The police will have increased eyes on the carnival route in Roseau this year with the installation of CCTV, thanks to businessman Khimo Astaphan.

Astaphan, who has been batting for CCTV some time now, put his money where his mouth is and invested EC$ 65,000 in the venture.

He told DNO that he hopes that the carnival venture will serve as a test and he hopes the relevant authorities will see the need for increased camera surveillance in the country.

“Once I have finished installing the cameras and trained the police, we will hand it over to them for them to handle through-out the weekend and next week,” he said.

He noted that his company, Platinum Security, will be covering the majority of the cost which includes paying the technicians to install the cameras, paying the VAT and purchasing the cameras, which he said cost about $5,000 each.

He said 11 to 12 cameras will be installed on the carnival route.

Astaphan said the benefit to having CCTV during carnival is endless but lamented the fact the some business places flatly refused to give his company permission to have the cameras installed on their buildings.

He explained the cameras have “light find technology” which it picks up light in dark places from anywhere (flashlight, or lamp pole) and enhances the imagery.

“So the cameras will enhance the imagery of the city … also day and night capability, meaning during the day we will have crystal clear pictures and in environment that there is no lighting, it turns a black and white,” he said.

Astaphan noted that the cameras will installed in strategic locations along the carnival route and the police department will have “total control.”

“So we want the public to rest assured that they will not be in the hands of any private citizen, it will be in the hands of the Dominica Police Force and they will be putting together the very up-to-date, state-of-art, command center,” he said.

LIME will be providing internet so the cameras can be hooked up to the command center.

Inspector Claude Weekes, who also commented on the matter, said that the installation of CCTV will fulfill the police’s mandate and enhance security.

    It is about time Dominica move forward with the rest of the world.

    CCTV is part of modern day life. If law abiding citizens have nothing to fear or hide;then they should not complain. To the contrary CCTV will provide added security to the law abiding citizens of Dominica.
    The only people who should concern themselves about the installation of CCTV are the criminals who has no good intentions and put innocent peoples lives and property at risk.

    Anyway Mr. Astaphan should not be the one taking upon himself to do something like this.

    Any matters or initiative relating to national security or the safety of citizens should be the responsibility of the government.

    I SAY BRING IT ON Mr. ASTAPHAN. WELL DONE.

    just a thought, while these cameras should be installed in every nook and cranny, I wonder if khimo not feeling de financial heat, cause 65000.00 is a lot to give to a country that a government can waive de vat and meet him halfway since they waiving it for their wife car and things are extremely bad.

      @forkit Khimo knows that tax and vat money that some Dominican paying( many of them evading paying taxes)is not enough to help develop Dominica. He therefore understands his responsibilities as a Dominican citizen, a real true patriot – by investing in maintaining the safety of his fellow Dominica. That is commendable! More Dominicans should think and act like Khim instead of evading their taxes or waiting for when they become the next government to invest in job creations for the youth, crime reduction intervention.,

    I am so fed up of these Dominicans that are just full of only negative energy! None of you will take the mantle and try ro do something positive for the country, but when somebody else does, allu quick to cry it down with allu doom and gloom mentality! You are the same ppl crying for Change! Yet when someone take it upon themselves to bring the modern system to light in efforts of improving the country on a whole allu say is for “personal profit! Or political gain!” Smfh! That is why the country will never move forward! Because the same ppl who trying to bring it up, are being attacked on their personality, because when in doubt lets attack the person and not see the good in what is being offered! And we wonder why ppl around the world are hesitant to invest in Dominica?

      I’m not against Mr.Astaphan genuine concern of safety he has an excellent track record to his Name and Company and neither I’m against security measures regarding Carnival celebrations.I also do not think that Mr.Astaphan is going to make this an annul Venture.The DPF needs to step up to the plate use their manpower to protect The citizens of Dominica simply as that.We do not need CCTV.

