UPDATE: One dead as fire razes several businesses in Roseau

Vernie Julien perished in the fire last night

Police said they have removed the remains of an individual from the top floor of the Julien’s Jewelry store which was totally destroyed by fire Monday night.

That body is believed to be that of Vernie Julien, also known as Auntie Vernie, an elderly woman very close to her 80’s.

“The fire which may have started about 11 pm on Monday originated in a one-storey building on King George the V Street which housed the firm of Julien Jewelry, owned by Bernard Julien of Roseau. That fire also damaged substantially the second floor of a neighbouring two-storey building. Damian Shillingford and his wife, who were unhurt, occupied that floor. An elderly lady, Vernie Julien, very close to her 80’s, occupied that floor above the jewelry store above the fire. The remains of a human being was discovered from that house on Tuesday morning. It is assumed that it is the remains of Julien but it could not be identified,” Police Public Relations Officer Sergeant Kenth Mathew reported.

PRO for the Fire Department Wayne Letang said a call was received at around 11:30 pm and the department responded immediately.

By 12:30 a.m., fire fighters were able to contain the blaze from spreading further.

Some persons at the scene claimed that they were asking the elderly woman to jump but she feared leaping from the balcony. It is alleged that she ran back inside the burning building where she died.

Letang made a call to all Dominicans to take the whole issue of fires very seriously.

    My dear fellow Dominicans wherever you may reside, thinking of what occurred to dear Vernie and how she must have had anxiety and grief in her dilemma and what she went through, I got the inclination to write the following prayer for your information. Whenever I get prayers I treasure them whether they pertain to my situation or not. Then I make copies and give/send to some people. I am sorry that it may not have reached Vernie. Some of us may not be living alone but the day will come when we surely will, as family members may move or go away to distant lands and others may pass on before us. This is life. I think this is an appropriate prayer to share with you at this time. Please treasure it and pass a copy on to others, as each one reaches one.

    Prayer For Those Living Alone

    No one will know exaclty why she chose to go back into the house, with her dog on her arm (as one eyewitness described). Was it a case of confusion and panic? Don’t forget the lady was 85 y-o, and may have been fast asleep when she was awaken by the smoke from the fire. Did she collapse at the explosion? Too many ridiculous rumors floating around. And we wonder what description did the informant give to the Fire Officer on duty, to have them go all the way down Cork Street.

    I think that the Fire Fghters did a great job in containing the fire, when we consider that Kaz Buli is a wooden building (one of the SHAPE buuldings in Roseau). It could have been much worse, trust me!!

    I never really new her in person but i remembered her friendly wave and pleasant smile. standing at the scene lastnite watching the blaze of fire,i hoped in my mind that some miracle took place and that this poor woman had some how survive but wat i feel most sad about is the way she died and how it all happened. To live for such a time and die so traggic brings a real deep pain to my heart. This whole incident brings a memory of me having to loose someone and just the thought of it makes me cry so i can never imagine the pain this family is goin through and this morning to see the tears from her brother’s eyes,watching him not even able to look, seeing her in such away, i trully feel your pain. vernie jullian may the lord bless your soul, u have gone to a much better place now and i do hpoe this family can come to find peace their hearts,may the lord bless you all.

    I received an email from a friend in DA informing me of the sad news of Vernie Julien. I know her and the family very well. This is heartrending. I wonder what caused the fire.
    My heartfelt sympathy to Joan and Bernard and other members of your family. May God sustain you at this time. Praying for you.

      I do not know whether you are presently residing in Dominica or not. I knew your Aunts and Uncles when I resided in DA; also your grandmother then. In fact, when I attended the CHS we resided on the same street, some houses away. They are not strangers to me. The Juliens are prominent people in Roseau.
      Life can deal a hard blow especially due to such a sudden circumstance. I visualize what your dear Aunt went through trying to escape and the aftermath of what occurred to her. Poor lady!
      My heartfelt sympathy also goes out to you and your family. I realize it is a difficult time for all of you. My prayers are with each one of you. Take heart. God is with you. Your dear Aunt will be remembered in my prayers.

