More than 12 Dominicans will be without a job in less than one week when a local business in Roseau is forced to stop operating.

The popular Ruins Rock Café, situated adjacent to the Roseau Bayfront will no longer be operating come September 2nd, 2012

Government has asked that the premises which sells local juices and spices be evacuated to accommodate the construction of a vendor’s arcade.

Proprietor of the Ruins Rock Café Serge L’Homme says the decision is not good news at all.

“They want to remove the vendors on the roadside and place them into the building. The vendors say they don’t want to be in a closed spot. Yet still they said they are still going ahead with it,” he said.

L’Homme said it took him 9 years to build the business that he is now being forced to let go of.

“I create all these products. They are Dominica. We have 66 different rum punches made with only herbs and fruits from the island, we have over 20 different flavors of hot sauces made with only fruits from the island and 129 different spices from Dominica,” he said.

He said only local juices are sold in the Ruins restaurant which also boasts of exotic meats that can only be found there.

L’Homme says the removal of his business will deal a major blow to the tourism sector.

“Ninety percent of what we do is for tourism purposes. We sell for tourist and it will affect the industry because the project was tourism oriented. Many tourists would come back and ask for products from the Ruins. Some of them came back year after year and would have others purchase on their behalf,” he said.

He said there is no place like the Ruins in the Caribbean.

“If we move out from here, we have nowhere to go or what to do. We are not getting any compensation because government said they could not afford it,” he said.

L’Homme, a La Plaine native, spent several years in the French islands before returning to Dominica.

He said he plans to hold a farewell party at Ruins on Thursday, Friday and Saturday night  “to give back to the customers”.

    We will be visitting Rousseau agin in November and were really looking forward to enjoying once more this unique bar. What a pity that both sides could not realise what an assett and tourist attraction this place was and recreate it nearby.

    We all know why that decision was taken to give notice to Serge.All those years that the building was there as a “eyesore ” no one thought of using the spot TO DO ANYTHING as soon as they see serge doing well BAM! The man came up with an idea that none of you thought about.He saw an old “eyesore” and turned it into something that the tourist found attractive! Those who there talking about relocating, where else would he find an old building?One that would really allow him to keep the name “ruin”? You know one of the reason that I am so upset is that before this guy even thought of moving to Dominica,he talk about our country to all guys of people,telling them about the NATURE ISLE OF THE CARIBBEAN.That NOTICE?I don’t trust anything or anyone behind it because it stems from plain old JALOUSIE in my book!!! But don’t worry Serge will do what he do best he will get another idea going because that’s just who he is!!!Those of us who really know this guy knows that he will come up with an idea to blow you away !!!

    honestly Dominica needs to stop trying to imitate those concrete jungle societies ….We the people need to understand that tourists who come over or visit from other countries whether by air or sea are travelling from their countries in an attempt to experience new environments,experiences and cultures which their have had no previous encounter with or only heard off… it’s all about the different and not the daily experience…BE UNIQUE!!! RuiNs is an attraction to many natives and tourists.!!!

    That place is way to small for an arcade soon it will grow out it usefulness, it was be cramped before a year is done and people will be selling in the corridors. It’s a good idea however when government are building they have no foresight they build for here now and not for the ten to twenty years from now

    I do not want to jump to conclusion but I believe the authorities would give ample notice prior to eviction and would give the business enough time to find a place or ignor it and wait to create news.You know if a storm passes over DA its the government who steered it, or someone killed another its on the government.

    Thanks to all you wonderful folks who supported and made The Ruins the unique and wonderful spot it turned out to be.I am super proud of my brother for turning a burnt out building into a place that will be remembered. Frankly I thought my brother being from Martinique… (despite the fact that the webmaster referred to him being from La Plaine)was crazy to move back to Dominica. Serge being one of only three none Dominican of my Dad’s 13 children choose to move to Dominica because he saw a need and he believed that he could meet that need. Serge is a proprietor and he has this talent to succeed in Business… I know that God has a better plan for you somewhere else.. Move on my brother… I hope in 10 years you will look back and smile, for I believe you are created for Greatness and the RUINS was just a stepping stone…Use it as a learning experience…I love you # 9… I hope to see you soon….

