“A sad situation.”

That’s the way General Secretary of the Dominica Public Service Union (DPSU), Thomas Letang, is referring to a phenomenon which he said exists where dedicated, long serving public servants are denied the opportunity to move to top positions which are given to “people from the outside” who have never worked in the public service.

Letang, who was speaking on the radio program ‘Through the Eyes of the DPSU, said when such things happen, the dreams and aspirations of public servants are crushed.

“Those days what we are seeing is that public officers, people who have been in the service for all those years, they are being bypassed and we see people from outside who have never worked in the public service, not even for a day, and are coming in, holding very, very top positions in the public service and coming with maybe less qualification in the areas than those who are already in the public service,” he said.

“It is a sad situation. It is really sad but that is how it is,” Letang stated.

He noted that many public servants have high hopes that one day they will get “somewhere in the service.”

“They look forward to that and not only did they look forward, they prepared themselves for it by making sure that they got themselves qualified, by making sure that they demonstrated good working attitude and professionalism at the workplace, good customer relations, they have done so much,” he stated.

He spoke about a conversation he had with a public servant whose dream was shattered by “one man.”

He noted that the public servant never did anything wrong.

“He never committed a crime, he never did not do his work,” Letang noted. “I will not state the reason but he will never see the promised land.”

He stated that the DPSU is becoming more concerned about the matter.

“More and more at the Secretariat where I sit as the General Secretary of the Union, we are getting more and more concerned,” he said. “People are complaining. More and more that they believe that opportunities are slipping them by and people are saying that they no longer feel that they have a career within the public service and that there are opportunities for them to move on.”

He questioned why the matter is not being raised publicly.

“The big question is why do public officers remain so silent on those issues?” Letang asked.

    Facts, if is one thing I can assure you is that I am not easily angered; am I not a temperamental person, I do not write anything on DNO in anger okay; however, I am just one of those people who might be a loose cannon, who cannot contain the way it flows out of my mind; and so, I write it exactly as it develops in my mind. The technique of polishing, whitewashing, minimizing; or mincing matters I have not yet learned how to accomplish that!

    Decisions to place persons in top positions in the public service are done on the basis of merit and a track record out defined outstanding leadership. Now we need to think sensibly and not both sides of our mouths. If you are grudging people’s position you are not ready for it. Mr. Letang go and do your homework and research ALL those in PS position. They have all, without fail been public servants who have served the public sector for over 10 years. Some have taught top police, nurses, politicians, lawyers, businessmen etc. They have all been dedicated public servants. Some also served additionally with distinction in private sector jobs and statutory corporations. It’s time to stop the drama and devisiness. As a union leader you must not incite negativity. Encourage your followers to love country before self. Even if they feel they deserved a higher position encourage them to keep aspiring and continue to serve their country. A word to the wise is sufficient. Let’s build our…

      You really do not know everything. What makes you think that others overseas do not live on loans? There is always the talk that most people live above their means and live from pay cheque to pay cheque. Some have no choice. If this is a consolation to you, Dominica is not alone.
      Today I heard on the Toronto News that the statistics of those who owe is not as bad as it is portrayed. The Provincial government approved a 0.25 cents minimum wage increase, bringing it up to $11.25 an hour. For those who fall within that category of hourly wage, in view of the high cost of living, who can live on that.
      Just think. The grass appears to be greener on the other side. Until one experiences it, they will think it is always greener.
      I have confidence that D/ca will get better. In any case, today, it is already better than in those days. Progress takes overall cooperation, patience and time. Rome was not built in a day and nothing happens before its time.

        Facts, although there might be a minimum wage of less than twelve dollars in Toronto, how many people do you know working for minimum wage in Canada?

        Minimum simply means no one can pay less than that to an employee, Eleven twenty-five means approximately $450.00 per week, totaling $1,800.00 per month, anybody who would accept that little amount would not work; because they could make moor on the welfare system, on that they would be rendered homeless. In America wage is not set at $10.10, but even I would never offer that to someone who clean my yard or house; if I did, I would have to do it myself even if I crawl like a yellow snake on my belly to do it.

