Chinese nationals charged with theft

Three Chinese nationals, Yulong Xie; Jianhui Wen and Yong Zhong, have been remanded at the State Prison on a charge of theft.

They appeared before magistrate Asquith Riviere on Tuesday where the charge was read to them through an interpreter.

The charge is that between July 5th and 9th 2016 they stole EC$104,705 cash belonging to the National Bank of Dominica (NBD).

According to reports, the men have been allegedly withdrawing monies from an ATM and investigations are ongoing.

The matter was adjourned to November 14th, 2016.

No application for bail was made.

Wayne Norde is the attorney for the accused but Kondwani Williams held for him when the accused appeared in court.

    Our world is progressive. The more progressive, the more there will be thieves. Consider computer technology and other technologies. Now ATM’s. They have used every means to steal.
    Charge cards are another matter. A charge card is presented in stores, restaurants, gas stations etc. It is easy for these staff to ring in the amount twice and also return a fake card. I have heard stories about this.
    A friend informed me of her account which was compromised in Columbia. She has never been there. Her son’s account was compromised at a gas station.
    As for this outsourcing, I have qualms about it. These people have our confidential information; easy for identity thefts.
    Movies and programs have aided thieves and increased thefts. I saw a program on how they could steal money at ATM’s.
    When we go to the ATM we must be careful. We also have to look around us and when leaving the bank.
    It is not advisable to carry cash but I prefer paying cash for some items.

    The work of these men are indeed incredible, that they are able with a card to override the banking system and withdraw that quota of money….. through an ATM … it is Identity Theft.

    Now if the money was not withdrawn from an existing account owned by a client that is registered in the bank, then how can the bank or someone in dominica claim that they have lost possession.

    It is theft… but theft from who? The bank has already done a contra entry to recover the withdrawn amount from the international accounts. Now if the theft charges succeed, the bank has a legal right to claim on insurance. If the men a re asked to repay the amount to the bank, then it is only fair that the bank returns the international amount.
    The bank will gain 3X

    Now if the Laws of Dominica do not cover that aspect of taking, then their lawyers can sure get them out.

      Whatever the bank has to do it will be done. They committed a crime against the Bank, State and nationals. They must be tried and go through the due process. That is the Law of Dominica which has to be adhered to.
      If they were Dominicans who committed a crime in China, the same would apply except in China the punishment would be greater, whatever it would be. They would not escape easily from the due process of China’s Law.

      Another matter, they have fraudulent cards. This is a serious crime. They could have been using them worldwide, wherever they traveled to, bilking banks and customers of exorbitant sums of money.

    Dominican residents, if you are not aware how these bank thieves could steal from accounts at an ATM machine, you now know. They know how to do it easily.
    In Canada we are informed and warned about it. The banks here issue directives to their customers. The Media also broadcast such information.
    We are told when we go to an ATM, place something or one hand over the keys when keying-in our PIN. I always do that. I take extra precaution, knowing the type of brazen thieves in this country. The reason for this, they place gadgets above to catch your PIN. They could also place one in the slot where you put the bank card. In less than no time your account will be cleaned out. It has occurred to many people.
    We are also told, do not go to the ATM in the evenings, if the bank is not opened.
    Another fear is identity theft. If identities are stolen, it could take years in this country to rectify. It creates hardships for those whose identities are stolen.

    I say to contact the FBI and turn them over to the American authorities if the cards were fraudulent American bank issued cards. This thing has been around in the US and Europe for a while. Knew an African guy who was busted in California for doing that crap. He had a machine which made these cards. That is crazy scary stuff.

    These guys had over 100 cards…. The cards where not local cards. It is like using your American CC at the NBD terminal. The card worked in withdrawing the cash, however, the bank had no way of collecting that fund since the cards were fake. So, with NBD having more than 3 atms in Roseau, they could each have been at a different ATM, with a few cards withdrawing. how lon does it take to make a withdrawal? 2 mins max? So each of them had to just about EC$34901. That works about to be aprrox $1000.00 per card. so each would maybe have 35 Card in their possession.

