Dominica among fastest growing immigration destinations for UAE residents

Dominica, along with St. Kitts and Bulgaria, has become the fastest emerging popular immigration destinations for residents of the United Arab Emirates (UAE), according to press reports.

“The increase is tremendous,” online newspaper Emirates 24/7 quoted Pej Mohyedddin an immigration consultant at Bayat Legal Services as saying.

Bayat Legal Servces is a Business and Immigration Law firm in the UAE.

According to the newspaper the benefits of becoming a resident of Dominica are great. “There are good chances of obtaining citizenship, visa-free travel options to many countries and a fairly easy application process, with relatively little requirement from applicants,” it said.

But according to the newspaper, the program is not for everyone; only for investors. “These programs are designed for high-net worth investors whose priority is not to migrate but get citizenship or second passports,” Sohail Saleem, general manager of Premiers Consultancy in the UAE told Emirates 24/7.

The newspaper said applicants requiring citizenship in Dominica need to speak English and are required to travel to the island for an interview only once. “If the family of the immigrant is involved, a second visit is required. The citizenship and passport processing will take 5-9 months, and visa-free travel to 70 countries is guaranteed,” it said.

“This investment is non-refundable and requires a minimum of $100,000 plus government fees and due diligence for a single applicant,” explains Pej to Emirates 24/7.

With the recent announcement of the European Commission to grant visa-free travel to the Schengen area to Dominican passport holders in a bid to spur economic growth in the European Union, immigration experts in the UAE say that immigration to Dominica will only become more attractive.

The UAE is an Arab country in the southeast of the Arabian Peninsula on the Persian Gulf and has the seventh largest oil reserve in the world.

    my main concern is u’ll Dom love to brag about how u don’t need dom passport again b’cause u’ll got other country passport so what if other people is happy to buy Dom passport , the same one that u’ll gave-up for another ones country// lets b real, they are investing in DA whereas u’ll r investing in another mans land nd forgot about u’ll own country Dom.     I think the government really needs to have a very long and hard look at the reprecautions that may arise due to total foreigners being able to buy a passport.Inevitably,the short term gain is one of financial gain but the downside may greatly outwieght such financial gains.How does the govenment carry out crimal checks on such potential applicants to satisfy ones self tht these people are worth of obtaining a Dominican passport without harming the image of genuine Dominicans.I think allowing this to continue purely on the basis ofancial gains is a grave error which we might end up paying for in the future.The process needs to be tighter and more rigid if we are to stand a chance against preserving our integrity as a people and as a nation on both regional and international level

If you support it and think the approach need to change/improve say so and provide a few recommendation . if you believe the program should be terminated say so with reasons.

    I actually do not have a problem in trying to get investors coming to Dominica……BUT how can anyone obtain citizenship in 5-9 months i shocking!     A few are making plenty, plenty money by selling our sacred property, our ordinary passports, as well as our Diplomatic ones.

    Dominica is being sold piece-by-piece. Our sovereignty is being eroded. The cabal marketing the sales of passports with vigour. Which Dominican lawyer, agent for passport sales, has on office in UAE?

    How much did Francesco Corallo, Rudolph King, Susan Olde, Leroy Paris (CLICO)and the others (DA Ambassadors????) pay for their diplomatic passport? How much went to the Treasury? How many of those in so-called ambassadors have been and are in trouble with the Law for fraud and illegal acts? What about the former CLICO boss and the loss of millions of people’ money? Why were all those passport deals so secret?

    Those who sell our sovereignty, our passports to foreigners continue to fool the people about investments into Dominica. Where are the investments? Be real. A few are getting richer and richer, while the majority of Dominicans are reeling under pressure.

    The DLP Govt. will refuse to re-visit that madness of selling our passports
    because a few are making the $$$$$$$$$. Many Dominicans do not care two hoots whether the country, with they in it, is sold to God knows whom?

    This is a very interesting situation in Dominica.

    UAE law allows for citizenship to be withdrawn for security reasons. Security reasons include calling for reforms and the government has used that law to effectively revoke the citizenship of Bedouin tribes effectively rendering them stateless. Where do these stateless persons go? Destination: Dominica. Who assists them to get there? Who pays the economic citizenship fee?Are they now physically present in Dominica?

Is just a matter of time before Dominicans start to sell their children.       Liz Xavier, you fail to understand the scenario here. The citizenship program as it is now is designed for people who just wants a second passport, but who is not interested in coming to live in Dominica. The only investment they make is the $100,000 to get the passport and that is it. Read the story again. They are not going to move to Dominica. They are in essence buying their citizenship for an “investment” of a 100 grand.

        Thank you for the information, you are right, I do not live in Dominica, and I am only in touch through what I read–I am a person who likes to stay on the positive side, for I know that this side does exists.

