Employees of a call center in Dominica, Caribbean Call Center, have written to the Labour Commissioner alleging unfortunate working conditions.

They also say they are being exploited and are being treated unfairly by management of the company.

“It is with great urgency and grievances that we, the employees of Caribbean Call Center, are writing you this letter,” the letter dated June 10 reads. “The purpose of this letter is to highlight in brief a few unfair and unfortunate working conditions and incidents that we are facing at our place of employment.”

DNO understands that there has been growing unrest at the company which came to a boiling point on June 14.

On June 10, management wrote to the staff saying, “be informed that due to the financial issue we are having of non-salary payment, the Call Centre will cease operation for the next three working days. We are working to rectify the problem in the quickest possible time and request your presence on Tuesday 14th June, time will be communicated before the said date. Thanking you for your understanding in this matter. Sorry for the late and impromptu message.”

The employees say they are having problems with payments.

“As indicated by the contractual agreement, employees are to be paid $450 EC fortnightly and at a rate of double during holidays. On the first fortnight May 13th 2016 employees were short-paid by a few days and the double day due to working on public holiday,” the letter said. “A memo was passed stating that the amounts owed would be paid ‘on or before the next fortnight’. Other employees were not even paid at all due to varying unjustifiable reasons such as being sick for a few days, having their equipment under repairs, or not having the banking account system set up in time. ”

The employees also complained of poor equipment at the company.

“The second issue is with the equipment required for employees to perform duties. Employees according to the contractual agreement are required to bring a laptop or tablet. While employees have obliged the company is responsible for providing any other equipment in particular headsets. The headsets which are provided are inexpensive, frail and fragile and many have stopped functioning rendering them useless. Due to lack of headsets employees are unable to perform their duties and have on occasions been sent home and told that they will not receive payment for those days,” the letter stated.

It added, “These issues along with a few other minor grievances have caused great distress at the work environment have caused us to write this letter seeking the urgent assistance of the Labour Division.”

Repeated calls to Nighdy Williams, administrator at Caribbean Call Center went unanswered.

    Steve Foerster, Dods,…. blah blah blah is so obsessed about boasting of his ‘good life’ in America that he has missed your point completely! It has gone over his ‘educated’ head. Hence the utter drivel he has posted in response to your comment. On another note I have noticed that he is quite subservient towards you (I wonder why?).
    Generally, when he comments on posts submitted by those Dominicans whom he considers are beneath him (because he resides in America and therefore ‘Superior’ to them), his language can only be described at best as crude and vulgar, resorting to insults and name calling. He needs to learn how to conduct himself properly.

    This is a call center, that seems to be giving the impression that it has very poor clients. Employees have to bring their own computers/laptop? Computer/laptops is the lifeblood of a call center. What it seems to me is that the money received by the call center is banked overseas so that the owners can have quick access to it.

    The fact that the workers are to provide their own tools for employment is a deliberate and intelligent move. In case of insolvency company equipment cannot be seized in any effort of recouping funds to meet outstanding bills .Now the workers cannot enter the building (probably a leased building) to grab any equipment of value to cover their outstanding pay . The screens shown in the picture are not worth the table they’re sitting on . What can the employees confiscate when the owners takes off ,their own laptops?

    It is not all that easy to do business in Dominica.Almost have no raw materials I will say no air port and our little sea port alas.Things are very hard for the employees.I can see it is not good.But do we believe Call Center is making millions of Dollars in profit? or maybe they are just struggling to stay in operation.May be the only other option is to park up, which will be worse not only for the workers but the entire country.I do not believe management is purposely exploiting the workers.
    May God help poor Dominica.

    i am wondering now is this the same people that fake sickness every time there is a jam in da?, get false doctor papers to stay away from the job so they can go to the jam. is that the same people that find ways to block their computer post so they cant receive calls and they can stay on face book and other social media all day on the job?,

    am not saying they don’t have to get paid, everyone who work have to get paid, but some people to a kind of a way. thy act like because they have a little job its the end of the world and they are so much.
    they behaved the same way on the job in st kitts and after the places close down they wish it was open,

    speak to your employer, work with your employer, work for your employer as if you don’t make money with them one day the jobs will be gone when you really needs it.. as little as it is.

    Employers should always have funds in reserve in their bank account to pay its staff. You can’t say to them you have no money. They are your employees and they expect to be promptly paid.
    As for informing them to bring their own tablets and also headphone, this is a NO! NO! The employer is obligated to provide the necessary tools in good working condition in order that the staff could perform their duties effectively.

      Facts, you need to understand the nature of a Call Center; is more or less here today, gone tomorrow.

      The success of the call center depends on the volume of companies using their services. They could be even getting paid based on the number of calls they handle for the companies who uses their services.

      When business is slow with the companies using there service, it also gets slow for them too; I suspect if they are working off commission they could well find themselves unable to pay those they employ.

