UPDATE: Eliud Williams sworn in as president of Dominica

Eliud Williams has been sworn in as the seventh President of the Commonwealth of Dominica.

He is replacing Dr. Nicholas Liverpool who is demiting office, reportedly due to ill health.

He was elected president on Monday morning in the House of Assembly.

Williams is being sworn in under a cloud of controversy after the opposition United Workers Party deemed the process leading to his nomination as unconstitutional.

The UWP staged a protest near the parliament building in Roseau on Monday morning to register its disagreement with the process.

Addressing the swearing-in ceremony Williams said he was elected president in keeping with Chapter Two of the Constitution to serve the remaining term of Dr. Nicholas Liverpool. “Although some have casually suggested that there should be a delay in appointing a successor the constitution does not provide that the state could be left headless for any such period,” he said.

He gave a description of the president’s role in Dominica. “Let us be clear that under our system of government there are things the president can do and things the president cannot do,” Williams pointed out.

“There are many things the president must do only under the advice of the Prime Minister and the Leader of the Opposition and there are things the president may do on his own authority,” he said. “Any important government positions can be filled upon the appointment of the president. These include the director of public prosecutions, director of audit, permanent secretaries, members of the boundaries commission and electoral commissions.”

He said that the most notable duties of the president are to call parliament into session, to pause the session temporarily and dissolve parliament entirely resulting in an election.

“The president must also appoint the prime minister and the power to appoint is not just important when forming a new government after an election, sadly during times of crisis or sorrow including the untimely deaths of two of our nation’s leaders my predecessors had to exercise their duty to appoint a new president and ensure our nation had continuity of leadership through difficult times,” Williams noted.

He added, “Like a lot of Dominicans I believe in the continuity of governance is why a prompt and orderly succession of the presidency is the right decision for our country.”

Williams said he is taking on the job because of his loyalty to Dominica and his constant desire to act in the best interest of the people of Dominica and “to continue my journey of service to our country and to encourage each one, everyone to look within yourselves and embark, and those who have already embarked on that journey, to continue this journey of service.

Meanwhile Prime Minister Roosevelt Skerrit described Williams as a man of impeccable character and scholastic and professional achievements.

“I wish to publicly associate with the expressions of admiration, for the accomplishments of Mr. Williams for like most of us in Dominica he hailed from humble beginnings and has amassed an enviable record of success through commitment, perseverance and hard work,” he noted.

Skerrit said Presidents Williams and Liverpool are outstanding Dominican citizens, each having excelled in a chosen field of endeavor and brought much pride and positive acknowledgement to Dominica.

“President Liverpool distinguished himself as a legal luminary and brought this impeccable record of leadership in Caribbean and hemispheric jurisprudence to the office of President. He served this country with distinction and left a very positive image of Dominica wherever he visited,” he said.

The Prime minister added, “I wish to suggest this evening  that were we to look around Dominica today, there are no greater manifestations of excellence than are to be found in the lives of our out-going and in-coming presidents.”

The oath of office was administered by Justice Brian Cottle, Resident Judge, designated by the Chief Justice of the Eastern Caribbean Supreme Court (Ag.), Justice Janice Pereira.

Williams, who was 64 in August this year, comes to the office of President after a long and distinguished career in the Public Service of Dominica and in service to the region, culminating in his appointment as Permanent Secretary from 1987 to 2004.

From 2004 to 2008, he was Managing Director of the Eastern Caribbean Telecommunications Authority (ECTEL). Prior to his appointment as Permanent Secretary, Mr. Williams served as Commissioner of Cooperatives from 1985 to 1987.

He holds a Master of Business Administration (MBA) degree (with distinction) from the University of the West Indies and membership in many professional bodies, including the Chartered Management Institute, the Institute of Financial Accountants (UK) and the International Management Associates Network (Can.).

Williams is married and has two sons. His wife, Cornelia has been Managing Consultant at WHITCO, Inc. a business consulting firm.

