UPDATE: Gov’t signs contract for resettlement of Petite Savanne

The government of Dominica has formally signed a contract for the building of houses for the resettlement of the people of Petite Savanne who were displaced by Tropical Storm Erika.

The government has bought about 49.6 acres of land in Bellevue Chopin for the resettlement, and over $2-million was paid for that acquisition to resettle the residents.

The contract was signed with Montreal Management Consultants Est (MMCE) at the Financial Centre on Thursday.

Minister of Housing, Land and Water Resource Management, Reginald Austrie said the ceremony marks another tangible milestone in the delivery of a promise by the Dominica Labour Party (DLP) government.

“Almost immediately following the ravages of Tropical Storm Erika on August 27th, 2015 the Labour Party government of Roosevelt Skerrit made a deliberate decision to build back this country better and stronger. So today’s signing ceremony marks another tangible milestone in delivering on that promise to the people and in particular the residence of Petite Savanne,” he said. “I believe that we should throw our minds back where we were 10 months ago and where we are today and make a determination as to the progress that we have made.”

According to him an estimated 283 families were impacted by the storm, forcing the dislocation of some 823 persons of the Petite Savanne community.

“That is to say that the dislocation of 283 families of that community representing 1 percent of the registered 26,085 national household,” he explained.

He stated that MMCE proposes a design that would meet the residential, commercial and communal requirements of the community to be resettled.

“One of the key focuses of the proposal development will be on the residential need and according to MMCE proposal, 87 percent of the land use will be targeted for housing, 12 percent for commercial use and 1 percent for communal use,” Austrie explained. “That would include community centre, farmer’s market and cemetery. The proposed land use development will be broken down as follows: 316 residential units, 45 commercial units and 3 communal units. The 316 residential units will be further broken down as follows; 51 single bedroom units, 146 two-bedroom units and 73, three-bedroom units and 48 four-bedroom units.”

National Security Minister, Rayburn Blackmoore, who represented Prime Minister, Roosevelt Skerrit, said the intention is to develop a holistic plan to design modern communities in response to the needs of the people.

“I think that it is worth underscoring that we take so many things for granted in this country, that the resettlement of people into new communities is a huge undertaking that every step has to be taken to get it right,” he remarked. “It’s not something you can rush into.”

He said the government expects to meet with the community of Petite Savanne in the coming weeks to discuss the proposed plan, “and to get from them their ideas and feedback which will be incorporated, [some of them] in the final plans.”

Blackmoore indicated that a minimum of 200 Dominicans will be gainfully employed during the construction phase of the project.

“Persons skilled, semi-skilled and un-skilled get ready especially people from that catchment area- Grandbay, Petite Savanne, Dubique, Pichelin…,” he noted.

On behalf of the government, he thanked the people of Petite Savanne and has commended them for demonstrating a sense of patience in trying times.

Meantime, Chief Executive Officer of MMCE, Dr. Anthony Haiden said he is proud and delighted to be part of this initiative.

“Since September of 2015 we’ve been working very hard to assist Dominica to recover and rebuilt beyond Erika,” he said. “Communities were displaced and left without any homes …”

Dr. Haiden indicated that the MMCE intend to create a number of jobs through the local contracting and building industry.

“That is the vision that we have,” he added. “It is a very unique project; it gives directly to the people of Dominica…”

According to Dr. Haiden revealed that a press conference is expected to be held on September 30, 2017 in the new community of Petite Savanne.

The cost of the project was not given since it was said it is still in the “conceptual stage.”

It will be funded by the Citizenship by Investment Program.

Construction is expected to begin on the July 1 and is expected to last for one year.

Local contractors, including Anthony Leblanc’s Ace Engineering, are involved in the project.

    Is Dominica really a fools paradise? Such a complex project,still in its conceptual stages that requires planning and financial approval once the concept has been finalized, that requires the scope of works be agreed upon to be packaged and advertised for open tender among local contractors;
    So that such tenders can be evaluated and the best tender(s) selected. You mean all that can be achieved between June 17th and June 30th resulting in a start date of July1st with a completion date a year later. Real voodoo at play here boy! Meanwhile right next door prefab Petro Case houses for Dubique are on ten months going however such a complex project can be completed in 12 months. Where a Morrocan Hotel originally scheduled to take 14 months to build is now on its 5th anniversary same like the Petite soufiere link road. The Marigot hospital 2012 concept and we in what? 2016/17? Garcon Dominica nice boy, Dominica is indeed a fools paradise.

