The police in Dominica are investigating the disappearance of  a 7.5 calibre rifle which was stolen at the Castle Bruce police station over the weekend, sources have told DNO.

“The police have three suspects, a police constable and two civilians,” the source who is close to the investigation, said.

It is said that the firearm was in a room with a laptop and EC$2,000 when it was stolen. The other items were not touched.

Police PRO, Inspector John Carbon, has confirmed the report saying the chief of police has received a report of the missing firearm and the matter is being investigated.

“This is a very long firearm and you will need at least a vehicle to conceal it, the police have to be very concerned about the matter,” the source explained to DNO.

Just a few weeks ago police chief Daniel Carbon confirmed that a firearm was stolen from the charge office in Roseau and said he was very concerned about that.

He said an investigation has been launched into the matter.

DNO can also confirm that another firearm is reported to be missing from the Special Branch (SB) department.

    the police force is not what it used to be some years ago .to be a police officer you most be discipline and today in our police force there is a serious break down in discipline from the head to toes although there a number of good men and women to spare the problem in the police force is (1)greed (2)envy (3)laziness (4)hatred (5) jealousy ,,,,the top ranks are the ones to blame u cannot go and discuss confidential issues with things coming out from top brass meeting and they does it with especially de most junior ranks some police officers drinks all day long even when they are at work and at promotion times they are now concerned and expect to be promoted when they are not cast all types of dirty remarks about the other person promoted even the prime minister take blows from them shame on u all work hard and stop all these unnecessary gorging

      It appears that people of today are not the same as those of yesteryear; children included. Times have changed a lot. Workers are not as dedicated as they were in those days. Today people work for the money and status; not to please, serve, protect and respect in their various capacities. Therefore, it is not only the police.
      Consider today the numerous types of incidents, crimes and murders which Dominica did not experience in previous years. They leave us wondering, what is occurring in Dominica and what is wrong with the new generation. Where did they go wrong?
      We only have to think of the words of Our Lord Jesus Christ which is crossing my mind: “When I return will I find faith on earth?” This should tell us much why we are experiencing what is occurring in Dominica and in other parts of the world.

        I totally agree a 100% with this statement.I believe you have to have discipline.Also society is changing and as a result Police have to me more educated,spohisticated,balanced,physically fit,mentally fit and have all the police procedures in his head.Despite this I have known Officers who have all this requirements and are dismissed because a junior officer has said or found some information and the Chief instead of allowing the Officers to explain their case properly and in a fair manner,especailly since he is the Chief;he justs calls them to his office and hands them a letter of termination.It goes to show that thier is no connection,no love,no law,no justice.However This is a breach of Natural justice.This has been proven in Court in the case of JnoLewis Vs Chief of Police.This is an established CASELAW.

    Being a Dominican police officer overseas, i am very disappointed in the conduct of the members of the cdpf, it is shameful and its a disgrace,the public will not trust them and i don’t blame the public one bit, while it might just be a handful of criminals within the force who just put on the uniform, it makes it very sad for the hard working and dedicated officers on the force, find them, root them out, prosecute them and send them to prison, save the force mr commissioner, you must weed out these criminals from the force.

      I must say that I am disappointed with all these breaking news of infidelity amongst my co workers,no longer do I have to watch my back on the street but in the station too? let me just inform the public that I blame the heads for that issue because when u have a police officer pulling a gun on his girlfriend when he gets drunk ad yet still he is in possession of one .45 pistol which he takes home where he shares a bed with that same female officer to which he is a threat ,what do u really expect to happen? without fair or favour malice or ill will mr carbon……….

        He should be arrested and charged. He should also be dismissed from the Police Force. If this occurred in Canada I do think this is what would happen to him.
        If I recall, sometime ago such an an incident occurred in Toronto. It may have been his wife.
        Anyone who puts a gun to others which could harm them and may lead to murder, threatening them, does not deserve such a position.

    I wonder who would want to steal one of those old 303’s? they are big, heavy and so old. The darn thing might just backfire when you pull the trigger.

    I any case, they are weapons and they are considered dangerous; the police need to account for them.

    Yes, why the are the police so concerned about the stealing this gun, and not the case involving my cousin, Telemaque, and the thief whom we are certain stole that sub-machine firearm, and ammunition for which my cousin was arrested, and charged.

    How are the police going to justify the real culprit in the matter never ceased to be a police, never arrested in the matter, yet all of a sudden the police dropped investigating the matter!

    The last time I submit my comments on the matter in which I suggest my file wrongful, and false arrest law suite against the Police, and the State, DNO did not allow it, I am once again through this medium advising my cousin to file a suit against the Police, and the Government of Dominica for the damages they have done to his character.

    He need to get his name cleared, and completely vindicated, it is not good enough for the police to simply stop dead in their tracks drop the matter and allow it to remain dormant forever, Telemaque will be seen as someone who stole a police firearm and was arrested for the same, in other words they accused him of been a thief.

    No one accused and arrested, should simply allow a matter which involves their character , to simply die without a resolution.