    Have no idea what job the wife has but if in fact she does have a job where her husband’s job in public office provides her with key advantages and/or can through her connections her company’s actions can jeopardize the country’s standing, then being annoyed by the questions demonstrates just how far behind the line of ethics we have dropped.

    In the correct scenario because of his wife’s job he would not be asked in the first place and if asked and accepted, she would have to leave the job. That’s a decision the two of them would have to make i.e. husband and wife. That is in the correct world. Now if we want to accept an incorrect world where the lines get more and more blurred and soon someone with a murder rap will be acceptable as PM and President then fine be vex that the wife’s job is being questioned.

    I wish him well but by accepting such a position under the Skerrit Administration Mr. Williams has placed himself in a tenuous position where his character will be seriously questioned!

    Skerrit would never put a person of independent thinking and/or sound moral acharacter in such a position. So it’s either Mr. Williams is malliable and/or doesnt give a crap just like the last one didnt and give Skerrit everything on a platter.

    One may disagree with me, but in my humble opinion instead of arguing and debating about the proper constitutional protocol for electing a President, we should have been arguing and debating about the proper constitutional protocol for doing away with the office of President.

    No one seems to be able to point out to me the achievements of the Presidency in Dominica, yet we just finish building them man a $27 million dollar palace.

    I’m a Dominican living in a neighboring island. I follow with grave concern Mr Skerrit’s regime. Mr Skerrit has demonstrated a wanton disregard for any and all aspects of law and our constition. The swearing in of Mr Williams as president is no different. Illiteracy and ingorance are the order of the day, a daily facet of DNO.
    The voice of Man in the Valley has stated very eloquently and efficiently the disregard of the government for transparency. Mr Alleyene has heaped accolades on Mr Williams, I’m sure he feels to recant on his thoughts as Mr Williams has accepted his position now shrouded in a veil of corruption. Anyone with half a conscience and wit would never accpet such a position under these circumstances. My question is, What is the rush? to answer one of the comments, a day without a head of state is not an uncommon occurence as one follows their CONSTITUTION. Dominica is not in a state of war nor emergency. I am also of the opinion that too many persons are sitting idly back and not showing their face or lending their voice in the name of righteousness. Mr Linton is almost a lone voice in the wind. Re the speaker of the house, she is a disgrace to the position. Never before has a speaker been so openly biased. I fear Dominica has fallen into the doldrums. Mr Skerrit is allowed to rule like a dictator, something he seems to relish in, travelling with a small army of armed men. What next? What aspect of the constitution is Mr skerrit going to disregard while WE allow him to? The learned people like Mr Alleyne are ridiculed, the other luminaries seem to play political charades for personal gain. The past great leaders of our nation must be rolling in their graves.     I made a point earlier about where Mr. Williams wife works and got some heat for it (http://whitco-inc.com/ or http://whitco-inc.net/). Some people wanted to know what where his wife works have to do with that. My answer to that, it has everything to do with that. It might not be my business now, but I can guarantee you in a few years from now some of us won’t be asking that question. Seeing that we now know where is wife works and the selling of our passports is a hot issue even if you do not hear about it every day. You have the president of a country wife helping to give away our passports (so cheap) and that is not a time to be concerned? I am not saying she is going to use that as a means to sell more passports but come on people, don’t you think it is going to be much easier for those people to do what they want, they can rewrite the rules (laws) to suit them and what they want to do. If we really have to think of all what can be done the argument can go on for years.
    Like i always say I do not take part in politics, Freedom, UWP and Labour have all sold passport or like i say giveaway out passorts for nothing and I don’t support that one bit. If you really wanted to bring in some money to the country why are’nt the passport being sold for about 2 million per and 5 million fo a family of 3 (us dollars).

