‘Bold and brazen’ criminals pose challenges to police

Police Chief Daniel Carbon has said a recent increase in crime in Dominica is posing a challenge to the police because criminal activities are “bold and brazen.”

Addressing an end of year briefing of the Ministry of Justice, Immigration and National Security at the Financial Centre conference room on Wednesday, Carbon described the crimes as ‘complex.’

“The crimes are complex, the criminals seem to be very conscious of what they are doing, they seem also to be posing a challenge to the police and some of the criminal activities are very bold and brazen,” he remarked.

However, Carbon ensured the nation that the police force will do all it can to lawfully prevent criminal activities from happening and appealed to the public for assistance.

“As a people that we have a right to be safe and secure and demand to be safe and secure,” he stated. “We as a people, every citizen of this country, and even visitors have a responsibility because the police force alone cannot prevent crimes from happening…”

He said the public should work in partnership with the police.

“We need your assistance.” Carbon stated. “I can say that there is no crime committed here that somebody in this country does not know about it. Even before it happens, during the planning stage, when it is about to happen or it has happened, there must be a citizen in this country who has the intelligence to know these things.”

He described the public as “the eyes and ears of the police force.”

“You are a valuable resource, you have a lot of information and intelligence and I plead with the public to work with us,” he said.

Carbon gave the public his word that information and intelligence will be treated with confidentiality.

He also warned that one knows when, where and whom criminals will strike next.

“It could be your brother, it could be your sister, it could be your mother, your daughter, your son,” he stated.

As part of it strategy to combat crime, he said the police force has initiated a robust patrol of both uniformed and plain clothes officers.

“We have been patrolling island-wide and I must say the police force have been working extremely hard,” Carbon stated. “Within the last few months following the passage of Tropical Storm Erika it has been a continuous work for us…we have been patrolling all our tourist sites.”

He had a strong warning to criminals.

“There are 99 days for the thief and one day for the watchman,” he said. “The criminals will take their chances but the police force will put itself in a state of readiness and we are on high alert.”

Recently there has been a spate of criminal activities in Dominica, which include a break-in at the Office of Director of Public Prosecution, a robbery at gunpoint of the Rubis gas station in Castle Comfort, a burglary at Green’s wholesale in Loubiere, the robbery of two Chinese nationals at gunpoint in Canefield, an assault on a senior citizen in Wesley, among others.

    Mr Commissioner you are not honest with yourself and the ppl of Dominica and thats the reason why you are failing. Get rid of the square pegs that you have placed in the round holes in CID, DRUG SQUAD, SSU, TASK FORCE and all the other departments of the police force and allow those whom you dont like because they not carrying news to you but can do the work to do what they are being paid to do. plz let this be your new year resolution.stop victimizing the good , knowledgable and skillful police officers whom you dont like for no genuine reason. your wickedness is taking a toll on you and its obvious sir, just look at yourself in this pic and you will see the results of your wickedness. plz stop it, asknyourself a question, swallow your pride and move the good men around to where they belong.

    Hello and good afternoon my people. Well am very disappointed in our Police Commissioner because he is telling our citizens that he don’t have any plans to fight those criminals when it’s his responsibility to come up with a plan. There are many of us who reside abroad who have experience in Law Enforcement and are willing to help but I don’t know of any program that the Government has to reach out to us. I would certainly like to used my twenty four years of Law Enforcement experience in NYC to help my country.

    Carbon, like many of his ilk are stuck in a time warp. This is the most foolish statement that I’ve read in a long time. Officers need to be armed and confront violent criminals with the same level of violence that they disburse upon law abiding citizens. When thieves are caught robbing gas stations at gun-point, unload on these bastards. Start setting examples and they will think twice about robbing the innocent. More foot patrol is required. Gone are the days when officers sat in HQ, played dominoes and ate in the canteen. Officers need to be visible at all times.