    The idiot that came on here and said, ” stop crying my brother, just get another spot.” Did you even stop and think of what you saying? The name of the place is called Ruins, and the building depicts exactly that. Where are you going to find another suitable location. Oh of course the government will say the don’t have money to support the local business but Skeritt have money to blow on himself and build some ridiculous state house. I have said this before, Skeritt is improving the infrastructure within the city limits and some beyond just to have the leverage of saying ” look I did that.” It is all visual proof for re-election but the local man does not benefit from the projects or gain jobs from it because they are being done by whom? THE CHINESE!!!!!!!!!!

    I know this man since he came back to Dominica, he is a cool guy. He does good business, but when you look at the building it looks like a sum. He did his best to make it look bright, but it still looks like a slum, he needs to have a place that looks nicer, even though he wants it to look a certain way, it has to lose the slummy look.

    I have heard so much negative comments about this building from visitors as well as Dominicans. The place needs to be rebuilt. I cannot say what to put there since I don’t own the land, but the place really needs attention. It cannot remain the way it is presently. We have to respect what is not ours. We all have common sense, and we know who owned the land, so we did not expect for any body to just take the people’s land as though it is their own. Put all politics aside and get serious. He was asked to move, by the person who owned the property. He has to move, not CLOSE DOWN SHOP.

    If the property belongs to the Government, then why should they compensate Mr L’Homme, or even find him new premises.

    If notice was given way inadvance of the September 2nd date, then what has Mr. L’Homme been doing to find new suitable premises.

    When you have a product/service that is highly patronized and respected, then your clients will find you where ever you are located.

    Lets hope that when the arcade is finished, there will be no more vendors taking up the little pavement space around Roseau.

    If you have occupied a property that was not yours for a period of years, then one should save in order to have his/her own.

    The property on which the café is erected was acquired by the GOVERNMENT OF DOMINICA OVER 5 Five years ago and he was informed of this via letters from the government.
    The letter indicated that the Tourism Ministry had plans to build a vendor’s arcade with a view to relocating the vendors from the Bay Front and that he should vacate the property but did not specify a time frame in which to do so.

    IT IS NOT HIS BUILDING! And he was given letters over a period of time. We need development and one (1) man should not hold down this project. There are too many vendors on the streets, there are no side walks for pedestrians. We are moving forward and developing with this project. We need a building to compliment the bay front boulevard and our new TIME SQUARE/ WITH THE CLOCK ON THE WALL :lol:

    In regards to the ruins relocating, that would be a dyinng shame because the ruins has captured a fantastic ambiance and it saddens me that instead of the dominican prime minister building a suitable structore for the vendors; the first thing the dominican goverment can think of, is to take away a successful business and tourist atraction. I love going to the ruins when i visit Dominica. It sickens me that our goverment do not invest in their people,just in them selves, WHY CANT THEY BUILD A PROPER SHELTER FOR THE VENDORS

    Boss stop crying like a litte girl! You have a great product and all you need to do is find another spot! Your customers will follow you wherever you go.Many other people find places to rent so why cant you?

    Government gave you about 3 yars to find a place and you refused to move! Well tourists complaining that the vendors are an eyesore and Prevost has been calling on Govt for the vendors arcade so govt gonna do what is necessary.

    We can have it both. an arcade (search DNO for design pics) and the Ruins bar relocated. Its not like govt shutting Ruins down. Simply relocate! I dont see whats the fuss!Sheesh!

      Remember your argument can go both ways. The Govt can/could get somewhere else to put the arcade. And to put your own words back into perspective for you “Many other governments find alternate spots to build infrastructure, why cant they.” Damn, they did have 3 years right?

      I swear if it was that of and eyesore and importance they wouldn’t have waited 3 years. It was never a priority, was just a mark on the calender….Oh well R.I.P. Ruins

      business is location, location, location and to reiterate the guy has a good location not to mention the business name fits the premises. so you want him to move elsewhere into a pristine location and call it the ruins? there is also a concern for the proposed vendor site. what are the vendors paying now to be located on the bayfront? will the same rate apply in the arcade? if it is higher how profitable will it be for the vendors? also during the off season when there are no cruise ships how are they going to pay? or will the arcade be shut in that time which would make it be viable for only a few months in the year. i have always viewed night life as one of the lacking ingredients in the tourism package. oh well here goes another.

      Hey, initially I chose not to comment on this story because my views mirror yours. Why should I be the one to express that point of view, I thought, when everyone seems to be expressing sympathy.

      Hey, I agree with you. It is time to move on. There are several places available for rent in Roseau. If the product and services offered at Ruins Rock Café are that good and customers are pleased, then this situation simply calls for relocation coupled with a new marketing, promotional, packaging, sales, deliver plan etc. This is the nature of business, especially when one is utilizing property or equipment that does not belong to the business entity.

