UPDATE: Marpin staff asked to take pay cut

Staff of telecommunication provider, Marpin 2K4, have been asked to take a pay cut, sources have informed Dominica News Online.

Reports indicate members of staff have received letters from the financially troubled company asking them to sign a letter for a 10 percent pay cut.

According to a well placed source the pay cut is expected to take effect within days.

“All I can say to you is that very soon it will happen either pay cut or staff will be sent home,” the source stated.

But the Waterfront and Allied Workers Union (WAWU), which is representing the workers, appears to be taken off guard by the delivery of the letters to the workers saying it was never informed, despite the fact that discussions were already held with Marpin on the matter.

“In our letter to management we did inform them that they cannot unilaterally just deduct 10 percent from the workers’ salaries without their consent and we pointed to them to the provisions of Protection of Wages Act,” Kertiste Augustus, general secretary of WAWU, told Dominica News Online. “So I suspect that they have in fact done that by letter but they have not informed the representative bargaining agent, that is WAWU in that regard.”

According to Augustus, in discussion with Marpin, WAWU made it clear it was not against the 10 percent deduction, but it must be done within a specific timeline.

“We did indicate that if by the end of the year the expectations were not achieved then we will get back and have further discussion with them,” he explained.

He said the union had also proposed that Marpin use the 10 percent deduction to allow the workers to buy shares in the company but this was to be based also on the end of the year timeline.

Augustus pointed out that it appears Marpin is making moves to make the 10 percent deduction a permanent one, which he said cannot be supported by WAWU.

“If they are moving towards a permanent deduction, they will have to discuss that with us because you cannot reduce benefits that workers have already enjoyed without discussion and agreement with their bargaining agent,” he stated.

For the time being Augustus said the union is awaiting correspondence from Marpin on the situation in order to chart the way forward.

“We are going to wait and see what happens and then determine how we are going to proceed,” he said. “We will have to look at the content of the letter first and determine what is our reaction.”

    A few years ago civil servants made a sacrifice for the nation by taking a pay cut. Now what is the big hula hula if Marpin workers take a pay cut in order to ensure that they have a job? It is all this buggery that is being condoned why hardship start falling on people like this. Return to God people and see how fast things will turn around.

    In the US layoffs happen all the time and there is nothing anyone can do about it. If an employer wants to reduce their payroll costs, they simply layoff the “old heads” who earn more money, sometime with no prior notification, and replace them with with employees at entry-level salaries. At least Marpin is giving its employees the option of accepting a pay cut which is better than a layoff. DA people complain too much!

    Marpin can take a unilateral decision to cut their workers salaries by 10% because of what has happened to the Unions over the past 15 years of labour party rule. The chickens have all come home to roost!! These Unions, except the PSU, have all sold out and sacrificed the cause and interest of the working class on the altar of political expediency. These Union bosses have taken the decision that receiving an award on 3rd November means that Skerrit is comfortable with their politics and for that, the workers cause can go to hell in a hand basket. The workers at Marpin should not expect anything to be done on their behalf, because they are the victims of dishonest Union representation

    Why is the D L P saying that all is well with the economy? While Mr.Severin was head of PSU he demanded 100% increase in salary,when he was minister of Labor Civil Servants got only 1% increase after prolonged negotiation,now that he is President he gets 30,000 a month and I have not heard him giving any of it away to charity!.Does the greedy needy statement ring true here?

      I have never earned more than $20,000 a YEAR unless I had work OVER TIME. Savarin need some PRESSURE to CIRCULATE a portion of this money back into the economy through CHARITABLE CONTRIBUTIONS.

      I guess people get paid based on TITLE, huh.

        Would you be surprised to know that in time they will get accustomed to the pay cut? Half a loaf is better than none. They just have to organize their budget accordingly. They will not be taxed for the 10 percent income they do not receive.

    This is just a move to make company attractive to a buyer. The worker should not agree to a pay cut. They should agree to get the shares or even propose to the company that they accept a small low interest loan from the worker that is equivalent to the 10%. Get creative so that when company sell or become profitable workers will recover any loss with interest. Company is in that financial state because the present shareholders are not making any capital investments into the company. Workers should know what is SS long term interest in the venture. Do they want to own the building for example. There is enough opportunity for workers to recover their losses over time so permanent pay cut makes no sense

    A company ask to take a pay cut means he is in trouble. The options are to close down the business;,cut staff or take a pay cut. I would love to keep the company in business and kept all the staff so I gave them a choice to benefit all. Take it or leave it. when business pick up we are all in for a bonus.

