Truckers protest against Garddakhan

The Dominica Tipper Truckers Association have staged protest action against Jacque Garddakhan in Layou and are now in a meeting with him to come up with an agreement as it relates to what they claim is his exclusion of local truckers in his operations.

This morning, the truckers used their trucks to block a barge leading to Garddakhan work area, preventing any of his vehicles from entering.

At least 15 trucks are said to be involved in this protest action, according to a live report on DBS Radio in its 1:15 p.m. news edition. Reports are that Garddakhan has brought in foreign trucks while local truckers are not getting employment.

According to the radio report, Garddakhan told reporters at the scene that the imported  trucks are for special excavation work and he is prepared to work with the truckers.

The meeting has been ongoing for at least two hours.

    I have one question! Which government, organization or institution is funding the projects that Jack keeps getting? Maybe if DNO can find this out then we ALL (well most) would understand the issue here! Frankly not wanting to tell DNO how to do their job (they do a very good job) I believe that establishing the source of funding for the Canefield to Melville Hall Project would help understanding part of the issues with Jack!

    Eyes on Dominica do not support unnecessary and destructive protest but if the truckers believe that they are unfairly treated and one way that they can express their dissatisfaction is through staging a peaceful protest then Eyes on Dominica respect that. I believe if the Late Prime Minister Roosevelt B. Douglas aka Brother Rosie was alive he would be saying the same thing that Eyes of Dominica is saying.

    That being said, an urgent call is being made to request Government’s intervention to ensure that all truckers of this country are given an equal opportunity to benefit from any project that requires their business/input. Certainly, these truckers expenses too and they deserve better…

    I agree with T. Winston.
    Thit is a no brainer. It seems that the govt. should have insisted that some local truckers be used as long as the tariffs are either dictated or reasonable. All countries do that.(Us does not allow Mexican truckers entry into its territory. It seems that Govt. regularly structures these type of transactions.Don’t we foot these bills ? For the comment that local truckers be more competitive that is easier said than done.Small truckers cannot compete with big ones or those given special contracts. Therefore it is imperative that the authorities ensure that t they survive.Above all this puts money back in the economy.Yes. Govt. must seek the best deal but it must also ensure that the locals share in its welfare. thanks

    @experienced: Yes be objective and see if your prices are competitive. We should be realistic in this matter. Your cost of transporttion plays an important part in costing etc. So please look at your costs in light of this and ensure that your transportation costs are realistic and not recovering your vehicle costs in a short space of time. Quick return always costs us … just as those who want to get rich quick and indulge in drugs etc. It sometimes costs them their life. Let us be objective in our pricing not thinking of ourselves alone and not caring how our costs would impact on the final consumer – the masses.

    Truckers in Dominica (like most of the trade men) are very dishonest. They charge extremely high rates for there services and keep increasing their rates ever so often. Garddakan owns a private company and has the right to make decision he sees best for his company. If the hireing of foreign contractors to provide the service is in his interest, I see no problems with that. The truckers should ask themselves a questions and stop what they are doing.

    I agree all this depends on the Dominican government, who have the power to dictate what proportion of a project staff must be local in any foreign company. Garddakhan nor the Chinese CANNOT dictate that they must bring their workers and equipment to the country.

    Whoever is in charge of approving foreign investment in the government is not looking for the best interest of the citizens. WAKE UP this is serious.

    First I believe the government of Dominica MUST ensure the well being of its citizen. Regulations and policies MUST be put in place by the Dominican government to protect the local workers. If the foreign company brings its own workers how and where will the local worker find work. It is difficult to walk around and see the development and yet cannot feed your family because you are out of a job.

    Without proper regulation in place to protect our national resource—the people— we shall continue to see more of these situations with the truck drivers. These kinds of practices with the investment companies constitute unlawful employment practices and can result in local workers feeling alienated, deprived of opportunities in their own country and they will take measures into their own hands.

    Foreign companies employing local workers would ensure that the local workers are involved in the development of Dominica and help the foreigners blend better into the Dominican culture.

    Take heed Dominican government this does not bode well for the country. This issue must be addressed.

    To all those who say Dominicans are not competitive…I ask the question THAT IS TELL ME ARE JACK AND THE CHINESE PAYING THE TAXES AND LICENSES THAT WE DOMINCANS HAVE TO PAY? ARE HIS TRUCKS LICENSED AND INSURED TO DRIVE ON OUR ROADS?

