Clear Harbor to axe 44 percent of employees

Some 243 employees of Clear Harbor will be receiving redundancy letters on September 21.

At a press conference on Wednesday afternoon the company said this is part of ‘reorganizing’ its Canefield operations.

The company said this action is needed because of ‘industry wide trends.’

The company said it will provide full redundancy and earned vacation pay to all impacted employees as required by the laws of Dominica.

Clear Harbor said it continues to pursue new business opportunities with a new strategy to ‘replace a large client with several smaller client engagements.’

554 persons are employed at the company.

Representatives of the company told the media that when the smaller clients are added Clear Harbor will reach out to employees made redundant to fill new positions.

They made it clear that the company is not closing down and is committed to restoring the jobs of the staff who were laid off.

    As a Dominican living in the US for a long time now, I’m happy for the employment opportunities that foreign companies like Clear Harbor provide for my people. Let’s not lose sight of the fact that the main reason that they operate in places like Dominica, is to avoid paying taxes and higher wags in the US – not because they “care” about our people. Clear Harbor benefits A LOT more than their Dominican employees do!

    My people, please don’t be fooled by the idle threats that they make once in a while when they threaten to close down and move out of Dominica. They moved out of St. Kitts because, among other reasons, it was not financially profitable for them.

    They have come to realize that they can easily convince their Dominican managers, even the gullible, so-called Prime Minister, to convince their fellow-Dominican employees that Dominica will cease to exist if Clear Harbor is gone, so my people simply “fall in line”.

    Clear Harbor has the financial ability to pay their Dominican employees much more than they currently do, and they know it!

    I visited Dominica recently, and actually visited Clear Harbor in Canefield, and Roseau, because I have many friends and family members who work there – including Managers and Supervisors. I also spoke to an employee in the I.T. Dept., and I found out that they get paid an average of EC$12 per hour. That is equivalent to less than US$5 per hour! This is an INSULT!

    The Clear Harbor owners know that a Burger King or McDonald’s employee makes the equivalent of EC$19 per hour. An I.T Helpdesk/Desktop Support Technician in the US makes the equivalent of EC$40 per hour. Isn’t that a GREAT reason to outsource your Call Center from the US to places like Dominica?

    Just imagine how much the Dominican economy would grow, and how much the quality of life will improve for Clear Harbor employees if they were paid what they are actually worth? I don’t expect Clear Harbor to pay the same rates as the US, but they can do MUCH BETTER – and they know it.

    They know that instead of looking out for their own people, the Government of Dominica will advise their fellow Dominicans to bend over and take whatever Clear Harbor is dishing out! Our people are told to “be thankful” for Clear Harbor. To that I say BULL !!!

    Clear Harbor needs Dominica – regardless what the employees are told.
    The Managers and Supervisors are also easily brainwashed into believing that life in Dominica will end if Clear Harbor goes away!

Maybe you shouldn’t worry about Clear Harbour employing Dominicans, but instead bring your own expertise and large wallet to pay them the rate you think is desirable. Everybody knows that whereever they work they can earn more. Clear Harbour is no exception, and we all know why companies offshore such services, however you need to take you own advice and wake up. You know a whole lot of nothing. Which government did CH threaten? I bet you don’t own a company in the US or anywhere and have to work for someone. Why don’t you provide employment for your many relatives and friends who are gainfully employed in Dominica, if you are so versed on what they should get? Nobody is telling them to be thankful for CH that’s a gross lie. What do you suggest they all do, walk out and come to you begging for handouts? How many of those so called friends and family members can you and your blabbing take care of at the end of the month without breaking a stride?       FYI most of the people at CH bring home in Dominica 1300-1600 a month and I am not asking you I am telling you a fact. For those of you who love to go to religion in a time like this – remember, the Bible says that the Lord helps those who help themselves. So 300 will lose their jobs – that is significant. But it may be a sign to use your degrees to do something for yourself – open a business. Create something. Mobile Car Wash (for those with vehicles), home daycare (for those with kids and who enjoy kids), lunch delivery (for those that are skilled in the kitchen), before and after school program where you pick up and drop off kids for their parents, catering service (for those with kitchen skills). ANYTHING. Every one is born with a natural talent – find yours – AND USE IT. STOP EXPECTING SOMEONE TO LOOK AFTER YOU DOMINICA. SMH

    First and foremost I believe skerrit knew about the redundancy that’s goin to happen but he is the pm so I think he was being proactive by going overseas to try to acquire new jobs. I don’t know why dominicans want to blame the man for everything that happening. He not the owner of clear harbor.he didn’t fire anyone.     How is this ” Industry Wide Trend” and it is only affecting the Dominican Call Center workers and not the Grenadians?

      Your question as to why there were no layoffs in Grenada and not Dominica can only be answered by the Management of Clear Habor so for you to make such nonsensical claim that this was the result of bad governance of the country is premature and foolish with no evidence to back that up.This I can tell you though is that the Dominica operation has more employees than Grenada,almost twice the amount,so you figure why Dominica and not Grenada.

