Calibishie Policing Committee officially launched

A community policing committee has been officially launched in Calibishie in an effort to reduce the level of crimes in that area.

The initiative is also expected to develop greater relationships between the public and the police.

Chief of Police, Daniel Carbon, who was addressed the launching ceremony held at the Calibishie Resource Centre on Friday, urged police officers to continue to make their presence felt in the communities.

“Respond in a timely manner to the complaints made by residents and participate in activities undertaken in the community,” Carbon told his officers. “Always maintain a healthy relationship with the people.”

But he was quick to point out that community support is critical to the success of the programme islandwide.

Community policing has been implemented in many countries worldwide including Barbados and has been practised informally in Dominica for decades, the Police Chief said.

“Officers would patrol the beat, dialogue with citizens, visit schools and participate in sporting activities with members of the communities,” he explained.

The first community policing initiative in Dominica was launched in Grandbay in 1997 and according to Carbon, it contributed significantly to building better community and police partnership.

“Certain aspects of community policing are still in existence in that community,” Carbon stated.

The Police Chief said that the community policing plan which has the full support of the government of Dominica , proposes new strategies to ensure the success of various aspects of community policing island wide.

“The plan advocates for the communities and police to work together in identifying problems, developing solutions to deal with them, community and police working together in partnership,” he noted

He said the beach patrol which was implemented long before the launching has contributed in making the beaches in Calibishie safer.

Coordinator of the Community Policing Committee, Superintendent Cuffy Williams, said the programme will be launched in communities across the length and breadth of the Commonwealth of Dominica in the quest to create, “a safe and secure” country.

He said the members of the committee have been working tirelessly and understand that the police cannot do this alone.

“They want a safer Calibishie for themselves and their children, and for this I applaud them,” he stated.

“I am pleased to report that so far we have made tremendous progress in implementing some aspects in the community policing plan…,” he said. “The implementation of a school program at the North East Comprehensive School where police officers have been continuously visiting the school to deliver lectures on various topics of interest, provide security during school activities and deal with minor skirmishes.”

He continued, “It is expected that this program will be expanded to other schools, such  as the Dominica Grammar School and the Goodwill Secondary School to name a few.”

Williams noted that community policing will also be contributing to small business investments in Calibishie such as hotels, restaurants and shops by creating “lower levels of crime which will help boast a greater sense of safety and security which will lead to improved economic activity.”

Meantime Acting Prime Minister, Ian Douglas said the government is ready to join other nations in the region who have implemented community policing as an effective strategy to improve the quality of life, “by promoting and maintaining a law abiding society.”

“Such a move when fully institutionalized will help bring about a level of confidence by the wider public in the ability of the police force to prevent, reduce, detect and eventually eradicate crime if that is in fact possible,” Douglas noted. “This will be so through the fullest and active participation of all of us on the ground.”

He said a successful community policing programme will bring more visitors, more investors generating more revenue “for all of us” and creating more employment.

” It will also lead to the reduction in the fear of crime and an increase in respect for law and rights of all citizens,” Douglas added.

The committee consists of thirteen (13) members from cross sections of the community.

The community policing initiative will be then launched in Woodford Hill, followed by Morne Prosper and later Penville.

    We don’t write to ourselves, we do for other people, so be sure they understand what you are writing about. It cost a lot to train a new recruit and since MR Carbon came to power a new set of recruits each year. A general Election pretty soon . ALL Carbon does is to investigate the police instead of protecting them. Give Carbon a long holiday and let the Police force live in harmony. Policeman must never appear before a court as a criminal. As for Mr. Telemaque,we kick your butt once, and now we are in a better position to kick your butt harder. Your grieving heart will tell on you, so grow up.

Mr. Blackmore was talking about national safety and security..The Police has split seconds to make a decision in a difficult situation, sometimes they get it right and sometimes it went the other way round,therefore,a policeman must never be sent to jail, this deters others police officers from carrying out their duties with the fear that, they won’t be supported by the head of the team if things do not go according to plan. Their job entails to uphold the Law; protect the innocents and bring criminals to justice. THE FIRST SAFETY is the Team Leader, team member and then ,others. The Police must be supported by the team leader at all cost.