        Do not hold it against me for being who I am, the truth is that, what we keep in our minds, and call for it by our word of mouth, that is what manifests before our eyes–it is the truth; and people like you, may have seen its effects time and again in Dominica–what else can I say, but thank you for telling me

        Anyway as immigrants in Canada, people no longer get any papers–including landed status and a Canadian passport for free. While the passport is still only costing us a little over $100.00 at this time–but the price is quickly increasing, a landed immigrant status, to refugees, is costing those who are approved over $1,000.00 a person.

        In 1974 I entered Canada with my Landed Imigrant Status, which was mailed to me while I was still in Dominica–my aunt in Canada had sponsored me; Canada sent all necessary papers for me to fill out and return to them. Where are you going to see this kind of thing happening today? That is not possible, anymore.

        Unless a person pays $1 000.00 or more to become a landed immigrant in Canada, they cannot get a passport–because the passourt application demands that you write down your identification as Citizen of Canadam and yet landed imigrant status much happen first.

        I do not quite understand the price of $100,000.00 for a passport in Dominica, but I know that many people have travelled to or paid someone to get a passport for them, they illegally use the locals of that country.

        I know that for sure, because a friend of mine from Africa, tried to use me and my people in Dominica to get him a Dominican passport, because he had a lot of trouble getting his landed iimmigrant status in Canada. There are millions of people all over the Islands who will do that dirty work because of the money. The “love” of money is the root of all evil. For that reasonI told my friend no way!

        The news about this passport thing of the past, is Dominica, has been more than sickening to my mind, it has not sounded very good to me–but again I need to trust in God; He can deliver us! And He will; but at his time–not ours.

        I do not know about you, but I don’t see the above “conditions” as a reason for the Goverment to get rich, through the sale of citizenship, which will allow the immigrant a passport to travel. Immigrant status cannot keep a person in hostage at the place they received that status.

        Canada’s immigration policies are not yet costing that much–but I can still see that initiative as allowing people to come to stay in the country for its benefits.

        I mean who in their right mind wants to spend so much money, just to leave it and to go someplace else–where there is not guaranty. Remember that it is no longer a piece of cake to enter a developed country these days.

        Canada is now scanning for those whom they have allowed in the past, just in case there some kind of foul play through their application, and if so, those people will have to head right back to their homeland, regardless of the situation there.

        In my way home to Dominica in 2008, I met a man in Barbados, who said he was travelling to Dominica, and so I thought he was Dominican–he told me that he was living in Giraudel–where I was born and raised.

        We sat together on the plane, and so he told me that he had travelled to Barbados for A Visa to go the USA, but they he denied that Visa–I could not understand it. Apparently he lived in a guess house of my uncle, and as I spoke about him with my uncle, that was when I found out that he was not Dominican, he was from Haiti. No wonder he could not get a Visa as a resident of Dominica, regardless of whether he had a Dominican passport. I am saying that it is not easy for the common man–if you know what I mean.

        If it will work for the common man from Dominica, it should work for them from their homeland the same way–because by any means people have to state their Land of Birth. Canada even ask people for their mother’s maiden name–need I say more.

        But I will not deny that there is also a lot of corruption, by which the mighty men gets their own way; I am just convinced that those who think that they are so high up and untouchable, whoever they are, they will come crashing down at their appointed time.

        I am a holder of a Dominican passport issued to me in 2009. I commenced the process a year earlier. I had to provide an affidavit from the US police saying I had no criminal record. I had to pay for a US private investigator designated by the government to certify that I was no threat and pay $10,000 for the investigation. I had to take an AIDS and other health tests. And I had to appear before a government panel who questioned me very closely about why I wanted Dominican citizenship.

You can gain US citizenship for a significant investment. Just ask Rupert Murdock, the Fox News guy. He is an Australian.
        If there are abuses fix them. But do not prevent legitimate citizenship and investment. It is foolish. And it is blindly political. The opposition party issued passport too, as I understand it, and perhaps the same complaints were made of their programs.

    The program is designed to attract investors into the country. However, I think once these people apply for the passport and pay the required fee, that passport is used to get into other countries. We live in a technological advanced world it is not hard to get a count/idea of where these people are. We all know with their current citizen status (some) they will not be allowed in a lot of countries. Plus, if that article is correct with regards to the high number of immigrants … I certainly don’t see evidence of them living in Dominica which confirms my first point which is an entry to other countries. Honestly, I wouldn’t be surprised if the agencies tasked with attracting these “investors” do not do a proper due diligence check because the more applicants they get the bigger the commission. So money talks bull— walks!

    The government is ignorant of the recipients’ true reasons for the passport or pretend to avoid it because they want the money. My god, are we that desperate? Yes I know we need development, but at what price? These people are already causing countries to scrutinize all holders of Dominican passports which is a hassle and trust me I have experienced it and it is simply because of this program. Soon a lot of countries will ban entry with a Dominican passport.