      Lest we forget, even if one owns a property, the Government has the legal authority to take possession of one’s private property for use of something that is of benefit of the general public, once the owner appropriately compensated. In this case, the property belongs to the government, as far as I understand it.

      In the instant case, I understand that the entrepreneur was allowed to utilize the place for an extended period and now the government has decided to have it renovated not for the private use of another citizen but for a public purpose i.e., relocation of vendors as part of an overall plan to clean up the city and provide a central location for the street vendors. It really does not mater that the vendors do not wish to be relocated. This is expected. People always resist change.

      Although, the timeframe for vacating the place seems short, it is really not as if gov’t is forcing a close of the business operation. This is simply a matter of competing interests, which the gov’t has to consider and take a hard decision on in the best interest of the public, albeit a private concern is negatively impacted. Perhaps this is a new business opportunity for Ruins to relocate, expand and start bottling its drinks on a larger scale for export.

      Come on now! Seize the opportunities and focus on the silver lining beneath the temporary dark cloud.

      I wish the proprietor of the Ruins Rock Café, Serge L’Homme the very best and expect to hear good things in the not too distant future if teh above comments are taken on board. I also wish the street vendors well, especially during the upcoming cruise ship season.

        Further to my comments above, I would recommend that central government takes over some of the small private parcels of land-some with old run downed small wooden houses on Kennedy Avenue, Hillsborough Street and River Street close to Gov’t HQ and the new Stadium to build a large multi-storey complex like the Financial Center with appropriate packing facility, a proper restaurant or food court etc
        This would bring much need development to Roseau, provide increase government /private sector office space and help in reducing congestion in the city etc. This same project could include a large three storey packing facility over the Roseau River. It could be a very profitable public/private sector joint venture.
        Anyway, I guess I am on a frolic of my own as this is not the focus of the main story and my ideas are too complex a plan for this administration. It would require a more visionary administration with someone like Prevost for Roseau to implement such a plan.

    What is so unique and Dominican about this product… just like the vendors selling Chinese craft to pass as locally made is the same thing that happening there… You know how many times I meet mister at the parcel post clearing his boxes of “local” herbs and spices to sell by the bag to tourists…

    What spices Dominica has besides nutmeg, cinnamon and bay leaf …. But do you know how many varieties of spices are being sold at this place…

    Government has every right to clean up and organize and I’m happy to see them make a move in that direction because lord knows there isn’t much else they are doing to organize Dominica for the future.

    Nowhere in the world do vendors just set up shop haphazard like they do in Dominica except in the slums of cities! Law and order, rigid regulation and rent are some of the calls of order in functioning cities so why should Roseau be any different?

    RUINS CAN ALWAYS MOVE TO ANOTHER PLACE! They had a great run and they should count their blessings and I have been hearing forever that that site was targetted for a vendors market so owners should have been planning for that and securing another location in the event that government plans came through. Businesses get notice all the time all over the world.

    Simple fact: when you rent you cannot count on forever. Well except in Dominica where Dominicans feel everything must be given to them.
    Dominicans need to grow up and get serious if we are to have a country worth living in 20 years from now!

      I agree with your view to an extent. placing all the vendors in one area is not going to really solve the problem of untidyness in roseau. just take a walk and look at the side walk(dominicans should be number one at hurdles in the olympic games.lol) and the uncovered drains, homeless and insane on every block, litter etc. lets address all these issues the arcade is not going to be a panacea. i also think that the vendors should have an airy location that would add to the ambience and tourism product(pebbles park could be restructured.) something to add to the colour and caribbean atmosphere that draws tourists here instead of just placing them into a building.

    I know L’homme but not a supporter of the red party,but I am up for the renovation period.Maybe they will build two stories.Too many old buildings in the city.This building is old and over the years it will just be be succumbing to more deterioration,and no one is putting a bag of cement anyway..Guess when it’s done,L’homme will have a spot downstairs or upstairs.

        As far as “dancing on the tables,” I’ve never seen that happen at his establishment, and I can assure you that in every country you go, you’ll find somebody dancing on somebody’s table.     To be honest, when I read the headline, I thought they were going out of business–the usual financial struggles.

    I cannot believe the government is demanding that they cease to operate and vacate. There are so many other places that need to cease to operate and vacate.

    There is a salon, for instance in Massacre, which is protruding into the road making the corner very dangerous for vehicles and pedestrians alike.