    To the bloggers who are bashing Astaphan for providing the cameras…a few years a major crime was committed int one of the Virgin Islands…the cops knew who killed the other young man because the crow was furious that this happened and the following morning people called 911 to report who it was who killed the young guy..they went to his residence, ask his mother for him, she said he was sleeping..her first question to them was what do you want with my son? They told her what happened the night before, she said he was at home..they said can you and him accompany us to the police precinct? She said yes after she got their they told her they have evidence that it’s her son who killed the other young guy on video. After they read him his Miranda right they sat down to watch the Video….the case was almost closed that same morning…he got arrested, they got an Artorney,,he was not granted bail because of the nature of the crime. Soon after that the case went to court….and I need not tell you where he is now…..this was solved quickly because of the evidence from the Video Cameras….

    Anyway anyway, i don’t know why my fellow Dominicans have to be so negative about so many things. It hurts me as a fellow Dominican to read the level of ignorance from some of us.
    First of all a number of us don’t read to understand. If we read the article carefully most of the foolish comments we are making we would see that they are not necessary.

    We reason that it is for all kinds of reasons that Mr. Astaphans is doing this etc. I applaud the young man for this idea! His business may benefit from it in the long run, so what? This simply means he may be able to employ more Dominicans!

    Other Caribbean Islands like Barbados have CCTV installed all over the city and at some key tourist attraction sites. Did Bajans get on the way some of us Dominicans are getting on now when they were told? I’m pretty sure they didn’t. Furthermore this venture is pretty much a trial run.

    I think its high time we educate ourselves, rather than just offering uneducated, unintelligent comments most of the times.

    It’s amazing the way Dominicans speak. The civilized world must be reading this, shaking their heads and laugh. Why are we so negative. We still have this slavery mentality. A white man will come, get paid and go where he come out and never spend $1 here and we will say it was installed by professionals. Kihmo has been employing ppl for years, he has been the reason why our security forces was forced to change before that all we had was watch men. To date we don’t have not one traffic light in Dominica. Allu want to wait till he dies like Jeff Joe to give him his flowers. De man is a man from the soil and person who actually know him will not talk this stupidness. From what I understand these are HD CCTV Cameras and from my research are pretty expensive. There are all types of cameras such as thermal cameras, different megapixels and can run up to tens of thousands for good cameras. What allu buying everyday are toys not what is used for professionals. Our neighbors like Trinidad and other Caribbean islands have cameras. We go to the states cameras, airport cameras, what is the difference in Dominica. We have become a talking state. Everyone talks and no one acts. Koodoos to Kihmo and his team for installing the cameras. Many Dominicans must take a page in his book instead of constantly complaining and criticizing. I hope the government see the benefit and find the resources to finally put good to the money that sits in the treasury. Dominicans allu killing allu own self with allu negative mouth. Think positive and make a change, make ur contribution and stop playing politics with everything. Allu will run ppl away from Dominica.

    There are some people who use carnival celebrations as an opportunity to harm others. Camera and video surveillance are much easier on the police along the carnival routes to check on violence, if any and to respond quickly to them. It will be a deterrence for those troublemakers who are aware of the cameras.
    Business owners who refused to have them on their rooftops, what do you have to lose? You will be contributing to peace and safety especially during this time. Shame on you to have refused them. If customers know who you are, they should boycott your business for you appear not to operate in the safety interest of those who will be enjoying carnival and the peaceful ones at that.
    Khimo Astaphan, you are asking for nothing in return for your cost and time. God bless you for your effort in trying to keep violence out of carnival enjoyment.
    Criminal activities have immensely increased in D/ca and sadly so. I do hope the government will consider placing cameras and video surveillance in certain areas of Roseau and elsewhere in D/ca. They are well-worth the cost and effort to quickly apprehend criminals. It is the right of nationals to want to live in peace and safety.

    To the businesses who refused… Lets hope your businesses don’t get burgled because I sincerely hope none of the surveillance footage taken from Khimo’s Cameras will be reviewed to aid in any investigations on your behalf.

    I commend this initiative because its about time we step up in CCTV technology. I’ve had a first hand view at the high definition cameras which will be installed and I have to say it is impressive and worth the price.

