Another police officer takes legal action for denial of promotion

Chairman of the Police Welfare Association (PWA), Jefferson Drigo, has stated that he has instructed his attorney to take legal action against Chief of Police, Daniel Carbon, for bypassing him for the post of Corporal of Police.

Drigo said that he PWA will not stand by and allow the level of what he labeled as “victimization” being done against police officers by Carbon.

“There were nine Corporals made, I am qualified. I have acted several times in the post of Corporal and is still acting,” he stated. “I have over 20 years in the Police Force and I was bypassed for the appointment of a Corporal. In fact, I was given a warning letter because I asked for the reason (s) why I was bypassed.”

He alleged that victimization is rampant in the Commonwealth of Dominica Police Force and there is a lot of bullying.

“We are addressing that,” Drigo said.

Drigo’s views were further endorsed by the secretary of the PWA Corporal David Andrew Jr. who stated that “victimization is at its highest end in the Commonwealth of Dominica Police Force (CDPF).”

“It’s unfair that senior policemen with competence and capabilities can be overlooked and junior officers being promoted,” he stated. “The PWA is totally against that. That’s why morale in the police force has been at its lowest end, do a survey.

Andrew claimed that Carbon “has sowed a level of disunity in the police force.”

“We asking the Chief of Police to stop this type of behavior, the chief must understand that the PWA has a right and they ought not be the subject of victimization in the police force. It’s unjust and we are seeking legal advice on the matter,” Corporal Andrew said.

Just recently Sergeant Philbert Bertrand went to court to grant him leave for a Judicial Review and administrative order in respect of the decisions of the Police Service Commission (PSC) to bypass him for promotion in the Commonwealth of Dominica Police Force.

    All of all you police will take what all you get. that that good for all you. Politics in every aspect of society, you vex because they didnt appoint you. Power and more money you want. Sour grapes.

    Mr. Drigo may very well be qualified for promotion. However, if there are limited posts for Corporal, he naturally finds himself competing with his peers for those positions. Is he saying that he outperforms his peers who were promoted? He is going to have to prove this otherwise, he is going to make himself a big Alpha Sarah Sarah!

    It is heart breaking to see what Daniel Carbon is doing to the Dominica Police Force and PM SKerrit and Blackmore is sitting back and do nothing to stop Carbon on his motives to compromise the security of state, The moral of officers is at the lowest, That’s the worst Chief of Police Dominica has ever seen. God save the Commonwealth of Dominica Police Force

      i was promoted after 4 years . man after 20 years is inspector you should be quarreling about

    Fellow colleges stop crying to Government. Ma Charles was deemed the iron lady during her terms in office. In 1990 we thaugt her a serious lesson over salary increase, by not showing up for the independence military parade. As a result our concerns were addressed. Carbon is powerless without you, and as such teach he and Skerit another lesson, by simply shorting down the country.

    they are all saying its them who should be promoted but fail to say if those who are promoted are not deserving of the promotion.
    not congratulating those who are promoted or letting them feel undeserving especially from the top brass of the union is demotivating and I dear say raises questions about the motives of the leadership of the PWA.

Take away 17 from 20 u will get and answer. Secondly Mr. Andrew u should take a page from ur dads book. We all knows where his support is politically and at wat rank he retired? And take into account he just retire yea. And yes u all keep talking about u all should be promoted and who should be. But just remember sir that while u all claim morals in the force is low but say some of u all may be the contributors of it. And u should also say partisan politics is at it’s all time high. And who is playing it? And having 20 years in any organisation doesn’t give u an entitlement of a promotion sir. Green stayed and Austry stayed 32&33 and both retired as constables. Ur performance which counts sir. So wen jr officers are promoted its dre qualifications and competence get dem dre. So u point not…

    The police should also find a way to demonstrate their dissatisfaction. Too much of that nonsense goes on in the public service.

        The fact that he is challenging the decision, he is clearly saying that he is better qualified than some of the promoted officers which means a that those officers are not deserving the promotion.

      No majority of the Police Officers who got promoted are just not deserving, u have to be in it to know it, Some of them cant even write a proper statement much less to correct or supervise a junior officer statement, Drigo knows what he is talking about. And I wish this gentleman well. He has always shown leadership qualities even before joining the Police Force. He is qualified, has passed his promotion exams, work CID and has given brilliant evidence at the High Court. Anybody who knows DRigo will tell u that man suppose to be further than a Corporal within the POlice Force

    I left the force as a constable myself after some 12 to 17 yrs (not giving exact dates) of service. I have seen streams of lots less qualified junior officers shoot past me to become sergeants and inspectors. I learnt the secrets, but didn’t sacrifice my morales for it:

    Secret No. 1 – Carry tales and be a ‘boom boom fly’ to the top brass

    Secret No.2 – Worship the leader of the party in power with divine reverence

    If you do the above, you will be sure to fly up, maybe not in respect, but in rank.

      I disagree with you on that one .
      I never kiss nobody ass . I never carry no tale , I was PWA executive, and gave blows where they were deserved
      as a matter of fact i bite top brass foot and made clear i had potential .
      I showed them that if i could hold my own in de absence of the inspector with flying colours then i do not have to wait the 5 years for promotion .
      De inspector didnt have a single complaint when he reappeared . and he boldly said so .
      They had to listen before i requested a transfer to Capuchin

        I know what you’re referring to D, and let me say, not all those who earned their way from sub to gazzetted kissed and carried tales. But in my time (u prob know), there were two notorious promotions, one to corporal within 9 months and one to inspector within 8 years or so – both butt kissers, both party acolytes. Everyone was left reeling.