    Madam/Mr. Shameless, did I read you correctly? How can someone have a job working survive on two ($225.000) hundred twenty-five East Caribbean dollars per week?

    Food is very expensive even if these people does not have a car to buy gasoline, that is not even enough to buy a pair of shoe nor cloths to go to work.

    The people who are paid such peanuts change are bonds men and women employed in economic slavery! The people are paid approximately US$92.60 per week, the minimum wage here in most place are fifteen dollars per hour.

    What is happening in Dominica is worst than exploitation. As for the one who claim that people are working for $800.00 per month in Dominica, that is a insult in comparison to what Skerrit and his circus takes home!

        Let me show you arithmetically ignorant you are: if you are getting $170.00 /40 = $4.25; that means you are also an exploited under paid illegal person in the United States, because you are not even paid the minimum wage, dictated by both State and Federal Government.

        Mind you people on welfare gets more than a hundred seventy dollars per week. Seventy dollars per week means you are making $680.00 per month: if your story is true probably you are living outside, or somebody is doing you a favor; you are existing in America, below the nations poverty level!

        Even if you have your own house, you could not afford to pay for water, light and gas. In addition to yearly property tax; which runs into the thousands; so you are a damn liar or you are crazy: if you are renting it even worst!

        You cannot even rent a room in someone house for that meager amount of money per month. I know that for a fact, because my business is renting to people,…

Another thing is that if your job is legitimate; income tax has to be extracted; for both State and the Federal Government. After the deductions; you will be taking home less than a hundred twenty-five dollars; always remember there are people reading who knows how the system works, and knows when people are lying you see!

        Even if you were an in-home-care provider to some old or suck person, your pay would be more than four dollars and twenty-five cents per hour! No wonder you all cannot use your name to write anything, because you lie so much!

    I think before we run and accept people in this country as bona fide business persons we need to first to our due dilligence….. So DNO please if you get to interview Ms. Castran ask the following

    What is ir was Carrington Hotels and Leisure Services Ltd?

    Were you up till 2004 the/a director at the said company?

    Was the said Carrington Hotel and Leisure Services Limited placed in receivership in 2006?

    Is it factual or not that several creditors of the said company were then and or remain unpaid?

    Why is your current call centre listed as having officesin france and usa only?

      Carrington Hotels & Leisure Services Ltd. of Bolton (Lancs.) company no. 05225107, which was dissolved on 18 May, 2008 and of which a Helene Castran was a director & operations manager. This information is in the public domain so there is no need to be circumspect.

    I have found that one of the reasons why foreign investors encounter challenges and problems in the local environment is because DDA and IDA do not transition their clients to the private sector organisations which can provide direct assistance. The DAIC, DHTA, DCSI, DEF, DMA, NDFD, JCCCS, BCAD, and other BSOs have decades of experience in their respective fields and general private sector competences. Often time when the investor comes to one of these organisations, it’s too late; the damage has already been done. DDA and IDA are not private enterprises, and they do not know the tricks of the trade on getting businesses to survive. I am certain that if this Call Center was being advised by the employers federation, they most likely would not be in the negative new release.

    Well well. Dominicans are something else. Do you know how much these call centers make? Ah magwe’ as! I worked for one here in the US and I was paid over $1000 a fortnight on part time hours. They get paid in $US and pay these people $460EC per fortnight? Who allowed them to set up shop at that employee rate? Hmmmm.

      It is sad but the Dominican Gov’t do have a part in how much is paid to workers. They government from what I was told do not want people who are not employed by the Government to make more than civil workers as they fear that civil workers will leave for a better pay. Can you imagine if nurses, teachers and Police Officers heard of a place in DA paying more than they are for less work? PMH would be empty, Police Head quarters would be empty. Sad but true. I was told even with the other call center that set up shop before this one that people were being offered way more than they are paying now but the Government told them not to pay more than what they are paying right now.

    Some people are suggesting that government should Step InIn and regulate these companies. Dont forget that the government itself is part and parcel of the abuse and the people believe that the government is acting in their best interest. The Stockholm Syndrome (1973) is so prevalent in Dominica .
    Some say is jealousy but surely if the abusers are building mansions so that primary school students can take field trips then there should be out ragging jealousy as parents cant even count on the $900 per month or the NEP employment program. Note that the abusers raised their salary by 52%. How much they gave the speaker of the house? Ambrose, Timothy, Alexander, Charlie Jong etc.
    Sometimes i wish i had the bladder to say “F” the people of Dominica but i do understand what economic slavery and poverty can do to a people and i also understand the interrelationships between the abusers and their manipulative MO.     Before a company begins operation a lot of market research has to be done. A lot of planning should be done as to the means of paying people, whether or not skilled or unskilled laborers are required or the country that the business chooses to operate in has a favorable and stable economy. Are there any government incentives that will encourage the business to invest and operate in the country such as free rent or free duty on imports? How many other businesses are in the industry in which you plan to setup… what are their prices… how much are they paying employees… All of those things are crucial aspects that any business must evaluate first before it can even think about launching the actual business. With that being said I would like to know the way in which CCC went about before opening their center here in Dominica… Everyday there are changes in the market and businesses need to be able to adapt if they cannot adapt then they are forced to shut down or sell the business.

