Facts I do not wish to debate, fight, nor argue with you, nevertheless, a city could be describe as a large or small town with a few variables. ( A city is an inhabited place of greater size, population, or importance than a town or village). Note the word “small town.”

A town can be describe as a cluster, or aggregation of houses recognized as a distinct place with a place name such as Roseau; or better yet a compactly settled area, larger than a village. In any event a city and a town are basically the same except for the variables found in a city. And teacher preacher Elizabeth, i know how you like to be in “ting” I doh want a single word from you on the subject eh!

A village is an inhabited area without a central market..

A town would have a central market.

A city would have a central market and government structure serving a large population.

I am also not debating. Roseau is not a City, OK! It is a Town. I do not know who in their right sense would call it a City. So much more has to be done for Roseau before it is called a City and recognized as such including an increase of population with additional educated and broadminded people. Someday when D/ca progresses more, Roseau will be called a City. It may take a century , if not more, to be classified as a City.
Because of the size of the island, it has towns and villages.
You reside in the US; I in Canada. Note which areas in those countries are called cities, towns or small towns.
There is also the word Hamlet for smaller areas. The meaning of this word is village, settlement, rural community, small town.

I think some of the areas in Roseau need parking limits e.g. In some areas a should not park for more than 2hrs some 1hr etc.

  4. January 10, 2015

The road might have a speed limitation but if each driver refuses to respect the the distance that they should keep behind each other ,accidents are easy to occur…breaking down does not stop a vehicle automatically from high speed ,the driver needs to down grade the gears together with breaking down in order to decrease of the speed…nonetheless the weight of the vehicle plays an important role ,the heavier the vehicle the more difficult it is to stop the vehicle from moving forward,,,driving correctly to avoid accidents has a combination of important decisions to take and respect….keep safe because remaining tetraplegic after an accident is less sweet than death…

Something about this story is not accurate. First of all intersection of Hillsborough street and independence St does not look like this. I don’t understand the dynamics of the accident. Roseau is at
5 miles per hour at that time of day. Unless if the driver passed out or something or was texting and driving. But still to turnover like this?

hisan read the article again and stop making a fool of yourself. It did NOT say the accident occurred at the intersection.

I read it again, indeed it says towards.

First of all we must ask what occurred to cause this accident.
What happened to the driver, the vehicle why such an accident occurred on Hillsborough Street?
    Is the vehicle road-worthy?
    Were the drivers speeding?
Was at least one of the vehicles brakes or steering wheel suddenly became non-functional? This could easily occur.
    Was the driver distracted?
Did the driver experience a medical problem?
    Was the driver inebriated?
Some drivers swerve to avoid hitting a pedestrian and/or another vehicle.
One of these could have caused the accident.
Police inspection and investigation will determine what really occurred.
I hope the lady is not seriously hurt and recovers from her injuries.
DNO, to satisfy the curiosity of some of your curious readers and judgmental ones, please keep them informed as soon as you receive information of the cause of this accident and the status of those injured. It is understandable that we will be curious to know, some, more so than others…

If some one told me an accident like that happened in roseau, I’d have told them there is a better chance of seeing King kong ontop of the ministry building dancing to pastor bull… HOW?? :?: :?:

Strange how the vehicle could overturn in Hillsborough Street. Hope the driver which caused this accident was not texting or listening to music. If the driver did, it is too late for regret.

Register all vehicles with colour badges, Each day of the week is given a colour and only cars sporting the right colour on the right day can park in the town. Then actually enforce it. And build a bus terminus near the stadium. No more bus stops in the town center.

This accident is just looking freaky and mysterious , I cant understand how an accident of this magnitude could happen in the city of Roseau. May be its sign or the times. Lord help us

It is so sad to see how uneducated some people are… what your sister try didn’t work. If the cap fit you answer back. The driver don’t drink nor take drug and I know that because I recognize the license plate.

I am not one bit surprised. The madness on the roads on this island is simply out of this world. Of course since the police can not be asked to even enforce the most basic road traffic laws nothing is gonna change. To the police: do random traffic checks, enforce speed limits, take non roadworthy cars of the road, prosecute all those drivers without valid insurance and license…

Awah, DNO. Tell me that a category five (5) tornado touched down in the middle of Roseau and the only casualty was that the tornado flipped over an SUV that landed on or slammed into another vehicle. That explanation for an automobile capsizing in the middle of Roseau in that way makes more sense. Some things defy the imagination. Incredulous they call it?

Pray that the injured will be fine.

I am viewing the photographs, I am reading about the incident: nevertheless, I fail to understand such an invent could occur on “Hillsborough Street.”
The street is flat, at least the last time I saw Hillsborough street it was flat and crowded with cars traveling at approximately 5 MPH. It’s almost impossible for anybody to drive at 50 MPH anywhere in Roseau, unless they are inebriated, or just plain crazy!

I suspect alcohol may have played a roll in that accident, then again the person could be on some sort of medication which impaired their judgement and ability to drive.

Telemaque that is a popular name if you know the individual she is not a drinker and Hillsborough street is flat hmmm I wonder what happened? Maybe you can explain

      • Francisco Telemaque
        January 10, 2015

Asking me to explain what transpired is like asking me to play God. I mean I know about a lot of things however, this one is mind boggling to me; even more so since you explained the driver does not indulge in alcohol. I have no explanation for what may have transpired, except as I suggest she my have taken some kind of medication which impaired her ability to drive.

Now, under normal circumstance, in the event she collided with another vehicle, according to the laws of physics, based on the angle of contact (impackked), there is a strong probability the impact could have cause one or both vehicles to overturn. And for those who wish to critique me, be informed I had physics, one cannot become an Electronic/Electrical Engineer, nor attempt medical school without taking some classes in physics; and passed the discipline; so just believe I know what I am talking about!

You must cease your downright judgment and await further information from DNO. Some people have a knack of not asking questions. They are too prone to concluding what occurred when they do not know the full story of what really occurred especially when they reside overseas  . It is sensible to await this information prior to making a judgment. Speculate but do not judge.

Hilsborough is the worst place for parking vehicles…. I am asking the responsible persons, please allow persons with vehicles to park in designated areas and not on the streets, where. Business places and dwelling houses are o
Located in the City. Roseau is already congested as it is. Carnival will be soon and it will be worse. Please put some strict measures in place, to forbid drivers to drive and station in the city who have no real business in the city to station. Persons from elmshall, bathestate, goodwill, Newtown, pottersville etc, can walk into Roseau. I see no valid reason for someone who is residing in bath estate for eg. Should drive into Roseau and station on any street in Roseau on carnival day, or an day for that matter. only Government employees and persons who own business in Roseau should be allowed parking areas in the city.

I am asking the government to consider underground parking with tarifs, this is so much easier. We are in 2015.

What is the status of the parking garage?

    • The Facts
      January 9, 2015

When I knew it, Roseau was a town and to my knowledge it is still a town. Small islands have towns; not cities. Big countries have cities.
No pun intended. However, is Roseau a City or a Town? Since when was Roseau elevated to the status of a City and why?
Know the difference between a City and a Town. To be precise, Roseau and its condition (for now) are far removed from a city and to be referred to as such. Be wise.

the facts, did u do social studies in school or geography in high school. then u would have known that the size of an area does not determine whether it is atown or a city. a small area with specific features could be a city. a town and a city is different and size is not a factor. just do some research and u will understand the difference