    The reason they drop the investigation is because someone in the police department, high in authority, and some politician were in cahoots of stealing the gun, drooping the investigation is simply another cover-up of a white color crime, for all we know they most probably intended to frame my cousin all along!

Sometimes they plant it on the innocent. If and when that occurs, in time, they will receive their due and just punishment from God.

    I recall reading this during literature at elementary school: “Beware! There is a traitor on board. Examine the horns.” Shall I say ‘guns?’
    This is the third time guns were stolen at Police Stations in D/ca. What’s going on? It is fishy and scary. Some people must be collecting them for future, dangerous use. Dominicans have reasons to be suspicious and concerned.
    Those guns should be placed in a secured room, under lock and key. Only one or two authorized policemen should have access to the key and room.
    The time has come to equip all police stations with high profile cameras and alarm systems. If unauthorized people enter the room, the alarm will sound and the camera will take their picture. They will be caught red handed. Is this not simple?
    In view of gun theft and for safety reasons, the government should spend some of the money received to equip the police stations with such security.

    This is so funny. As far as I knew the police force were no longer using these firearms in its daily operations. As a matter of fact they were use only for shooting cows and for parades.

    Who ever took this firearm must need it for hunting. I am not saying that anyone should steal the firearm but let us be real, what has the comissioner done to secure these weapons?

    Police stations are not properly secured and the firearms are not properly concealed. The comissioner must do his job to ensure that things are put in place for the security of his men and the weapons. To say that the firearm is kept where a laptop is kept is rediculous and not only the men but the comissioner must be held accountable.

    We need to revisit and reconfigure our government structure. Too much power is put in the hands of one man. The police commission should be elected appointed and answerable to the people and not a politician.

    PIP supporters may not want to hear this but unless we look at the real problems how can we find solutions. The perpetuation of corruption in the police force is fostered by corrupt politicians themselves who use the police force to guarantee their power existence. This is not just a labor Party thing cause the UWP did the same thing , Freedom Party did the same. The truth is it we have not seen such a high level of blatant and rampant corruption in the police force before.

    Mr. Prime Minister and Mr. Minister for National Security please summon the Chief of Police and let him know that he needs to install cameras in the areas that stores weapons that belongs to the state and subject all police officers to the lie detector equipment at any time and make it mandatory in their employment contracts.

    Minister of National Security must insist that high quality IP Cameras must be installed at all hospitals, at all Police Stations around the island including all ports of entry – airports and sea ports and the backdoor ports of entry frequented by smugglers and have parliament approve the Video Evidence Act before the end of October, 2013.

      That makes good sense but it will take some time to be done like how London is covered with surveillance cameras.

      The thing is the commissioner must stop talking in an attempt to give the public the notion that he is doing his job and actually do his job. As long as things aren’t in place to prevent such they will continue.

      The commissioner has yet to come up with a plan as to the direction he wants to take the police force. A plan for discipline within the service, professionalism, efficient service delivery, crime fighting, deployment of personnel, working conditions, esprit de corps and boosting morals among the officers.

      I am tired of him accusing his officers and saying that the matter is being investigated only to have the officers back at work. Show us a plan commissioner to deal with the Police Force and its service delivery. Then and only then we will take you seriously.

      I honestly don’t think that the force is as corrupt as people are saying. There are a few bad eggs who keep giving the service a bad name. When they do wrong this is all over the news and that is what some of us see about the police force. The DPF has been doing great work that is being over shadow by a few wrong doings. There are bad doctors, teachers, lawyers, nurses and politicians to name a few.

      The fact remains that the commissioner has to do his work to prevent or lower the rate at which these things are happening. This starts from recruiting and having a PLAN.

    I have a husband and four children in Dominica, he is a Christian, and a minister and I don’t even trust him. The only person I trust is God. So we in Dominica should have all our hopes and trust in God. He will never leave us nor forsake us. Dominica have too much cover up.

    Does it take a Rocket Scientist to see that there is corruption in the Police Department. One don’t trust the other, and I can bet on my life, that those involved in FIRE ARMS MISSING, are also involved with DRUG DEALINGS. Not because they are police officers, they are corrupt. It happens in all society, and in all walks of life.

    Sometimes those in higher authority, are more corrupt than the average civilian. Dominica is so divided politically, financially, that everyone is looking for themselves. They think of- me, myself and I. So, So Sad. Where do we go from there. The POLICE COMMISSIONER, AND THE PRIME MINISTER, looks like they have no control of anything, and even though they know who are involved, or might be involved, they are scared.

    They themselves might be in the corruption themselves, so the cancer has grown so much they are fearful. Those who should be protecting the PM and Police Commissioner. They know so much, so they are looking at each other like CAT AND DOG.

    The police Dept is loosing a grip or maybe the nonsense of the past is just coming to light now. How can you protect us if you cannot protect a fireman behind your restricted doors? I know social media brings everything to light but Dominica is making news for the wrong reasons. Some of us want to make it political but in the end we all suffer. They don’t say Peter or Paul, they say Dominicans.

