Gov’t cannot meet wage demands of DPSU – Chief Personnel Officer

Irma Edwards (Photo credit: GIS)

The government of Dominica has made its position known that it is unable to meet the increases in salary and wages for public servants as demanded by the Dominica Public Service Union (DPSU).

At a meeting on Wednesday, members of the DPSU rejected the 1 percent increase offered by the government and gave the deadline of December 14 to conclude negotiations ‘amicably.’

In a letter to the public servants made available to Dominica News Online, Chief Personnel Officer, Irma Edwards, said while the government wishes to offer the best possible wage/salary to its employees account must be taken of the fiscal and economic challenges facing Dominica and other Caribbean islands.

In the letter, Edwards said having emerged from the fiscal crisis of 2002 and 2004 the government cannot take “steps in respect of salaries/wages and conditions of service which are non-sustainable and which could contribute to driving the country back into a fiscal crisis.”

“Government is cautious about approving any additional measures that would cause the country’s fiscal and economic position to reach a precarious level and so affect the lives and livelihood of the citizens of the Commonwealth of Dominica,” Edwards wrote in the letter dated November 16.

In A.D. 1856, Alexis de Tocqueville observed that the French Revolution was paradoxically both ”so inevitable, yet so completely unforeseen”. That social upheaval could not be avoided, and yet virtually no one saw it coming. Could the same be said of today’s Dominica? 8)

Give them what they are asking for. Lay off all those who are finding time to be at the hair dresser or just sit around because they do not have enough work to do. Lay off all those who are supposed to be on the job at eight and are there by 11 or not at all. Then we will have more productivity and a public service worthy of payment.

Some people because of foolish pride would rather wear long pants to cover up a stinking bobo, walk around like all s well. At one point that bobo will break you down ad gangrene will set in followed by amputation. The sent of the bobo is now becoming unbearable and something s about to happen the red long ants can no longer hide te bobo.

” Learned men some have been known to be disrespectful of authority of God first and foremost. Because most of your comments are very distasteful and disrespectful of those in authority. Render to Caesar what is to Caesar. Wouldn’t you want persons to respect you”

All of the above is trash:

Madam/sir, whose name is nothing more than a bunch of question marks, let me say I find it very difficult to respond to your series of rambling words which make absolutely no sense. I see you mentioned Francisco in your comments, I do not know if you are referring to yours truly: Nonetheless, I have difficulties understanding your concerns or logic.

All I can say is this, I give every person their due respect, however if your rendition or definition of respect is to kiss the butt of any politician, or support the foolishness, and any bad decisions a politician make, you are addressing the wrong man.

I am a grown man capable of recognizing crap when I see it visually, or read it in print; you to me does not possess such abilities. Therefore I am here to tell you even if I am in favor of a certain politician, be it Skerrit, or in the day of Edison James, whose blood runs in my vain to Gloria Shillingford, whose late father was my uncle, and my late mother who was her aunt, to Norris Prevost, in the opposition who just happens also to be some cousin, when these people screw-up if you are anticipating that the kid will, or would lapped my tail between my legs and bury my head in the sand, say nothing do nothing, then you need to admit you do not actually know me at all!

That is not the kind of politics I play, I am not too concerned about the politics okay, my concern is ” Dominica” and what the politicians and people of the country can or should do to improve the life’s of the people of the country.

As far as I am concern your ambition is to keep looking up into the politician face, and bow to the honorable even when what the do keeps you poor!

If I have something to say to say anything personal to Mr. Skerrit, I know how to contact him, he has given me the privilege to do that, but even at that I will not say feel good thing to him simply because I would like to remain in his favor, and I am sure he would appreciate hearing the truth, because if we speak the truth, and in doing so object to what we believe in wrong in the country, from our thoughts he or any other may find themselves in a better position to make the more appropriate decisions, and serve the people of the country better.

Your scenario of respect is flawed, you are just a coward kissing up to the patricians, and could care less about the plait of the country.

I am not looking for respect from you or anyone, I simply deal with matters as I deem fit and be truthful about it and could care less who the truth hurts.

