Despite a recent upsurge in criminal activity in Dominica, Minister of Justice, Immigration and National Security Rayburn Blackmoore believes the island is still one of the most peaceful countries in the Caribbean.

Speaking on state-owned DBS Radio’s Talking Point last week, he said the focus must be placed on Dominica to ensure that it does not reach to a level where there is a fundamental breakdown in the social order.

“I think that we are still one of the most peaceful country, if not the most peaceful country within the OECS catchment, and the Caribbean at large and as I have said before, and I want to reiterate that one incident of crime is too many,” he said.

He added, “So the issue about better off yesterday and better off now, there are some incidences that occurred in the recent past that no one can feel happy about.”

According to him, the government will continue working to ensure that the level of crime is maintained, “whereby all of us can be happy about.”

Meantime Blackmoore revealed that “in due time” government will launch an Action Plan for the actual implementation of a Community Policing Programme in a community which has been identified by the police.

Recently numerous incidents of crime have become subjects of discussion on the island. During the Carnival season, a number of crimes made the headlines with the severe beating of a policeman, chief among them. Another officer was also attacked during Carnival. Then on February 20, a number of high-powered weapons, along with illegal drugs, were seized in Silver Lake, prompting Blackmore to say that Dominica is not Syria or Iraq. Just days later, on February 23, five guns were seized in Newtown by the police.

Also in the early hours of February 21, a Mero bar was robbed at gunpoint.

    Get a life blackmoore,dominicans living abroad do not believe that ,this was long ago,police protected us long ago not is police harassment ,murderers walk out free from the court even though all the evidence is against them,children are being raped much more than before,old people were never raped long ago no it happens and no one goes to prison,you cannot live you house open ;even locked it will be broken into,people cannot eat well because they don\’t have any money and when you are hungry any little thing which disturbs you gets you upset and you become violent hence the reason that many people fight with each other,,foreigners are being killed and high jacked while visiting dominica,when these things will stop blackmoore will say what he is saying now..

      Well pray all you want but some of our people are in denial. How is this the most “peaceful country in the Caribbean” when you have a leader who promotes harassment/violence? People are urged to harass non Laborites, Tourists are robbed and killed, children are raped, people try to kill in broad daylight, and this represents peace? Peace, what peace?

    Why are UWP Dominicans soo negative about any positive thing that is mentioned about Dominica? Everyone else are proud of their countries and islands but these group of people are forever NEGATIVE and I don’t like that crowd because nothing will go well as long as you have a brawling set of people in a society which still moan for 5 years every time Labor wins an election.     You cannot “believe” Dominica has the lowest crime rate in the Caribbean. Before you come on the airwaves to comment on the crime rate, you ought to do some research and talk authoritatively about the crime rate in Dominica as it compares to other comparable islands.

    Mr Blackmoore, stop embarrassing yourself and the rest of us Dominicans.On one hand you are calling for a national discourse on crime,adding that our values are in decline, and without taking into account that we have the smallest population per Sq mile,brag that our crime situation is not too bad.
    Answer this,if your neighbor is poor and you are less poor than him,despite the fact that you are poor,would you boast about that?Give me a break, and do something about the high crime rate in Dominica. We need a police chief from a developed country, who has been exposed to the ways of modern criminals, and has the knowledge of how to fight them,and what tools are needed,to get this pathetic mess under control.     How do you define peaceful Blackmoore? Here is a simple way “untroubled by conflict, agitation, commotion, to be quiet, and tranquil.” Such does not exists in Dominica at the moment. If Dominica was a peaceful place, what you and Skerrit did to the people of Salisbury last year would not happen.

    If there was tranquility in Dominica; you Skerrit, and the hundreds in government including Justina Charles would not have ran to court and sue Lennox Linton for a million dollars, and I suppose court cost because of an expressed political comment he made without mentioning anybody name. You and the rest has sowed the seeds of turmoil and hate in the country; there is no peace in Dominica, never mind for you to stand there so damn hypocritical talking about most peaceful in Caribbean!

      When people with commonsense are talking about peacefulness, we are implying a state of tranquillity, or quietness, and freedom from civil disturbance such as you created in Salisbury, shooting into the homes of helpless little old lady’s, and at children too. In Dominica a state of security or order within our communities are not fully provided by the law. We saw the failure of the law, when a simple crime committed against Gong Emanuel is allowed to go unsolved; though evidence to gain a conviction is quite visible.

    It is very sad to read about all these crimes which are taking place on the Island. Since television was introduced in all homes in Dominica people are seeing what is taking place in movies so they has decided to try it out. Also, all the criminals which are being deported after serving prison sentences abroad are continuing with the way they know best.

    The government should put something in place with all other over seas prison authority to inform them of all nationals who are in prison and will be deported back after their sentences, they should be tagged in that case they will know of their every move. When they are involved in an criminal activities they will be found out.

      Television has nothing to do with wit crime in the country as such. For the first fourteen years of my life I spent in Dominica, I returned, we went to the moves, and came out playing Cow-boys and Indians! We say all sorts of violent movies, gangsters, mafia, and all sorts of drama.

      We accepted what we saw as simply drama and entertainment, play acting. We did not go out and robbed, steal and kill people. The problem with Dominica right now, is government, the lack of employment, and drugs which has overwhelmed the nation.

      These thugs look at the ministers of government owing these multimillion dollar homes expensive motor vehicles which their salary cannot afford; so they want the same like the ministers of government, hence without a job their alternative is to become involve into the sale of drugs, thus murder, and all sorts of heinous crimes follows.

      While you are at it, Are you familiar with America most wanted? Are you aware that roughly about 85% of those wanted are Spanish Nationals, from Mexico, Argentina, Guatemala, Columbia, Dominica Republic, Venezuela, El Salvador and the list goes on, I would like to know if there was any dackground/criminal check done on all the Spanish/Latinos coming to Dominica, including those coming from Little Haiti who are wanted in Florida, so while you are at it while you are talking about Dominica government teeaming up with the International Authorities to provide them with list of Dominican Deported and are facing deportation from other countries the samed should be done for those entering Dominica as well as those who are wanted for all sorts of crime, who are given Dominica Diplomatic Immunity, what good for the goose is also good for the gander

        Peaceful, really? What about the endless noise coming from loud speakers, loud arguments, cussing in the streets even by school children, the bars where noise seem to be the promotions that attract customers, and where filthy music is being spewed at children and young innocent people and alcohol is being sold to them, the wanton disregard by the law of the perpetrators, the feelings of neighbours; the indiscriminate burning of garbage, bush, plastic and rubber that affect asthmatics and people with breathing issues. Mr. Blackmore, you call that peaceful? Don’t you as national security minister have direct responsibility to address those issues in order to enhance the quality of life of our citizens? Perhaps you should do some introspection, identify these issues which are constantly raised in the press and other fora, put together a think tank on these issues to map out a credible strategy for solving them, and for starters, enforce the laws, which currently can deal with all this.
