Police investigate accident which claimed life of child

The police are investigating a fatal road traffic collision which occurred on the Bath Estate main road on Wednesday 6th June 2018, which claimed the life of a minor.

According to reports from Police PRO, Acting Inspector Simon Edwards, the accident occurred at 5:45 pm and involved Giovanni Vaughn Garraway 21, of Cochrane and Natalie Matthew, 10 of Bath Estate.

“According to the information, Garraway was driving pick-up registration number FA073 in a west to east direction on the Bath Estate main road when he overtook a moving vehicle traveling in the same direction,” he said.

Edwards said at that same time Matthew was crossing the road ahead in a north to south direction in front of a vehicle parked on the side of the main road.

The pickup hit Matthew who sustained bodily injuries, he said.

She was transported to the Accident and Emergency Department at the Princess Margaret Hospital (PMH) where she succumbed to her injuries.

She was officially pronounced dead by a medical practitioner.

Her body was transported to the Lyndhurst Funeral home.

Investigations are ongoing.

    Because of this man selfishness the life a a 9 year old girl was lost. He didn’t think for one second what if, before he overtake the other vehicle to get to where he was going. If he only had a little patience and followed the laws of the road. This man took a life simply because he couldn’t wait for the vehicle infront him to move out. The bus gave the little girl the signal to cross the streets but this young man couldn’t wait a little. Too many time, too many times these accidents occur and the careless idiots involved only lose their license to drive on the road. I don’t feel sorry for this man because my friend lost her daughter, I saw this child small to the age that she was jus before this man took her life from her. Where is the Justice for little NATO??? No matter what laws are in place these selfish *** holes will always drive recklessly endangering people’s life on a daily basis. Not even at a stop sign or a pedestrian crossing they’ll let you pass. It’s jus sad…

    There is a big difference between a collision and an accident.

    It is important to never refer to the conduct of the at-fault driver, who caused serious injuries, as a mere mistake, or the auto collision as an accident. If the collision was truly an “accident,” then the law may not hold anyone responsible. The law requires that legal liability be established on the basis of fault, referred to as negligence.

    “Accident” implies that no one is at fault and the collision was unavoidable.

    An example of an “accident” is a case where a stone falls from a cliff and causes a driver to loose control resulting in damage. Impaired or reckless driving can NOT be causes of an “accident.”

    Therefore, all such vehicular incidents should be initially referred to as collisions. ONLY after a full investigation should be the “accident” determination be used if so deemed.

    What a sad death! In another country this child would most likely survived. In the absence of a very poor health care, the government should at least take some preventive steps to protect it’s citizens. In Dominica we have No damn speed limits neither in the residential area or on the so called highways. On top of that, our drivers, both men and women, consume a lot of alcohol and some drive drunk knowing they will not be stopped by the police to be tested. In fact now a days even Christian and ministers drink and drive. People smoke Ganja and take crack cocaine and drive, very few stop signs though drivers, including the police don’t respect most times. So we are left with a situation where people expect drivers to stop or slow down and instead they put their foot on the gas peddle.

      Eden you got me lost there cause you rambling all over the place. What is the issue? Or what do you perceive the issue to do? Cause you started on making a statement on poor health care but then continued to talk about speed limits, consumption of alcohol, crack cocaine and ganja. Cause if the child died as a result of poor health care then how does driving under the influence of abused substances factor in? So is that if we had a better health care she would have survived?     Hope there is an investigation into the severe beating of the driver. Some drivers are really reckless on the road and end up causing accidents like this. But sometimes accidents happen as genuine accidents. But here seems to be an increasing trend of persons taking the law in their hands and attacking drivers of motor vehicles that they perceive to be at fault. That kind of behavior needs to cease. God forbid I have an accident where I encounter something like this. But I wont stay there an let anybody assault me and it won’t be nice.

    My deepest condolences to the family and all bereaved. Truly Tragic.

      Could it be that they saw how it happened that’s why they beat him? Take lesson from that drive carefully or you will be beaten. Nobody beats an at fault driver if he wasn’t reckless. Now drivers will think twice before speeding or they will face the consequences before they reach in court :mrgreen:

    I am sorry for your loss family and friends of this child. I grieve with you even if i do not know you. It must be very hard for you!
    Dominica, it is important to raise your children in the way of the lord because you never know who will follow…. But i assure you today that there is a pleasant life to those who die in Christ Jesus.

    I believe that this driver should be punished, for what he did so that other drivers will learn a lesson about the careless driving, such as overtaking the vehicle ahead of them. There are too many people around who cannot wait for their turn, regardless of what that turn is about.

    It is quite possible that the driver ahead saw that the child needed to cross the road, the reason he/she might have slowed down; but that reckless driver had no patient, so he decided to go pass the driver ahead, crashing into an innocent child and ending her Life at 10 years old.

    This is not fair! It is just not fair, and those kinds of drivers should not get away with their reckless action.

    Was a drug and blood/alcohol test performed?
    I am not insinuating that it is so in this case, but driving under the influence or while intoxicated is acceptable here.

    The people saying “it was fast driving” and “overtaking with no proper clearance”, so y’all didn’t read that while the driver was overtaking, “at that same time Matthew was crossing the road ahead … in front of a vehicle parked on the side of the main road”? When the driver made the decision to overtake he may not have seen the child. Any driver would know that it can happen to anyone, sometime children dart across the road or cross without making sure it’s safe. Unfortunate circumstances, that is all. I am so saddened by this, for the child’s family, and also for the driver. As a driver I would be devastated.

      He should not be overtaking in Bath Estate. This main road divides the community into 2 sections. Therefore, this is not a highway.

        Are you saying short pedestrians should all be killed, or people driving tall vehicles don’t need to watch where they are going? Allow me to shine some light on your ignorance.

        The Comm. of D/ca 1993 Vehicle & Road Traffic Act 17 Part V 51 (1) specifies:

        “Any person who causes the death of another person by the driving of a motor vehicle on a road recklessly or at a speed or in a manner dangerous to the public, having regard to all the circumstances to the case including the nature, condition and use of the road and the amount of traffic that is on the road at the time or might reasonably be expected to be on the road at the time, commits an offence and is liable on conviction on indictment to imprisonment for a term of ten years.”

        Unless you can specify an amendment to the above law which allows people with tall vehicles to legally kill short pedestrians, just hush!

        That’s the most retarded thing i’ve read, So when you in a tall vehicle you so high up you dont see the road? so how comes we doesnt hear stories of Coastas busses running over children every day?