    Typical Dominicans, can never give credit for anything good only break down people’s morals, the man never said he was giving the cameras to the police or the state, he said he is installing it for them, to which they will have access through out carnival, after which he will of course take down his equipment and sell to the security conscious citizens of Dominica. And anyone who knows anything knows that $5000 is peanuts for a good camera that can do all the modern things that CCTV is able to do now. Do u people even travel every street corner has cameras for the safety and security of the the public, it’s not to mind people business. Good job Kihmo and continue working with foresight because Dominica still 20 years behind the rest of the free world!

    I wonder at what legislations are in place to cover these cameras of a private company in public space, what legal safe guards are in place to protect the public. It’s all well and good this man giving assurance that only the police will have access to the images, but the reality is he is a business man who will say what ever advances his profit margins.

      Some people are not worried at all. They are merely contented that their will be overall surveillance during the carnival celebrations which will ensure everyone’s safety including yours. Accept what is good and cease questioning and criticizing.

    How do you think picture evidence is now entered into our court rooms? Ask CID. Since 2010 they using picture and video evidence. It is just a tragedy that Dalrymple had to go like that without any justice.

        Look at them positively. The police cannot be everywhere at the same time. There are not enough police to be on every street.
        The cameras serve a good purpose. They will enable the police to view the carnival proceedings. Should there be disturbances in the bands, they will provide their colleagues who are on the road with this information who in turn will quickly respond and will be able to stop them and also arrest the perpetrators. Lives could be saved and injuries avoided. Therefore be positive.

      The government and police authorities should be responsible for this.
      When I resided in D/ca, I was not a lover of those scary costumes. They were scary. I hated them and so I hardly participated in carnival. Most children feared them. If we were standing on the sidewalk viewing the scene, the revelers who wore them and knew us (even those who did not know us) would approach us, dance in front of us and even put their hands on our shoulders.
      We knew well not to show them that we were scared. Trying times I would say. :lol:
      I recall the Roseau Catholic Cathedral would be opened during those days specifically for Adoration before the Blessed Sacrament. Parishioners were advised to go to Church on those days to make a Holy Hour or more of Adoration for reparation of the sins committed on those two days. I would go. Then a few of us went to friends’ home and viewed the carnival from the balcony. The street we resided on was not a carnival route.
      Those were the days my friend. I do not know if this is done today. The Cathedral is presently undergoing repairs.

    When there is a crime in Dominica, everybody knows who the perpetrator is, but nobody dares say anything. Cameras will not change a thing. Judges who do their job and are strict are fired…
    Therefore, the real purpose of these cameras is the surveillance of the population and a flourishing business for Mr. Astaphan.
    It is time to stop copying the colonialists. Free Dominica!

    Yes, but what’s the actual purpose they will serve?

    Cameras, are supposed to photograph, and record anything it focuses on; such as someone committing a crime. The video recordings are used in places like the United States Britain, Canada, and the rest of Europe to help convict criminals caught on cameras committing crimes.

    Such proof of evidence is no different to that photographed with a cellular telephone. We experience in Dominica, where an criminal used a knife to stab his victim in Carnival in Roseau a few short years ago; someone video tape the whole fiasco on their cell phone, and presented that evidence in court, only to be told by the female magistrate, that such evidence are not admissible as evidence in Dominica’s court.

    As a result the criminal, the assailant, the culprit walked out of the court without a single slap on his wrist, from what I understand the culprit father is, or probably was a member of the Dominica judiciary.

    Unless, since the incident which I mentioned there is some law passed making such evidence admissible in the courts of Dominica, Astaphan, might be better off flushing his thousands of dollars down the drain.

    Haven’t he heard that DNA evidence are also not admissible in our court system also?

        Well then why did the lady magistrate refused to admit the photographs of the guy stabbing his victim; stating such evidence is not admissible in courts in Dominica.

        To my knowledge the incident occurred either in 2012, or 2013. So, if the law was passed in 2010, if I am correct, the magistrate, must have erred, or deliberately ignored the law, and by doing so set a criminal free.

