UPDATE: One dies, several injured in Canefield cliff accident

A police officer, serving in the Marine Unit, has died and several people were injured in an accident which took place under the Canefield cliff on Sunday, November 20.

The policeman has been identified as 35-year-old Chester Francis of Delices, residing in Goodwill. One person has been admitted to hospital.

Police PRO, Pellam Jno Baptiste, said the accident took place at around 2:45 pm when Francis, who was driving in a southerly direction, lost control of his bike and collided with the western wall. On impact, he was flung from the motorcycle into the sea.

A large fragment of the motorcycle then collided with an oncoming vehicle, with five people on board, driven by Natsicca Jno Paul. All received injuries and were taken to the Princess Margaret Hospital where four were discharged and one admitted.

Francis was also taken to hospital where he was pronounced dead.

A coroner’s inquest will be convened and investigations are ongoing, Jno Baptiste said.

    I drove through the canefield cliff on several occasions and man I can tell you these guys drive through the area as if there is no traffic laws in Dominica. I think too many accidents already has taken place and yet nothing has been done to solve the problem. If I was the one in-charge of the traffic laws in dominica there are few things I would recommend to the government to do (1) post a speed limit in the area (2) twenty four hour police present in the facility (3) install CCTV Camera to register vehicles speeding (4) install speed pumps. This step are necessary it will save many lives in the years to come. if any government official read this comments and would like to contact me I am available to discuss further steps to be taken.

    DNO…..what if find disturbing is that you find it necessary to publicize the images of the deceased or seriously injured. I feel that it is bad enough for the families to deal with the death of their loved ones, but to see their pictures of their injured or deceased body in a national news paper is adding more pain to their hearts. I still think that you can publicize the news in a tasteful manner without the hurtful images. This is merely a suggestion

    This is how I feel. How sad for him, a young life, even though he is gone. It hurts me as if he were my biological brother but he is a brother in Our Lord Jesus Christ.
    Sad too for his mother and other members of his family. It looks like he had a bright future ahead.of him.
    He lost control. It could be driving fast or there could have been something as a stone or bump in the road which caused this bad accident.
    Once, when I visited, someone showed me where a driver (it could have been a vehicle) also flew into the sea and the man died. It was also under the Canefield Cliff.
    Let us save lives through prayer with the help of God. I find it strange that so many people have died underneath that cliff and it is wide.
    Fellow drivers, whenever you are approaching the cliff, slow down and also pray to God for your protection.
    Pray also for the repose of those departed souls who died there. An Our Father would do with them in mind. Keep in mind, God is merciful.

    These bikers in Dominica have too much varie sal. Is pass u left, right and above soon. The amount of deaths under that cliff is baffling. Yet they don’t learn. Motorists too. The police could make so much money for ticketing those annoying scooters, bikers and other reckless motorists. But I suspect police does check go kill all yuh self.     For the person who suggested speed bumps, that is not a bad idea, but they may have to put them round the island. Everyday I see drivers riding over speed bumps with speed. Lately drivers are not even driving on their side, they drive in the middle of the road, and some have no respect at all. I do not know how they are taught when they are learning to drive, but some of them drive as though they are in their private yard. Some pedestrians want to just step on the pedestrian crossing and they expect a vehicle to stop. The driver has to make sure another driver is not close to the car. There are some people that actually stretch their legs in the road, even if the car is right there in front of them, as though they can move faster than a car. When I walk or drive on the road, I do so with respect. I drive and walk defensively. We need to respect others on the road ALL the time. No amount of cameras or speed bumps will stop some people from having accidents. RESPECT THE ROAD!!

      Its is not the best stretch of road. This is a long surfaced stretch; but it is rather bumpy, and people are fooled by that. This bumpy road can cause any slight bump (especially with a bike) to cause a major accident. Don’t be fooled; the surface is not what you think – it is not smooth at all. Be warned.

    All deaths are sad, but more so the accidental ones. Family and friends have no time to accept and be prepared. Like the bible says ‘Death comes like a thief in the night” and that can be any one of us anytime.

    RIP and condolences to his family. Does anyone know whether he was wearing a helmet. There is a huge problem with motorcyclists not wearing helmets in Dominica . It is heartbreaking and for sure more riders will die if helmets are not worn.

    Sad to see a man die like this in the prime of his life. I’m curious though, since the report said his motorbike hit the sea wall while going in a southerly direction was he on the correct side of the road in the first place? I find that very odd.

      If I understand the report correctly, it said that the driver lost control of his bike so it’s obvious that the vehicle must have veered to the opposite side of the road.

      Wouldn’t it be nice if all motorists were properly insured? We are only a small country and it should be relatively easy to check whether any vehicle is properly licensed and insured simply by checking the registration number against a central data base almost instantly.

