UPDATE: Venezuela to suspend oil delivery to Dominica, others in Petrocaribe agreement – report; fake news says PDVSA

Dominica is among countries that may be affected by a decision to cut petroleum deliveries from Venezuela by Petroleos de Venezuela South America (PDVSA), according to a report by S&P Global Platts, which describes itself as “the leading independent provider of information, benchmark prices and analytics for the energy and commodities markets.”

According to the report, the Venezuelan Oil Ministry said on Tuesday this week that PDVSA, is indefinitely suspending a combined 38,000 barrels of refined products to a number of Caribbean countries under the Petrocaribe agreement.

PDVSA also reported that the decision is primarily due to falling crude production and low refinery utilization.

But PDVSA has described the report as fake and has refuted claims that Petro Caribe is suspending its operations in Dominica and seven other Caribbean islands.

There were reports on Tuesday from Venezuela that Dominica is among countries that will suffer from a cut in petroleum deliveries from Venezuela.

But the Board of Petro Caribe is denying the report, calling it “fake news”.

PDVESA has indicated that it is not ending and will not discontinue its special sale of petroleum products to the eight countries that support Venezuela at the OAS.

Venezuela has just written off Dominica’s outstanding US$100-million PetroCaribe debt in a gesture of solidarity between the two countries in the wake of Hurricane Maria.

The PetroCaribe initiative was started by Venezuela’s late President, Hugo Chavez. It is an alliance between Venezuela and a number of Caribbean countries where oil is purchased on condition of preferential payment.

The report had originally said that apart from Dominica, the move will affect half of the Caribbean countries in the Petrocaribe agreement, including Belize, Dominica, El Salvador, Haiti, Nicaragua, and St. Kitts, the report showed.

Under the PetroCaribe agreement, Venezuela sells petroleum to Central American and Caribbean nations on favorable terms.

The suspension in some Petrocaribe shipments is a major second blow to Venezuela’s hobbled oil industry in the past week, according to S&P Global Platts.

Venezuela inaugurated the plan in 2005 with Antigua and Barbuda, Bahamas, Belize, Cuba, Dominica, Grenada, Guyana, Haiti, Honduras, Jamaica, Nicaragua, the Dominican Republic, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, and Suriname.

The original agreement contemplated a supply of up to 185,000 barrels per dollar of crude oil and products under preferential conditions.

The S&P Global Platts report said that PDVSA stated that in June it will continue to supply 45,600 barrels of refined products to Cuba, which has been one of the countries that have benefited the most from the PetroCaribe agreement, receiving average deliveries from PDVSA of 95,000 barrels of crude and refined products.

At least one company in the Petrocaribe agreement has responded to the report.

The Antigua-based West Indies Oil Company (WIOC) has said it has received no notification from PDVSA on the matter.

“In any event, even if it were the case that PDVSA had suspended shipments, WIOC is not reliant on fuel supplies from PDVSA for the petroleum requirements of Antigua and Barbuda. Indeed, WIOC has always diversified its sources for our range of petroleum products and therefore utilizes a number of suppliers,” the company said in a statement. “WIOC assures the Antigua and Barbuda public that it is fully serviced by its suppliers and it is able now and, in the future, to meet demand. Consequently, there is no need for concern.”

DNO made several attempts to contact PDV Caribe (Dominica) Ltd but all proved futile.

    100 million debt?. I didn’t know Dominica owed such an amount? Most likely is US currency. Are u guys really reading the real news?? I thought we owed dem nothing all how we buy gas kerosene diesel etc we paying right?

    The ability to maintain dominion over a group of people who are constantly left in the dark, will always pay dividends for those at the top who enjoy the spoils. We never the saw nor did we enjoy the benefits of cheap or discounted refined oil in Dominica. As usual, no one can give an accurate financial account of the monies that were saved by receiving our petroleum supply from ALBA.

      You are right, the citizen of Dominica never got to enjoy the benefit of the cheap oil. But Skerrit, Austrie and the cabal most certainly enjoyed the benefits and keep on doing so. Why on earth don’t we hold our government accountable. US$100 Mio. is alot of money and we are not even talking about passport money and aid donations yet. I challenge everybody to do your own math and all over sudden some thing should become very clear even to the ‘thickest’ Dominicans.

    In the event the news is correct: I am one who is very happy to be informed of such developments! I want that to happen in order to teach Dominicans a hard  lesson; that a nation cannot exists, on the dependency of promises, and handouts from Roosevelt Skerrit.

    One hundred million dollars right off is not peanut change. When one spends more than thirty million dollars buying votes, and owes their creditors a hundred million for commodities credited  to them to ensure the welfare of the country; the Skerrit regime is lucky Venezuela have not cut them off a long time ago!

    Where there is smoke there must be a fire: One can’t start a fire without an arch! So, I say to you that stupid idiot Kid On Block: what you believe is fake news you claim you know who started it, might be reality, which will soon bite you on your rusty old hard behind eh!

Some in the diaspora, the OPPOSITION and its operatives, DNO and Q95,have a lot to do . Elections around the corner so they are trying their best. Funny as is, the sooner THEY come with their FAKE NEWS, the sooner THEY are rebuked and seen for who/what THEY are.

Everyday “politician this, the government that”. This is why Dominica is the way it is, because so many people don’t have a mind of their own and rely on the government on everything too much.     WOW!!!!!….after we voted at the UN in favor of Venezuela a few weeks ago.

    Clearly shows our votes has no influence or value with the Venezuela GOVT. We keep exposing ourselves to more harass treatment from USA and UK because we are not voting sensible for our economical survival is this global economy.

    Could this explain mr. Skerrit’s , rather furtive visit to Suriname? This Caricom member, through its state owned Staatsolie company has an up-to-date refinery at its Tout-qui-Faut location, not far from Paramaribo. It not only produces the usual range of fuels but also bitumen, which we require to construct- and maintain our roads. I doubt however that mr. Bouterse would be prepared to supply us on the same advantageous terms as our Venezuelan beneficiaries. Till Mr. Skerrit deems it fit to tell us the purpose of his visit we can only speculate.

    DNO if this is not fake news and is really true then we will feel. This is the minds of things we have been on here speaking about. Time is master of all things. When we scold our government for its behavior asking for the best in our people to be self reliant supporters of the gov talking about jealous of PM and all kinds of stupidity. We were told gas prices would be low yet we owe Venezuela over 200 million. We only found out after hurricane. What is mind boggling is that no one is asking the government what they did with that money and where are the receipts and documents. What is the Audit department getting paid for? Well who does not here will feel. I would lije to ask Dominicans this; Have your lives been better that it was 20 years ago? The only things i see that have increased in Dominica is dependency, poverty, ignorance, stupidity, violence and crime, road fatalities, diseases and health problems, unemployment, and the wealth of government officials and thier friends

      Ok i read before update and Somthing about it looked false. There is alot of fake news out there done deliberately to cause chaos. My caution to DNO is to be carefull. If you guys keep posting fake news the public will be confused and loose trust and that is what the leaders want. When you do post real stories no one believes and the leaders continue to screw the people. The Russians have perfected that art and is causing chaos in the American political system now. This is the second time one is related to Dominica and i would not be suprised it is deliberate. Elections are near we just became friends with Russia and i would not be suprised if this is not a new trend. This is the new technique being deployed. The current US president florishes in fake news. Look out for the backlash by those incharge of how those in media is trying destroy Dominica.
