Gov’t willing to pay Venezeula for petroleum imports – Austrie

Acting prime minister, Reginald Austrie, is trashing a media report which suggests that the government of Venezuela has been making repeated attempts to begin collecting US $23.6 million (EC$63.3 million) owed to that country for petroleum imports.

According to the report, Petróleos de Venezuela (PDVSA) the Venezuelan government-owned petroleum company has made up to 18 requests for payment from the government of Dominica, to no avail.

But speaking on state-owned DBS Radio on Wednesday morning, Austrie blamed what he described as ‘administrative issues’ on the matter and described the report as ‘mischievous and ill informed.”

“The government has never refused to pay nor are we not able to pay nor are we unwilling to meet our obligations for payment under that agreement,” he said.

According to Austrie the difficulty lies in the fact that the government of Dominica has been receiving invoices late from the government of Venezuela, sometimes as late as two months. “So while the agreement makes provision for payment within a 90-day period, if you receive your invioce after 60 days, clearly it will affect your payment schedule, and so sometimes you have a double shipment coming on you, the first one you never got an invoice and you have a second one and the invoice is always late,” Austrie explained. “So it makes it difficult for making our payment schedule to PDVSA.”

Austrie noted that agreement with the Venezuelan government makes provisions for the payment of 40 percent over a three-month period and 60 percent under a long term loan over a 25-year period at 2 percent interest.

Austrie explained that Dominica has the authority to use money from the short term facility to pay for a number of projects taking place on the island agreed to by Venezuela.

He pointed out that after the passage of Hurricane Ophelia, the government of Venezuela made a grant of $20-million to Dominica for doing infrastructural work. “That $20 million came from the short term portion, which is from the 40 percent that we owed PDVSA,” he said.

Austrie went on to say that there have been situations when the Dominica National Petroleum Company (DNPC), which is owned by the government of Dominica, had to loan money to the government for certain capital projects funded by the government of Venezuela. “When installments become due, rather than send us a cheque from Caracas, we have the authority to use money from the short term facility to meet payments under that program,” he noted. “So for example they owe us some US$ 4.5 million on the Petite Soufriere/Rosalie Road Project.”

He continued, “We also have number of capital works taking place at this time and money from those works is coming from that short term portion of money which is the 40 percent to be paid to PDVSA. The Venezuelan government owes us some $13.5 million dollars which we loaned to them from the short term portion of the funding and critically too the joint venture, PDA/Caribe Dominica Ltd, they owe the Dominica National Petroleum Company US $20 million and is from those US$20 million when paid to the DNPC we can now pay to PDVSA.”

He stated that  while it may appear on the books that Dominica is owing Venezuela US$23-million “the reality is that out of that $23-million we have had to meet obligations of the Venezuelan government under that arrangement.”

“So really the problem there is an administrative issue, not an issue that Dominica not wanting to pay or not willing to pay…” Austrie  said.

    Austrie’s statement lacks clarity and raises additional questions. I hope the paper work exists and is clear and transactions are properly accounted for.

    We are all talking about the 40%, but what about the 60%, the bulk of the debt at 2% interest which will start becoming due in some 18 years from now.

    Is this 60% being invested?
    Is there a portfolio that is transparent?
    What if the government of Venezuela change .. which will happen soon, the new government will not be as forgiving and sympathetic to its debt.

    I’m afraid the Hon. Austrie its talking utter nonsense. Venezuela has no say in the running of Dominica National Petroleum Company Ltd., which is headed by him and which is 100% owned by the Govt. of Dominica. On the contrary, Dominica National Petroleum owns 45% of PDV Caribe (Dominica) Ltd. and has a say in the affairs of that company, which is majority owned by Venezuela. Any donations/ grants, offered to us by the Govt. of Venezuela should never be intermingled with the business of a limited liability company such as Dominica National Petroleum. Incidentally, I firmly believe that the profits flowing into the coffers of this company, derived from fuel sales, are in large part responsible for the high cost of our electricity.

      doing business with the Venezuelans can be quite messy. they like to cut corners and weave entanglements. As you state, grants offered or promised by the Venezuelan government for capital projects ought not to be part of the accounts of the DNPC.

    Putting Dominica is the same equation as France, England and America is unfair. These are 1st WORLD NATION some of the richest countries in the world. It is true that there are inbedted, however they are able to generate enough revenue to make payment towards their debt and still invest in the development of their nation. Another thing about these 1st world countries is, when finances becomes unaccountable for those responsible always pay.

    With that said I believe fair comparison would be-lets look at Jamaica. Jamaica is one of the most indebted countries. This Island have been drowning in debt for just about 40 years. and although the IMF has granted the Island loans in the billions, this year being the forth time, the Island is still suffering.
    Loans may be a good thing, but it’s the interest that is deadly, when we borrow we have to know we can pay the atleast the minimum and still have money left, to invest in education, health, infrastructure.

