Prime Minister and Minister of Finance, Roosevelt Skerrit will be presenting the 2018-2019 budget when parliament convenes on Wednesday.
The $978,101,625 budget is the largest in the island’s history and will be the highlight of the First Meeting of the Fourth Session of the Ninth Parliament.
President of Dominica, His Excellency Charles Savarin, is expected to give a speech during the sitting.
Speaker of the House, Alix Boyd-Knights, said guests who were invited to the sitting will be downstairs and others will be upstairs.
She said that those who are aware that they should be seating downstairs should enter Parliament through the portico which is opposite DBS Radio.
“And then they will be escorted to their places by the ushers,” she explained.
She stated that since there will be a parade outside, those who are to be seated downstairs should enter parliament before 9:45 am.
Boyd-Knights pointed out that those who are sitting downstairs and are coming in after 9:45 will have to use the High Street entrance to access the House and they may be required to show their ID to the police.
She said those who have been invited and requested to be invited have been given passes and will be upstairs. They must enter the High Street entrance only and will be required to show IDs.
“They will be required to have their ID with them when they come to the House of Assembly…that is the people sitting upstairs…” she noted.
Boyd-Knights said the arrangement for those invited is customary in Dominica and it is a requirement of every sitting of parliament in most, if not all, jurisdictions in the world.
“There is nothing extraordinary in having security to enter parliament in Dominica as is being banded about in other places,” Boyd-Knights said.

From 2007, building a school in Thibaud has been in every budget but to date, all I have seen on the ground is the I’ll advise demolition of school that was built in the late 70’s. So his billion dollar budget means nothing and definitely not a sign that things are better or getting better.

The road at the only airport in our island should already be fixed don’t why it has been done yet but hoping our Prime Minister who have great pride for his country though beaten yet still so beautiful will consider getting the road fixed. All government personnel, tourists, locals use this airport and roads make a place that is welcoming.
There are several islands much smaller than Dominique and have international airport, why not Dominica? I have yet to see the leader who understand the needs of its people and the importance’s of such airport and the benefit of it to actually do something about it. Every election over the years only talks about it but not but not strong or trustworthy enough to actually accomplish this seemingly impossible promise. Who will it be to relieve Dominicans and visitors and its very leaders from the stress and sometimes humiliating behaviors of passing through other countries.

We need the breakdown of this proposed budget to see how these funds are allocated. Hope it includes things like Hurricane shelters and proper health care facilities.
Many of my people may not get this, but how can there be a record breaking billion $ budget and no provision for a DATA CENTER?? Don’t tell me in 2018 no one understands all govt data needs to be computerized by now and make life easier with connection to info at least within govt departments.
Just go to any govt office for something, to see workers sifting thru stack-loads of paper folders, (all govt info still in paper folders from the 1950’s) then ask you to ‘come back’. There’s no DATA CENTER in this day and age. I’m not against government but so much time and money can be saved to make govt more efficient. But, some people are distracted. After all, it’s 2018/2019 almost 2025. Please!

Skerrit’s budget presentations have become an exercise in futility. The fanciful promises he makes invariably never come to fruition. As a matter of fact, things just seem to deteriorate. The economy is gravely ill, it will take decades to restore it to sound fiscal health. The infrastructure is shockingly inadequate. The PM’s budget addresses don’t even have a modicum of credence because they are replete with dubious claims and projections. The challenges the country faces are inexhaustible and Skerrit and his spineless misfits are incapable of bringing relief to the suffering masses. Skerrit’s words are often incompatible with the truth. His budget would be riddled with voodoo mathematics and statements that are distant from reality.
