a manner that would eliminate any more doubts. It is a matter that concerns the youth, their watchfull eyes will be patiently and eagerly waiting.
