The head of the Law Association of Trinidad and Tobago, Dominican born Reginald T.A Armour, says a ruling by the US Supreme Court for couples of the same sex to get married, could have implications for islands in the Caribbean.  Senior Council

Armour, a Senior Counsel, made the remark while responding to questions from the audience after he delivered the 2nd Telford Georges Memorial Lecture at the Dominica State College (DSC) auditorium on Friday July 24, 2015.

“How will it impact on us in the Caribbean? It will impact on us in the Caribbean only to the extent that it is a persuasive authority, and the day might come when someone will invoke the equality of treatment provisions of our constitutions which are guaranteed by all of our constitutions and to say that all gender, all rights are to be treated equally and fairly and not to be discriminated against,” he said.

In June of this year, the US Supreme Court ruled that same sex couples can legally get married across the United States, ending what observers say was one of the major civil rights fights of this era which started 46 years ago at a riot at New York’s Stonewall Inn, which ushered in the modern gay rights movement.

Armour said the “significant ruling” speaks to many different things and pointed out that it is the role of the court to understand a society and have the courage to take a decision which may not necessarily be popular with the government or parliament.

“It is the role of a court sometimes to have the courage, once it is satisfied that it is correct in law, to take a step which even the legislature might be hesitant about, particularly where that step is the step that could prove to be politically unpopular,” he noted. “And that is one of the most significant aspects of that decision of the supreme court of the United States of America.”

The Senior Counsel said the “very strong” judgement posed by the majority of the judges in the Supreme Court is about judicial involvement.

“So it is about judicial activism that must be sensitive to the development of the society,” he continued. “I would expect that the Supreme Court judges in the majority who took that singularly brave, and that singularly forerunner of a decision, did it because they are convinced that the USA as a society has got to this stage where their decision is validated by the needs of the citizens of that country.”

However Armour believes that it is an open question whether our courts will allow themselves to take such a decision at this stage of the development of our individual societies where we have strongly held divisive views on this issue.

“But at least it will be a persuasive decision that will assist our judges if the issue arises for them to be able to look at the reasoning process, because ultimately a judgement is going to stand or fall on its correctness, if the people can read that judgement and then be persuaded by the rational quality of the reasoning process used that it stands mature scrutiny,” he said.

Coordinator of Minority Rights Dominica (MIRIDOM), Daryl Phillip, in commenting on the US Court ruling said he believes that Dominica should follow suit.

MIRIDOM has been calling on the government to repeal the part of the Sexual Offense Act of Dominica relating to buggery and argues that Act “discriminates against people because of their sexual preferences.”

But there has been strong, vocal resistance from the Dominica Association of Evangelical Churches (DAEC), among others, against gay unions. The Association’s president,  Pastor Arlington Wilson, has placed on record, the group’s disappointment with the US ruling and urged the country to pray that small island states, like Dominica, do not get pressured to do the same.

He said as a Christian nation, Dominica should not accept same-sex marriages.

Justice Anthony Kennedy of the US Supreme Court, in the majority opinion on the matter, wrote: “No union is more profound than marriage, for it embodies the highest ideals of love, fidelity, devotion, sacrifice, and family. In forming a marital union, two people become something greater than once they were. As some of the petitioners in these cases demonstrate, marriage embodies a love that may endure even past death.”

    The advocates of homosexuality show an incredible lack of objectivity, an inability to follow logic, and an unwillingness to consider the larger picture of things.

    The sin does this to people. St. Paul in the first century A.D. observed in the large homosexual community of his day that they “…became vain in their imaginations and their foolish heart was darkened.” (Romans 1:21)

    We oppose homosexuality because it is contrary to God’s model for marriage in Matthew 19:4-6, and God forbids such practices in 1 Corinthians 6:9,10 and in other scriptures.

    However, religious reason are not the only reasons we oppose homosexuality. It is an unhealthy lifestyle.

    Homosexual men have the highest AIDS rate of any people group and are the ones most responsible for the spread of AIDS. They suffer uniquely from problems caused by buggery (anal sex). Tearing of the lining and infections are more common than most imagine.