    1. Reinstate Mr Ron Abraham as CEO.
    2. Sell the main building for millions and move to the basement of the DSS building.
    3. Fire the Finance minister- DSS/WRB saga.

    It is so sad in this country …. I mean there are persons not being paid on time constantly, people have lost their jobs, people can’t find sustainable work, persons qualified have to settled for pay benefit their qualifications and now persons are ask to make sacrifice of pay cut……All these things happening but Dominica still have the biggest cabinet 16 strong, advisors like tower, diplomatic appointments to numerous to mention I lost count,, and while the common man losing and can’t get a job (youths) jobs for the boys just keep growing….I mean DOMINICA are you for real….Are you just alseep and can’t wake up???Have you lost your soul believing that you can gain the world??? Even seeing but because of favoritism you just keep denying the truth that you must stop the abuse and take responsibility for you DA?

      How exactly is Marpin’s management and financial issues a fault of the DLP? Doesn’t the company have its management? Isn’t it the management’s responsibility to address its financial issues and find innovative ways to raise income to ensure staff salaries and also keep their customers.

      Let’s look at the facts: Marpin’s basic charge to customers have increased, there is pay-per-view for quite a few things, yet despite these increases their finances seem to have turned out for the worse. It is obviously an internal issue.

      We need to stop making everything in the country political, and place the responsibility where it really belongs.

      Go up to carholm it is part of st Joe constituency and see if your 4×4 can make it to Salisbury! I hope you will be honest and say this administration has grossly neglected farm roads!
      Under UWP we used this road to do tours it was fantastic the visitors loved to see the agricultural crops along the way and the great views of the interior!

    Union leaders like Kertiste Augustus never ceases to amaze me. Them fellers are so dishonest. Kestiste is proposes that the 10% deductions should be used to purchase shares. The Port Workers had a pay cut, Kertiste has never requested any form of compensation. Is it because their is a differentiation between a group of workers who wear long sleeve shirts and tie and those who wear kaki pants, dungaree and tennis shoes.

      We must be honest and acknowledge that there is self-interest here too. Should employees be dismissed it will reduce union membership but with employees keeping their jobs, albeit at lower salaries, they can remain fee paying members of the union. Will Mr. Augustus also accept a reduction in membership fees or waive them altogether?

    You can’t reduce pay, I’m sure it’s against the law. Best to reduce hours thereby reducing pay. Better to work reduce hours than not at all. Hope for a good compromise for all concerned.

    This is contradictory, there is the NEP and people getting pay cut that does not make sense, then the NEP should bridge the gap. Also DSS is part of MARPIN and just pay DOMLEC light bill

    What is happening in Dominica is happening in almost every West Indian island. Our politicians need to adopt a different approach towards development. Every political party has failed us here in Dominica.

    We need to move away from the British style of governance and adopt SOME of American’s principles. Brazil has done it and has become one of the strongest economies in the world. China is now beating America at its own game.

    We need to create an environment that encourages entrepreneurship and rewards hard work. We need to invest in good small and medium size businesses. In the United States a study shows that states with large number of small businesses do much better than states with less small businesses.

    Two years ago me and my business partner teamed up to bring a new business to Dominica. The business would immediately employ a minimum of 10 people. My business needed a large machine and some raw materials for startup. The custom charges were in the hundreds of thousands. We went up and down government offices for months with no one able to give us any relief at the customs. We were told that these types of relief are given to tourism based businesses only. We regretfully had to halt our operations.

    So we have about 10 less people employed, thousands less in taxes. A guy from London told me about a similar experience. Our approach has to be different. Foreign aid will not cut it. We need to find away on attracting foreign investment but even more so investing in our local businesses.

    Don’t think that this labor party is interesting in doing that so I hope the “new look” UWP team is thinking that way!!!