    How comes Petro Caribe is about fuel, fuel is about energy, but Petro Caribe is not under the Minister/Ministry of Energy? Who are those fellas on the Board, nuh? What is the position of the minister of housing in that Petro Caribe business, nuh? Who controlling that DNP? DNP is accountable to whom?

    All along the patriots warned about that Petro Caribe deal among several other alleged corrupt practices taking over Dominica. Who does not listen will feel. So our parents would advise us.

    Those who do those abominable acts, putting an entire nation under such debts, without the people knowing exactly what is going on, will face the wrath of Jah/God and resistance from his people. One day, Dominicans will wake up and realize they are being brought to hell and back by greed, Bad govt. Only when the “fire” is too hot and has caused extensive , maybe irreparable damage to people and country, that some will see some light. Presently, corruption, secret deals, illegalities rule.

    In a modern society we live in someone could have sent and email or picked up and phone. Enquired on the amount outstanding, did necessary paper work and transfer funds to the Venezuelans.

    This is a testament of the caliber of our leaders in dominica. Running a country is like running a business people. I work for a Multi-million dollar company. We have vendors in 32 countries and 75% of those send a bill on a 30-90 day basis. We do not wait till day 89 to look for the receipts, our accounts do what is called a Month-end close and all debts are settled per dept to ensure that the above doesn’t happen…

    So mr leader, what happens if something comes up and the money is used up. And day 90 arrives? No more oil for dominica? You’ll come on the radio and talk rubbish to fool the idle minded. We deserve better. Excusable.

    Hurricane Ophelia was in 2005 – that is 8 years ago. Note that under the PetroCaribe arrangements we were suppose to pay less at the pump but we ended paying more so logic would dictate that there was extra money in the basket for the government.
    So in reality Reggie and his government are blaming Venezuela for not honoring their debt to Dominica – what are we .
    Instead of selling passports maybe these politicians should write a book (best seller) on Ponzi Scheme Government accounting

    I honestly did not hear or read that the government refused to pay, not able to pay, nor unwilling to meet their obligation under the agreement.

    How could one who professed he graduated in the jungles of Guyana explain matters that he’s not a subject matter expert in?

    The whole thing sounds like a “uncover Peter to cover Paul” scenario. I think by now, the Dominican public know exactly what and who they are dealing with in terms of truth, lies and deception.

    Don’t know how long the people will continue to allow these men to take them for a ride, while the blind man can see that these are opportunists who are in it for themselves.

    Question: Would he or any member of the cabinet address the issue, if Mr. Linton hadn’t spoken of it on his program “Between U & Me?” We all know the answer is NO!

    That’s another reason why change is not an option, but a must if our beloved country wants to get out of its calamity.

    I am old enough to speak of my experiences with the last three government administrations in Dominica. Brothers and Sisters this is the worse I have seen . The current administration and the politicians therein have built a fortress guarded by lies and illusions, smoke and mirrors.
    No transparency, no accountability, no economic progress, victimization to the next level, police corruption, judicial system breakdown , a people disenfranchised, clearly a government that has been lost and discombobulated for almost 10 years.

    Patching holes in a damn is a dangerous approach and the Dominican damn is under serious pressure. The people are impoverished and are drowning , the floating objects are the scum of a society filled with pockets of corrupt cabalists to include filthy senior counsels, ordinary lawyers, judges, family and friends of the corrupt government officials.

    When this damn fail the scum will come crashing and more and more filth will be exposed. Wait for the DOWASCO sewer line of corruption to break early- soon too.

    After 15 years of the great Eugenia Charles we saw a decline in the performance of the freedom Party ( They got tired – ran out of steam). We the people opted for a change – deservingly so.
    We replaced the Freedom Party with the UWP administration. The UWP had some brilliant moments with accusations of corruption- Our people were not use to dealing with those allegations of corruption.; we also bought into the Rosie Douglas charm. In hindsight – we made a huge mistake cause the very same accusations that we imposed against the UWP regime today we see that the current administration has taken blatant corruption to the HIGHEST NEXT LEVEL. We were convinced that the UWP debt to GDP ratio was unacceptable today our debt to GDP ratio is off the roof. Poverty, unemployment and crime is a pooper.
    If we expect the current administration to get better we are in for a rudder awakening. I we think that we are awaken by the nightmares of today try giving this diabolic administration more life line

    Dominica is borrowing and spending hundreds of millions, while the country can only generate tens of millions…Unless the country is going to get grants or FREE Money to cover the balance, somebody has to pay it back…. But Wait, THERE IS NO FREE LUNCH!!!

    This type of accounting should scare every Dominican. But then again, the person that is trying to clarify this issue is the same one who said Dominica would get FREE oil from Venezuela. I am sure you are not surprised….The part that is most scary is that Dominicans believed him when he said that, and we voted for him…We need Help.