Now call me a dog if you wish; I do not care oui:

Skerrit travels to Viellecase with four(4) gas guzzling vehiecles every day, isn’t there a cost associated to this. Skerrit gave loads of money to the Market Vendors, the tourist vendors, the BNTF, TO PARTY SUPPORTERS, 8 mILLIAN TO LIAT, 1O years of wednesday clinic distributing funds to the islands most underproductive, and the list goes on and on dont forget the money given to Anguila. I wonder how many civil servants love their stadium and state palace and all the roads that are not feeder roads?

I wonder how many of the civil servants admire Skerrit’s mansion and Blackmore’s mansion and Austrie’s mansion?

That’s where their salary increase went.

There is a global economic crisis. It seems that some Dominicans believe that Dominica is so unique that the said crisis doesn’t affect their country.

      November 23, 2012

@antedote for fools – You obviously don’t pay attention to the “wise” words of Roosevelt Skerrit in the news.

Skerrit in the past has said Dominica is basically doing so well that the government is even lending foreign governments money. While the outside world is struggling, Honorable Skerrit find the best way to use a $27 millions loan is to build a state house. So many critical things are deficient in this country but Dominica’s most backward thinking government ever is not overly concerned about the priority needs of the country.

What economic crisis dat…..Stuppessss!! Skerrit say Dominica is doing just fine.

      Labouuuuuuuur……………….!! Labouurrrrrrrrr……….!!

      • November 23, 2012

It is good to critique sometimes, people have their right to do so, especially in a democracy. However, in doing so we have to be careful not to condemned some of the sound progress the country has made, be it in the era of the UWP, DFP, or the DLP.

As far as I am concerned the State House is expensive, however it is essential; since every country in the world must have a State House, that is traditional! As for the Sports Stadium that too is also something that was long overdue, it can become a revenue generator!

Sport ventures such as International Cricket played on the island can indeed help to generate big money, our problem is that we do not have the Hotel Rooms to support such ventures, If we are talking about only six hundred guess house rooms on the island at the moment. Assuming five or ten thousand cricket fans would like to visit Dominica for a five day test, we have no place to accommodate them you see.

Our greatest problem in Dominica is that our priorities are not set right, if we have the ability to attract international events, we should already have an International Airport operating on the island supported by at least five thousand, or so Hotel Rooms, this means they could come through a couple of tourist resorts, but without the ambition, and not able to attract any International chain of Hotel operators to the island we lag behind in areas that could generate revenue for the treasury, and income for working people.

The Stadium ultimately should pay for itself.

Finally, it’s okay to say that Skerrit said Dominica loan money to foreign countries, what you did not say we did not dispense hard cold cash in dollars and cents, what Skerrit did was allow Antigua, and I believe to other islands in the Caribbean to use Dominica’s credit to borrow money from I believe the Caribbean Development Bank; that is an arrangement between the islands of the Caribbean.

We, our country has utilized the credit of other islands in the Caribbean to accomplish the same as Antigua and the rest has.

That is not a big deal, and it is not as bad as it sounds. If we remain silent and do not speak up nothing different will be done. However have to be careful not to make it sound worst than it is. Everyone of us should protest when one government looses power, and the new government comes along and destroy, demolish, what the loosing government already had in place, because when that is done it sends the country backwards.

As a result of such actions, Dominica exists without an International Airport; if only the Labor Party did not shut down the International Airport the UWP was building we would not be worrying about LIAT in 2012.

No, Dominica is not affected by it. We have a 27 million disgrace going up right in our faces. We have one of the largest governments of all times, and careless and ruthless spending of our resources by politicians. How are you going to convince public officers that have been the sacrificial lamb for so long that things are bad?