    Does the Petite Savanne residents have to pay for the houses? How are some of the elderly going to pay for the houses. What about those who had mortgages what is the government doing for them and those who used their saving to build their house cash? Why is it that the Prime Minister never ever had a meeting with the residents? Why Doctor Darroux was left on his own to meet with the people?
    At what cost do the residents are going to get the houses seeing that is our Passport monies that going to pay for the project? while other people just there getting rich on the sale of our passports and not contributing one cent to the Development of Dominica.

    this is fantastic endeavor. It will bring employment and be an example of how to architect a village. Most of the villages in Dominica were not planned nor designed, which is why they don’t take into account parking, traffic, water, electrical and telecommunication lines!

    There will be negativity especially from backward people, its a fact of life if they don’t change their mindset and way they will inevitably be left behind!

    So tell me why on God’s earth would it be a good idea to rename our beautiful village of Bellevue Chopin.

    Petit Savanne meet our village with that name.So they better leave it as that. Their village is non existence now.

    On another note it is very sad to say that the government never even once had a meeting with the people of Bellevue Chopin to discuss what will be happening in our village. Its rather very unfortunate.

    I may sound selfish but to be honest I HATE this village now and worst to know what it will be like very soon.

    Now that’s some beautiful pictures. No the place won’t look anything like that, so lets be real for one minute. Firstly, the people should have been relocated long time ago. They were removed from their homes and very little attention were given to the people. The dubique people who could have stayed in the houses since they were much safer than the people from petite savanne got theirs started and maybe some people have even moved in already. That there is craziness and frankly greed by the dubique people because they knew they could have stayed at their homes. We are making politics and politicians take over our lives. I can guarantee there are going to be some major chaos with that housing project. I can sense it. I am all for the people getting the houses which clearly they need but that was just playing politics from the start.     What is the cost of this new model village. How is it being funded. Who has to pay for it? Is this a passport funded project? Where is the accountability. What is the safety clause for Dominicans if the project fails or runs into problems down the road. The government has to be more responsible than that with the use of state funds.

      Roosevelt Skerrit is in London. I don’t know why and clearly that was planned at very short notice because our acting HIgh Commissioner in London, Janet Charles sent an e-mail to Dominican nationals in London on 13 June, inviting them to a meeting with Ian Douglas, Minister of Trade, Energy and Employment for yesterday 16 June. Then, at the last minute she sent another e-mail yesterday, 16 June advising us that Roosevelt Skerrit would also be present at that meeting and give an update on progress since Erika. I did not bother to attend because I consider Ian Douglas a waste of time but would have, loved to grill Skerrit if I had known earlier. I really don’t know what is going on folks.

    Ha if Cecil Shillingford wasn’t bought you would hear him on Matt hot seat claiming that this government has no foresight. The reason why is because they are allowing the building of a settlement within one of the most seismic active areas in Dominica. In fact at the foot of the most active volcanoes in Dominica. Cecil as the only disaster specialist in Dominica would be on Q95 saying that he does know what kind of advise the ODM is giving and how if he was there he would advise against it. Well well well the same so called Disaster Specialist is at ODM I wonder what is he saying about that sealed deal? He is the consultant on disaster management he is the self claimed expert lets hear him now. H e used to preach against further development in the South especially around the more active volcanoes wonder what he,saying now. I guess now he has been buttered up this is now acceptable. There are some hasty Dominicans out there who just thought that Rome was built in a day and so should Dominica. I’m seeing that there are difference in preferences and basic needs are important.

    Sorry DNO, the contents of this article do not add up. Contract signed, no cost given as still in conceptual stages and project commences 1 July and last for 1 year like the one for the bridge. What was the basis for selection of MMCE for this contract then? And what is the need for the last sentence? If we continue on this new trend to hire firms who have no experience in construction, then obviously, the local firms would need to do the actual construction. If the contracts are signed directly with contruction firms, the cost would be significantly less. Stop squandering our money on all these consulting firms who have no real experience in construction.

