UPDATE: Homicide in Roseau

Scene of the incident

The police have started investigating what they described as a “suspected unlawful homicide” which took place in Roseau on Thursday, May 18 at around 4:00 am.

Police PRO, Pellam Jno Baptiste, identified the victim as Fabien Bellot of Gallion.

He said the police responded to information which led to the discovery of Bellot, who was injured, on the river bank in Roseau in the vicinity of Save a Lot Supermarket.

Jno Baptiste said he was discovered in a semi-conscious state with multiple wounds to the head and face.

Bellot was taken to the Princess Margaret Hospital where he was examined but he succumbed soon after that.

Anyone with information that can assist the police in their investigation should contact the Criminal Investigations Department at 266-5164, 222-5165, 266-5119 or Crime Stoppers Dominica at 1-800-8477.

A coroner’s inquest will be convened in the matter.

      Unlawful homicides include : murder, manslaughter, death caused by dangerous driving, and infanticide.
      The term Lawful homicide in Dominica encompasses capital punishment.

    I have not seen anybody blaming the PM for the person killing of the dead man, what I see or rather read about is some people coming to his defense on the running of the country, so I look at these people as the ones placing the blame on him and not the other law abiding citizens.
    The cause of all the lawlessness in the land falls on the shoulders of these policemen who do not write proper reports and the magistrates and judges who do not give the perpetrators the full extent of the law even though they plead guilty. It is time we deal with these people the law breakers, let us face it most of these crimes are committed by REPEATED offenders.
    The COUNTRY NEEDS MAGISTRATES LIKE FOLLOW. Remember him? And of course no letting off for time already spent remanded in jail. When they get the criminals they should put them away for long periods since there is no rehabilitation centers in the land.
    Another thing which we have to put in place is Nobody should be above the Law, Nobody.

WHAT THE WORLD is saying is, we must have manners and respect for each other and, this is what leads to crime, no manners and respect to one another.     Where does the name Paro come from anyway. It is only in Dominica I have heard this term to describe homeless drifting panhandlers with no fixed abode.
    Some body told me it is short for Parasites from Roseau but I can not believe that,. These poor people are a menace to themselves and everybody else. Dont’we have a Yes-we -care programme, or a functioning social services dept? It looks like we talk a lot but are missing in action.

    Identifying the deceased by his class in the initial report on DNO, reeks of the “Colonial/Reformed Slavery Mentality” that still exists on the island. Admin. You should be ashamed of yourself. Whether or not he was homeless is totally irrelevant. This fact conveys the idea, whether intentionally or not that his murder was justified. We all should mourn this senseless murder and recognize it as a stain on our nation.

    People are getting away with murder every day in D.A. because first of all the police do sh work on the crime scene, reports are badly written , the juries are un- educated , the judicial system is a joke , the judges are very lenient , and they always say because they did not waste the courts time therefore they get a slap on the wrist , nonsense.

      If it’s in self defense (which I doubt was the case in this incident) it’s still a homicide and the court will most likely rule in your favor.

      I had to look this up. I admit had never seen this used like this before but I guess there are justified homicide and criminal homicide defined by law of land. Typically it’s just referred to as Homicide and if self defense was the case then it would be justified. I guess unless an investigation is fully concluded it should not be classified. Hmmm

    Hope the police can make a formal request for the security cameras video from the supermarket, I would think that such a business must have some video surveillance. And also contact the 7-11 across the river, they may have video surveillance of this area s well. Come on CDPF, you guys can solve this!

      DNO’s use of the word “unlawful” before “homicide” is correct. Homicide simply means killing of a human being. A killing that is committed in the process of self defence or the defence of another person’s life would be lawful and no crime would have been committed; neither murder nor manslaughter.

        Mark Marie its not DNO that used the terminology it is the Police PRO. Just saying. Thanks for the explanation megso, don’t forget Abortion, Infanticide and Causing Death by Dangerous Driving are also Homicides. Its based on the circumstances / evidence/ that determines what charge is filed and what sort of Homicide it is. Homicide covers all death and after full investigations the resulting charge is preferred. Eg. Manslaugher is a homicide where no intent to commit the death has to be proven, all that needs to be proven is that Jack caused the death of John. With murder the police musty prove intent to cause the death.

      Homicide is not necessarily a crime. Homicide is defined as the killing of one human by another. If you have a lawful reason to kill, then you have not committed a crime. You would have committed lawful homicide.

    “The incident took place in front a supermarket in the capital” I just cannot understand the way information goes out in Dominica. DNO does not give the name of the person but describes him as a ‘paro” and the disturbing thing is they not even saying where the incident took place, though all can see the area taped is at the front of Save A Lot. No I am not trying to blame DNO for reporting what I guess the PRO of police reported especially in this environment of lawsuit Skerrit introduced to us, but gush, why are we so fearful? What are we so afraid of? I can understand why the name of the diseased is withheld for now because he does have family that have to be notified first; but to not want to give the name of the location but put the photo of the location up is unbelievable man. We too afraid in this country and FEAR will kill us! Skerrit you and your crookid attorneys brought that spirit of fear upon us and that’s why YOU MUST GO!

      If you listened to Q95 this morning you would have heard the location mentioned as “in front of Save a Lot”, later confirmed by an employee of that business on Matt Peltier’s programme. Is not only your eyes you must use in Dominica but especially your ears.

The peiple who call q95 many are sensationalists and some have even cursed on air, so it is nothig for them to say it is in front of save a lot. Which is very well within their rights. Point is, if you are reporting, know what you dont hide if you are showing pictures. Unless you enjoy teasing the public.