    I have said this over & over again, Those Ministers/Skerrit have no idea how to manage and run this Country. They keep taking D/cans, especially the youth for a ride to NOWHERE..

    It bothers me tht the United Workers Party still have a problem connecting with a vast amount of ppl. With all the nonsense this Government doing it should be a breeze to vote them out. I also realize the UWP hav the upper hand on the blogs and their radio programs are very popular but tht can’t get you to the finish line, just Remember 09.

    I’m a young person most of my young colleagues & friends when I ask them about politics, majority of them keep saying that they don’t listen to those radio programs but “they love skerrit”..When I ask them what Skerrit doing, they can only say he build roads & a college, they also admit their is no jobs…

    All those same Workers guys that keep calling the programs u all talking too much, Lets get pamphlets with the “WORKERS DEVELOPMENT PLAN” also lets use the ministers words against them to show tht they are just “PROMISE MAKERS BUT NOT DELIVERERS”.
    Lets walk village to village,stop everyone discuss, convince them Skerrit non performing Government has to GO, I will dedicate my time to this because this PM is holding my Country hostage!!

      You don’t need the UWP to show that you care about your country. Why don’t you rally the same friends and go talk to the villages. The UWP is not thee opposition. The opposition are the people Fed up with an underperforming and corrupt government administration.

      The young people are truly brainwashed – they are totally ignorant of the Freedom Party Era and the UWP era ; too many of them are too young to remember or were able to understand the era. It is the duty of the elders to tell the young people that past administrations built roads and performed road improvements, schools and sea walls.     So-called “ACTING PRIME MINISTER” Reginald Autrie is lieing to you by trying to confuse and scramble the issue! Please click on to the link section found at the top of this page and go to Caribbean News and under Dominican News go to The Dominican to find the real story. The fact is that our Government owes millions of dollars to Venezuela; they received petroleum, sold it at regular market price and CANNOT GIVE AN ACCURATE ACCOUNT of where that money has gone. Mr. Austrie’s attempts to confuse the issue is pathetic.
    Claiming that the Government had permission to borrow from moneys already owed for the purpose of “Capital Projects”! Ask him: Capital Projects such as???? Then having the audacity to claim that out of the more than twenty-three million owed to Venezuella, Venecuella actually owes the Dominican Government for moneys loaned out of that amount. What kind of fools does this Government take my Dominican people for??? If you owe me and give me some of what you owe me I deduct it from the total of what you owe…I DON”T FREAKING OWE YOU!!! You STILL owe ME!!!!
    Mr. Austrie I believe that you and the rest of this Administration is realizing that more and more is becoming exposed, from the Garbage Bin scandal to the Passport Debacle and now Lost PetroCaribe Money.

    That’s a pretty convoluted story. We simply want to know what is the invoiced amount for one shipment… and how many of those amounts to the $23 million. If it’s as complicated as Mr Austrie is making it, then they are mixing too many funds. Funds in this Petro account should not go to pay for roads or any other programs. Something is not right there. I suspect they were caught unaware by this disclosure and are scrambling for explanations. The more complicated they can make it, the more acceptable they think it will be to the public – since they think we’ll get lost in the explanations.

You signed a contract to pay within ninety days, why does eighteen reminders have to be sent via emails.The emails are made public,yet he wants to give excuses.     The letter show that the Venezuela government has been making payment requests for more than a year.

    Is the administrative issue the fault of Venezuela

    Invoices late ? What about an explanation for the 18 notices.

    When you mix private interest in public affairs it is a recipe destined for disastrous results.

    Someone said Reggie cant tell the difference between a balance sheet and a bed sheet and that is telling cause he still did not account for the $23.63 Million.

    Mr. Austrie your explanation makes no sense. There is something called accrual accounting and it would take care of the timing issue. When ever you receive the invoice, it is used to relief the liability. So please stop that crap.

    Persons may say that I am a Labour Lackey for saying this but I dont care cause I certainly am not. But as a professional person I have a serious difficulty with persons who serve in capacities which enable them to see documents pertaining to the work that they are employed to do and then these same documents mysteriously end up in the media. This is totally unprofessional and an afront to all DOminicans by extention. I am not against whistle blowing and holding our leaders to account when they stray. But surely there was no conspiracy here no one stole money or misappropriated finds etc. or anything of that nature so why then is my question why the leak??? This is sickening!!!!!

    The amount of loans that I hear we taking. Loan for state house. Loan for repairs after hurricane loan for this loan for that. How are we going to payback all these loans when Dominica as a country is not generating any income for itself. The jobs are going down so less tax. Tourism not picking up neither is agriculture.

    I believe is owe they owing Venezuela for real they owing everybody else. Ask contractors who do government jobs how long it takes to get money back. The country so brokes but is loan after loan we taking. I dont know hat going to happen to Dominica boy.