        These crimes are not new…. What needs to happen now, is all Financial Institutions that operates ATMs, need to do a thorough audit…. I am pretty sure that they just might come up with something. Now, these cards can be erased and reused… with just about EC$500.00 you can buy one for these card readers, and makers. July 12 was Amazon Prime day, and for US$147.00 you could have gotten the whole works…… Dominica is no longer an island by itself, but a very TINY village in this very small world.

    I am hearing people saying how it take the bank so long.omg.Dominicans they got arrested in 5DAYS.including the day they were caught and the days it took to actually investigate and find them..

    You seem to believe these thieves are waiting on police to find them..you guys are full of it..If you have all that ATM cards on an island full of ATMs and you are chinese i am assuming you are not easy to find with just a picture from a bank camera.

    The police did a great job by finding these guys because to many times they escape after cleaning out. I Think the bank should be applauded for having processes that would alert them of these events since thats the only way to find out so soon.

    People i am reading this uneducated comments and you Dominicans making like all you country. Three guys with over 1000 FOREIGN CARDS not Dominican people own..They call them burner cards or gift cards they can be bought…these guys use some ATM Skimming devices

    A tourist robbed a bank in St. Maarten a few months ago wearing his tropical tourist shirt and his shades.. walked out with thousands of dollars. They did not find him until he went to one of the virgin islands and gave up himself, i guess he felt that was just way too easy to pull off because no one would expect a WHITE tourist to rob a bank.. Apparently he was a cruise ship tourist. Now why are we making it a huge issue because these thieves were Chinese. Dominicans stop your racism. Criminals come in all races.

      With all due respect Chinese people are often found to have a certain intelligence that adapts well to the use of technology, computers and the internet. I worked several years for one of Canada’s major banks.
      I remember discussing this with a long time bank employee. I recall him saying it had been noted in the bank that the Chinese seemed to have a talent for such work.

      Obviously this intelligence or this talent can be used for good or evil. Many hold high level jobs and are
      contributing members of society, but others become criminals.

      In recent years we have seen a significant number of Chinese involved in credit card and ATM fraud and that involving a high degree of skill. I have become wary of them, especially in any transaction that involves credit cards passports They have been known not only to misuse them, but to literally manufacture and sell them.

    i just want to share my experience with everyone. I have been hearing about this blank ATM card for a while and i never really paid any interest to it because of my doubts. Until one day i discovered a hacking guy called Barry Ben. he is really good at what he is doing. Back to the point, I inquired about The Blank ATM Card. If it works or even Exist. he told me
    Yes and that its a card programmed for random money withdraws without being noticed and can also be used for free on-line purchases of any kind. This was shocking and i still had my doubts. Then i gave it a try and asked for the card and agreed to their terms and conditions. Hoping and praying it was not a scam. 3 days later i received my card and tried with the closest ATM machine close to me, It worked like magic. I was able to withdraw up to $11000. i also used it on-line and it was a success, i am very happy i can now put food on my family table and also pay my bills too. For those of you out there who needs financial…

      If this is true, then you are brazen to divulge it. How could you bank the money without being caught? Wait until the authorities catch up with you.
      You must be from some country where the authorities do not care. Where I reside, a customer cannot merely bank an exorbitant sum of money without divulging the origin of it.
      Someone told me that a man tried to deposit a sum of money which he won in a lottery. He had to inform the teller where he got the money from, although it was a cheque. The police was called. He had to show a personal ID to prove he is the rightful owner. Only then was he a free person and able to deposit the money.
      An exorbitant sum of money deposited is grounds for suspicion if it cannot be authentically proven.

    Where in the article it said anything about hacking; where in the article it said stole private people money? I got to New Jersey, and went into a store to buy something, when I attempted to use my card with a credit line of more than a hundred thousand dollars, it was shut down okay!