    Like all concept plans this paints a pretty picture. My question is, will these units be built for rent only and if so who will own- & manage them? How will rents be assessed, especially if tenants have little or no income, or housing assigned according to political affiliation. As much as people need to be housed I am concerned that we should not expand our dependency culture and develop ghetto’s, akin to the project developments in the U.S.A. It is for this reason I would like to see a mixed development with a fair proportion of the housing stock be made available for ownership by sale. This will help to establish a healthy balance of social mix, cohesion, pride and self-respect in this new community. It is not just a question of giving people roof over their head. Let’s do it right and give them a home.

      Can I ask. I see no power lines or cables or lamp posts in these pictures. Will they all be underground and the ugly electricity meters inside the houses? I am not an engineer but I can see the houses too close together for cesspits, so will this new village have its own sewage plant? Also I presume the occupants will not have their own vehicles because I cannot see any space for parking them. I hope mr. Austrie does not find me rude and out of order for asking.

    When it is complete, it will be a wonderful place to live. The residents will be envied.
    The aerial view reminds me of flying over the US and Canada. It is a beautiful sight to see especially at nights.
    The roads look so neat. It appears to be well-planned. This is modernizing Dominica.
    A few more houses as these especially in Roseau would make it beautiful. In time this will take effect. Everything takes time and money. One day, all over Dominica will be modernized. Something to look forward to. Excellent government project.

    In construction works, as history shows, that bobol, kick-backs are rampant. More their foreign friends are awarded those projects, that local construction workers could certainly do successfully, more there will be speculations of all sorts.

The members of the IPO and also of the Electoral Commission continue to fail the ordinary man. The diaspora continues to fail the ordinary man. With all the talking you guys are doing and wishing that nothing comes to fruition, I would like to hear of your contribution to those persons in their time if need. All you people do us protest, talk negative, do not give advice. And all you do is criticize and think you can bring down one man whom you all hate (jealousy/envy ) for absolutely no reason. Action is what counts, not talk, talk. And what hurts is you all have answers for everything. This young PM has done a lot for Dominica.     I cannot be comfortable with the “Artist’s Impressions”.

    In earlier DNO commentaries I contended that: the individuality of places reflects the individuality of ourselves.

    Villages and townships tend to grow of their own accord over a long period of time. There was seldom a pre-determined master plan and certainly no “Artist’s Impression”. It is the higgledy-piggledy nature of these country communities that gives them their distinctive appearance and attributes. Not least of these attributes is yard space. Dominica’s sparse population in relation to landmass allows yard space that is the envy of city dwellers throughout the rest of the world. The yard is the family’s domain. It acts as outdoor extension to the house and a breathing space between neighbours.

      Clearing land doesn’t mean a damn thing bro. You know how many people baught land and cleared if for building, often more than once and nothing happened and often you will see half finished building going to ruin. Have a look at the Layou River hotel now, also that Moroccan lunacy at the Cabrits.

    Don’t let the name of this company mislead you. Montreal Management Consultants Est, is an immigration consultancy, based in Sharjah (one of the United Arab Emirates) located. at the Al Durham Center, office no. 2506 It is owned by Dr. Anthony Haiden and Eman Mohamad Taha ( who is also, the chairwoman). Although not on the official Govt. list of approved agents they are apparently authorised to sell Economic Citizenships for Dominica as well as St. Kitts & Nevis and Antigua and Barbuda.
    They have absolutely no experience in either architectural design, construction, engineering or project management and the question must be: “who, is going to build this housing development?”.

For one reason we see fog in the background in some areas, the same as we see snow covered roof-tops in the artists rendition of the hospital which Darroux said over two weeks ago is essentially started: However today he suggests an maybe ground breaking.

    How could the project “essentially started; when he has no actual date to start construction? They have become pathetic compulsive lairs, that each lie they tell exceeds previous or former; they out do themselves with the lie of the day! Each one is larger and more confounded than the last!

    How does a project in its conceptual stage on june 16 be ready for formal construction in 2 weeks time?!

        concept stage means the design drawings are not complete and the idea is still shaping up.

        THE DRAWING HAS TO BE COMPLETE BEYOND CONCEPT STAGE BEFORE CONTRACTORS GET MOBILIZED WITH EQUIPMENT AND MANPOWER TO START ACTUAL CONSTRUCTION OR EVEN CLEAR LAND TO BEGIN