    For those of you complaining about where his wife works – please note that almost every country in the world has an economic citizenship program.       I’m responding to your comment only because it drives me knots, when individuals like yourself seems incapable of grasping the importance of this issue and all the many other issues/violations that seems to be prevalent in our society in recent years. Not sure if you and others simply lack the capacity or are willfully preventing yourselves from comprehending the sad and dangerous manner in which things of national importance are done/handled in Dominica.

      Can I ask you a few questions; What are the 3 most important things to you? And to your point made in your comments I will simple state ACCOUNTABILITY, have you ever requested from your government how many passports have been sold? How much financially the program have brought into Dominica’s Treasury? and which areas in Dominica benefits most from this program?. I stand corrected, but have any of this information been freely given to the Dominican public by the government?.

      Now about the appointment of the President I will only say this, Dominica have had 6 prior Presidents, so it’s apparently clear that it’s not the first time we’ve been through this process so why not just follow the law, in regards to procedure. This government has failed us, the opposition parties have failed us, and we the common folks are the ones most responsible for this utter failure. we have been the most selfish, unworthy set of individuals currently residing on island, A people who lack any form of conviction, A fearful bunch. I’m not advocating for violence but there’s so much more that can be done by responsible citizens with an understanding that we’re all in this together, and that the breaking down of our society and institutions benefits not one of us in the long run.

    I think the UWP acted very maturely in expressing their constitutional rights to oppose a process which they beleive was wrong.
    The Police on the other hand are acting more like politicians and do not take into consideration that real politicians come and go but the Ploice Force stays there for ever.
    Mr. Williams , for all the acculades that I have heard about you, with impecable integrity and prfessionalism, why is it that you are not questioning your very appointment if so many doubts surround it??
    I mean the money is good, but the need to be right with the constitution is even more important since it will shape the future of our country.
    Once an action which is so great is not in the best interest of your country or unconstitutional,you should have the courage to tell the DLP to go through the proper chanels if they want you to be President.

        We stayed 6 hours today without a president. Why couldn’t we have waited the 15 days as required under the constitution i.e., 14 days for consultation, nominations and elections (as required under the constitution without the need for the application of any foolish red herring Doctrine).

        Within a matter of six (6) hours following the resignation of the president, the provisions of Section 19.1 was brushed aside and a new president was elected- Bye the way what happened to the other 4 members of the Labour party
        According to Ms. Alik Boyd Knight, in accordance with Section 18 of the constitution, we cannot exist for a moment without a president because the constitution says we shall have a president. It didn’t matter to the Speaker that there are other Sections in the constitution that use the same mandatory expression but we have survived well for over 31 years without their enforcement.

        Jude, the constitution clearly envisions a vacancy situation. (Sec.19) and this provision is not limited to the ordinary expiration of the term of office of the president. The constitution does provide for resignation under Sect. 119 and does not contradict itself.

        Why did we have to invoke the doctrine of necessity only for Section 19.1 but we accept Sections 19 (3-5)as legit and Astaphan loves Section 22 (5) but thinks that Section 103 does not apply?

    Benefits of Dominican Citizenship/Second Passport include:

    Dominica offers second passport and Citizenship for life for the main applicant,the applicant’s spouse and dependent children (if any).
    Dual citizenship

    Travel visa-free to more than one hundred (100) countries. Where a visa is required(Schengen States), it is relatively easy to obtain it within a day.

    Tax free status

    Second passport and Dominica citizenship is the key to safeguard your wealth. There are no capital gains taxes, gift, wealth and inheritance taxes.

    Security

    Protection of bank accounts, real estate and businesses, both abroad and within your own country.

    Confidentiality

    The Government of Dominica does not inform the country of your current citizenship or residency about your second or third citizenship.

    Residential permit

    Such permit is easier to obtain by Dominican citizens wishing to reside in Monaco, Switzerland, Andorra, United Kingdom, Bermuda, Cayman Islands, Bahamas and other Caribbean countries.

    Mr. Williams gave us his version of justification for supporting the invocation of the doctrine of necessity in his speech. He said like a lot of Dominicans, he believes in the continuity of governance and this is why a prompt and orderly succession of the presidency is the right decision for our country.- ..forget what the constitution provides.