      I called Chase bank while I was in the Store to find out why the account was closed. They informed me that they saw activities on the card from Los Angeles, Arizona, Texas, Mew Mexico, Oklahoma, Ohio, and it was happening in New Jersey. They told me they called my house in La to find out if I lost my card, or if it is stolen, and got my coda phone.

      I told them I am the one charging on the card, I am no my vacation. The told me in the event I am going to travel let them know so that they will not shut it down when the see that number of activities in the feature. So all garbage you all are talking I should not even dignify them. I reiterate these people had to have ATM…

        dude ..if you have more than 1000 cards how can you block one account…these guys are smart they don’t re-use cards..if you have 1000 cards and you have the device to burn data on blank cards why reuse..two of them were caught in the ATM doing transactions after the police had been hunting them for 2 Days..

        Let me educate you mister none of the accounts were dominican banks they were middle east or where ever they got the data to burn on the blank cards..

        So the block you are talking about would a security on the ISSUEING BANK aka the bank that issued the customer that card in the middle east or wherever..

        CHASE CALLED YOU CUZ THEY ISSUED YOU THE CARD ….you are their customer..maybe the persons that own the cards did get a call from their middle east bank but if I have a 100+cards I will never use this one again.

        If I did use it again an it gets blocked I have hundreds more plus 1000EC is nothing in Euro/pounds so its like small amounts.

        They might never get that…

        You are chase customer so they can call you and tell if is to authorize transactions from Canada but the bank that owns the Point of Sale machine in the store cannot block your transactions since you are not their customer.

        Also before your store transaction is authorize the bank that owns the POS machine has to query the bank the issue you the card to verify the card is not stolen or if you have funds…once the acknowledgement comes back to the store POS chinese or not the goods are given..

        I could have hack the info on your card in the store and go an clean you out by simply going in the state you are in or a store close to your house…

    How long were they in D/ca and the purpose of their visit? They cannot speak English but they know how to steal from a D/can bank.
    Would we not like to know how they were able to pull this theft off, by what means they did and if D/can customers lost money from their accounts?
    At least they are incarcerated. Since they are non-D/cans, we expect they will not be granted bail.
    These people could pull tricks, i.e., thieves. While in prison, they must be closely watched so that they do not escape.
    Be careful with their visitors. They are Chinese nationals. Therefore, expect Chinese officials to visit them. Scrutinize them and their movement very closely. Do not let your guard down.
    I wonder if NBD will be able to get back its money. If so, after their case is called, simply deport them. The last thing D/ca should want is Chinese prisoners and non-English speaking ones at that..

    Some people know all the tricks. Within five days they withdrew EC $104,705? They are some smart crooks, but not so smart because they remained in D/ca no doubt to continue their money-pilfering.
    Did they think that banks or nationals in D/ca have money?
    Here is what they could have done. They used some sort of gadget, stuck it above and/or where customers place their ATM cards. After the customers complete their transactions and leave, they later retrieve the card and are able to use it to withdraw money from customers’ accounts. Many customers could have been bilked.
    Are some of you not aware of this manner of stealing from customers’ account?
    Or they had some fake cards which enabled them to withdraw money from the bank and by transferring the funds to another banking system elsewhere in the world. Maybe China? Just speculating.
    D/ca customers, be they in D/ca or abroad may have lost some money. If they did, the bank will have to reimburse them.

    • This is the only reasonable and sensible question asked. That is why I said there is no security governing ATM withdrawals in that particular bank. All who want to talk about UK crap, and Dominica, they argue with themselves.

      In the United States if you go to an ATM with your debit or Credit card, and you error when inserting your pin, or account number, if you are unable to remember immediately the number, and you keep entering the wrong pin or account number, the system simply shuts you out!

      So I do not know what these don’t know anything people are talking about!

        Mr.Franciso.lol.this is a feature of All ATMs if you error the pin..it blocks the card..ALL ATMs NOT just America ..EVerywhere..this guys had Card+Pin..they had 100s of them plus the device that would allow them to copy new customer data to new cards .