    For the people complaining about the fire personnel rushing into a building to save a person. WE need to remember that they are human as well and cannot be put at additional risk at an already risky job. Firefighters will not go into a building engulfed in flames and not structurally sound. Had they done that we would have been mourning more than that one unfortunate soul who was lost. Accidents happen and this was a wooden structure, this most likely accelerated the rate at which the house burned down. We are always too quick to bring down our country men. It appeared that they tried to get the fire under control and to minimize damage to the other buildings as well.. Keep up the good work rescue people for putting your life at risk everyday. To the family of the individual who passed, sincere condolences, such an unfortunate sitation.

      I would not blame them under the circumstances and not knowing the circumstances. However, I am wondering how long did it take them to respond to the call and when they arrived what condition was the house in? It appears that by the time they arrived the house was engulfed in flames and she had already passed on. It is so sad. How she must have suffered.
      I am also wondering if this fatality could have been avoided but for slow response. They knew when they got the call. I do think that an investigation should be conducted into this matter.
      Considering this, my heart goes out to her who suffered in such a manner and to her grieving family.

    I fear for this country things happen every day to show us the situation that we are in yet we keep a blind eye to it.If are buliding can burn that badly leading to a life being lost so close to the Fire Station imagine if you live away from Roseau the damage that could be done. I think the Government of Dominica needs to concentrate more on educating the people and equiping the facilities in Dominica that are responisble for people well being. I think the Government is concentrating on the wrong things and people like to say don’t blame the Government tell me who should be blamed when there are the ones responosble for the country and it’s people.

      There is a tendency to blame the government when the government is not responsible and should not be held accountable. Too many of you are doing just that. Then there are those who talk and write and who do nothing. This is wasted time.
      Nationals must help their government and country. In so doing they are helping others and themselves.
      Those who have ideas and some brilliant ones should present them to the government, the Police Chief and the Chief of the Fire Station where applicable. If they are sensible and feasible they could eventually be implemented. There are ways of handling the situation. If they write and respectfully so, they will be taken seriously and something could be done. There is a voice in numbers. OK! Keep that in mind.
      These incidents occur worldwide. I reside in a Country/City where fires are prevalent. Nearly every day or weekend there is a fire. They could occur during the day, in the evening or early morning. Over the weekend a wall of an apartment dwelling blew out. A man ran out of the building and he was on fire. Tenants of the building were evacuated. It was also stated due to probably structural damage. An investigation is being conducted. I am anxious to know what caused it and if the tenants were allowed to return to the apartments. My feeling which may not be accurate is that probably someone was making a bomb or growing illegal drugs which could have caused this due to the amount of electricity (stolen electricity; they know how to wire it to bypass Hydro) which was to be used to grow them. This is also prevalent here.
      Soon it will be the Christmas Season and the Christmas trees will be decorated. Some lights are faulty and cause fires. Some people leave them on, go out and also overnight. They become overheated and may cause a fire. Even a family dog or cat could pull the lights and caused a fire. This has occurred. Those who are fortunate escape the resident. We are warned about this and to be careful.
      Consider the population of the City. Due to numerous fires, deaths, injuries and loss of property, it is now mandatory that fire alarms/smoke detectors be installed in homes/apartments near the bedrooms. They are to be checked twice yearly. This is government regulations. Is this not something? It takes accidents, injuries and deaths to establish safety features.
      Fires are also caused by air conditioners/ heaters and such.
      Then, there are those who are cooking and who may be negligent. Cooking oil, while cooking can cause a fire. One case of a woman who was making/frying fries, she apparently forgot the pan on the stove and went to lie down. She fell asleep. Some people fall asleep which is not intentional. A fire occurred, she and three of her children died in the fire.
      Then faulty or old wiring could cause a fire.
      We are warned not to leave lighted candles unattended. These too have caused fires and fatalities. The stories are many either through negligence or not. I pray that I do not find myself in such a situation.
      As long as there are human beings on this earth there will be all sorts of incidents. Do not forget vehicular accidents, in most cases, reckless drivers, which cause deaths. People could also die in their sleep.
      As we worship God, we pray to Him for protection and leave the rest to Him while doing our utmost to be careful. After we have tried to safeguard ourselves, our neighbors, other drivers and pedestrians, we live it up to God which is all we can do.
      Therefore, do not blame the government. It is wrong to do so. It is not fair. It is also not warranted in this article.
      A precious life has been lost. We do not know what caused the fire. Only she may know and she is no longer here to inform us of what she thought caused the fire. We can only suspect what may have occurred. Our conclusion may be wrong.
      If DA’s Fire Chief and his employees are proficient as those in progressive countries, after an investigation is conducted, they could determine what caused the fire. I do not know if DA has this type of system to detect it or if they are trained to do so.
      If nationals wish for change, they must offer concrete advice to hopefully effect changes. They should be patient, be considerate and not be negative. What more can I state? I do hope this has helped you or others who consistently criticize the PM or others in authority in someway. May God bless you and with understanding.