    These are the sort of places they should be asking to vacate to make things better. Not a well-respected and popular tourist place like The Ruins

    I though government was going to convert the canefield airport into a vendor strip. How many vendor blocks are we going to have selling the same ting. The vendors already making a living selling stuff where they located but 12 people are now without….lets count …..past two months 69 in aerial tram , >15 in KFC, 12 in Ruins & counting…

    I know the ministers and big honchos travel al lover so it cannot be because they dont have model countries they are making such ignorant decisions…..
    I came back home for love of country and want to see it develop but seriously I think I want to form a new political party with only university graduates that know what they doing and truly concerned about Dominica and the sector they represent….when your hand start to scratch you out……

    These plans have been known for some time now and Govt. owns the property. If it means cleaning up an untidy bayfront I’m all for it. The current occupier should count his blessings that he has been able to make a good living for so long. Hope he finds somewhere else, equally rustic.

      My uncle goes all about dominica to buy fruits and herbs and spice;eg ,pumcitey,mango ginger,lime, sea side grapes,safran,all types of peppers, sour sorp ,vanilla ,nutmeg, pine apple,coconut tangerines,passion fruit,ground curriander, tumeric ,ouku,cuffy ,cocoa, cinamond from poor farmers, that the same government would not provide a boat with cold storage to ship to other island.He is one of mr danes shillingford main customer buying about 3 barrels of rum a month,of the only rum left that is made in dominica,when,witchurch and astaphans imports rum from all over the world,which only profits them and not our country.my uncle has just took on a quarter of a million investment to expand his business,with a bottling plant in canefield .This ruins was a dump site for roseau people when we meet it,we took off 37 dumper load of rubish from this place,the guy that was using this place before kept it as a haven for paro and junkie white people to take drugs.my uncle turned it into one of the coolest bar in town .this bunch of pig that are running dominica half of them never finish high school and the rest are not black or even dominicans ,they are all the same labour today freedom tomorrow curupted to the core,thats why every other shop in roseau is runed by chineese haitian or spanish .Thats why the airport project was stopped, the layou hotel, the aluminium can factory,Heineken factory the first stadium and mush more.     Well he can try to relocate but this spot was indeed an ideal spot for his business I definitely will miss it. The building was indeed old but that is was an attraction certain things are to be preserved and I personally think the Ruins Rock Cafe is one of them.

    Put vendors in a closed building? That making sense? Put them there and more will come on the road side. You closing down a good business like that, leaving people without a job and talking about vendors? Vendors tell you they want to go in that place? for them not to make money?     This is really sad…i don’t understand the governments plans for the island at all. If a business is doing well and liked by locals and tourists then what is the problem. Myself and mum enjoyed a lovely drink in Ruins last year when we visted. This will be a loss to the town :(

      This is the Dominican way. Destroy anything unique that is making a profit out of jealousy by others.
      It is not that easy to relocate and recreate the same atmosphere. It takes a lot of money. Dominica will be seeing less and less tourism and legitimate investment as a result of several moves by government. Dominica is not a service and customer oriented place and that will have to be changed before any people want to invest in Dominica.

    I am a Muslim and although I disapprove of the sale and consumption of alcohol, I am completely in disagreement with the idea of closing Ruins down.

    Ruins is a very unique spot, it consists of raw natural Dominican talents. I used to buy my natural juices outside and my herbs on the inside.

    Again as a Muslim who has a fighter’s spirit it saddens me that I have to stand by and look yet say nothing because the Dominican populace have lost all forms of dignity and pride to defend what is unique.

    Why is it many Dominicans hold envy in their hearts against their fellow citizens yet they allow the Chinese to be united to crush their businesses down? When will we learn as a people? I am disgusted at this move by Mr. Skerrit! Vendor’s Arcadia my big foot.

    Vendors arcade my big foot…..Aren’t there enough vendors all over the place selling the same things? The one place in the Roseau one can visit and have a good time (having something locally made ) It’s a beautiful place but see, they have to come and close the damn business down. And, for what? To sell either some chinese made product or those little things those vendors have selling at the bayfront.

    How dare they do this~!! I knew governments on a whole is a failure, but don’t belittle the little people any more than u already have.

    The time will come when you all will realise, the ppl have more say than the ones who lead. Be it Red, Blue, Green, Gold or any other colour. Voting is a simple example of this.

    I guess this is why bravery is rewarded with bullets and cowardice with gold.