The clerks in the ministries are more competent and qualified than some of the people on those statutory boards on contracts making top notch dollars. The system is just very unfair a lot of wickedness going on and that Skerrit administration cannot and does not have an interest in running this country the right way.

so why governement increased their own salaries by so much a few years ago? how comes we have so many advisors advicing each other ? how comes the Pm traveling so often and the economy still bad?where are the economic benefits the great stadium brings to us to help the public purse? If we were doing so well better than many other islands according the the PM himself how comes we drop so low so quick? All the alleged tax evasion tactics employed by the governmnt ministers and followers ( Lawyers)to withhold land acquisition taxes why dont we try to collect all these moneies, We cant afford to get an increase in salary yet a 30 or so million dollars state house is being built that wont bring any worthwhile economic benefit to the country. Agriculture is still our major industry and because it is in this state the country must suffer .

    DNO Admin,
I think this is a good subject / topic we can have a poll to judge whether the DPSU or Government have the public support for their respective positions.

It would also be fair and balance to publish the letter from the DPSU to Government (I am not sure if it has already been done, but I can’t remember reading it) so that your readers could get both sides position and then pose the survey question.

Hope you take this suggestion as this is a subject of national interest and of most importance which needs to be discussed openly and widely in a civilize manner.

Canada, one of the only countries with the budget surplus in the last 5 yrs , its federal govt is laying off 1000’s of employees..
Our people better realize that our goats has always secured there jobs many of which are unnecessary but yet kept.

govt employees in many cases are simply wasting money. they are not performing but want increasing.

I would lay off the dead weight and increase the pay of the hard working, producing, and efficient employees.

the Govt work force is too large anyway , and most of the offices are over staffed. lets cut off the extra weight and offer competitive wages to our top performers.

We are a developing country, and our pay structure needs to be one that motivates productivity and reward results.b Maybe then we would see better customer service in the public sector and work would get done.

My Fellow Dominicans, the Triumvirate has asked me to address you again today, specifically to express my solidarity to public servants and to erase any notion of their non-productivity that may have been conveyed in my earlier communication.

My fellow Dominicans, you will understand that it has been very difficult for me and for anyone in my administration as lay people, to refute entirely the findings of our world-renowned paid consultant who conducted extensive qualitative research on the productivity of public servants and is himself the epitome of productivity. Let not your hearts be troubled – the salary increase will occur but more likely in 2014. Have a little patience.

I am counting on the kind generosity of Fig Root and every public servant to accept my sincere apology. Your votes are very important to our cause. As you know, I have been ordained at our National Day of Prayer a few years ago to move this country forward. I am the key to your brighter future and the bulwark against the return to the chaos of the bad people.

Everyone here seems to forget the 4% and 3% stabilisation levy that other persons sacrificed on behalf of the Civil Servants as well. We made the sacrifice ourselves (we were not Civil Servants). Can’t the Civil Servants make a scrifice themselves. Did you all forget the early 2000’s when we not being CS di did not make the 4% / 3% a problem. We welcomed the levy – we didnot want anyone of you to lose your job.

Come on please do not be ungrateful. Time to pray and repent of our sins, so the Lord will pour a blessings over our Land so the Gov’t and Private Sector can give all of us at least the 3% increase. I have not had an increase in the last five years. The Gov’t agreed 3% for 2009/2010, 1% for 2010/2011. And the non salary measures costs money too. 1% for 2011/2012 as opposed to 2% proposed by the Union. Please be objective and think. As I said before non salary components (Travel, benefits etc) costs money too and it exceeded 1% so think about that thing objectively.

    My take on this.

the political people, I do not care what you say. I don’t bother as I have not insulted anyone.
All those who are just talking and talking, the letter states (pls read) that the Gov’t agreed for 3% for 2009/2010, 1% for 2010/2011.

Let us turn from our lying, hateful and slandering ways and love one another as God loves us. When we do so, we will desist from those ugly comment we make when we should be discussing like the humans we are supposed to be.

    And can it be…

My Fellow Dominicans, please lay off your attacks on the Chief Personnel Officer. As your Finance Minister, the buck stops here.

First, I want to assure you that your government is not insolvent. As you are aware, the last administration under the “Architect” was responsible for the high inflation and terrible wreckage of our economy. My government is still working to reverse that damage and during the last 8 years the whole country has seen how super I have been. Our transparency is impeccable and our economic reforms are working. More importantly, there has been no explosion of corruption under my watch. The bad people may try to tell you otherwise; do not listen to them. They are trying to usurp our authority but they will not succeed.