    Aunty Vernie you will be missed…I remmember when we use to go home for carnival in the 90’s we use to sleep in that same floor in that house. I just saw her in October at another family member’s funeral….may her soul rest in peace…

    How can it be that a house is on fire in Roseau and the fire department was unable to get to her aid? To take credit they mentioned that by 12:30 am for were dealing with the fire that it may not spread to other buildings. They did not mention how quickly they got to the scene, when the event happens at 11:00pm. Ridiculous!!!

      ok be reasonable. They only way someone would have known the place was on fire was when it was a blaze. At that hour of the night the streets of roseau especially, that street is deserted. I mean come on, we cannot blame the gentlemen. They contained the fire and saved the many other WOODEN buildings around. Kudos to the firefighters.

    Every police station and fire house has a different SET of numbers, no one knows nor remembers them easily….woossh, that in itself is a problem.

      That is a very good observation. I’ve always wondered the same thing. Up to this day am unable to memorize the fire department telephone # for my area. If I dont’ have my cell phone with me at the moment of an emergency, am doomed. We need to be a little more proactive in this country and a lot less retroactive.

    I wouldnt blame the fire service,for this cause we all know how the drivers on the road dont respect the government workers,we they are racing to go attend watever it is they got to do..Next i would like to call on the water authority to put back the stand pipes on the streets.cause if the pipe close to that building was still functional,at lest someone could maybe hook up there hose and help get that fire under control,so please DOWASCO do us Dominican the favour and put back the pipes.

    these emergency response departments need to do better than that. for the better part of the incident THE POLICE WAS ABSENT, hence no crowd and vehicular control. curious onlookers were driving all over hoses disruptin water flow. guess it was not a demonstration or protest action so no threat to country. the firemen’s response was ok, but improvement is required in coordination upon reachin the scene and also from base. too many inexperience firefighters were out there.

    Not to agree with the long response time but, after they get the call they have to get dressed and get whatever extra they need loaded onto the vehicle, not to mention we Dominicans break the law and park in front of fire hydrants, don’t follow building codes. But the firefighters should have a proper response system as being they are in the main town!!!!

    My sympathy to the family. If that’s true the Firemen were asking the lady to jump that’s wrong, where is the truck which the Fire dept obtained with the hydraulic ladder or bum on? They can use it to wash down building around the area and when it comes to saving life & property it can’t be use?
    Shame for not saving life but yet you all did not let the fire spread.
    An investigation is needed for not using this special truck with this special facility for rescueing people in high rise building.
    And the other thing that place is so close to the fire service and all this happened?

    This is the only country where a fire station is less than 5 minutes away but it takes them 15-20 minutes to arrive. and the only country that the ambulance is ill equipped to help someone en route to the hospital. this government need to look into this matter. I believe this elderly woman did not have to die it was negligence on the part of the fire station

      QUESTION:- What time did they receive the fire call?

      QUESTION:- Did the person reporting the fire call 999, because this is not the fire emergency number?

