UPDATE: Fatal accident near Calibishie

Twelve year old Kayla Jannene Pierre of Marigot is now dead following a vehicular accident which occurred about 6:30 pm on December 23, 2013.

The accident occurred at Wind Blow,  an area between Hampstead and Calibishie.

According to a release from Police PRO John Crbon, bus registration number HB555 driven by Antonio Charlie Mathew of Bense was travelling in a north easterly direction when the driver encountered some difficulty.

Carbon said the bus struck an embankment, overturned, then plunged into a ravine. The thirteen persons who were on the vehicle, including the driver, were taken to the Marigot Hospital where they were treated. Kayla was pronounced dead at the hospital while four other persons, including the driver, were admitted. The others were discharged.

The Police PRO said that a coroner’s inquest will be convened into Kayla’s death and a post mortem will follow.

    When ever I come to DA I like to be on the bus to be grounded with my brothers and sisters. I just enjoy listening to the conversations.

    But boy am I scared of these drivers. Anytime you get on most of them buses, you already dig three foot deep. And if you do not believe in God, get on one of these buses and you must become a believer.

    But how can I blame them; there appears to be no speed limit, I do not see them posted. That is how they make a living, and it seems to be accepted by the DPF.

      while i don’t resides in DA, i am a Dominican. First and foremost i see myself as being from ‘Bishe, i find it difficult to comprehend why ppls see it fit to comment on things they do not know about, i come to DA every year and have no qualms traveling with charlie, as one person said in their comment,there seems to be no road limit on the roads in DA and most drivers drive using their own initiative. That however is the fault of the department that is responsible for traffic control in DA, the ppl in that department get paid to do …… because even they themselves drive how they like, how then do we see it fit to condemn someone like charlie who drives for a living, DA ppls need to put their money where their mouth is and start understanding that what is good for the goose is also good for the gander, as a Dominican living abroad, i know of a child being killed by a driver in Bishe before, but as usual that person was not persecuted because of their place in society and the fact that at the time of the child dying the driver was the law (employed and working as a magistrate), it was accepted as an accident,(which it was, so is whats happening to Charlie now), there was no saga about driving drunk, speeding or not driving with due care, it was just brushed under the carpet and that was that. so tell me whats the different, drivers will have accident, but the authorities and people responsible for what we call driving in DA should have a complete cleanup and shake of the department in terms of ensuring that the roads a safe, people have proper driving lesson’s, and most of all realize that Roseau is not Dominica, so the idea of making highways in Roseau and ignoring the road problems we have in the villages, will not solve the problems. Having said that, i am sure procurers are-in place , but are they being followed, i don’t think so. The driving rules, the roads, drivers attitude and most of all the Govt should stop blaming everybody else but themselves for the continues problems we have with our roads in some part of the country and get with giving drivers in DA the support they need to ensure that these accidents are kept to a minimum. Last but not least, i have seen and traveled on vehicles that are unsafe with broken windscreen overloaded buses and the JOKE of it all, the police themselves travel on these transport all year round when and if they have too, however the only time those same police go around the village to check the safety of vehicles is just before Christmas, vehicles driving around with tiers smooth as babies butts in heavy rain just waiting for an accident to happen, broken wind screen giving zero visibility and buses full to the brim with passengers making it inevitable to avoid fatality if there is an accident, to think that all year round they have been driving in that manner, but is only during Christmas time a check is done. Explain to the drives how are they allowed to drive with no due care all year round, however come Christmas they are being checked. The problem is that there is no consistency, and lack of consistency brings with it chaos. Charlie my thoughts are with u always, hope the law see it fit to treat u with the same reasoning, statues and present that was set for the child that was killed in Bishe by the magistrate. As i said whats good for the goose is also good for the gander. An accident is a accident, we too like to run our mouth on ppls when they down, Charlie hope u keeping an eye on those back stabbers, what goes round comes round.

    Pointless to complain nothing will be done , speed kills and this little girl payed the price there are so many people who dont have licenses, or should be using using glasses or just should not be behind the wheel .Regular testing is required for those who make a living transporting passengers.       Now this is a sensible comment, u have nailed it on the head, but will the authorities agree with you,”NOT” until another fatality, well said. Lets hope that the procedures we know we have in place, like ensuring that drives especially those who dive for a living have good eye sight, know which side they are to drive on , obey the rules with regards to the amount of passengers that should be on their vehicle, comprehend the fact that DA don’t have wide enough roads to speed and overtake will be implemented to reduce the fatality rate via vehicle accidents

    If not already in place, I think the time has come for us to carefully scrutinise people, who seek employment as bus drivers. They should be vetted to ensure that they are of sound mind, free of drugs or alcohol abuse, have no criminal record and above all have an aptitude to serve the public. Nothing can bring back Kayla but for the sake of the profession and the public we should improve our standards.

    oh my god .so sad may god put a hand.just before christmas thats a mountain to go over. the last time I was in Dominica I was coming from Roseau and I boaded a bus and I just made it to Layou and I made him put me down because of the speedi told him and he told me that if I fraid to die and the same afternoon he had an accident so my people donot pay a driver to kill you ask them to slow down or go down it might save your life may god give the family strength

    As usual, DNO continues to delete all my comments. I think that they expect me to shear tears hypocritically on the site because of this accident. Dominican adopt all the bad stuff from the West (America) and neglect the good. During Thanksgiving, Christmas and other major Holidays when a significant amount of drivers/families are expected to do a lot of traveling on the roads; the local Government dispatch state troopers and other law enforcement agents/policemen to patrol these roadway to ensure the public safety.

