Deputy police commissioner tells naysayers to bring the evidence

Deputy Commissioner of Police Cyril Carrette has come to the defense of members of the Commonwealth of Dominica Police Force (CDPF) over comments leveled by Magistrate Tiyani Behanzin.

While he does not doubt it is not all smooth sailing, Carrette noted there are indeed good and honest persons in the police force who are committed to fighting crimes and drug activities.

Speaking at a panel discussion on “Drugs, Crime, the Law and You”, in Bath Estate earlier this week as part of Fete La Coudre activities, Behanzin said that the police are aware of the culprits behind the local drug trade, yet they do nothing.

According to Behanzin, while local law enforcement authorities were singling out certain individuals who are allegedly involved in the drug trade, they are turning a blind eye against those in high authority who are the ones behind the drug trade.

“There are a core that finances the drug trade in Dominica … These people sit inside government offices, they sit inside churches, they finance the drug trade and those are the people you need to deal with. Don’t come and tell me this one is a drug dealer because he drives a nice vehicle. We know who they are. The police know who they are and the police need to be dealt with. The police officers who assist those criminals need to be dealt with,” he stated.

Carrette, in dismissal of the magistrate’s statements, said “Bring the evidence forward and we will act accordingly. They can speak to me or someone they feel confident about and I am sure we will act … to say that the police is corrupt is strong.”

“I am not saying that all is well, we do have some police officers who have done things which have been caused to disciplinary action … we have also ways and means to deal with such persons and have always done so,” Carrette said.

Carrette also flatly denied suggestions that two police constables were suspended for providing security for an alleged drug kingpin. “I have no information on that … I would have known and this is untrue as we speak,” he said.

    Police brutality is alive and well in the Dominica Police Force. For a young man unarmed man to be arrested du va jouer and suffer numerous cuts and bruises to his head and pain to his abdomen after being struck by some of these officers with flashlights and punched to the stomach we have to just pray that he even makes it alive . These same officers swore under oath to protect tne citizens of our country regardless of their status. I think as Dominicans we need to start writting to Amnesty International and several other groups to investigate such matters because we do have a voice. I wll be using the internet as my forum. ( concerned family member of a recently arrested young man of the Roseau Valley)

    my aunt and uncle who were his best friends swept it under the rug, he was the a corpral, God rest my uncles soul in hell and my aunt will forever be tormented by what she did, in the same breath, he turned around and made a baby with a child he saw grow up calling him UNCLE,.     my question will still remain ” how did the magistrate know that”? i find it strange that a man of his position have such important evidence and chose to talk about it at a panel discussion. if these things are dealt with in that way, i know the magistrate is aware that nothing will be done. he simply assisted the drug lords. there is no justice in this land. i am certain if it was a small man, the report would be made to the right people, and a huge sentence would follow. i now understand why most of the lawyers angry.
    anyway though, i call on dominicans that have the evidence, to come forth. we usually never care until one of our family members die, and then we hate the kingpins.

What I say is that if the Magistrate should bring the EVIDENCE forward to substantiate his claim that there are people in high places are involved in the drug trade. Without evidence any allegation is baseless. It is as simple as that. If the Magistrate knows so much, bring forth the material to concretely show what he knows.

You claim that you know of a certain police officer in Grand Bay alerting certain drug lords about the police routines and a man in government offices who sell drugs, and all you do about such serious allegations is come on a blog and mention it? Our problem in Dominica is that we claim to see illegal activities, do nothing about it and then sit back and complain when there are no changes.

    Change start with one person making a report concerning an illegal activity. I am sure there are police officers in Dominica one can make reports to for I believe that not the entire police force is corrupt. There are many bad eggs, yes, like there are many bad eggs in police forces around the world. But there are also decent police officers.

    So I advise you to go report what you know or you just making allegations without any evidence to substantiate them.

    Yes III hands down there are some dirty cops, they are right in the midst of these drug dealers and refuse to do anything about it. When will we learn to call a spade a spade and done with that… They will prosecute one and slap him on the wrist and try to make an example out of him but the real big guns will remain in the dark and call the shots. I don’t like cops muchless for dirty cops. My policy is if you do the crime you have to do the time and its as simple as that. These High ranked police officers know the real truth, as a matter of fact they have whatever evidence they need to put anyone of them away fro a very long time but instead they choose to turn a blind eye to all this crime. But poor people children will always suffer. c’est la vie.

