32 apartments to be built for Bellevue Rawle residents

Thirty-two three-bedroom climate-resilient apartments will be constructed in Bellevue Rawle for the residents of the Roseau North Constituency as part of the government’s quest to build 5000 homes across the island.

According to Minister for the Environment, Climate Resilience, Disaster Management and Urban Renewal, Joseph Isaac, the government has once again partnered with Montreal Management Consultancies (MMCE) to undertake  this housing initiative, 

Isaac said during a site visit on Wednesday April 10th 2019,  “This is in keeping with my promise that I will do all what I can do for Roseau North and Roseau Central and this is the housing component of the urban renewal initiative.”

Expressing satisfaction with the work that has been done thus far by MMCE as they continue to serve as a major partner of the housing sector in Dominica, Isaac assured constituents that he is working relentlessly to guarantee that their housing needs are met.

He revealed that additional apartments will also be constructed in the Roseau Central Constituency. 

“We have planned different components for the housing programme, so you will see that, apart from here in Bellevue Rawle, we will also be doing another set of housing units which are climate resilient by the River bank side on the northern side of the Roseau River,” Isaac noted.

He assured that construction in Bellevue Rawle will commence within one month once the land has been properly cleared and the soil has been tested.

Project Director of MMCE, Chris Timmins, stated that the project “is the continuation of our partnership and commitment to the government to provide a further 500 residential units on top of those we have already committed to on the east coast [of Dominica], Bellevue Chopin and up in the north”.

Timmins added that MMCE is also pleased to continue their partnership with China Civil Engineering as they work together on these new units in Bellevue Rawle.

“We are pleased to be able to continue our existing partnership with China Civil Engineering who have demonstrated up in Bellevue Chopin, their capability to produce a good quality product capable of withstanding the worst the weather can throw at it,” he said.

Dominica’s Housing Revolution Programme is being funded by the Citizenship By Investment Programme.

    Dominicans need to read the story and please understand. So Minister Isaac, please tell us what if when the soil is tested the tests reveal that the site is unsuitable for building, what will your next move be? Or will we ever be told if it is discovered that it isn’t suitable for housing? Or is this just an election gimmick as usual? Please tell us.

    For once I will refrain from commenting on the folly of housing Dominicans in apartment blocks and instead have a good laugh at the ridiculousness of of wearing hard-hats, in the middle of a field, at a ground breaking ceremony!

    my daddy took away my innocence. he doesnt understand that he is hurting me & sometimes i wonder if he really cares about me. he’s abusing me plus he is prostituting me. my daddy buys me the latest phones, clothing and so much more. he pays 4 everything 4 me but he doesnt help me 2 be independent & 2 better myself. he doesnt make & keep rules that other stable homes live by 2 make them happy functional families. my daddy thinks that as long as he gives me stuff i will be ok. no 1 can go against my daddy because they will pay. no 1 can try to take him out of there because he is very diplomatic. he will find a way out. i wish all the neigbours would see what i go thru. how my future is going 2 be destroyed. but all they see is all what my daddy is doing for me. i tried 2 tell a friend 1 day and she told me i am 2 ungrateful. that i should appreciate all i get. he even told them i am homeschooling.
    i wish my daddy will be found out for all what he does so i could be set free.

      But your’e right, apart from Isaac two decorative young ladies that dont wear hard hats, I do not see any Dominicans who need jobs before houses. Seriously, why we have to use foreign labour to build these homes? Money going out of the country and without money, coming from jobs, how are these Dominicans going to afford their new homes? Am I negative or stupid for asking such questions?

    Building those houses keep making one set of people Rich. They pretend they helping the vulnerable by simply keeping the people Vulnerable.
    That ridiculous vote grabbing strategy must stop. It doesn’t help the development of the country.
    They can’t find money to build the hospital in Marigot, but here goes more money in the pockets of corrupt politicians. #wakeup!!..

      dissident so election or no election, don’t you think that Roseau North needs houses? So besides housing assistance, no houses should be built? For your information dissident, whilst some houses can be repaired, there is a need for additional houses in this area. There are places where houses cannot be rebuilt. Go on a tour since you have not passed in the area for a long time. Dissident as your name suggest please stop making those statements. Everything is welcomed – new homes to house those who have no homes; repairs to those that can be repaired. Do you also know that there is a housing need for many rented homes were destroyed.
      Come on put on your commonsense cap. Every thing does not have to be politicized. You guys have no plan nor anything positive to say or to encourage someone even to help someone in need.