      It appears small businesses are a way of life. No exception in Canada. Some big businesses as Eaton’s have closed down. Sears is also closing down. There was a time there was Zeller’s and a few more which were either bought over or closed. These were/are prominent and reputable stores, even though expensive they were once successful enterprises. These are the stores we would shop in. when we came to Canada. As for Eaton’s it has closed a very long time. I am wondering if those stores were not mismanaged.
      The trend is small businesses and less expensive. This is what most people are interested in whether it is made in China or not. :lol:
      Our foods as fish and canned goods are imported. I searched the grocery store for fish caught and packaged in Canada, I could not find one;; not one from Atlantic Canada. All packaged overseas as also in Brazil and Venezuela; canned goods as salmon, from China and Thailand. I refuse to purchase these. What frustration. This is the dilemma we are in. Every country has its share. Who is really to be blamed? Why blame the government? I do not hear anyone blaming the government of Canada. I blame those business enterprises who also go for cheap products. I view it as they do not seem to care about the health of their customers.
      Staff cut backs, salary decrease, cuts and no salary increase appear to be a way of life. The people of the world, both employers and employees must be doing something wrong that their country is in this dilemma, adding anxiety to staff who must secure their livelihood by a stable job and satisfactory income. God is looking down from above and taking note.

    who ever wants a pay cut.why cant Marpin offer a pay freeze than a pay cut.Do you mean that things are so bad that it has come to a pay cut rather than a pay freeze. Do you mean that their expenditure is higher than their earnings? Give me a BREAK. THESE COMPANIES MAKE MILLIONS.
    What is the union doing about it .Waiting for Marpin to come to them.Why wont the union take one of these letters and confront Marpin and get to the Bargaining table .Just my piece.

      The company wants to ensure that their reserve funds are not depleted. If this occurs, it will go into bankruptcy. In reality, they must have funds in reserve for certain expenditures and emergencies.
      Are you not aware that a pay cut means salary freeze? In other words, if you get a pay cut, you do not as much as consider a salary increase ever or not for a very long time as years from now. I am an optimist but I believe that the world is going down the drain. Imagine it is affecting Dominica.
      Give God his dues and we all will be successful. We do not all have to be rich and cannot be rich but at least employed with a decent paying salary to make ends meet. This is not asking for much and expecting much.

    If all the people who brought-in some many vehicles and other stuff had paid at least $8000 at the port , then we would have enough money to employ some of those affected people somewhere else.
    This is why I say that the whole picture needs to be looked at before we can fully understand what is facing Dominica.
    Small minded politicians who do not take advise.

If their vehicles are in need of repairs they will be purchasing parts and paying for the repairs. Somehow their money returns into the economy. Therefore, do not envy them or criticize them.

    Dominicans, that is the Co. that Dominica Social Security chose to invest in, at a time when the foreign controlled WRB Co., was showing signs of failing. DSS is a major share-holder in MARPIN 2k4.

    Recently MARPIN 2K4 imposed a 20% increase on their monthly bill. Now is $80.50 from $60 plus just the other day.

    Who have money to pay the bills, no problem. Survival of the fittest. Dominicans like it so. Until the chicken comes home to roost, no problem.

    Workers under manners, no problem. No work, unemployment rising, no problem.

    Major construction work being awarded to the Chinese. who do not pay Social Security.

    $96,000.00 contract to Charlie Jong to do what? No problem. Flee from the House of Assembly, after the opposition, examined his horns and questioned his presence in the highest institution of our dear land.

    Speaker said Chong representing GIS, but he ran away. from the House. and allowed to run away with his video and footage taken. Foolish we foolish, nuh? Tax-payers paying that man $96000 for a year? But who cares?

    A section of Dominicans agree that Gov’t take loan from China, award the contracts to the Chinese firm, but we have to pay the loan back plus creating jobs for the Chinese. Meanwhile, Our people remain with their hands out for hand-outs, no problem. How Long? Not Long.

      @ Lougaoo Mem i know you may honestly believe that things were better 15 yrs ago but you have to look at the new dynamics of the world economy and the post 9/11 and post 08 world. then do you honestly believe that persons who exaggerate a status of failure can take us to a better place or possibly drive us to somewhere worst. I do believe that the gov’t needs to review and cut salaries of the very top civil servants and minister and consultants and do an internal assessment of our capacity because too often we are exporting our scarce resources and achieving the same outcome using our local resources.

    When companies face tough times, they have to take decisions to stay alive and, if this means taking unilateral decisions, then so be it. If Marpin could not reach agreement with WAWU on the pay cut, then it was well advised to go directly to the employees. Now, here’s my beef with the Union, those really incompetent Unions: Can Kertiste Augustus tell the nation what the Protection of Wages Act says about the situation at Marpin? I would like DNO to get Kertiste to tell us what the law says!

