The Government of Dominica in collaboration with the Caribbean Development Bank (CDB) on Wednesday 29th May 2013 will launch an EC$12.2 million project, which will finance a number of poverty alleviation projects throughout the country.
CDB will provide a grant of EC$10.6 million, with the Government of Dominica expected to provide counterpart funding of EC$1.6 million.
The funds for the project are Dominica’s allocation under the Bank’s Basic Needs Trust Fund (BNTF) which is now in its seventh cycle. This year’s allocation represents an increase of approximately 40% in CDB funding over the BNTF 6th project.
The increase in funding means more money will be made available for projects in three key areas of focus under BNTF 7 which includes Education and Human Resource Development, Water and Sanitation Enhancement, and Basic Community Access and Drainage Enhancement.
The funds will be targeted toward poor areas of the country, with the poorest areas receiving the most attention.
The project launch will take place at an official ceremony at the Fort Young Hotel at 8:30 a.m.
A delegation from the CDB headed by Darran Newman Belgrave, Portfolio Manager of the CDB’s Social Sector Division, will join Prime Minister Roosevelt Skerrit in launching this latest cycle of the BNTF in Dominica.
The project will provide funding for sub-projects, Project Management Support, Institutional Development and Monitoring and Evaluation and will be implemented by the Basic Needs Trust Fund.
The BNTF Programme is a regional grant programme for poverty reduction infrastructure and livelihood enhancement services. Over its 33 years of existence, the program has disbursed over US$189 Million regionally. Ten countries, including Dominica, currently benefit from the BNTF.
DOMINICA. A poor country with lazy, inept, greedy and incompetent leaders in government. Poverty will only get worse under this regime.

The project management support and monitoring blah blah blah means big salaries for a couple loya party people who will monitor and evaluate absolutely nothing.
And basically money finish already. Any poverty reduction at all has occured?
Imagine a country in 2013 where the government has convinced it’s population that it does not need jet access. Our level of being ridiculous is unsurpassable .

And that is strait from the BNTF’s files, and this was only the 5th phase which means UWP had benefited from that programme also

It would be interesting to know the constituencies that are the poroeest of the poor and who their parliamentary representatives are, that will tell the story of how lazy these guys are, representing a constituency for so many years and the only resuilt or claim to fame for representing these constituencies are they belong to the porrest of the poor.
This assistance should not be given free. If they receive a monthly income from the government, they should pay, at least, a minimum amount for it. This will give them a sense of responsibility and to give back something to the community, Dominica on the whole. Too many are living with no sense of responsibility.
Let me further inform you that since they receive a monthly income, they are not poorer than poor people even in a progressive country. Much more could be stated about that.

Where did the article say Dominica was the poorest country? Just so you know I am not claiming any party. I just to see my country do well regardless who is in charge, but do not say things that you did not read anywhere. Dominica purchasing power has passed that of St. Kitts check the world facts book.

What you are stating is nothing to shout about and be proud of. Today, I have a clearer understanding and visualize why some people are poor and the country appears poor. Tell it like it is.
In all honesty, ever thought of the following why some people are poor? Some people made themselves poor. Most of it is due to:
Non-caring parents; not honoring their parental obligations; disobedient children, not attending school; school dropouts; children having babies and probably raped; having to nurture babies when they, themselves are practically babies/ children; adults going about and having babies upon babies with no means of supporting them; those who digest illegal drugs; those who commit crimes; those who are non-caring, uneducated and live a leisure life, they cannot contribute to the revenue of a country.
Last but not least, specifically in former years, governments who kept the funds for their personal use and not assisted the country and those who were/are poor.
In the end, this is what made them poor including making the country poor and appear it looks as if it is poor to outsiders.
Every national owes something to their country, to work and pay their fair share of taxes. It is high time for those people to bear their responsibilities and not expect the government and through other funding assist them.
The current government must utilize a different strategy to teach people and make them independent and self-sufficient, commencing with the education of children, that one day every national may one day be employed and contribute to the revenue of the country and not be dependent on handouts and funding from other countries. Those countries also have poor people. As they assist other countries, their income is not increasing while products and taxes are increasing. If you have not thought of this, give it a good thought and always keep it in your mind.
I hope governments are not blind, deaf and sleeping. Time for a change in all those countries. There are too many idle people, some of whom commit crimes and some who expect the government to consistently assist them.
If governments expect their country and nationals to rise above poverty and the poverty level, they must institute changes as mentioned. What are they doing to bring their country out of poverty without applying for, begging and receiving loans and grants from other countries and enterprises?