    As Far as I see it Dominica needs a Defense Force.Dominica has well established individuals who are retired soldiers.They can use their expertise to enhance that Defense Force.The source of funding can be identify to spearhead the effort. The Defense Force can implement military and vocational training. The Defense and Police force have to work together.Their duty is to country and to maintain law and other.

    When you a hearing today from the Head of the the Police, 99 days for the thief and one day for the watchman, this shows the level of incompetence this man has. He can’t run the department that’s why crime is on the increase. Watch the man he is tied, the country need another chief to take control of the rise in criminal activities in the place.
    I was in Dominica a week ago and apart from the policemen on the bikes, is only one police I saw patrolling the streets of Roseau in his gabardine . Am asking this DLP administration to repair this menace and get a replacement now or else it will be to late, get rid of this one he is to vindictive.
    I wish the men & women well and greetings during the season. I can’t believe that’s a force I once work.

    Mr. Commissioner gone are the days of “99 days for the theft and one day for the watch man” you must realize criminals are changing their game plan, law enforcement must be pro active always staying ahead of the bad guys. Dominica is much to small for the policemen not to know who the bad boys are.     There is no wonder why the criminals are always fifty jumps ahead of Dominica police. To justify your inability to combat the criminals, and solve existing crimes you coined this stupid excuse: “because criminal activities are bold and brazen?”

    Man in a less backward country, you would be fired for such stupid analogy. The criminals are bold committing crimes in broad daylight because they know when they are caught the punishment boils down to a slap on their risks. Then again like in the case of Emanuel, who’s house was firebomb, even with the hard evidence the criminals are not prosecuted.

    There are occasions when outside help is needed, rather than you, guys call the FBI, or British Scotland Yard to help; your foolish pride, and ambition causes you not to seek that help. Even when an FBI agent was brought in, and found DNA evidence that should be used to convict a criminal, some stupid Dominica lawyer, said DNA…

    The robbery did not take place at Green’s Supermarket. In Loubiere but at Green’s Wholesale in Roseau. A robbery did take place at Green’s Supermarket in Loubiere but that was in 2010. The person who orchestrated the robbery was caught and while playing a supervised basketball game at the prison, he escaped. Most of the money was recovered by the police but they claim that it cannot be returned to the owner as it is to be used as evidence. Incidentally, there have been more than 7 adjournments since 2010.

      I do not understand why they will not return the money. Why all these adjournments? It figures. They should have taken a picture of it and returned it to the owner. Hope the money is under lock and key and will eventually be returned to the owner.
      Remember, a few years ago, two visitors, a husband and wife’s vehicle were robbed not far away from the airport while they were bathing? Some personal possessions and the lady’s wedding ring were stolen. The thieves were caught and some of the stolen items. Among them was her wedding ring. She was told that her ring could not be returned because of evidence. Eventually, they said they packaged it and sent it by FedEx. When the box arrived the ring was not included.
      They should have taken pictures of the stolen items as the ring and given the ring to the lady. She never got it. Holding back money and the ring. How honest are they?

    Let the force be with them, do not violate their rights as human beings. But suck it to them, the ways and means act is gone, our Laws have no teeth, programmes are not put in place to rehabilitae our offenders, so when they have serve their time, they can return to society with some desired skills to earn a lawful living. Hard labor should be hard labor, the persons in charge should examine that aspect of this situation. We should conduct a symposum on crime fighting and marry it with a massive rehabilitation efforts to allow those who wants to live a life without commitiing crime. Utilize our many, many, formers police officers to conducts lectures at the prisons and the force they still have lots to offer, and if ask will be very happy to contribute. We all in this together.     Merry Christmas to my fellow officers of the Common Wealth of Dominica Police Force which i am proud to say i was a part of and really enjoyed serving my people, and arresting persons who commited crimes against my people. Having said that let it be clear that the following are not to be construde as being against my commrades in our once feared Police Force. How much of the limited resources of the State were wasted recently in trying to get an outside prosecutor to punish a sitting MP over a comment made in the heat of an election meeting for which he later later apologized whilst the person/s who firebombed a lawyers home in goodwill are allegedly still at large? The persons who broke into the DPP’s office still have not been caught.

