Unconfirmed reports of bodies in Guadeloupe waters –Police Chief says

Daniel Carbon

Dominica has received unconfirmed reports that two bodies have been seen in Guadeloupe waters.

“I have received, and I must say that [they are] unconfirmed reports, that there have been two bodies sighted in Guadeloupe…it is believed that they are Dominicans, so we are following on that report,” Chief of Police Daniel Carbon has revealed.

“We have also received reports that there have been bodies…surfacing in the Petite Savanne area, in the area of the slide,” he said.

“It is kind of difficult to recover those bodies based on what that has happened there, the landslides, obviously they would be in a stage of decomposition. We will try to see if we can recover it,” Carbon added.

He stated that 11 bodies have been recovered so far while 22 people are feared dead.

Meanwhile, Carbon commended the citizens for their cooperation during this difficult time, especially those in the worst hit areas which include Petite Savanne, Colihaut, Good Hope, Bagatelle, Fond St Jean among other areas.

“I must say that I am very much satisfied and probably even impressed as to the way we our citizens conducted ourselves and that must not go unnoticed…,” he stated.

“They bear the patience and they exercise a certain level of conduct that made our jobs easier, so we must applaud them for that” he added.

Carbon added that since the passage of Tropical Storm Erika there has been increased security across the country.

He mentioned also that the Dominica Police Force has received tremendous regional and international support.

Local police officers have been deployed with foreign forces from Barbados, St Lucia, Grenada, Antigua, Grenada, St Kitts and Nevis, Monsterrat, Venezuela, United Kingdom and among other countries.

    Chief Carbon, for crying out loud please get with Skerro and correlate your numbers before any future update. I suggest this format;
    1. Confirmed dead by location
    2. Missing and possibly deceased by location
    3. Number injured by location

You all seems to be relying on hearsay information when you are the ones responsible for factual stuff. I thank the officers and other first responders on the ground but the Office Of Disaster Management (ODM), The Police Command Structure and Cabinet bungled the search and rescue effort. Having seen the ODM in action or inaction I believe this institution should be disbanded and there responsibility given to the GIRL SCOUTS.

I conclude by asking the same question that many others have asked; “Why is the USA so lacking in its response?”
Does it have something to do with the “alleged” missing money given to build the coat guard base up north? Remember ground was broken years ago. Just asking!

    Assertive, NEVER Aggressive! 8)

Dominica being close to Guadeloupe and also the Saints, we should know there is a possibility that they may be the bodies of some D/cans who were swept out to sea during the tropical storm. Do not be surprised if there will be more.
When rivers and streams overflow and the landslides bring a flow of especially water, the gush of water wants a way out which may go straight down into the sea.
For protocol reasons, the bodies must first be identified. It is expected that for now, they are unconfirmed reports, until proven.
I can understand that after the water from the landslide subsides, bodies will surface.
My heart also goes out to those who have the grim task of retrieving those bodies. It will not be an easy one for them.
Lord, grant them the stamina and strength to perform this sad and difficult task.

These bodies should be recovered , if only for identification purposes through DNA.

There was no need for your type of comment. One would think, if you reside in D/ca, having your life spared from this tropical storm, your words would be pleasant ones.
I must respond to state to you that the Police Chief has his specific work to do and this is what he has done. He is on the side of the Law. The PM has his duty and the Police Chief has his duty. Unlike you, those who have common sense, are broadminded and not vindictive would know that. It goes without saying.

“I have received, and I must say that [they are] unconfirmed reports.”
Mr. Commissioner, you are a professional and therefore you need to address us as such and not as a person that’s playing a guessing game? Why as commissioner report something that you have not confirmed? What bwapatat information you giving there nou? If you cannot confirm the report that you said you received, then don’t report it until you are sure. Do you not know who gave you that information? Are you saying that person is not credible?

    • Hmmm
      September 4, 2015

Somebody asked a question…so this was his response. Got it??

it’s you are again sounding like a joker,it;s his job credible or not, what’s wrong with saying unconfirmed ?

I find these guys are just confusing people. First, it was PM Skerrit that said 20 persons were confirmed dead and 21 missing “So far we can confirm that at least 20 citizens have died…” Three days later he said this: “Prime Minister Roosevelt Skerrit has said that 11 persons have been confirmed dead…” So is it 20 plus 11 that would give us a total of 32? Or was the earlier number wrong? No explanation on their side. Today the police commissioner says this:” 11 bodies have been recovered so far while 22 people are feared dead.” So if the PC only has 11 bodies to show, how did the PM confirm 20 dead? Very confusing and conflicting.

    • real
      September 4, 2015

But they can only be “confirmed” if the bodies are found and since they only found 11 bodies, thus the reason to report that they have 11 confirmed dead.

        September 4, 2015

@real, stop behaving like a child. Did you see I had two direct quotes from PM Skerrit in quotation mark? It was he who told us that he could “COMFIRM” 20 deaths and later he confirmed 11 deaths, without stating it was a correction or addition. I mean as the highest authorities in the land and only one giving out information, he should not run to confirm deaths without bodies as evidence.

“Local police officers have been deployed with foreign forces from Barbados, St Lucia, Grenada, Antigua, Grenada, St Kitts and Nevis, Monsterrat, Venezuela, United Kingdom and among other countries.”

Unbelievable; with all that Skerrit said there is no need to declare a State of Emergency. If under such circumstances there is no need to declare a state of emergency, I doubt there will ever be an occasion for a state of emergency in Dominica ever again.

No state of emergency exists in the country, yet you are talking about foreign from all over the world involved. Somebody has to be mad.

You who think you are more brilliant than everyone else which I know you are not, why did you not utilize the little common sense you have? They were deployed for a reason and it is for precaution, to deter unruly behavior. There are some, under such circumstances, the bad eggs, who will take advantage of the situation and be a menace. It has previously occurred, looting, etc. Since the situation remains calm, there is no need for a state of emergency. Did you not give this a thought?

Yes Carbon, they found one or two bodies flowing in the Saints

    • Alas, we behind wi! about 200 years

But it still cannot be confirmed that these bodies are actually that of Dominicans!

    September 4, 2015

Just a suggestion…as there have been reports of theft in Petite Savanne… the police leadership should send a contingent if not the officers that should already be stationed that village should stay there to secure the belongings of those who were evacuated. Dominicans are generally conscientious and intelligent people but there are certainly some Karwats roaming around that need 8 slaps & two punches to set them straight.

    • Hmmmm
      September 4, 2015

If the area is declared a disaster zone,,,why do you think the police should risk their lives?Arent they humans?? Don’t they have families too?..bag of nonsense

    • The Real Facts
      September 4, 2015

Disasters could bring out the worst in some people. Of course they were already bad, preying on people and stealing their property and at a time as that.
Talk of ingratitude first to God. They are not thankful that their lives were spared. Sometimes we wonder why the lives of these people were spared at all. Such people do not have a loving, compassionate heart. Their hearts are as hard as stones/rocks. They do not project that they are sorry for what occurred in their area. One day they will pay for their wicked actions.
I hope the police is notified so that there could be some degree of security there and those who are caught stealing will be arrested.
Some trusted volunteers could be assigned there. If it is at all possible, the area should be cordoned off.