      Homosexuals have more mental health issues than straight people. They suffer more from depression and have a higher rate of alcoholism. Not having a flesh and blood family of their own they tend to experience more loneliness in their senior years. Homosexuals have a higher suicide rate. Studies show they have on average a shorter lifespan.

      To understand this condition is you must look at the larger picture.

      However, there is one last fact the LGBT community does not want publicized. As a minister of the gospel – an evangelist – with a deliverance ministry I am obligated to make it known. Homosexuals can change! Nobody is born gay. But they must WANT to change. WANT is the key word! Some have been helped by psycho-therapy. Others have found freedom in Christ. Some of these are now married and have biological children.

      Quite a jumble of facts from Bishop Tuti! One has to decide how they relate to same sex marriage.

      I think what he is trying to say is that through the centuries marriage has crossed many different lines; class, caste, and race, and there is no scientific justification for any of it, and no scientific justification for prejudice against any of these marriages, although there have always been opponents.

      From biology and bio-chemistry some theories have been offered to explain the feelings of love and romance between two people.

      With all due respect for the Bishop for anybody to say there is no scientific prejudice for discrimination
      ever (I think he means against any marriage arrangement) would suggest the speaker simply has not done his homework.

For him to approve of same sex marriages means he has betrayed the Word of God which he promised to defend and preach at his ordination. He is not alone.         Whole Anglican denominations have approved same sex marriage and gay ordination.

      Yes, this may well be at least part of the motivation behind the Vatican softening its stance against homosexuality and its (gradual and subtle for sure) move to accept gays. It would be more difficult for people to sue the church once this behavior is no longer illegal.

      The way the bishops have covered for its gay priests and merely transferred them to different parishes (to dodge the gossip) shows the church does not have its heart in punishing them. In fact it is very obvious the church wants to keep these men in its employ rather than make the problem of its priest shortage any worse. It magnifies the truth that the Roman Catholic Church will always do what is in its own best interest at any given time.

    The Presidnet of Kenya put the U.S presidnet in his palce when he told him that “the gay topic is a non-issue for us in Kenya!” And it will remain that way. There are many more important issues facing the nation so it is not important to the people.
    The other shamefull and most misguided thing about this is that the U.S presidnet even had the guts to compare this to the civil rights movement. “This is the biggest lie they are telling.”
    During the civil rights movement, many white people were gay and still benefitted from the “white previlage” stance, they were never beaten or refused service. So tell them that discimination of “Blacks” is based on vision and not feelegs. It is not the same. If they see someone darkskined he/she was immidiatley treated a certain way. And if they see a person with “so called white skin” that person was given previlliged treatment. No one is born with gay or straight written on his/her skin. So this aguement is a non issue.

    God did not create gay beings. God created human beings man and woman. God did not create two men or two women in the beginning because he knew two same sex could NEVER multiply.     Reading all the comments on here by the so called Christians- filled with so so much vitriol. Alas, I don’t know how to say it again, what you believe and what you read in the bible cannot be used as a basis for legislation. Moreover, you only take into account certain sections of the bible- the same bible the condones slavery, misogyny, child abuse, killing of UN-married no virgins. Why not make all of these part of the law and see what becomes of society.

    You are free to believe whatever you want–don’t impose it on the rest of us. These people are humans, and the same rights you want for yourself – it’s the very same thing they are seeking. Love knows no bounds! We are a long ways of from marriage equality but in the meantime My hope is that members of the LGBTQ in Dominica can be treated with respect, and not live in fear!!

      I do not agree with “Gay” whether man or woman in our society. I believe like every other animal on the planet (excluding the hermaphrodites) which multiply by themselves, man and woman should be a compatible pair! We may use the bible in either way but I do not think God would “stone” the gays but lead them to repentance and salvation. He has given us a free will but we who know better should encourage those who chose not to be to come to reality and chose god’s way.
      If we all live by the fruits of the spirit life would be a dream.

      First paragraph. Fourth line.