    These agents look for reckless and erratic drivers, as well as for any road obstacles etc. We aught adopt such practices to help maintain safe travel for all of our citizens. In my previous comment I suggest that more guardrails are needed along the most dangerous areas of the roads. This comment was deleted. Won’t be surprised if some narrow minded person on DNO delete this comment as well. We all live and have family members on the Island and this could have happened to any one of us. Therefore, it behooves us to take drastic measures to have more police presence on our roads besides Roseau.

    A few years ago i got a ride with this bus driver and he was doing some crazy stuff with passengers. People were scared but afraid to speak out. I could nor take it and forcefully told him to stop he is carrying passengers and made it clear he should not mess with people’s life. He did comply.
    Today i am heart broken. I hope the authorities investigate properly cause i know this guy very well and he should permanently loose driving privileges and prosecuted for involuntary manslaughter if investigation shows any negligence on his part. He should be made an example for other bus drivers who do not respect the life of there customers.

    Lord I pray for The mother of the children I too being a mother and was involved in an accident with my children.     For some mysterious reason these types of accident/incidents occur worldwide during Christmas season. The real purpose of that sacred observance has been ignored. The Christmas season is a sad time for may people who have lost family and friends just days before “Christmas.” We ask and pray for strength for the victims families. Also, I think there needs to be more guard rails along our dangerous roads.

    The Skeritt Labor Administration’s priority is the red clinic and to spend money as regards the buying of as many votes as possible in an effort to remain in power. The Marigot Hospital which is in close proximity to the Airport, the building is not only in a terrible condition but does not have the drugs and equipment to handle critical emergencies. I understood their were two critically wounded children in that accident and because of the condition of the Marigot Hospital, the children will have to be transported to Roseau. Should the children die, the families of the children should hold Skeritt and the Labor Party Government responsible for their deaths.

    i heard that the bus driver wasnt driving fast is the steering that cut and when the driver applied for brake he didnt get and i was told the driver tried all he could ntn could be done accident do happen this 1 just ended in the lost of a life. some in the accident told me so.and by the way the little girl was my friend but we have to be understand. May God grant the parents strength and courage to go through this tragedy.

    I understand that in the last six years, this driver has had 5 serious accidents. I’m concerned; about how many more before the authorities step in and reevaluate him as a transport driver.

    This man shouldn’t be carrying passengers!!!

      I don’t know the statistics that well on your comment of his history, but I do know that he has changed buses often, usually after an accident. Passengers will normally comment “Charlie has another bus again?” Any one from the north-east can confirm that that’s part of his reputation. It was only a matter of time until something like this happened.

      So sad! It would be good if we use this opportunity to talk about the need for more road safety for our people. For example, I am one of those who firmly believe that drivers should not be certified for life. We should all be tested again every five or ten years. Do you know that there are many drivers who are legally and/or functionally blind? I once served on the Safety and Health Board and it was shocking when a physician read a report on the number of drivers who are blind but still drive because the system only require you to keep your licence paid up to date. There are people driving at night who are short sighted, but there is no provision for these people to be denied a licence. So what do we have? Accidents and accidents and the occasional death. Do you see all those vehicles with scratches and dents? The Physician said that many drivers confess that they do scratch their vehicles because of their bad sight.
      People, let’s lobby for stricter traffic control. Let’s make noise for legislation to permit the authorities to suspend drivers’ licence where the driver has been involved in many accidents. Just two-and-a-half-years ago, Kent Pemberton, a teacher at the Pierre Charles Secondary School at Grandbay, was killed by a driver who has had many accidents before. This driver should not still be on the road. Let’s rally for our safety! DNO, please assist in this cause.

        This is amusing: @ Admin! what do u mean what “specific” should be put in place, in the comment it has been spelt out to you, what would you like the person who commented to do, think for you as well? it is clear that the point he/she has mention is in plain ENGLISH. Which part of people driving blind you don’t understand, which part of drivers driving and repeatedly causing accident you don’t understand. The logical answer and remedy is to have those potential murders off the road, because the reality is putting a blind man behind a wheel is just as bad and even worst than having a drunk man driving, for crying out loud, while this is not aimed at DNO directly i just wish as a nation we would stop stalling and be give some positive feedback as to what the government decides to do about the amount of potential deaths we will endure before something productive is done. It is not rocket science just common sense. Get with the program Please.

      Which authorities do you expect to step in? You are talking about Dominica right? They only react and talk after something happens.

      I know this man who has dimentia and he still drives his pickup truck. Half the time he does not even know where he is.