      There is something that most of us in Dominica overlook regarding Clear Habor,it has created more jobs in Dominica in such a short space of time than any other company in the country.No Government in our history has attracted a company to come in and invest, employing about 700 people at it’s peak,still with it layoffs,it is the largest employer of young people in the country.Have we not seem what happened in St Kitts two years ago.Clear Habor closed it offices and moved out, it is not as bad for us and the company still has hope and faith in keeping the business in Dominica did you not read the the last paragraph of the story.Does this sounds like a company who is at odds with Government of the country regarding good governance.

    tsk tsk…..dominica is in a state of emergency.
    Clear harbour workers were the ones going fete, shopping at roseau stores etc, everyone will suffer. I hope they were saving for a rainy day.

    From inside sources, it seems at comcast taking their business but they already got new clients but they ave to reapply to get the job under the new client becuz of new requirments etc and maybe shift in salary…it might just take about 1-2 months….we shall see

    I would like to know how much do these call center pay an hour/day and do they pay time and a half on Saturdays and double time on Sundays.

    While you at it , i recall the Pm was sounding the call of the IMF ( they made the same recommendation in the country where i reside) for Sunday to become a normal working day . Has this become a reality.

    One more thing admin. whats the bus fare from Portsmouth to town and the average cost of a meal. I am asking these question because someone from posie told me he left the job at the call center because after expenses he has little or nothing left.

    Admin . take this seriously . this could be a very nice research that one of your staff can do and publish an article here.

    You could also check the average price of basic foodstuff ( or the CPI commodities) and necessity.

    Your role admin is not just to inform but help educate the public.In that regards i am expecting a positive response from you.

    Lets look at the major projects undertaken by the govt.
    The Windsor Park Stadium, cost over $400 million. How many jobs has this created, in fact it costs more to maintain year round than money being made from it. How often is it being used. Can u imagine the return we would have received if we had invested this in agro processing?
    The State House costing over $27 million, how many jobs created as a result
    The rehabilitaion of the Roseau to Possi road, again whilst needed, how many jobs created for that $100 miilion investment. Considering they only had to build 2 new bridges and resurface road and put up guard rails and wall at Tarrou feel that was pricey.
    Thos 3 major projects cost over $500 million, I ask you again how many jobs were created for DA workers during and post construction projects.
    In my opinion, only the over priced road rehabilitation project was a priority. The others could have waited until we got some job creation initiaives in place. All these projects used a lot of concrete and as the calypsoian said we cannot eat concrete.

    Looking at this in a different way, 300 jobs comes to about 1.2% of the workforce. That is a huge percentage of a country’s workforce to be dismissed at the same time.

    We hear you but we ought not play the blame game here.

    The fact is Clear Harbor as a foreign investor has helped the economy. They have created employment for many young people and that is good. Beggars of jobs are no choosers.

    Whereas all is not well with the way that management has treated its workers, this is a competitive business and another country would be glad to have this investment to ease its unemployment situation.

    Having said this, Dominica has had many such investors since the days the Freedom Party established the Industrial Park in Canefield following the destruction of the partially completed national stadium started by the Patrick John administration.

    Trade Unions in Dominica have for years tried to get workers unionized and in many instances, the government would not encourage this as this is not something that the investors like.

    Therefore, in the interest of maintaining low paying jobs and decreasing the unemployment situation, we tolerate these investors, even though it is clear that they do not engage in modern industrial labour practices.

    Until such time that we can create real growth in our economy, we are subject to these unpredictable moves by these foreign investors who are only concerned with their bottom line and not necessarily the development of the country.

    While pointing the finger of blame, please do not ignore the fact that this announcement came on the heels of Reggie’s announcement that PM Skerrit is speaking to investors of another call center. This is not a coincident.Blame Reggie and Skerro for their mismanagement and lack of diplomacy.

      I was also fired because I was sick. I remember telling my supervisor when I just started working that this business was going to close down because of the way the management of it is being held… praise god they fired me 2 months ago and I got back a job so luckily I wont be apart of the 250+ looking for jobs … my heart goes out to those who are going to suffer because of this … but bad management will always result in this

    How many of you all remeber this?????

    Foreign company Clear Harbor is reporting an unacceptable level of delinquency on the part of some of its staff at its Dominica business and has warned that it could suffer from a drop in the volume of contracted work given to the company.

    Its management has officially complained to the Dominica government about what they say is a high level of delinquency and inefficiency among its staff

        @ Only in Dominica the company complained to the government because the government was instrumental in making them stay and employ more and more people. They complained to the government because they shared a close relationship. I don’t condone any company local or foreign exploiting or trampling on the rights of Dominicans, but this haughty behaviour we have has a people will get us nowhere. Most people working at Clear Harbour got a fairly decent pay by Dominican standards, yet they want to sewo every five minutes. Carnival come and everybody & their nenen calling out. A raging storm is one thing, but just to go whine your ass and get drunk, you cutting your nose to spite your face? There are so many lessons to be learnt from this. With employment comes responsibility. If they were treated unfairly the Labour Division and a trade union should step in to represent their rights, but the nature of this business is such that round the clock attention is needed. It’s truly painful to hear that 254 plus people are going to be unemployed in Dominica. I hope those who remain step up their game, so the company can find favour with others and bring in more jobs.