    Let all of them know that nothing is for free…. and when these guys are being generous to the govermnent something is in the pipeline. Government must be very very careful to signature papers especially with such men. I mean to be honest.. One can have a contract to mine — but oh please good grief- to be bringing workers from gwada to drive trucks – thats high clalls rediculousness. Garddakhan should be sent packing. Them things can never happen in gwada. Do u all remember the time when some people came and carried all the stuff from the layou river – well i wonder what the government got in return. Our people need the money and if we cant get the money – please mr minister send them packing. send them packing , send them packing… This is not a grant – its pure work and we want out truckers to make some money.. weee want the money…..

    I have enjoyed the discussions going back & forward regarding the rights & wrongs of the Truckers Association vs the construction company Gardakan. Not knowing the specifics of this particular case I cannot comment directly but want to add to something that the writer EXPERIENCED touched on that is particularily important to Dominica.
    The first thing that hits me with this case is that it appears that foreign companies are tending to import their equipment & labour than to use local. As a buisnessman myself this can only mean that it is cheaper to do so. Bottom line…no if or buts. So what we have here is evidence that the local service providers (in this case the truckers) are trying to sell a service that has a price tag that is more expensive than the cost of companies having to import & operate their own equipment.
    As a widely travelled person I am suggesting to the government not to get involved in this as the MARKET FORCES will eventually solve the problem as they do all over the world. Should government get involved & stipulate that companies have to use local services regardless of cost to the companies it will send a clear message to the service providers that they can do as they please & get away with it. We all seem to agree that the standards in Dominica are way below even our close neighbors farless the more developed countries. Government intervention in to the natural course of DEMAND & SUPPLY will only ensure Dominica stays behind & in the long run local companies will continue to suffer.

    I have no reason to be sarcastic. While I refrain from getting involved in “politics” I am concerned that written contracts that involve the use of taxpayers money must undergo better scrutiny. No one should enjoy the benefits of tax payers money more than the tax payers themselves. There is a need foreign expertise such as Jack. K but that cannot be allowed to cloud good judgment and honesty. The PM was voted through the electoral process and therefore if the people are dissatisfied they will vote him out of office when the time comes.

    I am not going into allegations because these very allegations were made during the election campaign and the PM still won. So who am I to question the people’s will? I am not a politician and don’t intend to bash politicians just for the hell of it. While acting in the capacity of overseer, the PM usually delegates (or so I would hope) therefore whoever the function was delegated to has disappointed both the PM and us. Therefore I reiterate my position that the responsible person or persons who formulated the contract at taxpayers expense must go.

    Mr TRUTH I can understand persons getting emotional about this subject but you need to check your facts before writing. Gardakan was employing the Truckers on Phase 1 of the Canefield to MHall project so they do know all about them. As to why they know longer want to employ them we can only guess. My guess is if things where rosy there would still be employed & that’s no BULL.

    @experienced: BULL … if the truck drivers are not keeping to the standards and work ethcis after being employed then i understand the appropriate measures must be taken as in any work environment and anywhere. Dont just leave them out and tell me about work ethics. HOW WOULD AN EMPLOYER KNOW ABOUT YOUR DAMN PERFORMANCE IF HE DOESNT EMPLY YOU..HUH? is it fair that an employer evaluaute you based on others performance? tell me.. well if thats the case then these damn employers need work ethics themselves sp probably some authority should look into that.
    Gardaknan is simply upset that the villagers had previoulsy protested against him and he would not hire our people. I dont agree with anybody coming here in the name of contract and cannot employ our ppl. BUUL..This is critical. Im not sure if it is a political issue and dont ant to assume cuz i hate politics. BUT SOMEONE WHO IS RESPONSIBLE MUST INTERVENE TO BRING ABOUT CHANGE TO THIS MADNESS.

    This situation shows the haphazard, unintelligent way this government goes about negotiating for and on behalf of Dominicans. Even if the Chinese giving the road free the Prime Minister should have ensured that during negotiations that he gets Dominicans to work on that project but then again no wonder HE never could provide the MEM OF UNDERSTANDING he signed with the Chinese. But then again them dumb-in-cans will find some excuse out of thin air.