For me personally, I have not made a dime in government. Just look at the modest house I built!

To the public servants, let me remind you that you are not here for the money; as it is you are already very well compensated. But, it’s not like you are so productive anyway. Just ask our paid consultant. Please understand that Government has your best interest at heart. Let me close by reminding you that who Jah bless no man curse.

Honorable Skerrit has said the state house will be a “source of pride” for Dominicans as all other countries have a state house. Hence the reason for its construction right now. I mean really……..this is the kind of nonsense Dominicans allowing in their country? Realllyyy?

yes, he really inherited a beautiful country that is why he could get the salaries of the ministers doubled plus also give them a further $1000 in “health insurance” allowance per month.

Btw there was no time in the history of dominica when civil servants did not get paid. the only thing closest to that was when the labour party (who came without a plan) crashed the economy after sailing aimlessly a full 2 years after uwp left office. Then payments was late for a few months

How quickly they forget. They should be residing in Canada and also the U.S. It is not rosy here. Income is not increasing but everything else is increasing. Employees are fortunate if they get a one per cent increase even being unionized.
Canada has three levels of government, Federal, Provincial and Municipal. Those who reside in Canada know this too well. All have been cutting costs, decreasing departments/services and laying off staff by the thousands. If civil servants get an increase in salary, it is a minimum amount, spread out over a few years. Other employees of private enterprises are experiencing the identical situation. They may be fortunate if they get a one per cent salary increase.
We are trying to live with it, be satisfied and make the most of it. This is why we love “Sales” and “Purchasing Sale Items.” We look for those sales; some search for them. We live for them. :)
I got a few flyers in the mail. I have not searched through them yet. We have until Thursday next week to purchase sale items, be it groceries, if we are in need of them.
We should be satisfied with what we have. If salary is increased, so is income tax. Someone informed me that he got a measly increase, his income tax increased and his net salary was less than previously. So much for a salary increase. I would like to tell them where to put their measly salary increase. They are better off not giving any. When we cannot do better, we say no matter. Why fret over it?

Whatever justice and truth you are, Dominica’s population is less than 70 thousand, whereas Canada’s is over 33 million, so shut the hell off, also as far as i know when someone losses their job in Canada they receive employment insurance for a number of months, Canada is not a struggling country like Dominica, ans as you and i know if skerrit was a mp in Canada he would be in one of your jails in Canada

Continue comparing that sink hole island Dominica with other well developed countries, we are not in Canada we are in Dominica, what skerrit is doing on the island, your premiere and PM cannot do the same in Canada, because Canadians will do all they can to remove them from office, also jail them, once again shut the hell off

I applaud the CPO’s decision to make public the government’s position on the matter. This initiative will enhance transparency and should result in a greater understanding in the public of the current impasse. Thanks. I would urge that other department heads follow suit when possible.

Of course, no matter how much explaining is done, many person will choose not to understand or accept reality.

In some private organizations in Dominica and elsewhere, employees either accept a wage freeze or a reduction in salary in order to save their jobs. This is usually done once the employees become aware of the financial plight of the company. I think the DPSU should consider a wage freeze while accepting other non-salary emoluments.

Yes, «things are hard», and no one should forget the immense patriotic sacrifices that public officers made to help resurrect Dominica not long ago; sacrifices that they continue to make. However, what would be better TODAY, 2012: Fiscal prudence or increased salaries and non-salary benefits that the island cannot sustain?

Leave out the emotions and the empty slogans and think.

