UPDATE: Man shot in Roseau

Police and Emergency personnel lift victim onto the back of a government vehicle

One man is in police custody in connection with a shooting which occurred in Roseau this morning, DNO has learned.

A man was shot in Roseau sometime after 9:00 am on the corner of Kennedy Avenue and Kings Lane. Several gun shots were heard and one individual was reported fleeing from the scene. A government vehicle presumably in the role of an ambulance, arrived to transport the victim to the hospital.

While details of the incident have not been officially released, DNO has learned that the shooter’s face was covered.

We also understand that the man was pronounced dead shortly after arrival at the Princess Margaret Hospital.

A large crowd quickly enveloped the area while police on the scene attempted to respond to this development. The police have since cordoned off the area to vehicle and foot traffic.

DNO will continue to follow this story.

    Why didnt the police clear the entire street from courts to the muslim store? what if there was evidence the killer dropped?

    Hello and good afternoon my people. First I want to offer my condolence to the family of the victim and may he rest in peace if he can. As someone who served twenty four years in law Enforcement in New York as a Police Officer,Detective and Detective Squad Supervisor I am troubled by the way the Police establish and maintain a Crime Scene. Whenever someone is shot one must assume that , that person can die from the gun shot therefore you must establish a proper crime scene. As depicted in the photos people are walking through the crime scene and EMS don’t have an ambulance to transport the victim to the hospital. Well it seems that our country is worst than I thought when it comes to providing medical services to our people. We must hold the criminals responsible for the criminal acts but our Police must be professional and they need the proper tools to be effective.

    OK. Guys, you all are griping about the METHOD of transportation to the hospital. I understand, but, is is not better that as least he WAS TRANSPORTED instead of dying on the BARE STREET?     One of the biggest reasons (whether anybody wish to admit it) that Dominica continually fall behind in all aspects of development has to do with the attitude that a lot of Dominicans carry.

    Too many people with nothing better to do, than to stare at a situation that doesn’t concern them. Too many people enjoy minding other people’s businesses other than their own. The love of indulging in subjects and situations that do not pertain to their individual lives; Dominicans waste too much time not being productive.

      You are right Anon. The root of all this idleness comes from the failure of the system to get people off the streets. Where are the policies to support innovation and provide pathways for the youths to get engaged. where are the policies and support to get the youth engage in sports, music, and other cultural activities. Where are the policies that will support workforce development. There is sooo many things that Dominica needs to get done right now – post Maria, that there is no need for able bodied people to be idling. The system of the day has encouraged a state of dependency and what we see happening is a by product of the system.

    Sadly, the victim has died. Sincerest sympathy to all his relatives. The government, the opposition parties, law enforcement and every citizen have to work together and make a more determined and consistent effort to rid the streets of these illicit guns and ammunitions. We must also demand much more from the people directly in charge of this country. The photos taken at the crime scene should send chills through our bodies. The crime scene was not cordoned off and secured. An ambulance should have been at the scene accompanied by medical personnel. Moving the body and transporting the victim in such a crude and primitive manner MAY have possibly hasten the man’s demise. What is most alarming to me is the people who have condoned and even supported the method used to transport the victim to the hospital. I just could not fathom the depths of ignorance of some among us. It’s no wonder the ruling regime is so at ease, doing so little, to change the southward trajectory of the country.

The way in which the victim was treated is almost worse than getting shot. I call on the family to express their disappointment in the officials handling. There is no excuse for such.

    Looking at the way in which the enforcers of the law are dealing or attending to the victim who got shot is extremely disheartening. While I understand that time is of the essence in situations such as this, I believe that they still need to be cognizant of the fact that a victim who is bleeding as profusely as seen in the pics, and in ‘critical’ condition, transporting them under these conditions could have done more harm than good. There are numerous points to take into consideration in this scenario
    1. No stretcher was used
    2. Paramedics are trained yes…but at the back of a truck? Wouldn’t it have been easier to try to stabilise the victim until the proper vehicle arrived?
    3. All the enforcers of the law are around the body or the victim…but none is trying to keep back the crowd

    Whether or not the person dies, i think our fire officers should also be properly trained in the field of medicine or there should be an on call doctor or nurse ready for such incidents and accidents. a wounded person should not wait till they reach the hospital to start checking their vitals. NOO… Vitals should be checked already. so when you are coming into the hospital with his oxygen mask on his face and ready to be taken to the next step. I think we can do much better than that. it is sad, RIP to this young man. condolences to his family.

    So after seeing how someone who is shot gets transported to the hospital on the back of a truck when the hospital is only 5 mins away Dominicans can not blame Ross University for moving to Barbados. I would not send my child to school in a country that has such backwards services as Dominica does. Citizens of Dominica need to demand better in all aspects, this can’t continue to happen. I know Dominicans are used to “making due” but that concept doesn’t work in the rest of the developed world, they plan, prepare, test and then execute a plan.

Nowhere else in the modern world gunshot victims or seriously injured persons are transported on the back of a truck to the emergency room. This is unheard of. Even if it was the ambulance that came, you %, and Minister for Pampers would still find something negative to say. Always negative you folks are. Whilst the ideal would be for the ambulance but this guy was bleeding profusely. ??? for you % and Pampers Minister, I am sure if you are somewhere and something happens to your family and they were bleeding profusely, you would probably apply a torniquet if you know and put your relative on the first available vehicle you see passing if you do not have one and drive to the hospital.       There are a lot of situations that attracts unreasonable negative attention but transporting a wounded or dead person on a open truck in that manner is uncivilized behavior. Not even a stretcher was used. Where is the protocol for handling the wounded before medical personnel examination. You cannot assume a person is dead.

      You are precisely correct %. The police officers are not trained nor equipped to professionally undertake such actions. Their mishandling of the delicate situation could result in the death of the individual. Only qualified medical personnel are to deal with such critical cases. Only in Dominica, where the country has yet to deviate into modernity, this happens. This is cause for grave concerns about the shabby healthcare services provided to ordinary citizens and a damning indictment of the outrageously anachronistic government. National Security and Healthcare should be the top two priorities of a country. This incident is painfully shameful and a colossal national scandal.

IT is nine am in the middle of Roseau .where do we go from here .?yesterday I read on DNO that a someone was find $10,000 ten thousand dollars for possession of a gun and ammunition which tells me that the courts must impose stiffer sentences or the laws need to be changed to suite the times.Where do these guns come from and how do they enter the country ? cocaine is being imported and sold without any thought of the young people whose lives are being destroyed, too many young people walking around like zumbies and this does not seem to bother the authorities .farmers are being robbed houses broken into ,where does it end ?

    Where were those vehicles?! Where were the ambulance, In other countries when an ambulance picks you up first aid starts right there, what first aid can be administered at the back of a truck? Alas Alas Alas.