      As for the ambulance maybe your should go and become a paramedic and come work with the department because as far as I know we do not have any trained ones here. The fireman are basically emts and there knowledge is pretty limited.

        i never said the firefighter were not trained idiot. They are given the best posibble training possible. READ READ READ. I said Dominica has no trained PARAMEDICS….all firefighers receive emt training. I suppose it is the fire department’s responsibility to get the DSC or other educational institutions to offer paramedics courses.

        And if you read you would have notice that no where did I say I was or fireman or affliated with the fire dept in any way.

Need someone was around i believe they would have lived cause the other person would have tried something to get them out. Honestly the government or who so ever that is in charge of taking care of the elders should look into that for real………

      did u or anyone hear the fire fighters askin the lady to jump?…it wasnt the fire fighter..it was a popular business man in the area that saw her on the balcony and asked her to jump he will catch her…mehnnn..u guys r a piece of work eh….she went back in for her dog…her life long companion and she didnt want to leave it behind..its sad n unfortunate but why balme the fire fighter?….didnt u hear on the radio that the chief fireman wasnt confirming that there was someone in the house..by the time the ppl got there….she was no where to be seen…..

      and they was notified about the fire by someone who came in running! by the time the peerson left the scene and ran all the way to the fire station …come on man…..they didnt take 10mins, nor 20 mins…they took about 5-6mins……i didnt hear from someone, i was there!

    It would be unfortunate if it is in fact true that persons calling the fire station did not get the call answered for over 15 minutes, and that neighbors had to “run” to the fire station to get help. If that is the case, then I say the slow response could have resulted in her death.

    It is also very true and sad that many young persons on the scene were less concerned about the woman’s safety as she cried for help and were more interested in taking photographs with their phones. What a sad and pathetic and selfish society we have become.
    I still hope that they find her alive and well. But if she has passed, I say this is so sad and a terrible day for us.

    To the Julien’s, the Shillingford’s, who have also lost their home, I wish well,and hope you recover soonest. In this case, you have your lives to value and an unfortunate soul is lost. May God be with you.

      do you realize that the 999 emergeny calls are answered by the POLICE department. So if that was the number they were calling it was not actually the fire station they were calling?

    it might just be me, but i find that a lot of wierd accidents and occurances are happening around these days. am sure the fire fighters did the best they could while protecting themselves and others. very sad that someone may have succumed to the fire. :(

    I think that its rather IRONIC that such a tragedy takes place right there in the vicinity of the fire station. It’s literally less than 5 minutes away from the fire service by foot.

    My thoughts are that the fire must have been far gone before the the fire department was alerted.

    One man was lamenting about two girls taking photos rather than helping the elderly lady. If his sorry is true then it’s a real shame. Young people must be taught to be more compassionate.

    To the family and friends of this lady, My sympathies to you. I am really sorry to hear of this loss.

      Do you know how dangerous it is for an untrained person to even approach a burning building?

      Many untrained people have lost their lives doing just that.

      It would be tragic if the alleged death in this fire is true. While I hope this is not the case I however feel for all the loss and sympathize with the family. Be strong!

      I must however express my disappointment with the fire fighting effort I witnessed. It is too much to say in for this forum BUT, I would have expected more resources and better fire combat expertise to be deployed in quick time for any fire in Roseau, particularly in this instance in King George V Street known to have older/wooden buildings structures.

      I don’t know what report or location was received by the fire department BUT I noticed the fire tenders were facing up the street (eastward). This suggests they may have taken a longer route than absolutely necessary at that time of night to reach the location and so vital seconds may have been lost enroute…..hence the outcome???

      Firemen do not break entry to go to any fire. and they are a quick response team. The blame should not be placed on the fireservice. I i recall rightly a fireman driver lost his case in court for not stopping on a stoplight heading to a fire. so they refuse to do these things again. Sorry for the loss btu thats how we have our world now. I pray that she found a way out and if not then my deepest regrets go out to the family

        a fireman got charged for going through a stop sign??? If thats the case then the Law has to be revised, thats a first maybe only in Dominica an emergency is an emergency and all other form of transportation has to stop for a fire truck, ambulance, police and doctors on call and they have a right to go through a stop sign, lights, even break entry if necessary. Every second counts in an emergency