      Government cannot interfere into the business and financial one of private enterprises if they are operating a legal business and conducting an ethical one.
      The government cannot contact Marpin and state, do not force them to take a pay cut or to inform the employees not to accept it.
      If the employees are maltreated only then the government could intervene. These employees have a Union. Then let the union and Marpin discuss the issue and arrive at a solution.

      I couldn’t agree with you more. Our people think is in Dominica alone things are bad. I had to take a huge paycut just to keep my job. I dropped from $17.50 an hour to $12.50 an hour. I accepted it because i prefere to keep my job than to be unemployed. I had to consider my familys’ well being over everything else. Marpin workers consider the offer carefully. Do not accept a permanent cut but if it’s temporary give it careful consideration. Do not listen to the people who want to make political mileage out of the financial situation that a private company is facing. The government of Dominica does not own Marpin.

        Well “me” they say I know everything; or lets say about everything; unfortunately I have no knowledge that the world is recognizing all the good things that are taking place or, going on as you claim in Dominica! Maybe I wish to be informed in which country in the world people are so infatuated with Dominica that they have recognized all the goodies found in our country!

        Madam/Sir, don’t you know that Dominica is one of the less known about places in the Caribbean? Every once in a while when I here the name Dominica, or I believe I hear the name Dominica, in this country it usually turns out to be the Dominican Republic someone is talking about; and most likely they are talking about their vacation, and vacation homes in Punta Cannas in the Dominican Republic.

        Let us not play too much politics, and impress on people that our country is popularly known internationally, because it is not! Let me enlighten you for a moment. I have several motor vehicles, okay, on each one I have a personal registration plate with my name written as such Telemaqu; on everyone my name is written spelt a little differently; around my name I have the words written “The Commonwealth Of Dominica W. I.,” I drive across the continental United States, and all over Canada, and into Mexico. I can assure you in more than twenty five years, only once someone recognized the name Dominica.

        I was in San Diego California at a gas station, when a young woman walked up to me and ask me if I am from Dominica, I responded yes, and inquired if she has visited Dominica, she told me no, and told me ” I am from Puerto Rico in the West Indies also.”

        So, do not pretend that our country is so popular in the world: we wish it was; when you say such thing the backward politicians in our country believes it as truth, and feeds on such false beliefs

        This is a general observation. Too often the government is blamed when many do not help themselves. Too much pressure is placed on the government which it does not deserve.
        There are many such people worldwide. Canada is no exception. Some of them do not care whatsoever. They do not care what will happen to them and what type of future they will have. They prefer living a leisure life. They have no right to blame the government for their negligence and failure.
        This is why I have no empathy unless the people are sick and infirmed. Even then, they could have brought it upon themselves. Prior to having a bleeding heart for them, I would first want to know what they did to cause them to be in rags. How many children do they have and out of wedlock and with how many partners? This should answer for itself why they are poor and in rags. Need I say more on this matter? Surely, it is not the government’s fault.
        In bygone years no one blamed the government for the state they are in. Today, they blame the government. Something is wrong with their manner of thinking.
        Utilize your common sense in this case. I am not deceived by your words. I wonder how sorry you feel for those people and wish to help them as you throw words and also lambaste the government.
        Today, I am more experienced and broadminded to know that the government is not always to be blamed for those who lived their lives and contributed nothing to their country, had no intentions of doing so in the past and not in the present. I call them useless nationals.
        Know that everyone will give God an account for the time He allotted them and how they lived their lives. No one will be excused or exonerated as long as they were born with their faculties and grew up in likewise manner. Therefore, do not put on your bleeding heart for them who do not even care about themselves much less for you, for the government, other nationals and for their country, Dominica.

