Leader of the Opposition and political leader of the United Workers Party, Lennox Linton has invited Dominicans who live in Houston, in the US state of Texas to come home to vote in the next general election but with one condition – that they do so legally.
“I’m here tonight, happy to be here with you and happy to invite you to come home to vote in the elections, all of you who are qualified so to do,” Linton told a gathering of Dominican nationals in Houston at a town hall meeting in that US city on Friday night. “And by qualification, I mean that… you have not been absent from the state of Dominica for more than five years and your name is on the register and therefore, you can make your way home to vote.”
The UWP leader said his statement was meant to dispel the “untruth” that the United Workers Party does not want nationals living overseas to vote in elections in Dominica.
“So, I want everybody to hear me loud and clear. Come home to vote,” Linton reiterated. “The problem we have is with nationals of Dominica living overseas, accepting money for the payment of their air fares and for stipends etc, to come down to vote in Dominica because that is bribery and bribery is a criminal offence under the laws of Dominica.”
He went on to explain, “So, I’m not going to leave Dominica to come all the way up here to invite you to come and vote but at the same time, invite you to be breaking the law in Dominica. We are a rule of law people. Bribery is against the law. It’s a criminal offence under the House of Assembly Elections Act and we recognize it as such.”
Citing accusations that have been made against the Dominica Labour Party (DLP) of paying the airfares of overseas-based Dominicans to come home to vote in order to influence the election results, Linton told his audience, “We say, dollars should not vote. Your conscience is what should vote, whether you live in Dominica or you live up here in the United States and wish to vote in the elections in Dominica.”
For the past several years, the UWP and other interest groups such as the Concerned Citizens Movement (CCM) have been advocating for electoral reform in Dominica in order to level the playing field and make the elections free and fair for all. The Organization of American States (OAS) which had an observer mission in Dominica for the 2014 general election, in their report, made specific recommendations “aimed to improve future electoral processes in Dominica.” More recently, Bishop of Roseau, Gabriel Malzaire added his voice to the plea for electoral reform.
Despite growing contention and controversy over the electoral reform matter, Linton said the matter is at a standstill.
“What are we asking for? Very simple,” he said.”Clean the voters so that we have an accurate list. Get rid of the names of all the persons who are dead and who are not supposed to be there for one legal reason or the other. Issue ID cards for voting as a defense against fraud in the elections.”
Other electoral reform demands, according to Linton, include, “opening up the media by the other political parties contesting the election, campaign finance reform to restrict the amount of spending that any one political party can make on elections, because elections in any country shouldn’t be available by purchase ..and we should be accountable for what we do in that regard and regularize the overseas voting. Enforce the law. Enforce the law.”
He says the matter has become highly controversial because the government does not want reform.
“What happened first of all, is that they said okay, you can have the reforms that you want. So, we will go to parliament with some changes to the law but one of the changes they wanted to sneak in alongside those to facilitate the reforms, was a provision that would legitimize bribery and treating in elections. We objected.”
Linton said the UWP parliamentary opposition also objected to a provision which would allow the government to send agents overseas to confirm Dominicans on the voters register.
“We objected to that as well, for the simple reason that the voting takes place in Dominica, therefore, the re-registration of voters should take place in Dominica as well, because if you are not qualified or you have become disqualified to vote in an election in Dominica because you’ve been absent for the last five years, there is procedure in law that allows you to get qualified again and all you need to do is follow that procedure,” he pointed out.
Linton refutes the government’s claim that their efforts to facilitate electoral reform are being blocked by the opposition and other interest groups. The government recently released a timeline of what it referred to as “key milestones” in its efforts to facilitate electoral reform and blamed Loftus Durand (president of the Concerned Citizens’ Movement) for filing an injunction to prevent 9 of the 13 clauses of the Registration of Electors Act 2018 from being brought to parliament. Durand has denied that there’s currently any injunction on that matter before the court and has made it clear .
While admitting that the government has budgeted for the purchase of the ID card equipment, Linton said the process is stalled because the government has refused to provide the money that the Electoral Commission needs to do the exercise that will have the list cleaned and on the basis of which clean list, ID cards will be issued.
“There is where the process has stopped,” Linton noted.
Hello and good morning my people. It’s very simple to solve this voting issue. Dominica have embassies and interest sections all over the world therefore they should just say that. If you born in Dominica you must show your birth certificate or your Dominica passport and your political party registration card at our embassy or interest office to vote where ever you reside. One shouldn’t have to come home to vote since both parties now support the fact that our people who reside abroad can vote.
For years the opposition has criticized the current government of dishonesty in paying Dominicans living abroad to travel back to the Island just to vote in elections. Now they are encouraging the very same thing and justify it by saying it should be done in a “legal” way. Whether it is legal or not I don’t know – I am not versed on the legality of this matter – all I’m saying is, someone who is double minded have little or no credibility and should not be trusted. Based on the hostility against the current administration, it is obvious Dominicans are ready for a change. Be careful though – the grass always looks greener on the other side of the fence until you jump over and find out the hard way that it is not so.
The real citizenship of all “Dominicans” must be checked at the airport as soon as they get off air Skerritt. The passports need to be checked to make sure they were not bought and their place of birth should be checked. They also need to be asked how many times they have been to Dominica and if they know what year Dominica got independence and which country it was a colony of, questions that only true Dominicans would know. If they cannot answer put them back on air Skerrit for return flight to where ever they came from.