    Do you really believe in promptness and orderly action as prescribed by the constitution or in accordance with what pleases Mr. Skerrit?

    Are you saying that the 14 days for consultation after the resignation of the president as provided for in the constitution is not prompt enough so we can throw out that section of the constitution?

    Are you telling us that you are prepared to ignore the constitutional provision that states the new president shall be sworn in the following day after receipt of the resignation of the president?

    Are you saying that the process/order that is set out in the constitution under Sect. 19 is not good enough for you, so you support the shortcuts of wild doctrines?

    You say that you are taking on the job because of your loyalty, to Dominica or Skerrit?

    Your desire to act in the best interest sir, is to whom or what, the constitution of Dominica or Skerrit?

    Mr. William may well be man of character, scholastic and professional achievements but can we really say that he has displayed this with regard to his election as president?

    I am sorry but I cannot publicly associate with the expressions of admiration for Mr. Williams. But then, who I am, when such accolades comes from the King himself.

    The puppet president of Skerrit, Alix Boyd Knight, and their supporters has been elected and installed.

    The outgoing president was praised for his integrity this afternoon but Dominicans will remember him for his quiet ineptitude. He shall forever carry the guilt of his failure as president. He could not have remained in office to oversee the next election process as his conscience is rapidly decaying from all the wrongs committed and pain inflicted on Dominica over the last few years. As a PHD legal scholar, he could not take it anymore so he has asked the PM to have him replaced by another diminutive puppet.

    Everything, other than the established, stipulated procedure in the constitution of Dominica and the desire of the people had been conjured to put in place this puppet as an illegal president and he has started by endorsing the Skerrit’s practicality over the constitution in his statement, “Like a lot of Dominicans, I believe in the continuity of governance is why a prompt and orderly succession of the presidency is the right decision for our country”- never mind what the constitution may say.

    I hope Eluid Williams will be able to stand the kind of pressure he will face for the rest of the year.The Eluid family will regret he had ever taken that appointment.Skerrit is used to that kind of political pressure and has handled some of it very well.I am not sure that inexperience man has the slightest either what is instore for him politically .He will be watched more closely then Liverpool.Already Mr. Alleyn has made it clear that he will not be recognized by him,therefore, very soon many people in Dominica will do the same.I would not like to be in his political pants.

    I guess the only thing left to do is say congratulations to the new President. By all measures it seems that this guys is a good candidate for the job, I don’t see much people disputing that fact. The contraversy is in the manner in which he was elected.

    Ok, so see how simply the UWP can lose their court case; The Speaker presented the former president’s resignation letter in Parliament. The Opposition was not there to present their nominee nor their challenge, voiding the 14 day waiting period, thus the vote for the new President. Bam, a new President is elected.

    Go to Parliament guys, always go! The problem with UWP is that they don’t learn from their mistakes hence making Labour lick them all the time. UWP needs new blood and especially new brains.

    I personally never believed in the necessity of the office of the President (administrative vaccuum of limited resources) so that is why I never even jumped into that fray there.

    So I guess the only thing left to do is congratulate the new guy….

If the letter of resignation was in the Speakers posession and the Constitution details a process why didn’t the Speaker just present the letter? Why all the hide and seek to create the impression that it is a favour to the Opposition to present the letter? There is a process, why not just follow it and avoid all of this conflict.

    What a Shame? This could have been such a unifying ceremony, now Dominica is more divided than ever before.
    The WAR LORDS refuse to compromise, now the President of the nation is in the middle of a Tribal War.
    The ceremony looked more like a funeral, a very solemn activity with no smiles, everybody stone faced with a plastic smile now and then.
    I wish Dominica well as I sign off on this episode of Theater of the Absurd.

      Good observation regarding the participation/involvement of the court in the administration of the oath; it seems that this legitimizes the process.