      Some of these things were not approved by God. They are things God tolerated for a while because of situations that existed in the society at the time. Other things were conditional and God gave temporary laws to regulate them. These are things man himself made necessary by his rebellion and sin. The old law God gave to Moses for Israel ended at the cross according to John 19:30, Romans 10:4, Colossians 2:13-15, etc. when a new era of faith began that included both Jews and Gentiles. It is the New Testament we must follow today. It contains none of these rules and regulations you have referred to. It does forbid homosexuality as in Romans 1:26,27 and 1 Corinthians 6:9,10, etc.

      These things are elementary to serious Bible students. Unfortunately not all pastors today have done a proper job of teaching and explaining them to their congregations. Sometimes I wonder exactly what is their job description.

      If we wish to live a peaceful life under God’s protection, and experience the measure of prosperity God intends us to have we must honor Him. This means obeying His commandments and living according to His word. Christians want a government that will give them laws that are in harmony with the laws of God not contrary to them. Our prayer is “Thy will be done in earth, as it is in heaven.”

      You refer to certain laws in the Bible you say we ignore. Let me tell you about these laws which are collectively called “the law” in the New Testament.

      (1) The law was given to one particular people: the Nation of Israel.

      (2) It was for a limited time in history: Between Sinai and Calvary.

      (3) It ended when Christ died on the cross and a new era of faith began which included both Jews and Gentiles. Read: John 19:30, Romans 10:4, Colossians 213-17

This is the position of the Roman Catholic Church and Evangelical Churches the world over. It has stood for 2,000 years. The nations with a Christian heritage have based their laws upon it until the past one or two decades when they began to drop their “anti-gay” laws and legalize same gender “marriages.” However, these changes were NOT because of research and new knowledge.       This is because God Almighty by virtue of the fact that He is the Creator who spoke the universe into existence does have the right to tell us how to live. The commandments He handed down to us reflect His will for mankind.

      There is a coming day when we will stand before Him and be judged by His word. No human government has the authority to legalize what God has forbidden.

      Since Adam sinned the human heart has rebelled against God. Sadly, we have all been born with a fallen nature that is contrary to God and prone to rebel against Him. All sin erupts from this nature and from it comes all human grief and sorrow.

      This is why Jesus said we must be *born again* in John 3:3 & John 3:7. This is a spiritual birth that gives us the *Divine nature* as St. Peter stated in 2 Peter 1:4.

      I cannot speak for all people but as a Canadian Christian what most believers in my country want is a
      government that will honor the Word of God by giving us laws that echo the laws of God when it comes to the truly important issues in society such as:

      # 1. Marriage. One man with one woman in a monogamous marriage until parted by death according to Matthew 19:4-6.

      # 2. Homosexuality. It is contrary to nature according to Romans 1:26,27 and is forbidden by God. It is contrary to he laws of the Kingdom of God according to 1 Corinthians 6:9,10. We do not want this abomination accommodated legally in any way.

      We should continue to pray for our political leaders, obey the laws of the land (as long as that would not require us to break God’s law), and pay our taxes.

      We should also vote for the candidate who shows the greatest commitment to the Word of God.

    There is a saying when America sneeze we catch a cold. Why would America laws on Gay Marriage affect us; yet some wants us to believe, the financial meltdown in America and the world somehow would not have an impact on our small island economy?

    It is alleged that the AIDS virus was caused by homosexual activities? And can still be caused by that act? If so why would that be legal if we know for sure that is a disease that can be spread to all society? Is there a law that should be passed that once a person had a homo sexual relationship he should not be allowed to have a relationship with a female for the fear of spreading the virus on unsuspecting females and the unborn child to a live birth? Should there be a stiff penalty for a known homosexual to have sexual relationship with a non-homo-sexual. I believe the law should be broader.

    What consenting adults do in the privacy of their bedrooms is their business as long as it does not involve unsuspecting others.

      With the information about HIV/AIDS our governments NOW have there is absolutely no excuse for the disease to even still exist. It continues to take lives every year because those who could help – those who could put a stop to it – are refusing to do so. In fact they are opening the doors even wider for the sake of political correctness and to appease gay lobby groups and civil rights organizations.