    A lot of talk and little action. Same ‘ol, same ‘ol. And then there is the court system which is another joke as well as Stock Farm.. No hope for this place until some people get real. When you have a PM that essentially doesn’t live here and have to put up with all of this what do you expect? I bet he’s going to the US for Xmas again. A new commissioner as well as a new govt. is in order to get anything accomplished. Only the criminals will have weapons. Nobody with a brain will invest in a country like this.

    Every day there are so many home invasions of the guest houses in Dubique area of Calibishie. Just in the last month there have been 6 that I’m aware of. Talk about bold and brazen. They break in at night when people are sleeping and walk off with the stolen money and electronics. The police are aware of it yet never once patrol the area in the evenings. Sadly so many don’t even bother to tell the police because they say the police are so inept and do nothing. They have the nice new police station and dont want to leave it. Pretty sad state of affairs. Desperate times deserve desperate measures. Dominica needs to get tough on crime or it will turn into a place that criminals know they can get away with their crimes.

    The genesis of the problem is the PM not consulting with the leader of the opposition in selecting a capable chief of police.The notion of consulting involves more than mere telling him who you are going to appoint.This commissioner is clearly incompetent. There are so many unsolved murders in Dominica why are they not being solved.The Chief took it on himself to dismiss a criminal case,something that is unheard of in Dominica before. Policemen charged with murder not showing up to the court for a hearing.When a good citizen calls the police station with regards to a crime just committed and he is told I’ll put you on hold and the police don’t respond till he has to call back.The criteria for selecting recruits for the police service is contaminated by dirty politics.The police allow their own to run away from the country before being brought to court for grave crimes,and on,and on.It is clear that this is the wrong commissioner.     Criminal activities are on the rise because ,once a rapist ,paedophile or murderer is caught ; either they are set free or serve a very short time in jail. when a police officer should be sitting at the police station in wait of someone who needs help for example the man at point michel who came to the police station at 2 in the morning knocking and got no answer,left ;then came back at 6 am that was the time the police officer was coming in from his girl friend’s house,police are standing in street corners in roseau chatting with friends instead of walking about to see what is happening,food party in police stations,where police become too friendly with people ,when these same people commit crimes they end up with a simple slap on the wrist. land problem the police is playing justice in favour of their friends when they have no clue about people’s land. police is too corrupted,stop making police sleep in police stations 24/24…Police should not have beds to sleep on ,some are fat.

      This comment is highly difficult to read. You need to learn punctuations as, proper commas, full stop and capital letters and where exactly they fit in.
      Incidentally, the word is “pedophile”. I have not heard that the spelling of this word is changed, be it in the American or English/British manner.
      What I was able to read from the beginning, blame their attorneys who plead on their behalf. You know about that.

        Do not tell that to the Americans lest you insult them and their language.
        I know exactly what I stated and the reason why I did.
        I said “American manner.” Americans do not think they speak English. They are not in the Commonwealth.
        Americans follow their own way and style. Note how they have left out some letters from some words, shortening them. They expect us to follow suit.

        honour, – honor.
        humour – humor,
        harbour – harbor, etc.
        The next time you decide to correct anyone, do put on your educational thinking cap if you have one. In some cases, people know why they commented as they did. You do not have their mind, cannot read it and therefore cannot think for them. Understand the gist of what they stated and meant.

