Carbon calls for control by talk show hosts but “can’t regulate” police caller

Dominica’s police Chief Daniel Carbon has exhorted talk show hosts to control their programmes while at the same time conceding that he is unable to regulate the behaviour of a senior police officer who regularly calls the talk shows.

Carbon recently expressed concern about the comments emanating from the talk shows on the island and believes they need to be regulated.

“I have been following the talk shows on the island and I can tell you and I have no fear in saying that, that I record each and every talk show. I just would like to put a word of caution that as a media person you must be responsible,” Carbon said.

He further admonished media people not to use their profession “to destroy your country or defame people and or incite violence.”

“The media person must control his programme… I am not saying that we must suppress free speech but control your programme. If it means we have to invoke the law and control the radio programme, so be it. As media people you must be responsible and ought not to use your profession to destroy people,” he stated.

However, when questioned about a Superintendent of Police who is a regular caller who defends the government on the talk shows, Carbon said he has spoken to the officer about his behavior, which is against police regulations, but he “can’t regulate human behavior.”

“I have heard people express their concerns about it (the Superintendent calling the talk shows and expressing his views) and I have addressed it. You can’t regulate human behavior. My officers have to look deep within themselves and they respect what is right and reject what is wrong…I will say no more on that,” Carbon stated.

    Carbon is singing for his supper. He is being kept in office by Skerritt who claims that he will not send home his fellow villager. Had it been for the unscrupulous Blackmore, Carbon would have been farming his land. As such he has to show gratitude to Skerritt and will wash Skerritt feet when called upon to do it. By the way, what is Carbon’s academic qualification? I remember. He has a NDD. What that? He has a No Damb Degree.

    Mr. Commissioner, Charity begins at home, go clean all you backyard. he Police force is responsible for all citizens of Domininca and obviously, there is that role to ensure that Heads of states are also secured and protected. Commissioner know your role, execute professionally and ensure that you receive the loyalty, companion, support of the people of Domininca. Be a professionally of your profession and know that the people of Domininca, of which yo are part of, need to see leadership, decent leadership, that must be seen not spoken of. Too many times, I`ve met police office in Roseau, n the bus, etc and a discussion begins. You need to make sure that there is no interference in the management of the force that you have given responsibility for. We want to see this work with a level of transparency and decency and to have the people with you. Skerrit is not a great performer and we have concerns with him, as some feel that he is a stained public figure, we do not wish this of you.

    “Uneasy lies the head that wears the crown” when you accepted the helm of the CDPF Sir you should have known the responsibility that came with that office; the authority to regulate and discipline members of the Police Force is vested in the Police Service Commission (according to the Regulations) not you Sir. do the honorable thing and pass the buck. The question that bothers my mind is why out of a staff of over 500 strong how come this “one bad apple thinks that he owns the right to exercise that despicable behavior and attitude?” his lack of morale and leadership qualities can be the only answer. Please Police Service Commission give the country and the CDPF the kind of command that once made us a proud Police Force.

    Hahah boi lol no boi is this man a commissioner. … he is saying on the public record that he cannot control a man that is beneath his rank isn’t he the boss?? Man haha is this a joke haha boi hahha is this not insubordination? Is this a chief of police? My God haha.

    And the worst thing is that this man does not want to go on leave .. he stays there and literally killing himself under stress.. for a currupt gov.. Man you not concern about your health. Man you people are sick….

    That’s what a square peg in a round hole sounds like, like chief Carbon, that he can’t control human behavior but expects others to do so. Carbon, the job you are paid to do is protect and serve, and you seem to be advocating abusing the right of free speech which all citizens have under the constitution. Do your job Carbon and let’s see a reduction in crime and death on the streets. Your job is not to be the enforcer for the powers that be, but to be impartial and ensure that the citizens receive equal protection under the law. Do your job and stay focused. You should control the officer under your leadership and if you can’t get him to comply, considering you also have the police service commission to assist you, how do you expect a talk show host to control what hundreds of callers say on air. Are you advocating for dictatorial behavior in government leadership? Get out if the way Carbon and stop talking rubbish.

    The days of responsible journalism have been long Dead, the doctrine of Inform and Educate , is not practiced anywhere in the world . Political Propaganda have replaced whatever journalism used to be , Mr Carbon should be aware of this . Controlling the Minds and action of Groups and Individuals , was suppose to be a key element on the War on Terror . Should Journalist be responsible in reporting and writing ? yes they should be , the truth is never totally true , and wrong is never totally wrong , it all depends on the Degree . Mr Carbon’ idea of Taping the showgrame should be seen as a waste of time , the Attorney General must tell him , that Dominica is not Communist . Then again , when Gov’t’s stay in power for that length of time , Repression creeps in .

    The callers of the radio stations are entitled to freedom of speech under the constitution. Any attempt by this dictatorial administration to suppress that right will be viewed as Government controlled media. Dominica is NOT China, Cuba, Venezuela, and Russia who controls the news media.

    Where the COP find time to record every talk shows in Dominica, that simply saying he is not doing any policing rather than sit down in an office listening and recording every talk shows in this country. His office has many radio’s, so I guess it a radio station instead of an office where police work a being put to order. come on man he selling out his product at once. While officers below his rank working hard he sit in an office listening to talk shows and recording, not doing anything and receiving a pay cheque.

    So you need to regulate people speaking on talk shows but when it’s your own officer “you can’t regulate human behavior”?

    The saddest part is that most dominicans will not see the contradictions in that statement.

    When people are dissatisfied with their living standards, when people are denied public information, when women and children are tear gassed for when there is no riot or threat to life, people are naturally going to assert their constitutional rights and air their views vociferously. People, don’t allow Skerrit and his satellites to intimidate you from speaking up and out against victimization, suppression, deprivation and tyranny. Being critical of a secretive, dishonorable, corrupt government does not make you unpatriotic. It does not mean that you are pulling down your country. It means that better should be done so everyone can partake in the successes of the country.

    Mr. Carbon’s appointment as Chief of the Police Force is typical of what obtains in Dominica at present. You are handsomely rewarded for your close political affiliation with the DLP. Academic qualifications seem almost meaningless. The public service is badly dysfunctional due to the numerous unbefitting political appointees in positions of leadership. In Dominica, you may have a few bright spots here and there, due to the philanthropy of friendly donor countries. For the most part, the country will remain at the bottom rung of the ladder when compared with other OECS countries, and its people will continue to wallow in misery.

    Here we go again. So carbon cannot control his officers even when he knows what they are doing is against the rules. Carbon here is a solution. Suspend him! When people are put in position not because of thier capabilities it shows. I would suggest that Dominicans put a petition to get the Police commisioner replaced. Instead of demonstrating against the government people should protest infront PHQ, and other gov institutions where there are failures in thier constitutional duties. Carbon spends his time listening to talk shows where people expressing thier democratic right and records. No wonder crime has increased in the island. The commisioner is too busy listening to talk shows. He said it. What a Jack astro!!! Everytime this guy opens his mouth he shows his stupidity. I am amazed at the level of brains we have leading people. These guys have no shame? What a rat race. In the abundance of water that fool die of dehydration.

    Are there police policies and protocols that regulate police Carbon? This guy is so week and uniformed that it is a big joke–This guy should be fired a long time ago. Please go back and read the report by the Jamaican Defense Force Commander- Col Jaime Oligive on the force’s performance and leadership after Maria. This guy is incompetent.