    Mr. Police Commisssioner, You need to take control of this CDPF because it is becoming out of your control.
    Accountability and Liability are on you, you have to put your foot down on those corrupt policemen/women in the force. We all know who they are, their names are being wispered all the time and it has echoed to your office many times.
    There it is a constable that is being suspected, just call the man in your office and throw the book at him!!

    Not at all surprising….
    Before the last chief went into retirement I suggested on here that it was time for a serious inquiry into the police force with a view of cleansing the institution. This is only the tip of the iceburg. Unfortunately for the current chief he inherited a force that is pregnant with issues such as theft, drugs, fraternization, sell-outs and criminals within the ranks.

    The force has become a political institution with unqualified persons getting all the promotions due to whom they know and are connected to. A serious inventory of the armory and out districts police stations will reveal that “many” firearms have gone missing including those that were being held as evidence and those confiscated from families of deceased license holders.

    In this regard, I once again beg/ plead with the authorities to commission and inquiry into the force ASAP before its too late. Take it from someone in the know. We cant keep pushing our heads in the sand and hope the issues will disappear. Heads must roll and soon. :twisted:

    That is damn nonsense now. Whatis happeninginour police service? Whilst in this case (Castle Bruce) two civilians are among those suspected, it is totally abnormal for firearms to simply varnish from what should be the watchful eyes of the police. the police is the watchdof og the law together with every other citizen. There are too many issues of illegality and immoral conduct on the part of the police in Dominica. Too many fingers are pointing at the police officers. In recent times a firearm went missing at the Charge Office of the Police Headquarters; a boat, a major exhibit in a massive drug related matter was burnt on the compound of the Coast Guard base. A place that suppose to be under constant watch of the law officers and electronically monitored day and night. A police officer was implicated in a matter related to the whereabouts of a state owned firearm which was found in a vehicle belonging to a police, and which at the time of its discovery (the gun) was driven by a civilian. What is happening to Dominica police? the names of many other police officers are implicated as being in collision with drug dealers (Newtown, Grand bay, La Plaine, Calibishie etc. and money laundering “cartels here”. Certain police officers are alleged to be supplying known drug dealers with information from within the police. Itis a well known fact that certain police officers are constructiing huge mansions and making massive investments that cannot be supported by their legal income ro even when combined with their wife’s income. the Integrity Commission should broaden its mandate. It will soon find out that even from close ranks , there are instances of investments and a life style that cannot be supported even by a combined legal in-come. That is too much for our small country and small police force. Something has to happen.

    It is time that an inquiry is held to investigate developments in the police force. Not to do away with the top brass, but to get things right, even though it means getting rid of the top brass in the end. Such an enquiry designed to ascertain facts about what is happening is totally different to instituting an inquiry just to get rid of the top brass whatever it might cost the state. The end justifies the means.

    The Commissioner needs help. I suggest that government should seek the assistance of foreign investigator(s) to assist in unearthing a lot of the “garbage” that currently shrouds our police. The public look to the police for security and for bringing to justice those who infringe the laws. It appears that this fundamental principle of the police service has gone out of the window. the police force seem plagued with officers who are hell bent on moving on with the world, whatever the cost. they have to be dealt with. Where is the love of country among our disciplined ranks? The police Welfare Association cannot now behave like a Trade Union of the 1970’s and lose sight of the fact that the public is quickly losing confidence in the police – amd they themselves. Something needs to be done about the police right now, Mr. Prime Minister, or else we will reach the stage where police officers will do as they please and get away scot free.

    Can we move with alacrity to put in place a regional police force (among Caricom countries)where officers are transferred from one country to the next to avoid the talk of nepotism and “turning the blind eye syndrome?”

      Observer Bubbles had an illegal gun that was returned to him ; Observer reports were made about sexual abuse by a certain official in government – young girl almost raped and what did the police do – cover it up; I am not even going to talk about fire bombings; Observer the police Knew about money laundering by lawyers and government officials and what happened – they the police smiled about it but when the heat started coming down about drug dealers laundering money and dominica was placed on the Unfriendly list ( They say it is not a black list) they ran in parliament to put on a phony show. Then they apprehended some young people who were simply fronting for the real money launderers.
      Observer the gun selling thingy has been going on for a long time and this is a bo bo that many police officers had and believe or not guns were selling like our passports.

        I am sorry Sir, but your litany of “woes” unsupported by evidence that can stand the rigours of cross examination in a duly constituted court of law, lack any credibility. It may sound exciting and real on the “TALKSHOWS” where anybody can simply call and make an accusation. In our system it is true that many guilty individuals escape justice becauseof a lack of evidence or the mismanagement of evidence. But that is the system. All of us at some stage or another in life benefit from that weakness which is inherent in our system. Haven’t you heard the philosophy that it is better for one guilty man to go free than for fuive innocent man to pay for a crime they did not commit. Isn’t that a fundamental pillar of our system of governance? If everything we/you look at seem wrong and out of place, sorry my friend the problem is with us and not with everyone else. I agree to disagree with you. Can you do the same with me.