    So Ian, you agree the government was NOT ready before? FYI Ian, community policing was once very strong in Dominica and that’s why we didn’t even have a crime rate. Things changed when your corrupt government, led by Skerrit, in 2007, when corrupt scandals about bin-bobol, the purchase of land, the famous villas, to name a few were raised, and persons realized how some ministers quickly made it to the millionaire club, while the majority became beggars. Things got worse when Skerrit publicly said no law or constitution could stop him.., while qualified law men were made disqualified for promotion, as disqualified ones who could dance got promoted. That’s what killed it

By the way to add to the crimes already mentioned you remember a certain guy in the North in order to cover up the truth about the ownership an cost of villas in north said on oath in the courts that the property belongs to him and he constructed them partly from the proceeds of selling crabs. Tell the facts, do you really and truly believe that ?? Awaiting an honest answer bearing in mind of what you said in another post of being careful what we say in regards to Satan etc so awaiting some godly truth.

      It really amazes me when I hear people talk of most people leaving? Most people leaving where? Dominicans have always being migrating. When I was a child Dominicans were always going to the other Caribbean Islands, the French Islands and the Dutch Islands, and of course the big countries like, America, England and Canada.

      Many of us writing on these blog migrated when the Prime Minister was maybe in Primary School, so we must stop pretending that it is only now Dominicans are migrating.

      I believe more Dominicans are staying home than before. More students are going to college in Dominica than when we had the four major High Schools and more children get to go High Schools because we now many more Secondary Schools.

      Recently I reminded my children, I had to do my studies by candlelight because we were brought up with no electricity. So excuse me if I can see all the improvements from when I was a child and appreciate what we now have in Dominica and I give thanks.

        We see people leaving because most of us now have relatives in the country we are moving too, parents and siblings and couples are sending for their love ones. Before we were pioneers who left and had no idea where we were going. Now it is entirely different. We can send for a relative.

        Most people are leaving because they want to be with their family and have nothing to do with the country itself. Totally different than people who are forced out of their country like refugees in other parts of the world.

        Again we have people who migrated in the 50’s. 60’s 70’s and 80’s returning to Dominica. So we have some leaving and we have some returning. That is why our population is almost always the same.

        It is time some of us try and appreciate how far Dominica has come. The things we complain about most also happen in first world countries, if we are honest we should be able to realize how fortunate we are in Dominica. Just listen to the election campaign in the US.

        Tell the facts use the NEP to do a survey over the last sixteen to twenty years to see where people are going. I can personally attest to at least 10 families who have picked up and left and anothers 5 who are on the verge of leaving. Another way to do it is to compare how many Dominicans and non nationals come back to Dominica for employment and services as oppose to numbers leaving for employment and services elsewhere. One area readily comes to mind is health care services even the PM leaves Dominica for medical service even to have his wife deliver his kids in the States, by the way not in Venezuela but the States as in the U.S. of A.

    What about pte Michel the police are not doing anything but sitting at the station no patrolling at all ,day or night they just set the church on fire there, that’s how bad it has become all they tell you, is the police are investigating the issue there should be a reward issue to create an incentive for people to come forward to fine out who done it , people houses are being broken into , two houses was set on fire, and no arrest, a lady shop was set afire last year, by the bay in pte Michel no arrest, the courts , and Judges are just collecting there pay checks, giving most perpetrators a gentle slap on the wrist, I love my country , but we have a long, long way to go, hope we make it to the mountain top. just saying. the police administrators in Roseau need to visit pte Michel not only Calibishie.