    The Police are ordinary men like any other man. This why they called policeman. They are brave, peaceful and quiet people. They are helpful, always give correct information. Their task entails: To prevent crime, uphold the Law and bring criminals to justice. They are highly disciplined, good manners and respected. When so called criminals take the law into their own hands and get caught, they beg for water, they beg to go to toilet, they get so angry at getting caught that they beat their heads on the wall. They get back like a child again. These are just silly and lazy people. The Police get paid for being in court but, the offenders lose days work and money too. “CRIME DOES NOT PAY”

      Who has empathy for criminals? Not me!
      If they were able to run away they would. I suppose they never consider that they will be caught. They should think twice before committing crimes. Consider what they have done to their victims by stealing what they have worked hard for.
      Tell criminals to get a life and a job. They want to live off the avails of other nationals by stealing from them. When caught, they should bear the consequences of their action by a stiff penalty and imprisonment.

    The solution the police is simple. If our supreme leader was not so obsessed with promoting his passport sales, then he would have dedicated his time into assisting the police force in their plight. The master of the universe does not know how to run the affairs of state. If he was qualified for his P.M. position, he would have found ways to generate funds so that more police could get hired which would have resulted in more police patrols. But that’s not the case. As long as his majesty is feeling safe in his mansion and sipping champagne that’s all he cares about. To hell with the rest. But at the same time I do not feel sorry for the police force because all they know how to do is to sit down in the police station and play dominos all day, get women pregnant in every village they go, and only come out when they hear the word DRUGS. Sorry sir, ask your supreme leader for finances to recruit more patrol officers.

    “Recently there has been a spate of criminal activities in Dominica, which include a break-in at the Office of Director of Public Prosecution, a robbery at gunpoint of a the Rubis gas station in Castle Comfort, a burglary at Green’s wholesale in Loubiere, the robbery of two Chinese nationals at gunpoint in Canefield, an assault on a senior citizen in Wesley, among others.” The data is quite staggering, if you ask me.

    I am not prepared to entertain the idea that the official Opposition and its supporters are fomenting discord, disorder and lawlessness in the country. What I will say is that it is past time when the Opposition should stop behaving like those past and enjoin with Government and civil society on avant guard ways to arrest this downward slide into criminal chaos for the good of all and country. The scourge of crime knows no boundaries and spares none. We reap what we sow eventually. Prudence should prevail among all leaders of our country. Join together and stop crime.

      Sorry! I must admit I hit the thumbs down button by mistake; an unknown reflex. :)
      I do believe that the opposition has done much to undermine the government and the country in general. God knows if they are responsible for the spate of crimes in Dominica.
      Some people are not foolish. When the opposition as their leader project disobedient, disrespect and contempt for the PM, his works and plans for Dominica expect this. This includes staging protests. Criminals may be some of the very ones who support that Party. Think about it.

I’m guessing u think the organisers of those black lives matter protests promotes violence for standing up against injustice…has it ever occurred to u that the environment of begging created by this government, might be the reason for those petty crimes? I’m sure u heard of the red clinic…for years the governmentwas giving away money so ppl chose to remain jobless,and on Wednesdays dress in red to go see Santa at the Financial Center. The cash has ran out and they are still jobless.

        Help the police to apprehend criminals. They cannot do it alone and they cannot be everywhere in Dominica. The police need the help of the public.

And how visible and responsive and effective? One day for the watchman you say? Do you only want watchmen in your “Force”? As this is pretty much what” the Force” is. What a joke! Policemen paroling with no guns! Other islands do have the cops with guns. When are we going to wake up. In case you missed it Mr Commissioner, DA is no longer the innocent island with low crimes. You can’t fight crime with eyes and Batons, and on foot. This is the 21st century. Get tough (not only when you want to beta up prisoners). Nuff said.

      Do the police officers not have taser guns?
      It is our world and our country. We are responsible for what occurs in it.
      You can do one thing and this is to pray for your country that God may eradicate crimes.
      Just as the police need your help, God needs your help in this respect as also bringing souls to him.
      Fervent prayers do help. Dominicans must do more praying than bickering and criticizing. Too many are doing that. They rank among DLP non-supporters. These are not helping the country one bit and to be free of crimes especially the bad and brazen ones.

      Utilize your common sense if you have any. They can only use it when they catch them in the act and if the criminals attack them and refuse to put down their weapons as instructed.
