UPDATE: Clear Harbor to expand and create 400 jobs

Over 400 unemployed Dominicans can now breath with relief as call center, Clear  Harbor, is now in the process of hiring new employees as part of an expansion process.

On Wednesday, Chief Operations Officer, Brian Lambert, announced at the company’s Canefield office that it had secured two new clients to its portfolio, in the area of Telecommunication and Insurance in the United States.

He said when the company announced last year that it was making 243 of its employees redundant because it had lost some of its clients, he made it his “personal objective to make sure that every one of those men and women from the island of Dominica was able to come back to work.”

He noted the addition of the two new clients, “will allow us to not only bring back the 243, but to be able to offer 400 jobs on the island of Dominica.”

He said with current positions and the new ones that are coming in, Clear Harbor will have in excess of 700 employees, “which is the highest point that we have been in employees here in eight years.”

Lambert pointed out that the process of rehiring the redundant workers has already begun.

“We have brought back 60 of the original employees,” he said. “They are now in training, and we will be bringing the rest of the employees back in phases.”

He said the process will be done in four phases.

At the end of March, 88 new employees will be brought in, by the end of April, 118, at the end of June, 118, and the final 88 employees will come in July, according to Lambert.

Meantime Prime Minister Roosevelt Skerrit, who said that he had to cut short his trip to a summit in Cuba, described the news as exciting.

“This is no doubt very exciting news for Dominica, and for the number of unemployed young people we have in the country, and also on the economy,” he said.

He said Clear Harbor has been an excellent investor, transparent in it operations, and it has had an extraordinary relationship with Dominica over the past eight years.

He also recommitted the government’s willingness to partner with the company.

    Great news indeed. Please Clear Harbor, hope you are readin this, please expand into the South via Grand bay area. There is already some infrastructure in place by the high school, and, a wealth of qualified high school and college students in the area from Belleview to Laplaine/Delices who would rather not be displaced from family to reside in Roseau area in order to work. Thanks for your consideration.

    When Clear Harbor announced last year that it was making 243 of its employees redundant because the Company had lost some of its clients, the UP’s were jumping for joy and blaming Skerrit for the redundancies. Now that Clear Harbor is announcing that it will be taking 400 new employees, that is the 243 plus 160, the UWP’s are shouting what that have to do with Skerrit. Some are even saying they will believe it when they see it. Others are asking how sustainable are these jobs. And still others are asking what is the base/minimum rate? The question is, is it good for Dominica and the unemployed computer-literate young people of Dominica that Clear Harbor is taking on 400 additional employees?

    That’s extremely good news for UWPites as once again we can see these jobs are coming from the USA, the country Skerrit was in Cuba cursing and attacking, while Lenox and team Dominica just came from their fruitful trip to the US where they re-affirmed our love and friendship with the US. Who you think will better work with the US? Linton and team Dominica over the years have always been friends of the US while Skerro and his team seem to have filed for divorce from the US although they investing, buying million dollar house in Weston, Florida and they giving birth in the US.     I’m ashamed to call myself a Dominican way too much of the time.

    I really would like to see how many up/down votes I get on this non-bias, factual statement. If any UWP supporter has a problem with what has just happened then he needs to examine himself. If any labour supporter thinks that skerrit waved a magic wand and did this then he needs to read the text above.

    Companies have clients, Clear Harbour lost a large client and as such a large amount of its staff were made redundant. Now they have gotten clients and they need more staff. This has nothing to do with politics or anyone in either party. I’m surprisingly upset, its like labourites think theyve made some goal, workers think theyre losing. No.. people are getting employed. That’s it.

    The only way the gov’t was ever involved in this situation is that they are responsible for keeping our economy afloat. They should have ensured that the economy was doing well enough so that it doesn’t depend so heavily on one foreign company. Long before clear harbor closed I voiced concerns about how many people were relying on ONE company for their well-being. Do you really think you should be unable to make payments on your loan because CH lost a client? Hell no, the govt has a responsibility to ensure that the economy is thriving.

    I can see already that DLP is politicising this, preying on the ignorance of Dominicans. It will be interesting to hear how UWP approaches this, I am listening.

      I have to agree with you. I had plans on investing in a store but changed my mind and decided to buy a few acres of farm land instead. Dominica needs farms we need to embrace our fertile soil. We need to start producing our Agro produce on a larger scale. Govt need to work on getting markets for our produce.

    I always read those comment, and often wonder does Dominica have these many negative and ignorant people. I do not get it. No wonder this country is developing at a snails pace compared to some other islands.