      This is a terrible thing to do to fellow people. Obviously there is an arsonist at large. Is it possible for them to install a hidden (surveillance) camera, be it a small one which will take the picture of the perpetrator, should the person continue his/her atrocity?
      Pray fervently to God including Our Lady and get others to pray that the heartless, wicked person will be caught and soon.
      Pray the Holy Rosary. Make Novenas. Call on Our Lady of LaSalette for her intercessory prayers.
      This person is dangerous. If caught, must be put away without bail and parole. Consider too, God knows who is responsible. The person has heaped burning coals on his/her head.
      For that purpose, I will remember the people of Pointe Michel in my prayers. May God deter the person from doing any more harm to Pointe Michel people or anyone else..
      Lord, through the Most Precious Blood of Our Lord Jesus Christ, may whoever is responsible for these fires be caught and brought to justice.

    Most of the people committing these crimes are youth. Besides blaming their parents and their lack of initiative the governing bodies within the community should involve as many youth as possible in all aspects of their community. Cultural, tourism, business, planning, security, training, understanding and interpreting the law, being actively involved in the long term plan for the community where tourism is concerned etc.

    Most importantly the local schools need a curriculum for emotional intelligence and self awareness. Youth of all ages learning to harness their emotions is extremely important to them avoiding trouble and gaining understanding.

    From time to time I stop over at Police Hdqtrs for lunch. A couple months ago, I came across Chief Carbon, shook his hand and said, “Thanks for keeping us safe!” He expressed appreciation for the comment and we followed up with a brief pleasant conversation.

    Anyone who listens to world news knows that compared to lots of other countries, both developed and developing, the Commonwealth of Dominica Police Force is light years ahead. Look at St. Kitts. Dominican policemen put their bodies on the line. Reflect on that. Respect that.

    CDPF is adopting many of the community policing principles promoted by our Chicago-based criminologist/sociologist Dr. Peter K. St. Jean. There is still much work to be done in serving the public without fear or favour. Nevertheless, this is an excellent opportunity to encourage senior officers and constables alike to be ever more professional in their duties.

    Comrades lets start being serious if we want people to take us seriously! I respectfully Disagree with the notion that Community Policing has been Practised in formally. Who is it that way when the same agender and implementation of all the ingrediants are the same? we play with Words but it does not change the meaning, Lets all applaud the efforts of Re igniting the efforts and practises of foster a Healty community policiing, which over the years has been ignored and placed on the back burner, surfice to say the arguements could be made that various mitigating factors brought about the none existance of Community Policing. Such will take too long to Eleaborate on for the purpose of this exercise. Surfice it to say and to use the adage. Puting lipstick on a pig it is still a pig”. my point for all those who are singing the praises of Police Public Realtions has been the Bed rock of true and fundermental tool for effective police work. Nothing New! Whats new is a renewed effort.

    Just last week Matt and Carlisle were trying to find reasons why Ian Douglas is never allowed to Act PM. Well Skerrit answered by allowing Ian to act this time, so the disgruntled people from Portsmouth can go back in their shell. The PM continue to say that they do not listen too Q95 haha. Suffice it to say community policing is the way to go. However for it to be successful it must be genuine, trustworthy and participatory. In other words what transpired at Salisbury should never be allowed to happen again. Salisbury is a good case study where the police had a splendid opportunity to engage in community policing after the first confrontation. Instead they were manipulated by politicians and party influences to arbitrarily and unnecessarily unleash aggression on the people. When you do that to a people how do you come around the next day to sell and introduce the concept of community policing. The police has to be more trustworthy and independent.

    Matt and Carlisle just last week said Ian has never acted PM Skerrit response by allowing Ian to act then they say they don’t listen to Q95 haha; But community policing is a noble thing however if the police continues to act in high handed manner in response to community problems and under political direction as was in the case of Salisbury then success will be distant. For example how do they intend to go back to the same people to explain and introduce community policing after you terrorised them arbitrarily. Salisbury should be a real case study how not to respond to community unrest the police disregarded the interest and cause of the people instead it was clear that they were following directives from the political directorate. Now if community policing is to succeed that nonsense must stop.