Yes Peeping Tom I agree with your comment. Thumbs up to Peeping Tom and I was just commenting that we are very ungrateful that we do not thank the Lord for small mercies. We have retrenchment all over the world. We are spared this here and this we must be thankful too. We must turn frm our wicked and selfish ways and thank the Lord for where we are. We must pray for our nation and our Government and also the Opposition too. So the Lord will heal our land when we do repent and love one another. Then the blessings will come pouring down and the Gov’t will be able to give at least the 3%. Gossip and slander has taken the order of the day in our land. we disrespect authority and you what this means we disrespect our Heavenly Father because he has asked us to render to Caesar the things that are Caesar’s. What we demonstrate in our land is what we demonstrate to our Loving Merciful Father and I know he is not pleased. Let us not follow the other countries but let us become the land of love, the land where we fear the Lord. The fear of the Lord is the beginning of wisdom. When we fear the Lord, we will obey him, we will stop slandering our fellow bro/sis, we will love one another. We will ask forgiveness for the wrong things we did and said about our fellowmen and we will replace with love of one another.

Let us turn from our wicked ways, thank and honour our heavenly Father, obey his commandments, be thankful for life and our country, go the love way and pray for one another so our land will be healed

        @???????????

I did not plan to comment but I cannot pass on yours here. I say Amen to everything you said above, but that quote here gets 100 thumbs up! Also for you “Peeping Tom”, you are right on with your say above as well. I just wish the majority of us could those two important points.

What a great difference it would be for us in Dominica, if we just make the U Turn to look and see how blessed we are, that we might give the honors and the merits to our Lord God. Our gratitude to Him is the way we give Him delight and He loves that about us.

It is true; the more we are humble, patience, and thankful, the more our Lord God gives us the reason to glorify His Love in us.

Yes indeed! The 3 or 4% wage increase, which we are asking for, can only happen by God’s will, even if He gives the privilege to do so to our Government our Dominica—but do we understand that. That is the reason we start to fire at the Government—bang here and boom there—what good is that doing?

God Almighty is a Living God; He knows our needs, but we have to be faithful and trustful to His ability, and His plan for each one of us, as we pray and wait on Him to guide us, through faith–we cannot push Him to function at our time and demands—or else we are making matters worse.

Solomon had it all, pertaining to wisdom, understanding, and knowledge of God Almighty. Because of his humility as a young man God blessed him with every thing a person would ever need in Life.

He was a rich man, with 700 wives, and 300 girlfriends; there nothing that Solomon could not have at the palm of His hands–as soon as he called for it.

But Solomon learned a good lesson when he turned away from God, ending a state of depression, where he saw that everything he had was vanity. Vanity of vanities, Solomon said: All is vanity!

After Solomon had gone through 12 Chapters, writing abput his depressive state of mind, at the Book of Ecclesiastes, he had a final conclusion. That conclusion said: Fear God and obey His commandments, for this is man’s all.

In other words, if mankind would learn to live with reverend fear of the Living God, of Spirit, Truth, and Holiness, through His Person of Love, who is Jesus Christ, and to obey His commandments, Life would have been a joy for all of us. But who can understand this? According to Jesus Christ, only a few!

        @ JOE

Some of you do not utilize your common sense if you have any. Dominica is not a rich country. I think that Dominica is just getting by. Recall the loans which Dominica got.
Pertaining to civil servants getting paid before you, this should not be a surprise and you should not worry or concern yourself about it. Some employees in other countries get paid earlier than others. Granted, they are not paid once a month but could be weekly or bi-weekly or every two weeks, the latter, depending on the number of days in the month.
I do not think you can go wrong in voting for the Labour Party. You know what you have but you do not know what you will get. When you vote, vote wisely. Leave your emotions out of it.

Joe, how about next move is “going on strike”?. “180 degrees Saverin” employed that tactic very effectively more than thirty years ago and, if according to your inference the Govt. can pay, the workers will surely be successful this time too. All they have to do is to remember Saverin and follow his example.

      • November 23, 2012

        @Justice and Truth

This time you misunderstood the commentator who is Joe. I see him responding to the person who is saying that: “Things could get so bad in Dominica, that people would not be able to aaford to go to work” But that to me, is an exaggeration, another negative mentality speaking against the development of our Dominica; how can we ever see prosperity with such mentality?

So Joe explains: “It is not that the government cannot pay its employees, for they receive their paychecks, quicker than he receives his from the private sector where he works.

Joe explains that the government cannot meet with the demands of its employees, 1% increase is all they will receive at this time. I can see his point, and I would also give him thumbs up.