        They came with these Cards in Dominica..they didn’t below to the national bank customers..it was not Magic it was Theft. They were able to insert a card reader in the ATM or where ever in the middle east or where ever (not dominica) stole the data.

        Purchase black cards and they had the device that would allow them to burn this stolen data to black cards. They also had a camera i assume that would have been placed over the keypad of the ATM they were “hitting” so while the camera videos your pin the fake Card Reader steals your data..thats how its done.it is a very simple skim..

        You don’t have to be smart dominicans..MY lil cousin in grade 6 can pull that off..the device to burn the data only cost 200USD. its called a…

    That $1000 limit is only for DA bank accounts. If for example the account they are withdrawing from is say Canadian the limit is much higher as it is in Canadian funds. So a card withdrawing from a Canadian account could withdraw up to $2000 each time as the current exchange rate is $EC2 to each $CDN

      It depends how much money customers have in their account. The daily withdrawal from the ATM must be authorized by the bank.
      If they go to a teller, they could withdraw more. If at an ATM, they can only withdraw the authorized amount.
      In view of money laundering, the Canadian banks are stringent. The Canadian Government authorized the banks to report exorbitant sums of money which are withdrawn or sent abroad.
      It reminds me some years ago I went to a branch of the bank I conduct business with to purchase a money order. It was approximately $150.00. The teller gave me a rough time. I had planned to report her. However, at that time there was talk of money laundering. Guess what? She was a Chinese teller. Imagine! Oh boy! :lol: :lol: :lol:
      It will never happen to me again for where I bank (at two banks) the tellers know me. We are on a friendly basis.

    Back in the 80’s, if a Dominican committed a crime in Guadalupe, all Dominicans in Guadalupe were blamed and, the French immigration would go on a drive to send back all illegal Dominicans back. In this case I assume these Chinese were legal here and maybe had Dominican passport. But worse of all, in this case with the alleged three Chinese thieves , they were brought here by our government I guess as per sons with special skills so they just displayed their skills.       I am certain elsewhere in the world.
      These nationals have reason to be embarrassed that one of their own could do such a thing.
      For instance the majority of crimes by West Indians are committed by Jamaicans. The Jamaican population is greater. There are times I am asked if I am from Jamaica. I emphatically state, “NO!” It looks like “alla we a one” in this country, :lol: as some non-West Indians may think. I inform them I am not one with anyone of them.
      Today, these people are more broadminded. Some of them are aware that there are different West Indian islands.

      If you wish to calculate how much each may have stolen daily –

      But is this possible? Could they not have been together and stolen one amount instead of 3 different ones/times? Although they each could have gone to three different ATM’s or at three different times.

      George the device to create the or burn the information to the crard is as small as a cell phone…if you hve the card data you can burn 1000 cards in couple minutes similar to how you burn CDs but much faster since its just text data to a mag stripe..its not a card making machine it don’t make cards..

      You can purchase cards what they do is use a mag stripe writer and burn the stolen data to the cards…

      Banks are usually secretive. They never divulge the full amount. It is embarrassing for them. It will not project them in a good light and for also prospective customers..
      When the Media gets hold of this news, they do not fear reporting it. I mean, Canadian Media; probably not the D/can Media and the police authorities.

    Ebeh, this is an interesting development in DA..I would refrain from making allegations etc..as I don’t know much of the case..But purely from an observatory standpoint, it’s interesting to see that the Bank was able to spot and track the criminals.
    We have to remember that as a country develops and invites others to settle, the systems will have to stand extraordinary tests and this is one such test..where foreign nationals apparently with a bit more technical knowledge than an average national thought that they could take advantage of a vulnerable system but instead got ensnared..
    Surely the Bank has learned a bit more from this incidence and hopefully Dominicans will benefit from a more robust bank security upgrade if necessary or from simple heightened vigilance of the banking system.
    So I’d say in every disappointment remains a blessing, although the Chinese Nationals will pay for their offence. Just bear in mind that criminal elements exist everywhere regardless of race.