    When I used to read about Tiyani Behanzin Sentencing , i used to think he was just like the others
    raging a class war against the poor, But when he come out with a statement like this I have big big reaspect for him. saying what he said, this should not suprise anyone, its the truth, Police in Countries where the pay is many many many times better than Dominica are corrupted ,The Deputy Commissioner of Police should not defend anyone (MY MOTHER USE TO SAY DON’T PUT YOUR HAND IN FIRE FOR ANYONE) By doing so when the real truth comes out he is going to eat his words and he will be as guilty as those they catch. THERE IS NO SMOKE WITHOUT FIRE, and one thing with Dominican they cant keep a secret What ever they see and hear they tell.     I support Tiyani Behanzin, right in Grand Bay have a certain police officer that will alert certain drug lords about the police routines and they will move out before the drug squad gets there. And he will be the fist to be on others door step banging for them to open up to catch them. that police officer can be seen driving the drug lords vehicle and he knows that none of them not working ne where but the have new vehicles and building big houses. There is another man working in government office and selling drugs. and there are certain officers that know all about it. If u coming down on one come down on all, do not single out certain ppl to arrest and leave the others.

    It is high time that DA has a magistrate who is not sympathetic to wrong doing. Someone has to stand up and say the truth even though there are many who will oppose. The police have to take their stance and do what’s right instead of covering up any drug trade. The magistrate is young and tough and many people don’t like him for that.     I agree that the police should not be putting the burden on the public to produce evidence of drug running and money laundering. Does the Deputy Commissioner want Joe Public to get shot when he starts inquiring into the business of the drug lord? Investigations and the production of evidence are the responsibilities of the Police. Ordinary members of the public can provide tips to the Police, but getting the evidence is the legal responsibility of the Police.

    It seems as if Magistrate Tiyani Behanzin is on another attention grabbing mission. As a man of the law he should know that allegations without evidence don’t hold water.

    Traditionally there have been universal speculation that people “in high places” are involved in the drug trade and other shady activities. However, unless there is evidence to back it up it remains just that, speculation.

    The magistrate said he is “aware” of the culprits behind the drug trade yet he has not reported it to any of the authorities but is only speaking about it at a public forum without the evidence to back up his “awareness.” Such scenario wouldn’t last one minute in a court setting.

    I say, bring the evidence forward Magistrate Behanzin or shut up.

    I can’t believe the statement by the deputy police chief. Do the job that you got the appointment to do. Investigate your officers to weed out those causing the force to have a negative image out there.

    You asking for evidence when you obviously don’t seem know who the bad cops are. This is very irresponsible because if you don’t know who they are and you get intelligence from the public you run the risk of these persons been victimize by the crooked officers.

    Do your internal investigation and clean up the police force to restore credibility so the public feel they secure in the ones who took the oath to serve and protect.

    Mr Carrette Dominicans are really getting tired of the obvious,and if you are coming in defence of the corrupt police officers..The question of bring the evidence to you,is a lousy one because as i have stated already Dominica is a very small rock of about 70 000 people.Everyone knows each other.Police officers including you are hearing on a daily basis of the persons whose income is far and miles below the assets that they have accumulated.Its pellucidly clear for all and sundry to see.These people include police officers.What should the ordinary man do? Take the 5 mansions,or the 8 SUV’s ,or the 10 busses, or the 20 acres of land and tell you “sir here is the evidence”?     ..I respectfully disagree, and should say I am somewhat disappointed in what you have said. You know, and I know that the public are in no position to bring evidence, as evidence is normally collected through investigations. Your statements are hypocrytical, as you know here and worldwide, law enforcement officials when encouraging the general public to get involve in community policing advise them to call in with there tips which will then be investigated by the police, at which point concrete evidence which would lead to prosecutions may be found. Inaddition, what evidence does a civilian have to bring to the police when an average citizen who drives around all day, has never worked in his or her life is able to own several businesses and countless property all over the island? What evidence do we have to bring to the police when an individual, minister of government or average joe’s legal earnings are unable to explain their massive accumulation of wealth. Stop this hypocracy ..and go investigate all who needs to be investigated.

This Drugs and crime MUST be stop once and for all. we can not seet by and watch our beloved Country fall because of such individuals.

    I have never, never see any magistrate in my life time take such an initiative.

If the Magistrate knows so much about the church, police, government and business pushing the drug trade, why don’t he tell the police executive. Behanzin is one of the chief enforcement of our fragile legal system, and he knows so much and stays mute. Then he has some divine appearance that forces him to go on a tongue lashing in Bath Estate.

    Inland revenue is worst! They will audit the”lil” who working hard at may jobs to make his ends meet and furnish his life with things he desires but it took this long to go after the obvious. I understand that the LAWS were not in place to take them down, but now that they are get busy!

    The Magistrate is right. In the same police force you have policemen who earn a “migger man” salary
    but they have amassed a vast amount of wealth. Please not they are not farming on their off days, neither do they have other jobs.

    But it is fine, stay dumb, it just might work to my advantage!