    It’s quite coincidental that just on the heels of Reginald Austrie’s announcement, that the PM recently traveled overseas to meet with another call center company, which may provide about 300 new jobs; that the one operational call center on island is announcing the loss of 243 current jobs. Did Austrie know of the pending layoff early and so took in front before the company’s announcement, in an effort to try and pacify expected public reactions?

      This not just a coincidence. This is a display of bad management and the absence of diplomacy on the behalf of Reggie and Skerro.

      In fact, we do not think that Skerro was actually talking to any new Call Center in Colorado. This was the excuse given by Reggie for the excessive traveling of the PM, which the over-sized cabinet is very worried about. But the excuse has now back fired in their face.

      The PM was just on another of his regular trips to the neighboring state of the Nestman Group in Arizona to discuss, the sale of more Dominican passports to international criminals, crooks, and US tax evaders.

    As I read this comments I realize that Dominica is totally divided.Mr Linton has been able to use the Prime Minister as his target to get where he is now politically.I am interested to hear not what he going to do for the country but how he going to do it e.g will go about decreasing crimes employing people Is he going to shake a magic wand?If Mr Linton was the Prime Minister would this company dismiss this people…For those who are living overseas know dam well how hard the cost of living is…We always say we love Dominica and we are the first one to critize it as if it is the worse country on earth If we look around we will ses that the problems that are in Dominica is all over ,U all acting as if Dominica is d worse that is what Lintonton want u all to belief.I need to hearhow he is going to solve the problems that he say Skerrit created.

    Uhh this is going to affect everyone on island.. The 254 being layed off also equals the lost of approximately 381 000 dollars of recurring funds that has been entering the country on a monthly basis… This is assuming that each employee had a 1500 per month salary…. That’s a blast to an economy that’s already approaching its knees… We need help people stop the politics.

What about the amount of times they left work to go run carnival, lied about sick leave etc. If you people travel and see how hard others work in other countries you all would take the work seriously I am deeply saddened to hear about the job cuts; however the managers are not from da therefore they will run the business base on their countries works ethics.

    To all the people out their that are asking why is this becoming a political issue let me try to explain since apparently this may be in brail so its hard to read and understand.

    The fact is you. a private company has the ride to lay off as may employees as they see fit in respect to the bottom line. and yes it is tru that no matter what party is in power if a company feels it has to do what it needs to no one can stop that.
    What you all fail to grasp here it not the fact that this company is laying off staff. what u need to get is the timing with this announcement of 300 new jobs.Thing happen and stars sometimes arlain that we cant control.

    Thats a sad day for many people who are now unsure where their next job coming from, many complained at Clear Harbor but never left because after all they earned a decent salary with little or no other option in DA, it paid the bills and put food on the kids table.       In fact, it should be easy for him to save these jobs as he does not have to travel to meet with the investors/management of Clear Harbor, who are right here, not in Colorado or Arizona.

      Dominica seems to be moving one step foward and five steps backward but labourites are content to highlight the one step forward as progress, while ignoring the five steps backward.

    With the loss of jobs in Clear Harbor, this country cannot survive.. Nobody in Sewo, Nobody by Club 91, Nobody by Save-a-Lot, Nobody spending money!!!!
    By using simple math, Clear Harbor Staff pays minimum $16000 in PAYE at the rate of $700 per fortnight… and allu know dem ppl making more money than that.. and not to include how much Clear Harbor people does spend.. So think of it… Skerrit must look to get jobs for those people.

    Boy things are already so tough in Dominica. Something got to give and heads need to roll through the power of the vote. You see Gregoir Nassief call for heads at LIAT because of bad management but Gregoir should also call for heads to go due to the terrible management of our economy. My comment does not suggest that it is the part in power’s fault that Clear Harbor is down sizing however if our government had created an economic environment whereby our job sector is supported by sustainable ,solid and long term iniatives we would not have to be worried about another 250 nationals runing to Antigua or Anguilla.
    Left to me there should be no wait till election for the politicians to get their matching papers

    As PM he can always go and visit any company and make a request for them to consider Dominica; but was that visit to the U.S. to close a deal or just an initial visit based on the heads-ups the PM received. The timing is not in the PM favour and this looks like political maneuvering. He knew Clear Habour would be making a public statement today, so he made a trip to the US and maybe held meetings to invite a new company? Maybe he held meetings. But why was that not done previously? Why is he acting only in response to this pending layoffs?

      I like that. I glad you seeing through the illusion these politicians try to create. I not into politics but heads need to roll. Honestly, seriously. Instead of worrying about income from external companies, why not create jobs which market our local goods and services and let the money circulate in the economy. why not? Dominicans want to worry about roads they build? they want to worry about the yes we care program and other petty things that they suppose to be doing anyways.