      1602…when a business comes in under IDC (Intl Development Program) and exploit the people the administration in power is to blame because the policy governing these institution is too loose and create the environment were people like yourself can be exploited.

      Do you know under IDC program the company does not pay any taxes to the GOVT for first 15-20years in business…….Do not disconnect this to administration in power as they are directly connect because the GOVT will not protect the local employee with fair policy from these INTL business under IDC program

      My girl that is why you still there working for $450 a fortnight….You accept everything, you seem very gullible to even think of signing a contract that tells you u must use your own laptop…that;s where the government has to come in and step up….put better labor laws in place so you would not have to be in such a predicament…in some countries there are laws against employers retaliating against employees for standing up for your right…yes….by now if it was me i would be filing a petition on my own and take these people to court…

    next Level…….I though the PM said no one should be making under 1000 dollars monthly? so why is it that they’re allowing the call center to pay only 450 fortnightly? The company should have a saving account so they can use from it to pay the people even if the are not yet paid by the people they provide the services to. I just find this is sad and also ridiculous.

      You are right. Yhe year consists of 26 fortnights = E.C.11,700/year =E.C.$.975/month. Tax and National Insurance has to be deducted from that. How can we expect, even acouple to byild a house with that, leave alone bring up a family?

    Well peeps dont firget thst thr young proe sre truly desperate on our island. So exploitation is sort of the order of the day. $450 per fortnight is $850 per month. A yoing man cant even take his girl out for a slice of Pizza cause top up is needed.
    Young people are firced to accept unwanted sexual advancements from thosr in high ofgice; NEP employees are not in a much better situation.
    It is our reality nut many would rather see it as a convenience to partisan support and success

      A fortnight is two weeks. There are 52 weeks in a year, the equivalenf of 26 fortnights. 26 x $450 =$11,700yr.
      A year has 12 months. Therefore the pay is $11,700 divided by 12 = $975/month.

    But where is the DAIC and The Employers Federation in all this? Doesn’t the IDA refer investors to the DAIC and the DEF for guidance on local practices? If the employer is asking workers to walk with their tolls of trade, then these workers are not employees; they are contractors. Listen to me, Caribbean Call Center [first time hearing of you] and Ms Nighdy Williams, go get the advice, support and representation you need. DAIC, DEF, DHTA and others are there to assist you.

    It is about time that everyone in employment is subject to a contract of employment. In case an employer refuses to provide this, the courts or a tribunals should have the power to rule that there is an implied contract and determine the terms of the same. I am fed up with workers in Dominica not enjoying this kind of basic protection leaving them open to exploitation.

    This looks like a management issue. They’re actively trying to save the company money to achieve management goals (bonuses) at the expense of employees. In situations like these you may need a union (to represent the employees) or the government needs to step in to establish guidelines.
    The pay rate is also extremely low.
    DA should do what the Japanese did to become produces rather than consumers… they copied every product and business from the West then created their won to make it better and the benefit of their people.
    If a foreign company can establish call centers in Da then DA can go out the there and obtain call center business on their own.

    It’s a government’s duty to see that it’s citizens are treated fairly and all labour laws are being adhered to,when investors come into the country.I will always maintain that people of Dominica especially the youths who stands for nothing and fall for anything,has a terrible price to pay under this government!     I wish the labour laws were changed and would be similiar to that of St. Maarten. The employer would require to request an employee’s termination stating the grounds under which the employee is requested to being fired. The labor office then reviews the employers request and if it their reason for wanting to terminate is not legal then the labor department denies the termination. This is to protect the weaker party who is obviously the employee. Employers in Dominica feel that they can do whatever they wish to employees….this has to stop..change the labor laws. Make it mandatory for employers to request permission first before they fire someone,,,if they have sufficient grounds to. the labor department would have to conduct an investigation before a decision can be made. And $450-.00 every two weeks? OMG this is ridiculous!! Do you know how much money these call centers make? It is the company’s duty to provide tools for the workers..the workers do not have to use their own…

      Be careful what you wish for. The harder it is for employers to fire people, the more reason they have to avoid hiring them in the first place. That’s why unemployment rates are higher in places like France than in places like the U.S. — particularly the rates of unemployment for school leavers.