Irma advise your superior to cut the cabinet to 7 this will save aproximately one million, reduce the inefficient advisers whose work has only made DA worse, cause those civil servants who have 2 hundred, 3 hundred days leave send them on vacation leave immediately(that shows your inefficiency in not managing the service) or forfeit the excess leave due, appoint persons to acting positions, place all govt forms on computer thus reducing the cost of paper purchase. These measures would yield over 2 million dollars. You jerkers and shirkers its time to move out of the way. Public officers stand up lets fight against these wicked people bringing us into more poverty.

Oh! yes I agree with u ,as there is too much spending by the labour force. The cabinet should be downsized, they should curtail all these LPO’s being spent for petrol for govt. mins.who use govt’s vehicles.

In St.Lucia if a govt. vehicle is seen driving after 16.00 hrs.and its not Prison, police fire man or ambulance , the driver could be arrested if they do not have a resonable cause, other wise all govt’ vehicles are parkes at Govt Hqtrs.

I think that dominica could do the same. I’m seeing too many govt’s vehicles on private farms on weekends, on the beaches durind holiday times and disco bars on weekends, we all are paying for these petrols

I could remember during the reign of the UWP govt. a few ministers had govt’s vehicles using, not all the ministers had govt’s vehicles. I could remember the opposition at the time were complaining about the use of govt’s vehicles. Now all ministers are driving a govt. vehicle I would advise the govt. to sell some of these vehicles and give milages to those ministers who are qualify

I’m a strong supporter of the Labout Party

And for those of u calling fro smaller cabinet, b developing country need that size of cabinet to accomplish the vision.

the majority supported him… so my friends though i forgive u all… it is obvious that you all had serious hand in putting this rogue regime in power… the country dead brokes, your children hungry, bank calling to get paid on mortgage, courts threatening to pick up the fridge while these men make their pockets fat… while disrespecting our ladies who come looking for jobs…. well there you have it…. this gov’t is incompetent and can’t manage the country… question is….

We are told that the Skerrit Labor Government cannot meet a significant increase to public service workers. They must show the public service workers that they are serious. They must cut the large cabinet and advisors. They must close the red clinic and invest the money in the re education on out of school young people to learn different skillful trades. They must cut the regular traveling of ministers especially the Prime Minister. They must stop paying the large amounts of insurance premiums for the ministers, they can afford to pay their own premiums. They are about to receive about US$40M from the world bank, invest about US$25M in feeder roads and agriculture. Finally, show good faith and sympathy and take a 10% pay cut off the ministers of government, them SUVs that are gobbling as much gas as water flowing in the Roseau river, get rid of them and use regular small vehicles. If the Government use my recommendations it will save approximately $10 to $20 million a month.

The civil servants are called to sacrifice whereas the ministers, cabal, senior counsels, siblings of ministers, ambassadors, special advisors they live a lavish lifestyle funded on the backs of the very same civil servants and the minority tax payers
Let’s see how long this government is going to use the 2008 economic crisis to cover up their failures. What have they done since 2009 to counteract the economic crisis. I would like to think that they acknowledge the mistake of back benching the agriculture industry . But noooo they were still busy provide tariffs for their friends to import fruit juices, providing LIAT with entertainment spending money, still used a $27 million loan on a state palace which one say is for pride and another said for tourist attraction, still selling our passports without due diligence and no investments.
While stimulus measures were essential to the survival of the economy the $27 million loan was used to create jobs for Chinese. Now this government and supporters are asking civil servants to sacrifice.
Now that the Venezuelan and Chinese Christmas and Birthday dollars are done we are asking – what is next? Didn’t they realize that those gifts are not the gifts of perpetual giving?

  80. November 22, 2012

Everyone of us Dominicans knows that ours is a very poor country, however, I believe our country should declare bankruptcy under the present circumstances!

When I read of a 1% increase in salary on any amount it is laughable, nothing than a joke: assuming that an individual monthly salary is four hundred dollars per month, a one percent increase will only add four ($4.00) or there about to the persons monthly salary; that is $400.00 X 1/100 = 4.00, we are not talking abut plenty of money here.