    You just need to speak to a few folks from that area of the world to get an idea of their experience at the airport to understand why they would want another country’s passport. Not to mention — those on the watch list due to ties with terrorist groups and other illegal activities. While I understand the reasons for the program … the bad far outweighs the good which is why they should rid the country of this program because no good can come of it. Dominicans in the long run will suffer, but then again, it appears those in power are not thinking clearly about the effects of some decisions on future generations.

    Plus, can you imagine these people coming into Dominica and demanding rights as a citizen to practice their restricted faith especially those that degrade women? While I think we should all be free to practice our religious beliefs… some of those radicalized beliefs should not be welcomed in Dominica. I say leave those people in their country let them fight their commess with each other and their neighbors and find other ways to attract investments. Ties to countries with known terriost groups is no way good for Dominica. Leave dem middle eastern folks in their mess. I know it sounds harsh, but two seconds of the international news will give you an idea why. While I sympathize with their daily turmoil, Dominica should not have any associations specifically by selling passports.

      Passports should never be sold to people that are unable to use their passports to get to where they have to go. If a person is unable to use his passport that alone should explain that something is wrong. We need money but not that kind of money. I do not think our passports should be sold for that purpose. If you are an investor wanting to invest on the Island and is planning to live on the Island by becoming a citizen that is okay. If a person is not a citizen that person should at no time obtain our passport no matter what the cost is. I am sorry for us, citizens.

    I sincerely hope that the powers that be have reviewed the change in Demographics that come with migration from the middle east. While I am not against immigration into Dca, middleeasterners in particular brings a number of customs and culture with them that if not addressed from a “legal” point of view will have some serious implications. Some of the pressing one are;
    1. The demeaning of women (All women a second class)
    2. The introduction of more than one wife into our society which currently believes in one wife
    3. The holy day being Friday and they expect “everyone” to accept that position.
    4. The imposition of sharia law (According to the Koran)
    5. Muhammad is the last prophet and anything negative him is viewed as blasphemy and the culprit deserves death (by any means)
    6. The killing of muslim women who speaks to any man without the presence of a relative (honor killing)
    7. The construction of Mosks (Their version of church) in villages/ cities with blaring speakers calling everyone to prayer at least 5 times a day
    8. Their hatred/ intolerance for anyone who is non-muslim since non-muslims are INFIDELS (This is 99% of Dominicans)

    So here we have it. These points I hope will help the government look at Arabs/ Muslims more closely and enact legislation preemptively so that we don’t get caught with our pants down.

    I have not seen many Arabs in Dominica, contrary to the headline and the first paragraph of the story. In fact, sighting of an Arab is not frequent at all. We have a few medical students from countries close to the Middle East. That’s it.

    We selling our soul for money. Canada closed it’s doors on us, now we need visa to visit Canada but we still not learning. If this continues I am afraid Dominica will end up being a pariah state and we will not be able to travel anywhere without visa restrictions. There is a reason why citizens of these countries need visas and by offering visa free travel through purchased citizenship we are subverting the sovereign rights of friendly nations. Shame on our governments for such crass prostitution of our heritage, shame on us for allowing it.

      Will invest? The program was first structured so that investors had to invest before getting a passport now just say the word and thou shall receive a passport.

      Unlike St. Kitts there is no requirement to make an actual investment in Dominica in order to qualify for our Economic Citizenship.

    Hmmmmmmmmmmmmmmmmmmmmm. I hope that due diligence is done on all applicants and that we do not just give our passposrts awayd to rogues and criminals. We do not want to go back on the black list. Hope these persons do not use us to go to other countries where we are allowed visa free travel. Governmnet maust tighten that economic citizenship program

    As my mother used to tell me when I was small, if you don’t listen you will feel. This govt in DA will soon feel the repercussions of this economic citizenship nonsense.

    How can they in good conscience feel that is ok to sell DA passports to any Tom, Dick, or Harry out there?

      That’s the investment I guess…the $100,000. Guess that’s what the govt wants. Enough of those and it adds up??? Maybe I’m incorrect here, but from what I’ve heard, the UAE is a damn good place for expats to retire so I’m wondering why they want Dominica????

        Inter4esting observation. Once thet have Dpminican citizenship they are free to aquire as much property as they want here without having to pay the 10% extra tax of the purchase price or being restriced to the acreage they can buy that would apply if they were aliens. They are also free to vote in our elections.

      Very good question. However, there are a number of authorised agents promoting this programme,for which they are entitled to charge hefty fees, which are not subject to tax if the agent operates thru. a separate off-shore company, not registered in Dominica but incorporated in a tax-free haven.

      No they write the cheque in the name of ROOSEVELT SKERRIT!!!!

      So i guess Roosevelt Skerrit is the one processing all the documents as well, so no need for the treasury, or Immigration Officers or Lawyers license to sell the program….

        Well Joe should tell us or show us the effect of the gross immigration that is highlighted in the article. If we don’t see the benifit Joe it is reasonable to assume that the basket has a hole in the bottom.