      In my bank I can withdraw as much as $500 at the ATM. The teller could give me more.
      The reason for that is to protect customers.
      I could arrange to withdraw more from the ATM if I wish. Oh yes, I could withdraw $500 twice. If you are a good customer and never had NSF cheques, etc., it will be allowed. The bank records know their customers and their banking habits.

    DNO..why the bank dough release a statement..from what I hear the chinese came down to Dominica with over 1000ATM cards that they collected from Europe and Asian countries..Spanish countries.
    they came here to collect the cash from Caribbean ATMs but the accounts on the cards were not dominica or Caribbean bank cards..LOL..

    thats why it had all that money on them cards I guess.they were not taking more than 1000 per card since that is normally the limit..

    Chinese have their own card machine printing ATM cards. They have certain privilege information that allow them to hack into systems as a result they were able so far to draw out or maybe should say hack out these amounts so far. NBD noticed from their accounts we have not heard which other banks they robbed. Maybe there is more? Chinese who develop software for these electronic machines, we purchase these machines from them so they know all the tricks in trade to manipulate the machines. This is what is happening. Remember the chinese have a goal to conquer the world so they are able to work on the poor, innocent and vulnerable people of the countries. They read through Skerrit long time, they notice he don’t care so they are now pouncing on the innocent Dominicans. You can say what you want our Leader is to blame. This is part of the 7 pillar project that is still languishing to get off the ground

      At that time I was not aware it was made overseas, that this enterprise outsourced and is located in a different country other than the US and that I was communicating with someone in India, Manila, China, etc.
      One thing I can say this computer is a good one. It has not crashed. . It is still operable. I understood that this enterprise produces good computers.
      The trick of it is, it does not show, “made in China.” The name of this enterprise is shown on my computer and on all documents.
      If there is anyone to blame for this, blame these enterprises.
      It is stated, it is cheaper for them to operate in those countries than in the US, Canada, Europe. Therefore, other countries and nationals have no alternative but to purchase products which are “made in China.”
      We do not have a choice. Blame the big governments of those countries; not the PM in little Dominica. Again, the products are cheaper than if made in the country where we reside.

      What you are saying is totally false..these accounts were from the middle east and europe..from a bank stand point and I once worked in a bank..they would realize the cash in the ATMs are running much lower than projected hence they would always do a count of the cash in the ATM to see how the cash so low.

      The banks has a good idea of when they should stock the machines with cash so if it gets low before the projected time..its always an investigation..u need to read more..

        Blue blaize who said it was a “hack”..Card + Pin was were used from a bank stand point that is a legal transaction..what happen here was Identity Theft since the people that own these accounts are in the middle east.

        When this ATM card was placed in our ATM the dominica national bank system would have query the customer from the bank in the middle east that issued the card. If there is a successful response then the money is dispense from the Dominica ATM..

        they were also caught in 4days including the days for investigation by the police and day they were captured…I have worked in a bank in the STates and I can tell you that is impressive work for a small caribbean bank..these guys have probably been hitting bigger banks in bigger countries and was never caught..

      Through the buying of citizenship, or other means. If they are capable of withdrawing and stealing money from an ATM they must be well capable professional thieves!

      On the other hand the banking security system in that bank does not exist. I know that ATM has be dragged out of walls, and taken away by thieves, I’ve heard ATM’s malfunction, and dispense money, but never heard of anyone developing a system where they simply withdraw money at random from an ATM.

      Only in Dominica anyway!

      Banks generally allow withdrawal of a certain amount per day. It occurred at intervals; daily. Since there were three of them, they were able to withdraw that amount. How they did it? Well, the bank will have to divulge it. In Dominica, they are secretive and nationals may not know how they were able to pull this off with that amount of money.