    Mr Letang, in the interest of the country, the aim should be to get the person who is best qualified to do the job, insider or outsider. Using objective measures, where the qualifications are relatively equal between the outsider and the insider, the nod should be to the insider. If the government rejects this reasonable position, you have the strength of your membership to win this fight.

    Mr letang, you guys are not serious at all. Never will foreign countries give top jobs to Dominican like tee tee wee season. DOMINICANS have to struggle to make it in other countries n here is a government.just their making madness with state funds. They treat foreigners better than Dominicans.     If they are dissatisfied with the position of some people and feel bypassed for promotion, then they should refer their concerns to the authorities and if they have a union.
    The government needs competent staff to operate the civil service efficiently. It also includes serious-minded people who take their work seriously, i.e., to take an interest in their daily job obligations.
    One way of solving this, if it is not yet done, is to have performance appraisals for each staff member and their overall performance documented. The manager/supervisor of each department is the one who is usually responsible for this.
    Annually or as required, these authorities should review their performance with them and signed by them. In this way, it will be determined if they qualify for higher positions and to assume greater responsibilities. Then when others whom they perceive to be outsiders obtain a high position and they did not, there is the proof, “on their performance appraisal.”

    I feel your pain and that of those aggrieved. Sadly, in my beloved land Dominica hard work does NOT pay in the public or civil service. One can work as hard as he/ she can and it will not make a difference to this administration. You see, if after 15 plus years of incompetence and mismanagement we still voted the DLP in power, we should have known that Mr.Crapaud was about to make us suck salt.

    By the way, the same thing is happening in the police force. Those with degrees and those who work hard cannot and will not get promoted because they did not openly support DLP during the last election. Just ask the Police Chief who were promoted recently and were hired as special constables :lol: :lol: . That special constable thing has become a BIG BIG Joke. Some can barely walk one block with sitting to rest muchless to chase and apprehend criminals. Its all jobs for the boys and gals sir 8) 8) .

      You made an excellent point. This usually happens that if employees are not qualified for a higher position, employers advertise outside and even overseas for such staff. This happens all the time.
      Those staff affected must perform relevant research. Length of service does not guarantee a promotion and increase in salary. It may sound unfair but it is not necessarily so.
      If it can be proven that there is some sort of discrimination, then they should pursue it. This could be difficult to prove.

    That I am not surprised by at all, we all know in other to get a top position in Dominica these days, one does not only have to be a laborite but one who will compromise everything to cover Skerrit. However, what I am in deed surprised by is the fact that Mr. Letang, though correct in everything he said, yet was not bold enough to identify not one of the positions where such jobs were given to outsiders. This is the FEAR that grips the heart of Dominicans today. Top leaders and persons of influence will see a problem but will beat around the bush to point it out. They are ALL afraid of Skerrit. Mr. Letang, while I am grateful you told me to look out for a snake, I would be much happier if you had told me exactly where it is. In recent weeks, we know Nanthan was given top position and so to were Ambrose, Christmas, the Canadian from Wesley, and others. If they are the persons you referring too, why not call those positions or persons by name?

    What is the point of your forced hypocritical shedding of tears? You have the power to instigate a general strike , and keep it going until Skerrit surrenders and adhere to the wish of the people to get out of office and allow someone else a chance to correct the wrong he has done!

    Rather than utilizing your power with the public servants, behind you, you went and accepted the few pennies Skerrit throw in your face talking an increase in civil servants pay.         Anybody can say anything they want about Obama in this is country, excepts threatening his life in the process. If you threaten his life, you can be sure the FBI will pay you a visit, however if someone alleges he is a corrupt thief, as those people you are defending in Dominica, I doubt the FBI would pay me or anyone a visit because of a belief or an opinion.

        There is freedom of speech in America, whereas in Dominica, if you are employed by the government, directly, or indirectly, and you say anything about Skerrit, or any of the puppets in his cabal, you can rest and sure you will become a victim at the hands of the government, okay!