    But then again i don’t feel sorry for these unemployed truckers or even the struggling bus drivers BECAUSE these were the same people who dressed up their trucks in red blaring their horns and shouting labourrrrrr. Well something is really happening ..a lot of people getting poorer and poorer.

    Dominica has been sold long time. Garddakhan is King of our Nature Isle, The Minister of Public Works himself took some courage and told Dominicans that Garddakhan had breached the contract in the first phase of the road project from Canefield to Pond Casse and there is a charge for that. But the Co. was still awarded the 2nd. Phase. Find out if and to whom the Co. paid any charge for breach of contract? The DLP GOVT. does not negotiate on behalf of its people in those projects. The foreigner has full control.

    Who gave Garddakhan permission to build an asphalt Plant close to Layou, and seriously affecting the health of the villagers there with cancer producing fumes even though the community raised concerns and protested? Planning Division. Who supported Gardakhan against the ordinary poor people of Layou? Wasn’t it the GOVT, Planning, the Minister of Environmental Health? Although the Chief Planning Officer indicated to Dominicans publicly that the Co. acted illegally initially by importing the equipment here without first getting permission, they still went and give the Co. the go ahead. So who is in CONTROL?

    The truckers have all the right to take action because now they are hurting. No money in their pockets. But my people, Garddakhan have support in high places and he is not worried about the plight of the truckers. He will continue to do what he wants. Dominicans are 10th. CLASS CITIZENS IN THEIR OWN LAND. TIME TO TAKE OUR COUNTRY BACK. BUT WHEN People put DLP PARTY AND SKERRITT FIRST BEFORE COUNTRY AND ORDINARY WORKERS, EXPECT NO CHANGE. Solidarity from all sectors of society is the way to go to effect serious change. Other bodies, organisations, Civil Society, community-based groups need to be in solidarity with each other. Each group taking individual action will never change anything. DIVIDE AND RULE. BUSINESS AS USUAL. People like it so until it hurts personally.

    Once again you are getting this all wrong. Where did I ever say I would not want the Truckers & Dominican labour to get the jobs? Not only would I love to see our local companies & people getting hired but I know that the foreign companies (maybe not the Chinese as that is a political situation) would prefer to hire local as it would save them money to do so. No housing of foreign labour, no importing of equipment etc.
    HOWEVER until these companies receive VALUE FOR MONEY they can not, & should not, be expected to hire local. This is a highly competitive buisness WORLD. No one has a RIGHT to anything if they are not capable or prepared to comply with the necessary standards. Dominicans need to wake up, check out their work ethics, comply with universal standards & there will be no need to be begging for work. If anyone thinks that Dominica can operate in its own little vacuum THEY better think again. All that will happen is that the country & its people will drift even further behind than they already are.
    This is my point sir. Has nothing to do with politics…who owns what…who knows who or any of the suggestion you made. I put it to you sir IF YOU WHERE THE OWNER OR CEO OF ONE OF THESE COMPANIES THAT QUALIFIED & RECEIVED THE CONTRACT FOR ONE OF THESE PROJECTS IN DOMINICA WOULD, YOU HIRE LOCAL TRUCKERS & LABOUR IF YOU WHERE NOT GETTING VALUE FOR MONEY???     To EXPERIENCE AND CHIEFI am in agreement with you guys on one point only and that is the issue should not be politicized. However if we really do mean what we say then how can fair minded people not see or understand the plight of the truck drivers. In one of your comment you that the truckers meet international standard and then support your claim by talking about being late. Sound like apple and oranges to me. Tardiness need to be drastically improved throughout Dominica and the Caribbean as a whole. International trucking standard as it relates to D/ca – my friend apples and pum kooly. Dominica have no business talking about international trucking standard..
    The reality of the situation is that the Dominican truckers have a right to Dominica’s royalties and had it not been for political biasness CHIEF AND EXPERIENCE would support the truckers. I need not say that chief nor experience are not direct beneficiaries of the trucking industry in Dominica or maybe CHIEF OR EXPERIENCE are direct beneficiaries of a few party cronies who are truck owners themselves and they are the ones who get all the government trucking jobs. So presumably the bank is not breathing down the back of your heads.

    To all fair minded Dominicans jobs for the struggling truck drivers is a job for the gas station attendant, truck drivers , mechanics, business for the bakers , restaurant and food caterers, roast plantain vendors on the roadside.How can our government and people not support the truckers and expect them to volunteer their equipment and time on community day of service. You got to be Kidding. Only in a place where people are to ignorant to think for them selves

    Unless these truckers meet international standards they will not get work, simple as that. They are always late, seems like they work on their own time and has a general laissez-faire attitude about their work.