    Responsible governments dont just displace businesses and not compensate the business owner. This is so wrong. Destroying 12 jobs in Dominica is huge and when the destruction is at the hands of the government, the government must step up to the plate. Here is an idea – expand the water front to include a jetty like structure for the vendors -like the santa monica piers. Place the vendors on the pier. The idea is to reclaim land and to reduce the conjestion in Roseau.
    One other idea design an underground location right beneath the nearby people’s park. The under ground location could expand beneath the roadway thereby allowing traffic above the vendors and restoring the park. This idea would open up a lot of space not just for the vendors but other small businesses, rest rooms etc. Creat access and entry points from the water front area , the old mouse hole restuarant area and the Domlec vicinity.
    Alternately build the underground pedestrian mall occupying the space beneath the old market. Create areas for the vendors, again paid washroom facilities, restaurants etc. The tourist would be able to access the underground mall from the bay front , there could be access and egress areas from the old market locations. Again the traffic will be above the mall.
    These proposals are relatively inexpensive. We need to start thinking out of the box to solve our problems instead of doing little viky vye projects. The proposed occupation of that corner lot to displace and destroy such a prized location for vendors is absurd.

    Some will ask where is the money – well if we walk a few blocks up the hill from people’s park we will see $27 Million being wasted. Just so we all know the cruise ship companies did complain about the mess we have on the water, the chaotic vendors etc. The government denied that until Ian Douglas opened up his mouth a few months ago and admitted that the cruise ship demanded changes.
    But guess what the cruise ship companies made those demands way before they decided on the state mallice. I am not just talking here I know what I am talking about.

      We may not like the present govt. but these plans do not come out of the blue and have been known for some time, at least since 2007. Hon. Julius Timothy made reference to them in his presentation of the urban renewal plans for Roseau in Sept. 2009 and again, the Hon. Norris Prevost raised the subject in the order paper for the parliamentary session of 25 Oct., 2011, when he put a question to the Hon. Ian Douglas:” Why has Govt. failed to construct the Vendors Arcade in the ruins at the old market square, construction of which was announced in 2007….”

      Speak my mind, Why don’t you invest in an arcade, a park or bowling alley. Dominica is not a communist country, why does the government have to on everything. People own land all over the island and they are just growing weeds. What is stopping them from investing in the areas you just mentioned. We used to have a Carib cinema, I always went there especially at midday…Why is it not a cinema any more. Instead of buying expensive cars, people can invest in these things, and create employment for others. The government cannot and should never own all businesses in any country.

      The government did not shut down the business, he were asked to move from the premises. There are more vacant lots in Roseau. He is well known, so he can get another place, he does not have to close down his business. When something is not ours, we know that the owner will always ask for it at any given time.

    Sometimes I really have to wonder how the persons we entrust to look after our daily affairs think.

    They are a few things within this article that has been puzzled; Firstly “If we move out from here, we have nowhere to go or what to do. We are not getting any compensation because government said they could not afford it” Is this for real – are you telling me the government has the power to order any local business to move its location and not even offer them an alternative or extend some sort of compensation? If this is correct then something is seriously wrong with this picture indeed!

    We claim we are a democratic conuntry but stongly believe we should revisit this as this behavior is NOT DEMOCRATIC!

    I am one who travel alot to other countries and I am all for development and moving a country forward but we should not sacrifice our local business to do so!

    The Ruins is unique. There are so few places left with genuine character, ambiance and products specific to our very special island. What is the government thinking? This will not be an improvement. And if they have the money to construct an arcade there why don’t they have the money to compensate a local business for disruption. People know this location. This will ruin this man’s business for sure. WHY? WHAT FOR? Another case of fixing what isn’t broken and failing to fix what needs fixing.

    We are too reactive in Dominica. If it was illegal for the man to build there, the government should stop him then. Where was the Physical Planning Division to stop him 9 yrs ago when he started?
    Why allow him to build from the ruins of an abandoned property? He has turned this place into a lucrative business and now you want to enjoy the benefits of all his hard work. The man had a vision for that nasty rat hole that welcomed the tourists to our shores and he worked on it, without interruption, and now you want to take it away from him. SMH

    People in Dominica need to protest or get a petition going? How can this happen? Is Dominica no longer free? It is places like this that helped to distinguish Dominica from all the other islands which have allowed their culture and identity be affected by tourism. We want to embrace that industry but once sacrifices like these are being forced what is the point? Our wonderful produce is is part of the experience that tourists are looking for. This is utterly ridiculous.