        Americans are not that petty, and do not mention Obama name in your Dominica commess. You live in Canada mention your prime minister name; or that damn mayor you have in Toronto!

    Well Mr Letang, so much is going on with Public officers these days, and where are you. Public officers asking for raise in salary, back pay, uniform allowance, water and many benefits in the work place, but sad to say that since elections the work place has become an entertainment centre. There is no more respect for supervisors on the job. People doing what they want on the job. Lunch time is extended to two(2) hours now and beyond. People looking at movies during work time. Everybody on cell phones for extended periods. Service to customers is real bad. Breaks and movement from work stations to running errands rampant. CSA Boss you need to take note and bring some respect to work and the work place. The problem is bigger than we think. When I entered the service (2) decades ago, it was different. People knew what they were hired to do and worked hard at it. These days it’s not like that any more. Yes they come to work very early, but the amount of time spent working is ZERO.

      The talk is always that civil servants make more money but they work less and get more days off. They take their good time in performing their job.     Mr. Letang as a champion of workers rights I share your concern. If what you are saying is true it should should not happen. You have every reason to cry foul. Conversely, what about the middle to senior level managers/supervisors who believe it is their God-given duty to leak government information to Matt and Carlisle. I am one who do no not believe that Matt and Carlisle are doing any investigations about government’s activities. I firmly believe that there are a group of civil servants (middle to top level) who make it their duty to pass government information to the media here. It has happened time and again. Earlier this year the head of a government department wrote a most damning report of what was taking place in his department. That report revealed illegal and simply downright immoral and corrupt practices associated with a very important national document. Within weeks the document was already in media. Mr. Letang, pray tell me who leaked it? Think of that

      Fast n Furious, the constitution says you can be a parl rep even if you have no schooling as long as you can communicate properly in English. That is not the same as being a Doctor, and Economist or a certified Teacher but it does explain why Ministers of government should have professional people guiding them, in particular P.S. should be professionals in their field. A hospital manager does not have to be a doctor but must certainly employ qualified doctors and nurses. Likewise in the civil service appointments should be made on merit and qualification only, not because someone is your family or friend. That is disaster coming our way.

    It was no accident that the PM took over the portfolio of Public Service…..He is now punishing persons whom he perceived do not support him… It is so sad that after 15 years the PM does not understand the Public Service is governed by laws and Rules and its function is to serve the public not the LABOUR PARTY.

    Let us pray for our Nature Isle. We have lost our way as a nation, Lord. We used to have integrity; now we have deceit, corruption and disgrace. Favoritism, nepotism and cronyism in our public service are now the order of the day and some need not even apply for the jobs they want. Education, professional background, leadership, and track record are not necessary if one has the family connections and party loyalty. Allegedly, the Casting Couch has made a frightening comeback. Civil Servants and others with connections are getting away with things others would go to jail for. We earnestly pray that the egg will be removed from the faces of some of our union leaders and civil servants because we know this “sad situation” will get “sadder”.       That is not true of the USA. There are clearly political appointees in the US. You know that when a new government is elected that you will be looking for another job. No one looses their job because of who you vote for. I know for a fact that is the case in Dominica.

      There are too many “square pegs in round holes”,
      too much undermining of talented, visionary, highly motivated people…
      too many indifferent “white elephants” with little or no leadership skills occupying positions while the departments falls apart…
      Too many maliciously cruel and indifferent supervisors.

      What can that damn China man from St. Kitts do for Dominica, that a born Dominican cannot do. Work permits are granted in the United States, based on the level of skills the recipient posses. However, if there are Americans who can perform the same job; no such work permit are issued just for the hell of employing a foreigner. Pertaining to farm laborers, the are given work permits for a season; after the season is out the farm worker returns to their country.

      You all are always making comparisons to justify Skerrit’s crap, How come you are not making comparison to development in the rest of the Caribbean, and North America, and Europe and backwardness you live with.

