Residents of the village of Bioche are better able to cope with possible emergency conditions arising from natural disasters such as tsunamis, earthquakes and hurricanes and fires, thanks to a training program administered by the Office of Disaster Management (ODM).
The program, a Caribbean Disaster Emergency Management Agency (CDEMA) initiative in partnership with the African, Caribbean and Pacific (ACP) Secretariat and the European Commission, is being directed in collaboration with the Dominica Fire Service and seeks to equip the residents of Bioche with the skills, technical plans and equipment that are necessary to contend with such emergencies.
The Training Programme was initiated in Bioche on March 23. Sessions are conducted on evenings, twice a week (Tuesdays & Wednesdays) from 6:00 – 8:00 pm with trainings covering a number of areas, including First Aid and CPR, Search and Rescue and Earthquake Preparedness.
A grant of US$55 000 was also made available through this program for the undertaking of a project related to disaster management in the community. At present three projects are being considered and their possibility of being executed within the budget.
Dominica has the highest volcanic density in the Caribbean, one of the highest in the world. The island sits at the edge of converging tectonic plates (the Caribbean Plate and the Atlantic Plate), which places it at high risk to earthquakes. Earthquakes are the main triggers of tsunamis. Hurricanes, storm surge and heavy rains which can trigger landslides are common on the island. The coastal community of Bioche along with the greater part of the island is at risk to all these natural hazards.
Bioche is particularly at risk to fires due to the close proximity of the houses and the nature of construction materials used; mostly wood. ODM and the CDEMA team are working diligently to minimize these risks in the community, not only through mitigative infrastructure but primarily through education/training, empowering the people to recognize these risks to building community resilience.