      We do not know for sure who or what originally caused AIDS, or where it came from.

      I have been made aware of allegations and I can tell you some of them are not nice.

      However we do know that homosexual activities are responsible for the spread of AIDS more than any other one particular thing. For example contaminated blood transfusions and dirty needles among drug addicts, and mother to child transmissions accounts for a small percentage. (The mother to child problem is close to being eliminated.)

      The stats show that 70% of the AIDS victims in Dominica are men and more than any other people group homosexuals account for the majority of people with AIDS in the nation.

      If you think you could be infected you should get tested immediately. If you are positive you should begin treatment right away. It can make a big difference.

      If we as a people would adopt and live the moral code God has given us in the New Testament HIV/AIDS would disappear from our midst within the next 50 years.

      The fact that any two people say they “love” each other does not change that.

Donald Hill, you always seem to be commenting on issues when it deals with Homosexuality or LGBT issues and most, if not, all of your comments are empty and does not contribute to the discussions. Exclusively quoting the bible does not contribute to discussions on social development, reasoning does, this is why the court will not accept bible quotations, but they will accept enlightened social reasoning. May I suggest that the next time you choose to comment on such matters that you be more meaningful in your contributions by sharing a human experience point of view rather than biblical scripture. I know that philosophy is an important part of theology training, using it would be quite appropriate in this kind of discourse.

        (1) My role is to give people the Word of God not philosophy. I have spent years studying the
        scriptures and learning how to apply Biblical principles to human relationships and the needs of men and women. I say it is my role because I was ordained (appointed) to do this by my church. I do it by pulpit preaching, by private counseling, and in my writings which have been published in over 40 newspapers and magazines in Canada and the USA.

        (2) Philosophy is great for contemplation but it does not change hearts. The Word of God
        changes lives when it is believed, confessed, and acted upon. Through the years we have seen many people completely transformed by the power of the gospel.

      You don’t know what you are saying. Love is from God, who is Sprit, hence Love is Spirit, perfect and clean–just as God is Holy. There is no way that the work of marriage, between two people of the same sex, is the work of God–based on my understand of the nature of His Holiness.

      Even most of the man and woman of today, who gets married, did so without the motivation of Love–that is the reason they end up saying “I don’t love you anymore; I want a divorce.” Love is Eternal!

      Much worse for the marriage between two women or two men –this marriage had nothing to do with Love; and the only thing it has to do with God, is that it is an extremely shameful thing to His eyes and an abomination to His Holiness

      The worse part is that those people who partake in that sinful conduct, they know that it is wrong–and those who are condoning to that lifestyle are the ones who are encouraging them–the will pay much more than the doers themselves.

      I think that you are speaking about “bestiality” here, because I learned in my Biology class that “asexual is a term used for a certain type of reproduction “common in plants”, and some animals”.

      It means that there is no gender, hence no sexual conduct, that should be quite understandable as we are witnessing the production of plant day after day.

      All we need is a stem of a plant with some roots–some of them will even start by growing their own roots–, and with the right feeding of water and sunlight it continues to grow and to reproduce –so they call it “ASEXUAL”–good Lord.

      Actually, you oversimplify genetic causation. Genes do not directly cause anything. Forget the issue being discussed here for a moment, but do not misrepresent the science of genetics. The development of an individual organism, a person, is so much more stunningly complex than “a gene or genes” cause this trait or that. Using your argument, then we would also find a gene for heterosexuality. No such thing exists, and one is no more “natural” than the other because both exists in almost all species.         From what I understand the LGBT community is not asking for others to join in their sexual practice, they are asking for equal treatment under the laws that govern the society. The present Dominica laws can be interpreted as saying that if a man and a woman are caught having sex in public that they will be charged with gross indecency, but if a same sex couple would be caught having sex in public that they could be sent to prison for 10 years. The question that should be considered is ‘is that fair treatment under the law?’ and why?
        People in a majority naturally consider themselves to be superior, and it takes a thinking person to consider that a minority that is different also has rights, and the law should provide equal treatment for all. A society should be judged not only by the character of the majority but also by their treatment of the minority groups.