    While accidents will happen, Dominican drivers need to slow down and exercise common road courtesy to other drivers as well as pedestrians else the carnage will continue. I recently returned from the island where I felt like my life was at risk from crazy drivers every time I left the house. Speeding on narrow streets, unsafe overtaking, pedestrians not given the right of way – every form of bad driving was evident.
    Please, stop it or more will die.

    Another bad accident which claimed a life. If he was wearing a seat belt he would not have been thrown off the motorcycle.
    It is sad. I visualize how painful it was for him; a shocker too when his motorcycle impacted with the vehicle and vice versa.

        In the country I reside, there have been many motorcycle accidents with fatalities, especially in summer when they are all out. These drivers are now required to wear a helmet and seat belt. It is a mandatory Law.
        Learn from intelligent people. This also goes for the foolish ones who gave dislikes. They lack intelligence and need to smarten up. They as you appear not to comprehend sensible comments; probably narrow-minded.

    R.I.P officer,I feel so sad that a young life was suddenly cut short in such a tragic way and condolences to his family. Just an observation about the history of that road between E.H Charles and the canefield cliff more people may have lost their lives on that stretch of road than any where else in Dominica with the exception of Morne Prosper which had amass accident. Those of us who are still alive let us practice safety on the rods.

    Perhaps speeding cameras might help, especially if there is a fine of at least $1,000 for the first offense, $2,500 for the second and upon the third offense their driver’s license is suspended and the vehicle in question be impounded. Harsh, yes but problem solved.

Thats having been said, i must say, thou one might say do not rush to conclusion, as to the cause of the accident, that i agree 100%. but i must say just last week, while driving in that area, i could not help but keep saying that the area has to be re evaluated, and action must be taken with a view to curtail the madness, i witnessed taking place before my own eyes, RE, the manner some drivers, overtake, in that area, i was Smh. every time i witnessed such madness. Firstly and asking why haven`nt the Authorities take action with one, why on Earth in that area, we have two lanes one going North andthe other going south? but on the southern side, subject to correction. but the open un marked lane on the left Hand when traveling from Canefield to Roseau.         “No Passing” means no overtaking. It’s a traffic law that deters drivers and riders from overtaking on certain areas of the roads and highways. You should get out of Dominica once in a while.

      There is a stark difference between dying in the line of duty and dying while being an active member of whatever organization you are involved in; in this case a serving police officer.

      If the officer had been deployed, say for example, in a riotous situation and had lost his life there, it is deemed he died in the line of duty.

      Unfortunately, Chester died doing what he enjoyed; albeit dangerous. RIP.

    May the God whom i serve continue to comfort the families of lost ones. The last time i made it clear that any one of us could be next but fate of eternal life or second death now lies in this individual’s past. Every one of us, no matter our position will give an account to God. He has no respect of person or office… he can strike anywhere!
    This has nothing to do with a leap year! Our houses are too packed with junk! Clean it out and welcome the inspector in. Jesus Christ is ready for battle and through his mercy, grace and love he is warning us but we are too busy taking matters in our own hands.

    It’s a sad day for the members of the deceased family and the entire Police Force. We sympathize with the family and friends. Not sure how the accident occurred but we appeal to all drivers and riders to use the road with extreme caution, with due care and attention and reasonable consideration for other people using the road. Everybody’s trying to move fast in a slow country. When you’re moving out of stop lines ensure that the road is clear or you’re allowed to proceed from other motorist and becareful not to misjudge the distance and speed at which a vehicle is travelling before moving out of the stop lines. remember to use your indicators and horn when overtaking and ensurr it is clear ahead and the right area to overtake. it makes no sense to struggle to overtake another vehicle especially when your destination is not far ahead. always ensure that your complete set of front and rear lights are functional.

      Perhaps we could ask the Hines to donate some sleeping police? Our drivers need to learn to follow traffic rules. Some of them have no courtesy of the road….and that stretch is just reason to speed. Install some of those speed meters and start giving out penalties. I find we are having too many accidents. The police need to do their jobs……..make the roads safe for all

      How old are you? Long before that highway was built, there were accidents under the Canefield Cliff especially when vehicles were turning around the corner. I recall a young man who died there. He was a friend of mine. He was riding at the back of the motorcycle. The driver died a week or so later.
      I have also heard of other terrible accidents before the highway was built. The road was narrow then. Drivers must stick to their side of the road. They should not try to overtake or cut in front of another vehicle or try to turn in front of it etc. All drivers must simply drive cautiously.
      No joking and no pun intended. Seriously, the area may need to be blest with Holy Water and some prayers said there
      You mentioned there a lot of accidents under the cliff. I am wondering if the spirits of those who died in accidents under that cliff in also bygone years prior to it being a highway are not roaming around there. Food for thought.

      I agree. Its like an omen, like a payback with lives. I’ve heard about these things and even a politician from another regional country recently was stating that to win an election you have to savour and interfere with the darkness of the abyss beyond. In other words the devil, satan. So maybe we need to stop going into these darkness, poor innocent people children that are dying and those goons who want to stay in power they are fine.