From Dominican overseas should no be allowed to vote, then there was the on line voting suggestion from the leader of the opposition then there was the absurdity that Dominicans living overseas should not be allowed to vote because they live outside the jurisdiction of Dominica, now he is saying that they should come home to vote legally. The opposition leader must know that once your name is on the list you have a legal requirement to vote and to remove a name from the list the legal requirements must be satisfied. With so many positions on one issue it is logical to question the state of mind of this oppossition leader who seems to stand for nothing. As bad as skeritt might be how can the UWP believe that in these challenging times that a leader who is not grounded in a political philosophy and sounds clueless in his utterances can lead dominica.

Okay. Hold on. Could any members of the CCG explain to me what are the proposals for electoral reform? I am trying to put things together, please. Because the inconsistencies are very much present. And I am NOT being sarcastic. I keep getting confused because the words and actions keep changing and conflict each other ever so often as we get closer to our constitutional election.
This is the only responsible exhortation that an honest leader can give to citizens who reside in an other jurisdiction. Someone said to me that once you are registered to vote you can vote anytime. This is false as there are certain conditions which gave to be met to keep that registration legal to enable the citizen to vote. Wonder why the news organizations, the government, the civil servants, the religious organizations and civic groups don’t all join forces with the UWP to disseminate the correct information on the unified legal requirements for voting in Dominica. This would help clear up all misconceptions about who can vote. Since the Pope spoke out on the need for fair elections maybe the Bishop can lead the effort. The President of Dominica can serve as honorary leader of the effort for free and fair elections in Dominica.

Linton I am a confused voter living outside of Dominica. I’ve heard you say we live in another jurisdiction therefore, we should vote there. Over the weekend I heard you inviting Dominicans living in Houston to come home to vote. To have true democracy, the electoral system must be fair and incorruptible. Presently, in Dominica, the loopholes in the electoral system are being abused by the ruling party, DLP. One of the major abuses is the bribery of overseas voters in which they are handed free plane tickets to induce them to return home to vote. This , more than any other corrupt acts, has kept the DLP in power for so long. Sustained and determined efforts must be mounted to create a level playing field for all political parties contesting any future election. This means voter ID cards, campaign finance reforms, complete re-registration of voters , strict adherence to the laws and regulations pertaining to the eligibility of overseas nationals to vote in a general election, equal access to DBS by all contending political parties. If these are done, there would be no need for controversy, court battles nor heightened political tensions after every election.

With the firing of all of these ministers and shipping Joseph Isaac out of Roseau Central to have the way for his wife, is proof that Skerrit wants total control of Da so he and his family could do what is in their best interest. Think of Roosevelt Skerrit president, Melissa Skerrit PM and known failed Ministers like Reggie, Ian and Blackmore that can’t talk because Skerrit had their back in their ministry of women affairs, then Roselyn Paul, Charles and Catherine Daniel that are only there for their money and to hell with Dominica. With Skerrit getting rid of Ross University, replacing our local doctors with Chinese and bringing in new puppets on board that are only there for there money, the question is, is he getting ready to handover to the Chinese what is on his secret MOU with them? So he caused Justina Charles, the wife of our beloved and deceased PM, to fail and to be seen as a failure and bringing his wife as if is a family business he running? So Drigo, all three Darroux ministers, Stephenson, McIntyre, Petter St. Jean are made to be seen as the failed Ministers then? So Ian, Reggie, and Blackmore didn’t fail or, they know too much secrets? In 2014 Walters, Gloria, Grannaux were the failed Ministers and now a 60% increase of failed Ministers?
Honestly speaking I don’t believe PM can bring down enough People to save him this time. I am a labourite and laborites talking with laborites they can trust. It is not workers alone that going to vote pm out but rather, it’s going to be laborites like myself that cannot talk in public because everybody wants to get their little penny. But based on what I hearing from laborites I would be shocked if Skerrit wins more than 8 seats. The only sure seats are Paix Bouche, Possie, Colihault and Grandbay and all other DLp strongholds are in dead heat. PM facing a tuff battle to win his Vielle case seat and so to is Reggie and Blackmore that are even worse off than PM. There are more laborites that are motivated to vote pm out than uwpites. Is just that people can’t talk because we want to be able to get all we can get from the mobile money tree. If PM was working in the best interest of DA there would be no need to buy votes from abroad because residents would vote him in by a wide margin.
I am happy Mr Linton cleared the air on this very important subject, but I must say with the crisis we have Dominica today, it’s a shame on the part of Dominicans not to make our elections a conscience call rather than who is qualified or not qualified to come down to vote. Let me make it clear that I am a labourite but this time around I CANNOT vote for Mr. Skerrit even if I have my issues with Linton. PM has destroyed Da and now is about saving DA. Pm destroyed the image of men here as he bypasses our local men and brings down Bajand to run things here. He destroyed our banana industry, he and his Bajan advisors shipped Ross University to Bados, our local doctors are under attack just to name a few. People in the DIASPORA should come in very large number to help save DA from Skerrit. If PM was working in our interest there would be no need to bring down Haitians or people in the DIASPORA to vote for him. But he knows he failed us and laborites are running away by the day!

I told the Hon LL I have over100 family & extended family members of voting age on the island who I support from Houston. I have directed them not to vote UWP as he did not bring up my crab backs as promised. Last time he attempted to travel with crab backs it was closed season now it is open season and he did not grant me the favor.
