Dominicans conduct regional Drug Prosecutor’s Course in Barbados

The Regional Security System (RSS) completed its very first Drug Prosecutor’s Course for member states’ Police Prosecutors, which was conducted by Dominican Clement Joseph and assisted by fellow countryman, Inspector Michael Laudat.

The course was held at the RSS Headquarters in Barbados from 19-30 October 2015. Sixteen participants from Antigua, Barbados, Grenada, St. Christopher and Nevis, and St. Vincent and Grenadines took part in the course.

The program was declared open by Assistant Commissioner Yvonne Alexander, the RSS’s Director of Training, with comments by RSS Staff Officer Superintendent Paul and his assistant, Assistant Superintendent Randy Cannaught.

The course was led by Attorney-at-Law, Dominican Clement Joseph, who currently serves as a Public Prosecutor in the Turks and Caicos Islands.

Joseph formerly served in a similar capacity in his home country of Dominica.

He was assisted by Inspector Michael Laudat of the Commonwealth of Dominica Police Force and Sergeant Dane Bontiff of the Royal Antigua and Barbuda Police Force.

The graduation exercise was held on Friday 30th October 2015 at the RSS Headquarters where the featured speaker was Barbados’ Director of Public Prosecution Charles Leacock Q.C.

The DPP stressed to the prosecutors the need to carry on parallel financial investigations with the drug investigations with a view to the confiscation of assets upon conviction, or civil asset forfeiture if acquitted.

He also stressed for the harmonization of regional legislation to combat the drug and other criminal enterprises plaguing the region. Joseph gave an overview of the course which included topics such as the Possession of a controlled drug; possession with intent to supply; cultivation of a controlled drug; chain of custody issues and other matters relating to the subject.

He stated that the participants were also introduced to Confiscation proceedings under the Proceeds of Crime and Anti-Money Laundering Legislation. The first week consisted of classroom instructions followed by case studies and practical court room simulation exercises in the second week.

The Course was hailed a success by Deputy Director of the RSS Mr. Bertie Hinds as being timely and successful.

S/SGT Thompson of the Antigua Police Force on behalf of the graduates expressed the renewed spirit obtained from the course for the prosecution of drug offenders.

    It’s all good except the marijuana part because the volume of coke thru these islands is enormous/huge. However, it’s smoke and mirrors. The end result will always be persecuting the poor man with Marijuana. Cocaine is king! So many coke multi millionaires in the caribbean they can’t touch them. How namy coke millionaires are in their respective prisons? But the same prisons are languishing with poor men for Marijuana. Now that’s dirty! Leave marijuana alone, it’s about to be legalized so don’t waste all this time and resources on it.

    Surprised that Dominica had no participants?

    A top police investigator was posted to traffic. That tells us Dominicans some people in authority do not want crimes to be investigated and punished, especiall those serious crimnal acts committed.

    Remember the firebombing of a police officer, who was investigating money-laundering. Up to now, nobody apprehended for that crime.

    GOn Emanuel firebombing crime, the investigation stall. The fire set that destroyed communication equipment of the airport, that investigation too stall?

    The 42 charges of fraud, filed by GON Emanuel against another Lawyer, court case cannot call. So you see who cares about solutions to those criminal acts? There are many more that could be mentioned.

    The absence of Dominican police, in attending such an important training workshop, speaks volumes. The Dominican facilitators must be commended. We all know of the victimization of one of the facilitators.

    Great job Attorney (PP) Clement “Rabbit” Joseph and Insp. Laudat. We are very proud of you guys and of course Supt. Yvonne Alexander who is also a CDPF member seconded to RSS.

    You see, what the article did not mention were;
    1. Mr. Clement Joseph is also a former member of the CDPF who coincidentally trained in Morne Bruce as a recruit with likes of Daniel Carbon (Commissioner), John Carbon (Insp.) and Romain Reviere (Insp). Guess who was their Lead Instructor? The best police officer ever to serve in the land Mr. Philsbert “Alpe” Alfred.

    2. Mr. Joseph got his law degree after serving in the US Army and actually worked in the office of the DPP in Dominica.

    3. Mr. Joseph applied for the position of magistrate and was turned down because he was “from Marigot” Sadly he was forced to leave his land not because he wanted to but because of tacit victimization.

    4. Inspire of the fact that 3 top Dominicans were spearheading the course, none of our officers participated…

      Shameles, the article could not have mentioned your # 4. You are so, so wrong. Mr. Joseph did not leave Dominica because he did not get the magistrate position. Please stop misleading people. Mr. Joseph taking up position overseas was way in the pipe line before this Magistrate position. It was just coincidental. Sadly you know so much about Mr. Joseph ,and had this one so, so, so wrong.

      Concur, with one correction. Mr Philsbert Alfred{The no nonescence} police officer,is and was one of many best who served and some who are still serving in our Police Force. Thers`s so many of the legened who served, names too numerous to mention. And yes MR. Alfred trained me as well. Thats why i just smh on certain occurences taking place in our Police Force today which leave those of us who served with Pride and dedication, to go HMMMMM! Yes I will say would never happen in the Police Force I served. But as they say things have changed, “We Have evolved” # A#### Police Work is fundamental! Check the Principles on which Policeing was based. I rest! A king gets no Honor in his own Country. We are at the cross Roads and my hope is that we wake up and wake up real fast, or else…..Thanks to the Members of our Political Arm i feel Your Pain.

    The 3 presenters are Dominicans. Clement Joseph, from Marigot. Inspector Laudat and Dane Bontiff attended the NEC, I think he is from Calibishie or Woodfrod Hill. We are #1 for exporting Brains

    Throw a stone into a bowl then break it into pieces because it is out of its way. A form of genocide. Society got their agenda and they will stop at nothing. Let’s rehabilitate our people using nature, fresh food, and natural training methods without drugs, to break our people into productive uses, rather than punishment. You only kill what you have made when you punish the poor.