    Well my friend all what you are here complaining about needs to be taken care of when you bargain with the Gov’t on behalf of these hard working workers. Sometimes when we go to the table to bargain for our workers we must not only look at the $ sign. Now I do not know if you bargain and sign a contract with the Gov’t. If however you sign a contract on behalf of the workers and their benifits are not met, then that’s where the tire hits the road. The same way the Gov’t expects the workers to honor their side of the contract, the Gov’t must also honor the contract of the workers. You MUST be certain that when you bargain for the workers that you include a section that forbids the Gov’t from hiring anyone within the department while there is someone With the same qualification and more seniority. These are things you bargain for before its done not coming on DNO after the fact to complain.

    Mr Letang please list the top jobs being held by outsiders because i am almost certain that most of our top jobs are being held by Dominicans. There are instances when government will have to source skills from outside for a limited time period because they may not exist locally. This is acceptable.

      Thomas should prove it. Why should he keep silent about what he implied? If he cannot prove it, then it could be a fabricated lie and/or misunderstood by those who hold government positions and assume that they will reach higher heights. The proof is in the eating of the pudding. Right? So show and/or inform D/cans of the proof.
      People as Thomas who go public with certain information, should be asked to prove it all. The proper authorities should request a meeting with them so that they can explain and prove what they stated is factual. Then, they should go public with it just as Thomas did.

      I have noted that these people are all after the PM. at his throat and on his back. They scrutinize and criticize every word, action and angle of what he says, does and where he goes.

      This happens in Dominica regardless which party wins. There is no distinction between career politicians and career civil servants. You need career public servants to implement government policies. A twenty year blueprint for the development of Dominica can not be executed by a single government, you need the public servants to accomplish that. In the US, as is apparent at the present, it does not matter if the President is white or black, republican or democrat , American policy is American policy. You need you experience public servants for continuity.

    Hmph…Mr. Letang, while I appreciate you using your radio program to highlight these failures in the system, just talking alone will not accomplish anything.

    How about for once you actually start some legal proceedings against the Government when these situations come up? I’ve known of cases where certain public officers actually had to threaten the Government with legal action for them to get their due promotion. Stop playing good ol’ boy style politics and actually hold Government’s feet to the fire for once.

    Show your union body that you have a real back-bone.

Maybe u have to be from a certain party to get representation. The government service u have to be a friend of the per sec or personnel dept or commission for u to get an opportunity .

Appointments, not based on merit with people lording it over long serving civil servants is soul destroying for these people. Not only that but it is costing the country a lot of money to get a service that is deteriorating, not getting better as a result of this. We already had mediocrity but now we are spiraling into non-functional.       Rebuilding commences when there is cooperation on both sides. Not one section seeking their own interest on the basis of vindictiveness as a tug of war or war for that matter. You are already on the other side as a supporter and you will never be satisfied.
      You hear stories and do not question them. You immediately assume that what was stated is accurate. Smart people will listen to both sides and then form their opinion. I am a public servant and the undermining happens throughout. People who do not know on the other hand may say that the country is going no where because all are not on board. Some are trying to tear down for political reasons. You do away with them and take persons that you believe will work for the very good of the country.

      As a retired person it’s a shame going into offices and ask for service. Deplorable atmosphere. Poor service. Offices have now become movie houses, recreational parks, entertainment centers and supervisors cannot manage. They want friends and so go with the flow and entertain rubbish.
      Behavioral patterns poor. Service poor. Long lunch breaks. People always out running errands. I never see that. Productivity is at an all time low. Letang wake up and make some visits. You will be amazed to see and learn what the work place has become. CPO wake up. Public servants are high jacking the system.

      THERE IS DIVISION WITHIN THE VERY PUBLIC SERVICE!!! Persons are afraid because there very work mates may ‘grass them up’ and they will then be victimized. But those who are grassing them up because they want favors from or support the government, should recognize that they may very well become victims sooner rather than later from a government more concerned with those at the top remaining in those positions of power as opposed to the jobs of their supporters and non-supporters alike who work below them, or the well being of the country and its people!! So just think about it people!! Is it worth it for yourself and/or your country, keeping such persons in power?? Hhhhmmmmmmmmmmm