    Just say thank you that clear harbor is opening more jobs so people could improve their quality of life as opposed to looking for hand outs.
    People constantly blame government for their troubles but what responsibility does citizens hold.
    When this administration is out of power and another one replaces them, you guys will make the same comment.
    I have never read where no one has posted a comment suggesting how the country can be improved or measures that can be taken to create jobs, all I read is trash and foolishness. It is no wonder this paper only appeal to Dominicans, because there is no other place someone could accidentally run into this paper, flip through the comment section and say ” wow, such brilliant people and beautiful and intelligent comments.
    Grow up people, stop this politicking, learn to support any government in power until their term ends. Take a page from Americans. They campaign every four years, not every day, this is embarrassing.

      This is one of the reasons for operations like these to use Dominica as a base, the ease of firng and hiring. It gives you flexibility with little cost.

    I believe it when it actually happens. Perhaps they’ve gained a client right now but what about if they loose one or two going forward. Mark my words, by the end of 2014 not one single additional job has been created by this company compared with Dec. 2013 and there are various reasons for that which I will not elaborate on right now.

    This is great news, and should prompt everyone to focus on why foreign investment is so greatly needed in Dominica. All businesses have good and bad years, the PM can’t control that. What he can do is try to ensure that there are more companies in a range of fields so that if/when one lays off, hopefully the other would be expanding and can hire.

    One of the main things governments can do to attract more foreign investment is to keep a manageable debt load. Few companies would risk setting up shop in a fragile economy. We must also consider the ease/cost of getting to and from Dominica for business dealings.

    Lets be more reasoned people. There are strategies we should all demand our gov’t (no matter who they are) to undertake for all our benefit. The head of the ECCU said as much in another article today pointing out how important private sector development is needed for our country and region’s growth!

    Well done Clear Harbour. This is great for the people – at least they will have employment for a while. This is the longest world recession we have ever had therefore, most countries are experiencing hardship. I admire PM Skeritt for his work to build Dominica.     I don’t see what all the fuss is about.
    Give some credit, it could be that the PM had something to do with this. There may have been concessions or other confidential terms that the govt gave to Clear Harbor to make this deal happen and keep these jobs in Dominica… So it could be the PM, same way to some it was him who caused the layoffs.

    It could be that the PM talked to these telecom & insurance companies when he went to the US, and he recommended Clear Harbor as the ideal partner who already has operations in Dominica. We don’t know.

    And even though it’s all due to Clear Harbor’s efforts, then the govt still gets the credit for creating the right business climate. In any case they get to be blamed or credited since they are in power.

    I don’t like everything that Skerrit does, but give the govt the benefit of a doubt. I think it’s good for Dominica. The folks getting these jobs are Laborites, UWPians, and Freedomites… When it’s development like this we all should celebrate this accomplishment… because all of Dominica wins.
    We must all help the government to do their jobs better by commending it/them when things go right. Don’t criticize just because you oppose or because you can’t get one of these jobs.

    Thanks to CLEAR HABOR for finding these new clients and as a result they are able to re hire those who were let go and others. This could not have been the 500 jobs the PM promised all the way in September. And why is the PM sitting and waiting for jobs to come from private businesses overseas?     What decision can the prime minister have about a private company that has its roots overseas? Did you all read the headlines? It said that, as a result of new contracts that the company acquired, it became imperative that they need to hire additional workers to accommodate the work load. The prime minister is not based in those countries that are providing this extra work, therefore, he is not the one who is creating the employment.In addition, he is not the owner of clear harbor.     We will see how long this will last. I believe that the PM may have paid Clear Harbour to hire the people and train them and will be paying the salary for these people/trainees as well. This I believe is all political. The PM is trying his best to stay in power. Mark my words, these people will only remain at Clear Harbour for a time and then after the money finishes, they will be without a job. This is just one of the places the Govt is using to place people in for 6 months or so. This jobs will be made redundant after some months. This is just a political gimmick. Who will be paying the people, I don’t think it is Clear Harbour. I believe these jobs are created for political mileage and will not last. YOu are doing this to try to secure votes but after that, the jobs will be gone. That is my take on the whole thing.

      how so? Is the PM or his group linked to the new employment opportunities? Did the PM and his group negotiate to get the new clients who signed on with Clear Harbour?

      “”The company said on Wednesday that it has added two new clients, in telecommunication and insurance, to its portfolio; hence, the need for the employees””.

      This new development has no bearing on the Government of the day – its no effort of theirs. Thankfully Clear Harbour was able to expand their portfolio thus requiring more staff.

      This is not the same as the Skerrit led administration creating new jobs!

      P.S there are numerous other sectors that employment is needed in. We cannot allow a few jobs now from clear harbour to be the benchmark of Job creation in this country.

      What would happen, if God forbid, these two clients were to pull out? We would be right back to where we were last year when Clear Harbour made some people redundant.