I am a taxpayer and a voter. I am on the voters’ list. A question on the (my) income tax return is: “Would I agree for Canada Revenue to provide Election Canada with my name? As always I agreed. When there is an election I will be advised by a voter’s card with my name and address on it.
        I am a citizen of this country. I have a voice and a strong one at that in this country. When I have a concern, I write my MP and MPP. I also can make an appointment to see them to discuss it. They cannot deny me my request for they are elected officials.
        As a Dominican, I can comment positively and want what is best for D/ca and nationals This is also my right as a Dominican-born who also resided in D/ca and paid taxes while residing there.
        As for the people you mention in rags, it would be wise for you to conduct a survey and ask them why are they in rags. How did it so happen that they are in rags? Who caused it? What did they do for themselves prior to being in rags to cause them to be decrepit? Whose fault is it that they are in this condition?
        You should know that people are responsible for themselves. They had the opportunity to attend school, to be diligent in school, to excel and to graduate. You could further question them if they ever attended school, completed school and sought employment. In other words, how did they live from youth to adulthood? They must have a reason for their condition.

    This a collective situation and we cannot leave out the bad practices of the Political leaders from blame in the way they have run this country.
    Everything affects every thing, and as I said before , we will be the ones who are left to hold the empty bag when things get worse.
    All DLP leaders are concerned about is enriching themselves at any cost, and there are still Dominicans who are feeling it, but rather stay silent.
    Not too long ago we were operating on a “Barrel Economy” and still we did not take steps to improve our manufacturing industries.

    Marpin will soon slip through the fingers of those who are the owners in the not too distance future. What goes around comes around. They stole Marpin from the original owner, the man who labored hard and long to ensure that Dominicans could enjoy local Television.

    They envied Ron Abraham, and did everything within their power to ensure they robbed him of what in my opinion is still his property, one way or the other Marpin will become history; and I will be very happy when that happens. When Ron was in control of his Television Station, his staff got paid, and on time.

    Ron was so kind he literally gave shares to some workers for free, and what our ungrateful people, when the time came for them to support Ron, the jump on the other side; they too side with those who wanted Ron out, by doing so the wicked became the greater share holders, hence the man who for many years while in England planed his business, once it became successful, Dominicans had to find away to steal it from him.

    I could be walking in Ron’s boots today; only that I evaded such fate, in 1976, I had a similar idea to set up a free Television, and Radio complex in Dominica, Ron advised me to go home and set up a pay Cable Television Station, if did maybe by now I would be shot dead, and when I am buried the thieves would dance on my grave. I know the first thing Dominicans would do is refuse to give me any advertisement, and when I could not make any money, the Stations would be closed.

    Ron if you are reading this; remember God does not like ugly, those who screwed you up will eventually suffer a worst fate than you have in the Marpin situation.

      If you reside overseas, even the government is laying off by the thousands. CBC – Canada Broadcasting Corporation recently announced that approximately six hundred employees will be laid off. I thought, when they lay off so many people, in time they will need unemployment insurance. Through the years this amounts to a million or more people who have been laid off – given their walking papers – the pink slip as they call it.
      This week the Municipal government decreased a number of fire trucks and staff. This is a vital service for there are always fires. Only today a business place caught fire. I believe the building burned down. It was not in the City of Toronto.
      It is cuts all over and everyone is feeling it. Know that what affects a country usually affect the others in time. This is what is occurring in Dominica.

    Boy it is real tough I had a part time worker I had to tell him it is rough because it was a gwayae to give him that small change at the end of the week because my overall expenditure is more than before and no extras are coming in.It is really had. I can no longer have two meals a day I have to cut back I used to help the less fortunate but I cannot do it anymore. Heaven help us all.

      Will a change make the problem disappear into thin air? You guys look at things on one side but think of the bigger picture. If the government was not getting the aid that is now getting, do you visualize what the country would be like.

      I prefer the government go and beg to get grants to avoid passing any taxes on the citizens who are already stretched. I can’t afford no more tax on my salary.

      Cudos to Marpin for offering the pay cut instead of layoff. At least they will still get some salary at the end of the month.

      Give me my DA all the time. It is not easier on the outside. Give thanks people for the life we have in this part of the world. We have to be grateful and give God thanks instead of always complaining and calling hunger and misery on ourselves.

      The reigning government have an excellent plan to move this country forward.

      Don’t worry, I expect people like you to keep on crying just so your party can get in power. You are trying to get rich too but the easy way. Go work hard for your money!

      Certainly chang,e but not for the worse. In fact we are already experiencing the change. All who have eyes will see, all who have ears will hear. In the abundance of water the fool is thirsty. Maybe technology is changing life, that is why the post office is slowly being phased out. Businesses need to keep up with the times in order to remain successful.