    To little to late for Carbon. Talk has surfaced that he is going to be replaced. He now realizes he has to do something to try to keep his job. According to Mas in The Cemetery, very soon there will be a new sheriff in town. In fact, according to talk around the town, prior to he being sent on preretirement leave, he will be demoted to the post of assistance top cop in order to have a trouble free transition of power. By the way, Ian should thank the callers of Q95 for been given an opportunity to be acting as Prime Minister after twelve years. Recently the callers commented that since after the famous comments he made concerning Skeritt’s manner of bad talking people, ” even when you turn your back to get a drink of water, he has something bad to say about you,” Ian had been ostracized.

    Congratulations! It is true that community policing was always practiced here. However that has disappeared with the embarrassing police force now. Poor responses when complaints are made, especially when they at the Domino table.

Instead the skerritt promoted the magistrate (s0 called) for signing that criminal warrant to search Lennox’s home innocently.     MUST be thoroughly investigated and prosecuted so the people can see that justice in Dca is across the board.

    For community policing to work well,it must be seen that the police officers are serving the citizens of the Commonwealth of Dominica, and not hurricane DLP…Example it baffles me that a Prime Minister would call upon his slaves,zealots,ideogues,to go harrass members of the opposition,even when they are in the cemetry burying their loved ones, and the police did nothing to this man?Really?
    The same PM said he knew who set fire to the communication tower at Melvillehall,and he was not brought in for questioning?In this CDPF,there should be a serious shake up from the top!Police officers are supposed to be professionals and not sycophants to a political party…I see this force as a broken,dysfunctional institution serving the purpose of a man,NOT a country!!!What about the countless unsolved murders,is this broken institution telling the public anything about them?..I wish I could give a figure,but I can’t,its so many.!!What about the list given to the FIU by the lawyer,

    The way they can do that is by becoming involved in community activities; be friendly with the youths, and try to be an influence in their life’s. We know what is meant by police making people feel their presence; we saw that happen when a so police officer beat an old man in Roseau, and when he was asked by the victim “why are you beating…

      do not misconstrue what Mr. Carbon means by “Presence Felt” it simply means that police should be seen alot in our communities rahter to just stay in the station majority of the times. when you are out in the community working your presence is seen people are aware the law abiding citizens will feel safer and appreciate your presence the criminals will also notice and that may deter them.

    Excellent initiative. You are to be commended.
    Pleased to know that a community policing community is implemented, beginning in Calibishie (you have to start with an area) and will be expanded throughout Dominica. Communities will grow stronger and safer for it. They will also develop better love for their community and country.
    I view it as nothing happens before its time and takes time to establish. It will help make Dominica a safe place and give nationals a sense of safety. It also applies to visitors and prospective ones, as Dominicans who reside abroad.
    May God who knows, sees and hears all things and is obviously saddened at crimes in Dominica which affect all nationals, one way or the other, bless this initiative, the effort of all who participate to help make their community and country a better and safer place to reside.
    I am wholeheartedly with you including my prayers.

      Excellent my foot! He the same one who allowed Danny Shillingford to make mockery of the police and court system. He is the same one that the SC to direct him to search Linton house for leaked IPO documents but did nothing when it was found the SC was the one who leaked the document. Both acts the one by Shillingford and SC are classical public mischief and deceit. Where he had the golden opportunity to introduce and exercise community policing in the Salisbury matter he allowed himself to be influenced and misdirected by politicians and politics by declaring war on the people to the point to this day there still tensions and a mistrust of the police. Where hard evidence against known money laundering is swept under carpet. And we can go on and on give me a break man.c

      You should not have to be told. You should have enough sense and patriotism to know that and act upon it. It requires everyone collectively to do their part. You are not exempt.
      Help the Holy Spirit of God to reign in your heart, home, workplace (if you are employed), society and the country in general to eventually suppress the work of the devil, his whims and wiles in eradicating crimes. This is expected of you. Each one is obligated to do their part. Then you will have something to talk about and boast of.

        You sound angry. You almost seem angry that Delvin made such a wonderful suggestion. Fighting crime at the top is what most countries try to put in place. Or maybe I should have said “most countries with honest, transparent administrations”. I am not of the opinion that Delvin was pointing fingers at any particular person or group of people, but you took offence anyway. Do you have a hidden agenda? Is there something that we should know?