        You have point there mr. Foerster, The unemployment rate in France is persistenly over 10.0% and foreign investors are reluctant to put their money there because it so difficult to lay off people, if not impossible and have a max. working week of 35 hours. This also makes existing employers very hesitant to hire new workers. There has to be a balance between the real world and workers’ benefits. France does not live in a vacuum and has to compete on a global market.

        You need to watch it Steve: In the United States the unemployment rate is down to about five (5%); however, less than 6%. Now If you multiply the actual amount of people living in the United States times five divided by one hundred.

        You should arrive at the total number of people unemployed from a population of many millions of people.

        Steve, I do not know if you ever lived, or visited the United States, but if you drive the Freeways and the streets between 5:00 A. M., and 11: 00 A. M., the millions of cars you find blocking traffic, or driving slowly are people either going to work, or going home from work okay.

        Between three (3:00 P. M) and and seven (7:00 P. M) more than 90% of the cars you see, are people going home from work, or some going out for dinner, others going to work at night: and they are in the millions, so it is not true to claim unemployment is high here.

        Do not compare France with other countries because in France there is a 3 months trial that employers sometimes offer to the unemployed ,at the end of 3 months whether the work was well done or not ,they can refuse giving them a permanent job,sometimes according to a few employers good will they can offer a little wage but not all offer to pay .In other words by refusing to employ them ,the employers will not pay any tax to the gov’t ,neither can those who were sent away pay any tax.Those that remain unemployed,from generation to generation struggle to survive and also the economy .The new law in France which allows employers to dismiss you as he chooses is not right for the employees nor the gov’t ,people should be dismissed after many warnings ,if this is not done the employer should be taken to court,for wrongful dismissal and the employer should give the court a valuable reason if not it is discrimination and employers should pay except if the excuse is redundancy.

        It makes more sense to protect the employees than have employers fire employees for no good reason. Yes of course it would be harder for employers to fire people. If they go according to the labor laws then they should have no problem firing for the right reasons. Employees are the weaker ones hence they need more protection. Too many employers do not follow the law. It should not be hard to fire an employee once they have good reasons for doing so. Now why would you even state that it would be more difficult to fire employees? Some employers do what they want and fire for no good reason hence yesssssss there needs to be a stop to this type of behavior. If the employer goes according to the labor laws then there would be no reason for the employer to find difficulties terminating their services. The unemployment rates in France have nothing to do with their labor laws. Employers need to treat their employees fairly and comply with the laws full stop.

        Because the proposal was for employers to require Ministry approval to sack someone. That means a simple matter that is none of government’s business will be completely politicised. When foreign companies considering setting up in Dominica see that, they’ll laugh and go on to the next country.

        Mr. Foeerster is is in fact the governments business. There are rules and regulations where it concerns firing of employees. The main goal is that they follow the rules and regulations where the labor laws are concerned. Of course its the governments business that the employers adhere t the labor laws. Many employers do not adhere to the labor laws and simple do as they please, So in order to keep them on the right track they should be involved where a separate board is put together to hear the cases brought forward by both parties. The employer is always the weaker link hence they need to be protected. This is the case in the Dutch West Indies, Look at Aruba Curacao and St. Maarten. Little St. Maarten has alot more investors than Dominica they have not ran away. Think of the cost it would incur for a regular employee to take his/her boss to court which the employees seldom have at their disposal and they are gotten rid of unjustly. INVESTORS ARE STILL COMING TO ST MAARTEN

        It is indeed the governments business when a company wants to sack an employee. They seldom follow the labor laws. Many employers DO NO COMPLY with the labour laws. so yessssssssssssssss the gov needs to know that they are complying with the law. The abuse of workers must stop.
        As mentioned before look at Aruba Curacao and St. Maarten. Many many businesses set up shop in these countries,,,So saying that investors will laugh and go to other countries is not true at all. A business man who will decide to go elsewhere is because he may have wicked intentions to do as he pleases. Control needs to be put in place to stop the exploitation of workers. You sound like an employer. I have been through this sytem and if it wasn’t for government’s intervention these unscrupulous employers would get away with murder.         I still have difficulties understanding your point sreve; since I am unable to make the connection between France and the United States, since you did not explain.

        I don’t think that a union actually makes it harder for an employer to fire people. You must remember in any company especially manufacturing companies production is the key to their success.

        If one refuses to employ, more workers they will lag behind in production and may have to go out of business all together. By the same token if they have too many people on the payroll they will also be jeopardizing their business with too high of an overhead expense.

        Therefore; there must be layoffs, and the unions understand that! However, unions are needed in order to prevent victimization, where people are fired in Dominica simply because someone in a company does not like another worker. Or because they do not support some political party.

      I read and thought the same. $US 337.00 a month. I was not gonna even comment. Beggars are not choosers. Thats the jobs our government help provide. Dominicans like to be exploited so let them bat thier misery. I gurantee some of them have property and could make way more than that. They need to test our pipes and water for lead. The level of stupidity in that place cannot be normal.