      Man in his fallen and ruined condition does not have the ability to create the rules to govern sexual behaviour and if he did he does not have the God given “right” to do so.

      God has given us the Holy Scriptures to tell us how to live. The Bible says “To the law and to the testimony: If they speak not according to this word it is because there is no light in them.” (Isaiah 8:20)

      Without the light of God the only guide people have is what they want or what feels good to them. Because human beings are always on a quest for pleasure people go from one vice to another seeking the ultimate good time.

      I anticipate that many of us are aware of the total contents, and do not need any briefing on subject. The question is what effect the ruling of the Supreme Court of the United will have on the Caribbean.

      Be informed that God’s law supercedes man law’s: because something is acceptable in the developed country’s of the world does not mean we should accept it in the Caribbean and especially Dominica, where there is a law prohibiting homosexual acts, and activity!

But note, your version of what is right is limited to your denominations, you cannot claim in any way to speak of all of Christianity.. Equal rights to marriage as a matter of governmental law is a different matter. Equality before the law is a matter of social justice and human rights.     It is offensive to hear and read some Christians speak as if they speak for ALL Christians, or for what they call a “Christian nation.” They do not. They may speak for their denomination, but they do not speak for all Christians or “Christian nations.” With all respect to the pastor cited here, he speaks for a small portion of denominations.       The denominations you have listed as accepting same sex marriage are apostate religious organizations. They are not part of the mainstream of historical Christianity regardless of what fancy names they are called or how many of hem there are.

      For example this group called The Global Alliance of Affirming Apostolic Pentecostals is one I have never heard of until now in all my 50 plus years as a Pentecostal minister. Including their name on your list does not portray reality. It is a distortion.

      I am ordained in The Pentecostal Assemblies of Canada. Our General Constitution forbids homosexuality, along with adultery and fornication which includes common law relationships. The Pentecostal Assemblies of Canada belongs to the World Wide Assemblies of God Fellowship which has 67 million members all believing the same Biblical doctrines and holding the same values.

Please explain why the world should blindly follow your religious teachings? from what I can gather your christian denomination is not close to having 10% of the world population in its membership.         Rev. Hill, you consider them to be apostate. Sitting on the outside, looking in, how would one judge which version of Christianity is truest, the “best”? Because no matter how many members you have, it is nonetheless just one more version of Christianity. So, as someone who cares about people, who chooses not to judge, who puts love above bigotry, I choose to go with those versions of Christianity that also resist hate and bigotry. In the end, your version of Christianity is a way to hide bigotry under a pretend cloud of religion. It is bigotry first and foremost. Pentecostalism is in no way “original” Christianity, it arose only in the late 19th Century.

    I don’t believe any one has the right to denied anybody of their happiness and contentment. The gays have been around for years so it is nothing new except they want to take responsibilities for each other. The children who brought up without a dad, cause so much problems to society. The gays at least come out of the open and do the decent thing by getting married. What of those who are no gay and are called single parents yet, society accept that. Where does single parents come from and the gays. Single Parents means there is no love and gay means the same to me. The cheap answers are they are all human beings.

    The vast majority of the people who are against marriage equality can’t and will never truly understand what this quote means. It’s no wonder that most are promiscuous (and proud of it), single, not planning on getting married any time soon, probably have many different children outside of marriage etc. It makes you wonder where the problem really is.

      Your first paragraph is beautiful. After over 50 wonderful years of marriage to one woman I can say it is true for many of us.

      On the other hand as a pastoral counselor I have to say the same romance and love is not generally known among homosexuals. A significant number of homosexuals have hundreds of partners. People who oppose marriage equality for homosexuals are not in most cases promiscuous. Among them you would find some unfaithfulness and marriage breakdowns as you would among other human beings. But to say “most are promiscuous” is simply not true.

      Those who have sex outside of marriage and bring children into single parent homes are more apt to be people who condone equal marriage rights for homosexuals because obviously they are not committed to
      God’s moral code as in Romans 1:27-32, and 1 Corinthians 6:9,10, etc. If they approve homosexuality naturally they would approve of fornication.