A person in the case of a government minister working for approximately twenty-five hundred dollars per month receives an increase if 1% he will only get a matter of a twenty-five dollars increase.

What happens to the person working for less?

A one percent increase on a four hundred dollars per month amounts to forty-eight dollars per year, what is that?

You see our people will forever be at the bottom of the lather economically because we are all contented with the status quo, if all our nations revenue depends on the importation of merchandize, and the sale of stamps, and departure tax at the airport, driver license fees, and such mediocre sources, there will never be enough to pay civil servants.

A former, discarded prime minister of Antigua pension is more than ten thousand dollars per month, a retired civil servant in Barbados depending at what level they retire makes about seven thousand dollars plus per month, research it and tell me if it is not time for something to happen in Dominica in order to cause the island to prosper

    What a joke!

Your comment this time makes absolutely no sense.

      Here is a hypothetical scenario

I am your good friend and I need $500 you may be able to afford it and go to your bank account and get me $500. However, if ten of your good friends come at the same time and ask for $500 it may be very difficult to accede to your friend. You may decide to give each friend $50.00.

The same scenario applies to government. 1% of a wage bill of over $150 Million is a great deal for government to get in these hard economic times. I hope you get my drift.

      • November 22, 2012

Nicholas, perhaps you did not quite understand my point!

A one (1%) percent increase is nothing to talk about considering the small amount of money people work for in Dominica; I understand your scenario about the five hundred here and there, but a situation exists where unless the economy is improved, salaries will remain stagnant, the worker will never get a substantial increase in pay.

How many civil servants we have in Dominica, if by any chance we cannot afford more than one cent on every dollar a person earns, that should tell us that something is wrong, and whatever the problem is in plain view, so how do we correct that?

Dominicans do not like the word industrialization, but unless we industrialize, and encourage investments in ventures of manufacturing and exporting into a global market our situation will remain the same. Buying and selling is the most effective way to make money.

America, is the wealthiest country in the universe, however, America depends on tourism, and also the manufacturing of products exported all over the world. In Dominica, the mind of all is to seek loans, here and there, talk about tourism and does not go beyond such talk.

Talk alone cannot generate revenue. We can boast as much as we like about Dominica is this and that, however, it is times like these we come to realize how short we fall with no actual spending power at all.

There are people on government welfare in some parts of the world who makes more money than government ministers in Dominica, and what you read about what some retires and abandoned politicians make on some Caribbean islands are all true, so you should use such information as food for thoughts!

And by the way if Dominica declare bankruptcy, the IMF, and all our debtors would be obligated to forgive, or illuminate or debts completely.

Happy thanksgiving, this day is equivalent to what we called Harvest in Wesley, that’s a Methodist thing.

Francisco this is the sign of a bankrupt state. I would say it is time to bring in the sherif to put the locks on and put this country up for sale.

Allof you who are so politically minded, that your commonsence is clouded. ???? I have said it time and time again. Are you all reading or hearing what is happenning worldwide. Some of you who profess to be smart though lack commonsence and shame, you are the ones whom the masses look up too to guide them. Most of you start insulting one another when the discussion at stake is pure commonsence that is required. Some of you use hypothetical scenario without the correct facts. What is the Wage bill? 1% is not much as per percntage but it may be a big figure when added to all those who will be receiving that 1%. MOTS what has this government done to you? Now Jude made a good point. Most of you have forgotten or choose to forget the World Economic crisis experienced right now and as I said one would expect persons like Francisco and the others – MOTS included (University and College Graduates that you are) would be the one to be objective and enlighten those not so smart as you but instead you tend to hit at the Government. We are all the Government and we need to make meaningful suggestions not lambaste one another. You guys seem to lack common sense. Being educated without the application of common sense is disastrous. I think that one has to be careful in this hard economic times.
Emancipate yourselves from political slavery and apply objectivity together with common sense and let us move from there and have meaningful comments. Above all and foremost, let us put God in this as well. We have been so ungrateful to the Lord. We have failed to thank him for so many favours and blessings in our land. We have instead been so mean, selfish, jealous and thrive on slanders, lies. We repeat what we hear without any facts at all and this is gossip which is not good and has been spoken against in the good book.

