Parliamentary Representative for the Portsmouth Constituency, Ian Douglas has stated that while there have been no reports of deaths in the North, Portsmouth is inaccessible by road.
Their inaccessibility follows the passage of Tropical Storm Erika which created widespread flooding and infrastructural destruction in Dominica on August 27.
Douglas explained that the Point Round, Macoucherie and Batalie bridges have been destroyed by the flood waters caused by Tropical Storm Erika.
Douglas said that he travelled to Roseau by boat for a meeting of Parliamentarians yesterday morning. He said fishermen and other private boat operators have been transporting persons in and out of Portsmouth by sea.
Meanwhile, work is progressing on bypasses to allow passage in and out of Colihaut, Coulibistrie and Salisbury.
Working is also continuing to clear landslides at Penville which is inaccessible at the moment. Douglas said Vielle Case area is also inaccessible.
In relation to potable water, Douglas noted that many main pipes have been washed away and boulders have fallen into the intake supplying Portsmouth.
He said one of his main concerns is getting foodstuff and potable water into Portsmouth as the supermarkets have been running low on supplies.
As of Sunday evening Internet access has been restored in Portsmouth. The water supply is also restored. West coast road is now motorable for 4 wheel drive vehicles only at the moment. There is still no mobile/ cell phone service. I am not sure about LIME’s land line/ telephone service either.

As at 1 pm, 29.83.2015 when I left Portsmouth by sea headed for Roseau, there was still no water, telephone service (landline & cellular), internet & cable tv. The banks ATM’s were out of service & the Whitchurch-IGA Supercentre at Picard was still shutdown. I’m not sure whether the gas station still have any fuel available. The only utility available for the past few days is electricity. Ross University did have fresh water available for its medical students, which is a plus for RU. I do hope that food and fresh water come in as quickly as possible, before whats available now runs out.