        ???????? – couple questions for you! number one, what about the college does it not need the lands around it for expansion and for sporting facilities. This college has absolutely no lands for the building much needed sporting facilities such as basket , tennis, courts etc for the college students. number two, is there alternative lands arthe Roseau North constituency that can better serve for housing project. you ????? please made available to us in Roseau North the results of the EIA for the project; ???? if you are brave enough provide us with the planning approvals for the project; ?????? if you really worth your salt provide us with the number of public/constituency consultation held on the project and the dates they were held. ????? we in Roseau North are not as daft as you think. we know and see political expediency for what it is; this is desperate move to capture votes my brother; it is bribery in big broad day light!

    Although I’m not a fan of the current administration, the development of Bellevue Rawle was much needed. With the exception of a few homes that were constructed in the late 60s and early 70s for government employees, this area outside Roseau Central has remained untouched by successive administrations. The last major housing development was underneath the Dame Eugenia Charles Administration with the Simon Bolivar Housing Scheme. While “Climate Resilient Homes,” are welcome, the idea of apartment style housing for rural areas in Dominica is disaster waiting to happen. There is no room for expansion in an apartment building. Who will be responsible for maintaining these structures? We do not have a good track record for maintaining structures in Dominica. Marigot Hospital and Portsmouth Police Stations as exhibits one and two.

    Sherrit and his namby-pamby posse are resolute in using these apartment buildings as fodder to bribe themselves to victory at the upcoming polls. Joseph Isaac , in particular, is trying to be relevant but these houses would not save him from a most decisive defeat. Nothing they do at this midnight hour can compensate for the nineteen years of excruciating pain and suffering. The denial of appointments, the victimization of innocent citizens, the persecution of targeted opponents, and finally for the corruption in office that has caused embarrassment to the country and untold hardships to the people, they have to GO!

    Joseph Isaac is a turn off! There is nothing about this man that can convince me he is real. With what the man did with my vote for money man? How do you take my vote I cast for UWP and move it to the Skerrit party? Man to me it’s like my wife taking my house and bring another man in and you know that hurts. I mean only in Dominica this nonsense happens boy. That’s why I cannot understand why Skerrit would have 30 police officers to guard his family you know. Since when Dominicans bad? Dominicans bad and Joseph Isaac just took our votes and go join Skerrit? If we were bad is Joseph Isaac that would need police security for what he did with our votes. So it cannot be because of us Skerrit has his police army guarding his family. maybe is to protect his family from foreigners that might want to come after them but definitely not after Dominicans

You see even if building apartments would house some of your fellow Dominicans, you are sour and not happy for them. e vex because he moved but not being able to be positive and do something positive must have been really frustrating for Joseph Isaac with the likes of you and others who are only whinning about everything whether good or bad. Most times you guys cannot even keep to the subject matter at hand. Everything is PM and negative words about your countryman, country, labour etc. I would really like to see you guys sing a new song for example what have you done to help whilst in your words the Government not doing anything? Give some concrete examples of your help not demonstration alone you all doing and opposing everything whether good or bad. Time to speak some positive vibes!

You need to go back less than a year ago to listen to Joseph Isaac rant and chant ” Skerrit Must Go, Skerrit Must Go” painting Skerrit as te biggest fake in Dominica that came from the same Joseph Isaac you to defend, yes the same one skerrit had arrested for an attempted coup!. While at it ????? you need to revisit Reginald Austrie characterization of Isaac in the house of assembly where he described Isaac as being the only man in Dominica in facti in the World,, to colley , to bankrupt, a bakery: So you and negativity is selective my friend. ???? I will give just two example where the opposition tried to do some meaningful projects and because of the negative and myopic minds and the childish and immature behavior of this administration these projects are not completed. one is the Lindo Park play ground project and secondly the farm to market project .

    But is anyone listening? People quite clearly the government of Skerrit has destroyed Dominica and all they seem to be interested in is build apartments and houses all over. But think of that people. The departure of Ross University from Picard, Portsmouth left at least 500 houses vacant and at least 900 apartments empty. Why is the government not buying these buildings from the landlords and move these people there so the money would circulate and that would give the economy a big boose? Can you all not see that house project Skerrit and them is on is because building house is an easy way to hide money? What will it take to help our people understand you?

Joseph Isaac, for the betrayal of his constituents, should be treated like the pariah he is. There is a special place reserved in hell for this man for his flagrant lying and shameless dishonesty.