    Wake up people. It is time we develop good work ethics if we need to compete on an international level. Owning a truck and belonging to a trucker’s association is just not enough.

    Dr Finger while I agree with your position on the issue I remain a bit confused as to whether or not there is sarcasm in your presentation . I say so because you imply that the existing situation is a direct result of the incompetence among those public officers directly associated with foreign investment matters. You went as far as to suggest that the PM should fire the said public officers. Dr Finger assuming that you were not being sarcastic I would like to introduce the fact that 3 weeks ago our PM lashed out at the very same truckers only because they rightfully spoke about their rights to be gainfully employed on Dominica soil.
    Let us not be naïve; As the minister of finance and the man in charge the PM would have had both hands on deck during the whatever deal was made with this guy Garddakhan. As I support Dr fingers stand people should be fired – It stands to reason that the PM should resign. I cannot help but to point out that there are too many dark clouds hovering the air space of the PM. It behooves me to think that in this 21 century that a government could negotiate a contract whereby the sovereignty of its people is irrelevant.

    This is not about politics – this is about the rights of the people ; the children , wives, mothers , fathers of ttruck drivers , equipment operators red, Blue , supporters alike.

    by the way the project done by the chinese contrator is a loan that our tax payers money has to payback in the future same as with some if not all of Mr. Garddakhan’s projects.

    we just giving the same people the contracts in the country they make a mess of the work and they still repatriating most their money because they not hiring our people…what the hell is our problem in this country….is like we dont believe that anything dominican or done by dominicans is good.

    that is not country pride. and that is part of what is keeping us back. respect the work of our people and motivate them not shame them.

    You people really making me laugh. You think it is the government fault that Dominicans don’t get hired to work on these big projects. Stop & think for a while & maybe listen to what all the contractors say about Dominican labour & services. Lazy, never on time & gone before time, unreliable & in terms of the truckers charging way more than it costs the contractors to do it themselves.
    Dominica is fast becoming a land of beggars who expect to hold out their hands & have money put in them. Who cares if the contractors by hiring Dominicans can’t get the work done & costs are way higher than they should be. Who cares if the projects, because of Dominican poor work ethics, end up costing way more than they should? If the government stipulated in the contracts or tenders that local labour & services must be used I can assure you that the costs of the projects will be way higher & time lines longer. In other words funding & grants will end up doing far less & DOMINICA will suffer.
    Address the real issue people. DOMINICANS need to wake up do something about their work ethics & service standards if not they will be ignored & left even further behind than they are already.

    The truckers are 1000% correct. Protest until that badge and its contents leave our shores. Political colors or party affiliation have nothing to do with it.

    Infrastructural development that does not consist of work for the masses does nothing to aid in the economic situation of the populace. Granted, the chinese gave us a gift and like it or not they should not be obliged to hire locals. However, the work Mr. Gaddakhan is contracted to do is financed by the tax payers of Dominica and therefore there we have a right to benefit from it through employment opportunities. The question I have is; Who wrote this contract without ensuring that there are clauses in there addressing local content?

    These clause would have provided assurance that any skill or support required for the project that can be found in Dominica must be utilized. In other words, publicly financed projects must bring economic benefits to the citizenry. China, Nigeria, Angola and Japan are some of the countries having laws mandating local content requirements (no less than 50% in most cases) when foreign companies are engaged in work financed by tax payers. I am deeply troubled that the people sitting in the ministry (economists and lawyers) did not see that coming. We have to be fair in our assessment here. The truckers must stand for their right but those employed by the tax payers as keepers of our fragile democracy must be help accountable for letting us down.

    If I was the PM I would fire the economic advisors and lawyers that brought us to this stage. Civil/ Public servants must be held accountable for their less that acceptable foresight when dealing with public funds. Every time we have protest action it shakes the confidence of investors and bring a negative image of the island. Mr. PM we have too many square pegs in round holes sitting in various ministries. Their lack of foresight and performance is shaking the confidence of the masses in the ability of this government to govern effectively. Listen to the cry of the people and take action. There is no smoke without fire sir.