Well this is my take on this and now I am not bothered about your bashings and insults as well. Learned men some have been known to be disrespectful of authority of God first and foremost. Because most of your comments are very distasteful and disrespectful of those in authority. Render to Caesar what is to Caesar. Wouldn’t you want persons to respect you???

        @???????????

        Amen and Amen again!

You mentioned above that someone may be using your blog name–I know that is true. But don’t worry about it too much, people like me, who read your comments know it is you and when it is not you.

People can used 100 different names behind walls, but their sentiment comes out the same way. I read a comment, with that same identity as yours above, and I know that it was not you.

Also, when I know it is you and if I am going to respond to you, I don’t type your identity, I simply copy it to my post, that is to say that I have no idea how many question marks are their, even if you should use less, I will still when your write-but you should change it at all, make sure you use more not less.

You said that: “Being educated without the application of common sense is disastrous. I think that one has to be careful in this hard economic times”. I say Amen to that piece!

Among all that you said above, which speaks my sentiment exactly–this piece here is the one of which I am giving you 100 thumbs up as well. Way to go, my lady, because I am sure that is who you are from you comments of the past. Email me at [email protected]–let us talk personally for at least a while.

It is only in “your world” that a civil servant earns $400.00 a month in Dominica.

I left Dominica since 1974 that is 38 years ago, I was teacher there, when I left–so I am sure that your payment to me as a teacher in the year 2012, is unfounded in every dark corner of this world–much more for in Dominica.

When I visited Dominica in 2008, my sister’s husband worked as a leading mason, who employed a few men, my brother is one of those men. My sister’s husband paid him $350.00 a week–that was four years ago–, that would add up to $1400.00 or more for the month. Imagine my sister’s husband’s own payments from his contractors.

How can you think that a civil servant in Dominica would only earn $400.00 or less in Dominica–a box of chicken legs for a meal of four or five people, from Astaphan’s grocery department cost over $30.00 in 2008.

They must be selling their goods because Astaphan’s Shopping Center has been there long before I left Dominica in 1974, in 2008 they are bigger and better.

Where do people–civil servants–get the money to build those lavish houses which I saw everywhere, in Dominica when I was there in 2008? And if they are the poor ones in Dominica, whey take a job with the government at all?

Why can’t we speak with some sense of reality and perseverance for the sake of development for our Dominica and her people?

It is possible that we have held on to that negative mentality for so long, that we have crippled any hope for growth and bitterness for us and our homeland, whether we are here, or there in a land which do not belong to us?

I know for fact, that many of us who are there, in the lavish lifestyle, of a land which do not belong to us, we do not plan on returning to Dominica at all–not that there are not reasons for that. People get stuck in debts that keep them at a standstill, at the place they got involved in those debts–that is just one example.

Unfortunately, those people are the ones who is mouthing Dominca down, much more forceful because they have no love for their homeland.

So why don’t they just shut up! It is not fair, for those people are promoting fear in the minds of those who vulnerable, in literacy, wisdom, and understanding–indeed, that those kinds of feedings are very bad for us.

Explain the plan for a general election if the courts rule against Skerrit and Petta.
Preschool maths : 5000 civil servants with an average salary of $1500 per month. $15 increase would cost the state less than $100 K a month. My god if that is the best the country can do it is time to throw in the white towel. Fail State seem like the appropiate phrase.
Note the estimated 5000 civil servants maybe an exagerated assumption.

    Irma Edwards,

You talking about fisical and economic challenges facing DOminica.

Did YOUR government take into account the fiscal and economic challenges facing Dominica before it did the following

    1) INCREASE THIER SALARY BY 54%

    2) PUMP 8 MILLION DOLLARS OF TAX PAYERS MONEY INTO LIAT. A COMPANY THAT NEVER MAKE A PROFIT IN THE 50 YEARS IT IS OPERATING.

ALL YOU THEM PEOPLE THEREW WILL SUFFER, BUT IS LATER.