        If the year I suggest is correct, we can only assume what she did is grounds for the victim to return to court and ask the court set her verdict aside, and file for a new trial.; since the ruling would appear to be prejudicial, and the reason for not admitting the evidence is because the offender the son of a colleague, a former member of the Dominica Judiciary.

        We will see plenty more of that when the CCJ is fully in effect.

        Astaphhan knows that which is why he went to the extremity of purchasing them with his money and installing them. Otherwise he would not have done that. He is a proponent of non-violence and peace.
        He did a great service to Roseau, to Dominica and nationals especially those who will be enjoying themselves in the carnival bands.
        The police authorities welcome them. The cameras will ease a burden on them.

    Are we now going to become a police state in dominica? We already live in a society where everything is public, now you have cameras in the town taping everything. If more vigilance is the issue, why don’t you have more and better trained cops on the route.
    Do you actually think Khimo is doing this to help carnival or to help his own pocket? To show to the gov’t why they should contract him to invest in cctv? In actuality Dominican citizens will be the losers while Khimo wins?
    By the way after carnival will the cameras be taken down? Who pays for their maintenance? Who is going to be looking at them? Many questions need to be asked people before you just accept what is being said.

      Is the U.S, U.K/Europe and all the others countries using CCTV police states?

      I grew up with the saying ‘Big Brother is Watching You’, and it never bothered me. There are cameras everywhere in London (on lampposts. At traffic lights, Shopping Malls, you have nothing to hide, no problem).

    Safety!? oh please… Dey going to voleur the footage and put together another Carnival video series, this time its gonna be called the “Astaphan round bottom carnival video” for $19.95 using Closed circuit television footage under the auspices of public safety. Somebody warn dem if dey film me and reproduce it, I want my share!!! I was on more Sewo twice up till now no royalties hehehehe!!

    LOLS… Dem people acting like they have never known who those criminals are in all dem murders and stabbings in Dominica. As someone mention below they had a murder that was recorded on video tape and the criminal still went free. The girl that kill her two babies they know she murder those kids yet she is still allowed free and on facebook. In Dominica they know who the killers and criminals are but they always fail to carry out justice. Cameras not going to solve the problem of the justice system in Dominica or the corrupt policing of this state. You all jus want to mind people business. Kihmo can boast al he want about sponsoring those cameras like he doing some worthy cause but my grandmother always tell me nothing is free. Dem astaphans have their hands in everything in dominica controlling the local economy and running monopolies on the island. This is just another way to exert control over Dominicans. Freeness is worriness dominicans. Don’t fall this. If the police and the justice system do their jobs all criminals will be in jail.

        Did i say anything here about kihmo’s race? You need to learn to read. I don’t care if it were the jno-finns, loblacks, joseph, serrants, baptiste and whatever else Dominican that had monopolies in Dominica I would still call them by their last names and point what is fact. You need to learn to read and comprehend. Watch how another boom boom fly going to read your post and respond to my comment as if I involved race. I have spoken about racial issues on the article “american scammers who went to the olympics” but I sure never reference khimo astaphan as no dominican because he yellow, black, white…ok.       it will at least help to solve some crimes. however, isn’t it up to a jury provided with all evidence, who says whether one is punishable or not? or is there not a jury service element in DA?

    but too me cameras and videos do not have a provision under law to be used in court as evidence, when they guy got stabbed during carnival and the entire thing was captured on camera wasn’t the tape throw out of court because the witness himself said he didn’t actually see but the camera captured the entire ordeal, somebody please correct me if i am wrong .. however i think that’s a great initiative by mr astaphan props to you its high time i certainly will feel more secure taking my foot :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen: :mrgreen:

      Actually the video footage was not thrown out from that carnival murder..its that the footage did not show the person they accused of the crime…but cameras are definitely a good idea..

      video evidence used to be inadmissable but a bill was recently passed to allow electronic evidence in courts..sometime late 2013

      Just knowing that the camerazs are there will act as s deterrent, and even it images can not be used in court (…and I’m pretty certain that ssumption is not correct) it will help police intervene quickly in cases of trouble. Good move.
