Family of man shot by police awaits justice

The family of Nicholas Roberts say they are still awaiting justice after he was shot by a police inspector in July last year.

Reports are that Roberts, a known character with a history of unsound mind, was at the Convent Prep on the day he was shot by Inspector Lincoln Corbette.

There have been wide spread allegations that Roberts was caught in the act of making sexual advances on a five-year-old girl at the school located close to Police Headquarters.

Police had confirmed to DNO that they were conducting their investigations into the circumstances surrounding the shooting incident which occurred on Bath Road on July 13, 2011.

However, Roberts was arrested and later slapped with six charges by a junior police officer.

The charges included loitering, battery on police in execution of duty, and battery on a child, among others.

He pleaded guilty to loitering and not guilty to all the other charges and was remanded in custody, but on the advice of the office of the Director of Public Prosecutions (DPP) was granted bail.

Police Superintendent Daniel Carbon was mandated to conduct the investigations.

In his report he concluded and recommended that “Inspector Corbette be charged criminally for unlawfully and intentionally shooting Nicholas”.

However, to date the matter continues to be of concern because the investigations seem incomplete, according to police chief Cyril Carette.

Commissioner Carette appointed another one man investigator, ASP Ainsworth Irish, to probe into the matter which has so far drawn lots of comments from the general public.

The latest information suggests that “the Irish investigation is complete” and the report submitted to the police commissioner.

Carette has confirmed receiving that report.

He indicated that “Irish has completed his work and submitted his report which has been sent to the DPP for his advice on the matter.”

DPP Gene Pestaina has confirmed that the file has been sent to him, but he declined to give any further details on the matter.

I think the officer involved may be a hot head and a quick draw, however, if there was ever a time for him to be such a person, that was it.

The family of the accused should be happy that he wasn’t killed and they should do their best to get him help and to keep him off the streets.

Something we don’t clearly understand in Dominica is that when we label our family members as Mentally Ill, we have to take responsibility for them and their actions. Someone who is certified as mentally unfit to carry out normal functions and behaviors in society has to have their rights forwarded to the charge of a caretaker. Such person, the caretaker, accepts that this mentally ill person is their responsibility and they are now liable for all the mentally ill person’s actions.

I’m sorry that the entire thing happened, but I think that if I were to find myself in that situation as the officer, if I didn’t have a gun the supposedly mentally ill person would have suffered maybe worst damage as I may have lost all sense of reasoning to see my child, or any other child, with a man in such a compromising situation.

    especially” LAW

Did you read your comments after you wrote it, i don’t think so. Are you saying that the man shouldn’t have been shot?So he could just let the man touch and kiss his daughters private part. well i thank God he was cause maybe he would come back to see how many 5 year old private parts he could kiss and touch< Did you know that when he was released he went to St. Martens primary and touched a footballers child. The school is trying to keep it under hush hush but it did happen. Corbette no matter what they say it your child do what ever you see fit for you child, if you did not do anything about it the same set of people wuld have so much to say about you.

You too need to go to school. You are sounding more ignorant and stupid than a blogger by the name of noname. You deserve counselling or to be locked up.
This officer should receive the full extent of the law, so that he will behave as an officer. The insane man should have been arrested and taken to be dealt with by the law after a psychological examination. You must go to church and pray to God to remove the develish intentions from your heart, because one day you may get someone to deal with you real bad.Ignorance seem to be your bliss.Sad to say though, Dominica is so crooked, i keep my fingers crossed as to what will eventually happen to this officer.

The only reason I would prosecute the officer is because he did NOT shoot straight. A man cannot be that close and molesting a child for you not to dayfonsay him with a quick head-shot. He is guilty like hell for missing his target- A Clean Head Shot. In my days on the force that would be totally unacceptable.

All rapists deserves death in my book.

The shooting was clearly unjustified. Thats nonsense with them throwing the child thing in. That has not even been proven:
    1. if he has know pyschlogical problems then why is he on the street?
    2. If the cop was on the scene why the need to shoot the guy. I am sure he could be arrested.
    3. peronal feelings and the law are two different things. Unlike what most you dummies think with your stupid comments, a person must be proven guilty.
    4. How can an insane man plead to a charge? where is his attorney? you mean they sent an insane man to a judge without a lawyer?

People we need to be honest, had it been my child i would have done the same i don’t blame the police. He should not be facing any criminal charges, he should be given a pat on the back, Dominicans are too bias, if you all only knew this guy Nicholas you would not say anything,

I am pretty sure that his family knows him that is why they abandoned him in the first place. investigate and see who is his parents. Family members you all know what kind of criminal that you all have. Look at his past history. He was around St Martins Primary School and parents were so scared since its only little girls in small school. I was also scared since i have a girl child at that school.

Police officer you should have given him six more shots and you would have eased us of our fears. Don’t worry You protected your daughter and God will be very happy with you for that. I would have been happy if you were there to protect my daughter too, had it been she.

Tell the Police force leave you alone you did the right thing since they have numerous reports on that guy, so you could not have taken a chance.

How many people would stand aside and watch their five (5) years old daughter be assaulted by a known law offender? The police knows the guy ,thats his mode of operation.what was he doing in the school? Is there a shop at the school? He was searching for his prey but he messed with the wrong kid. Why dont we see Inspr corbette as a citizen who protected his kid instead of seeing him as a police who shot somebody. Are we saying that we should throw (5) five year old kids to the wolves? (God bless that your father was there and your dont have to live wth the scars of this animal.) Corbette still had pitty on him. Police are trained to shoot center MASS . and he wasnt. Supporter of child protection against crime and violence. (XCOP) and those who seem to suggest that the officer should be charged ask yourself this question.WHAT IF IS WAS MY KID? What none-sense by the Chief of Police. Daniel Carbon has been one of the top cops in the CID(Criminal Investigation Department) and the Police chief is casting him aside in the investigation and instead is appointing an officer who has been in Traffic? I would like to know whether Mr Irish is a better investigator than Carbon. For Mr carbon to suggest that officer Corbette be charged, he must have discovered incriminating evidence from his investigation. Once again we see the incompetence of the Police Chief who does not operate by the ambit of the law but according to his personal and political biases and again we are seeing mal-administration of justice.

      April 12, 2012

And, once again you are here in public denigrating, insulting, and vilifying a man for taking a decision about which you clearly do not have a clue!

When are we going to learn to be civil in Dominica? How is it that every issue is an opportunity to insult, tear down, persecute persons?

One would think that on an island with just over 71,000 persons we would be more interested in being respectful and civil as opposed to be bombastic and ill-mannered.

      • Voice From The North
        April 13, 2012

Apparently you have been “peeping” but are discovering nothing expect what you one sided blindness leads you to see.
What have I said in my post that amounts to denigrating, insulting, and vilifying. Oh maybe you just discovered a few new words for you vocabulary so you want to show off what you know. And if you are talking about the Police Chief, he is a public figure in a public office so where is it more appropriate to discuss him than in a public forum.
If you had taken time off to read my post rather than rushing to comment you would have seen that I only said that Superintendent Carbon was and still is more qualified to conduct the investigation of the alleged crime than Mr Irish taking into consideration his experience in the Criminal Investigation Department. So for the Police Chief to cast aside Mr Carbon’s Report and set up his own investigator amounts to using his personal biases rather than his professional qualifications.
And as for some of you, and whatever you are peeping at, you have nothing analytical to say about issues presented so you respond to what other people say.