    Therefore those guilty for this oversight must go. Examples have to be made so others can learn and take notes. We cannot allow Mr. Gaddakhan’s reckless actions to distabilize the country. Make amendments to the contract and include provisions for direct payment of local staff by government who will then give him a negative invoice on milestone payments for the said amounts. I am volunteering my services pro bono to help restructure this contract and include local content clauses based on international practices. Our truckers cannot take it no more.

    It doesn’t matter who funds the projects. Our government has to insist that 40% – 60% of the work force be locals. After all, government’s primary objective is to eliminate poverty and to ensure the educational and physical development of the country. An employed worker can build his own house, buy cars, send his/her kids to college and pay taxes. Foreigners get all types of incentives and send their profits overseas. We do need the foreigners but we need to employ our people.

    Mr. politician, do not take your mandate for granted. You are servants of the people. It’s nice to have roads but it’s even nicer to be able to buy cars and trucks to drive on those roads. Come on man! The sponsors, whether the are Chinese or European Community, will understand that you need to employ your people. If they do not understand that, then they do not have your interest or your citizens’ interest at heart. They have some other motive. It is our government’s duty to emphasize the need for employing Dominicans otherwise, you will pay the price in the next election. Do not take the overwhelming support of the populace for granted.

    I”m definitely no great admirer of the work done by Gardakhan but I must ask these questions. Does anyone find it strange that none of the large overseas contractors want to work with the Truckers? Why is it more cost effective for them to pay to have their own equipment shipped in? Could it be a reliability issue?
    Maybe Truckers need to look in the mirror first before demanding to be hired. If your rates & reliability match those that the contractors can handle themselves I’ll back your protest 100%, however if not you can’t expect them to work with you. Welcome to the real world.

    Once the projects are being funded by the Dominican Government then Local Contractors should be utilized however I don’t believe we have a say when it is not funded as in the case of the Chinese. As the saying goes freeness is worryness

    I support the truckers in their protest action as it is they who are suffering from unemployment. My only hope is that the truckers stand united and do not break their unity as mr Garddakhan will undoubtedly attempt to employ as few as possible…

    Go for it truckers! This is nonsense. Jacque Garddakhan needs to realize that we do not owe him. He needs to treat us better than that. It’s time that the government make provisions in these contracts for local trucker to be used on ALL projects, including the Chinese funded one. I believe it can be done with proper negotiations. Come on Mr. Skeritt….DA love you but you can do better than that. Why is Jacque Garddakhan calling the shots in DA? Do we owe him? …well pay him and have him abide to all rules or send him packing.

    wat i seeing dere nah,,, wat special work is that he can’t employ local trucks,,,, maybe jus maybe is some special trucks,,,,cause why would a business man spend extra $$$$$ if he can get it in d.a,,,,,,,,,,one ting i wish other workers in d.a was bonded n strong like the Tipper Gore Truckers Association eh,,,,, so much of us jus dere taking shit in our shitty lil jobs,,,,,, we jus stick n cah move because of responsibilities

    Why do these issues keep arising and why isnt the government doing something to provide some level of protection for local truckers?

    What is the sense of giving away our natural resources especially when our people are barely benefitting? Garddakhan’s pocket is overflowing with wealth from D’can soil, yet our people are struggling to earn a buck from what is rightfully theirs.

    Just waiting to hear what happens with the plans for geothermal energy. Just give it all away whilst the country remains one of the poorest in the region and begging all over the place for funds to do its business. And sadly we run away the resort and hotel developers that are capable of generating hundreds of jobs and stimulating other sectors. In a few years or less the man single handedly has made what we struggle to pay as national debt.

    So sickening.

    Truckers I stand by you fight for what is your. Who ever negotiated that contract should have ensure that the local truck drives in Dominca be employ by the company. How can the economy improve when strangers are being hired to do the same work our local folks can do.

    I can hear the chorus of people shouting…”It is Skerrit’s fault that happen. He freeze the truckers out of making an honest living. If UWP was in power, things would be different and ‘All Shall Eat’…..”

    What I have come to realize is a simple truth. Within any society, the people who are smallest in numbers always make the most noise and are regarded as speaking on behalf of their causes or groups.

    The majority of UWP supporters are respectful peaceful people who support their party and want to develop Dominica just like the next person. They know that if Dominica wins, they win and in the end, we are all the same, irrespective of party affiliation.

    It would be nice to see a resolution that brings about work for the truckers