      In the place where I live doctors are required by law to report such cases to the department of transport and the person’s driver’s license is suspended until they are evaluated and deemed fit to drive.

        well according to your comment , do u think that the authority is not at fault? tell me this who is making it possible for ppls to drive when clearly they should not be? who is the enabler that provides and gives driving permits to drivers that should not be allowed to go anywhere near a vehicle, not just to protect the public but to also protect themselves? and last but not least if u live in a community where they see the authority as unaccountable for this slackness, well then all i can say is that everybody has their opinion, however when people’s lifes are at risk, we should be able to see our way clear to accept blame and responsibility of our action: meaning without enablers(like the lacks of traffic laws) there would be less accidents, and the same goes for the perpetrators like the reckless drives, they should be held responsible as well for their actions, but i think we can all agree the the buck stats with the authorities. As the saying goes “If people are allowed to do what they like without ANY repercussions whatsoever, then why should they worry about consequences” there is no thief without an upholder, unless the authority stick their finger out and do something, we can all blow hot air, but nothing a go happen.

        Yes the details aren’t in, but I’ll bet that the driver was speeding. My times ive experienced for myself bus drivers driving recklessly. Once I myself stopping him under canefield cliff to put me down. Only then everyone else started talking they’re mind. I have a very close family friend who is still stuffering from a bus drivers recklessness years after.

        I would like to say that ,as a vehicle inspector in the UK, all road vehicles and their systems are inspected annually. These checks are to do with brakes and their efficiency,windscreens and their clarity, washers and wipers,vehicles lights and correct bulb colours,steering geometry and suspension,fueling and emissions,fabric of vehicles e.g. corrosion and rust,wheels and tyres and passenger safety e.g. seat-belts. The tests are done according to published government guidelines. These tests take generally one hour to complete. If the vehicle fails one aspect of the govt guidelines, a failure is issued and the vehicle should not be on the road, until and unless repairs of the fault(s) are carried out and the vehicle is retested and passed. Taxis and black cabs are tested every six months, because they carry the general public. The govt recognises public transportation has to have a higher level of scrutiny than ordinary vehicles.
        In that way should there be an accident, loss of life is mitigated due to the good quality of the the vehicle systems, faults being picked up and rectified at least every six months. so if loss of life occurs the fault is mostly due to poor driving. To further reinforce public safety, an inspectorate is established to carry out spot checks on these vehicles to ensure that they and their drivers are up to the task of ferrying the public safely.
        So I suggest the following the setting up of a vehicular testing station for public carriage vehicles to carry out an MOT=Ministry of transport examination annually according to UK/EU standards. Why should DA folks have a lower standard? Are not DA folks just as precious as Europeans? I would gladly return to DA to set up such a scheme, and be employed as one of the first inspectors. In that way the wonton loss of lives will not be due to vehicle defects but bad driving, and those drivers will soon improve or lose their licenses

        After reading all the comments, it seems that there are basically three camps, apart from those well wishers. One camp is in favour of the driver, his legality and his bad feelings, another, saying that fast driving was the cause and it’s a general illness that affects “transport” drivers in DA, and finally lack of governmental concern!
        To stop such incidents occurring with such regularity, I propose the setting up of a UK/EU system of inspection and regulation,coupled with enforceable sanctions. It should cover all aspects of vehicular systems, and annual inspection. Another system to check the drivers who wish to carry on public carriage business. A separate inspectorate tasked to carry out “spot” checks on these public carriage vehicles to ensure that they and their drivers comply with published government guidelines, again with enforceable sanctions. I would be happy to return home from the UK to set up such a ministry,in order to improve the lot of both the drivers and the general public. Such a system can be funded by the revenues raised from the annual inspection of all road vehicles. This should be apolitical in nature, not dependant on which party is in the driving seat
        In this way, the driving standards will improve throughout the island, the number of accidents will decrease and the loss of life will fall dramatically as a result. In the UK mini-buses and small coaches, which basically are what DA’s transporters would be classified as, have all got to have separate seat belts for each seat and they have to be used. A fine is payable by the drivers, further ensuring the added safety of his passengers.
        A “Belt-up” campaign of public information could also be aired, to educate the passengers and drivers of all vehicles, as to the benefits of wearing seat-belts whenever undertaking any road journeys. Why should the value of human lives be any less than those of the UK or the EU? We are just as precious, as can be validated by the numerous expression of condolences to the child’s family. It’s time that DA folks were given better and safer public transport!

      This is the second time in 3 years that an innocent child full of potential was killed in a vehicular accident. Some time ago Keyanna Immanuel from the same community of Marigot died in a fast driving bus incident in Castle Bruce going to Roseau. The driver was reportedly on his cell phone while driving and was out on some thousands of dollars bail in less than no time.

      I refuse to believe you made that comment! Someone can lose Control of a vehicle for more than one reason it doesn’t have to be because the drive was driving to fast. Many a times things happen and we in our human form are quick to blame because we only see with our natural eyes…… when really most are in the realm of the supernatural. No man knows when death will knock at your door get your life right before it’s too late

      With that said, My heart goes out to the friends and families of those deceased. They are in a better place…..
