Corallo was arrested in St. Maarten on Wednesday

A man whom Dominica had sought to be its permanent representative to the Food and Agricultural Organization (FAO) was arrested in St. Maarten on Wednesday.

Media reports in St. Maarten indicated Francesco Corallo was arrested by that island’s Anti-corruption Taskforce (TBO) of the Kingdom Detectives Cooperation Team (RST) on the request of Italian authorities.

The reports indicate that the Italian was arrested along with Atlantis Group CFO Rudolph Baetsen (50), born in the Netherlands.

The reports indicated that Italy will request his extradition to face charges of tax evasion, bribery of politicians among other alleged offenses.

Dominica’s connection with Corallo popped up in November 10, 2011, when Italy’s Guardia di Finanza (the financial unit of the tax police in Rome) raided his home and office while investigating a questionable US $200 million loan from the Roman Banca Popolare to gaming giant Atlantis/Betplus.

Corallo was described as the ‘beneficial owner’ of Atlantis/Betplus by the Italian media.

However when his home was being raided Corallo claimed diplomatic immunity on the grounds that he was an ambassador to the United Nations Food and Agriculture Organization (FAO) for the Commonwealth of Dominica.

However at that time the FAO office in Rome declared it did not know Corallo. In a statement released to the Italian press that same year (2011) the FAO said Corallo “is not the organization’s permanent ambassador for the Commonwealth of Dominica.”

In November that same year, the Ministry of Foreign Affairs released a statement saying indeed Corallo was a designated Ambassador of Dominica to the FAO, saying the proposed appointment was guided by standard policy.

The statement said that in a letter dated June 21 2011, the Ministry of Foreign Affairs sought the approval of the FAO for Corallo to be Permanent Representative of Dominica. However, by the time of November 2011 arrest, the Ministry said it was still awaiting formal communication from the FAO, so as to proceed.

It appeared that the appointment never came to fruition.

Below is the statement by the Ministry of Foreign Affairs in November 2011 after the Corallo matter erupted in the media that year.

It has been brought to the attention of the Ministry of Foreign Affairs of the Commonwealth of Dominica that over the past few days, many negative comments are being promulgated with respect to the character and integrity of an Ambassador Designate of Dominica to the Food and Agricultural Organization, FAO.

The facts are that this proposed appointment was guided by standard policy as it relates to the selection of both nationals and non-nationals willing to serve and represent Dominica in an Honorary capacity in Honorary Consulates, Missions and Trade and Investment Offices in strategic capitals, or as Non Resident Ambassadors.

Following a Cabinet Decision of June 2011, Government agreed to strengthen Dominica’s presence at the United Nations Food and Agriculture Organization, FAO. By letter dated June 21 2011, the Ministry of Foreign Affairs sought the approval of the FAO for the appointment of Mr. Francesco Corallo as Permanent Representative of Dominica to the FAO. Recognizing the strategic importance of the FAO to Dominica, Cabinet has also advised that a suitably qualified technical Official from Headquarters form part of the staffing of the Mission. The Ministry is still awaiting formal communication from the FAO, so as proceed

Under the Headquarters Agreement with the Government of Italy, the FAO is required to clear all appointments with the relevant Government Authority in Italy. Through discussions with the FAO, Dominica’s Ministry of Foreign Affairs was assured that the process was cleared in principle and that a date was being finalized for the presentation of credentials to the Director General. In order to facilitate the process the FAO, requested copies of Mr. Corallo’s CV, information on the location of the Mission and the first two pages of his diplomatic passport. A letter was also issued by the Ministry of Interior of Italy, as evidence that Mr. Corallo was sufficiently cleared by that Ministry.

In keeping with the letter and spirit of the Vienna Convention on Diplomatic relations, Internal relations practices and the request from FAO, official documentation were issued to Mr. Corallo to facilitate the presentation of credentials to the Director General of FAO and to treat with the Authorities in Italy in the actual establishment of the Permanent Mission.

It was not until that time, that the FAO’s Protocol Office informed the Ministry of Foreign Affairs in Dominica that Mr. Corallo’s appointment with the Director General of FAO had to be rescheduled as the required No Objection from by the Ministry of Foreign Affairs of Italy had not been formally requested by the FAO. In that case, the FAO would have to await the ‘No Objection,’ from the Ministry of Foreign Affairs of the Government of Italy before it could proceed. To date, the Ministry has not received any formal communication and the appointment is still pending. The Ministry of Foreign Affairs in Dominica has also not received any formal communique or word from the Italian authorities or Mr. Francisco Corallo in respect of the present allegations in the media.

The procedure for formalizing such appointments is standard International relations Policy and practice. The sending State having identified an individual, conducts background checks. Thereafter, and consistent with International Laws and practice, the process of appointment is then triggered as follows;

-Government makes the initial appointment.

-Government then communicates to the organization or the state seeking agreement for the said appointment. The agreement of the receiving State and or the Organization is extremely important to the process as it allows for another phase of due diligence which is this time conducted by the respective state or organization.

-The receiving State or Organization then has to communicate its approval or objection of the said appointment.

-If the appointment is approved then arrangements are made for credentials to be presented and where applicable missions established. It is only then that the process is complete. If the initial appointment does not receive the approval of the receiving State or organization, the process can’t continue and as such the initial appointment is cancelled.

This process of appointing Ambassadors, Consul Generals, Honorary Consuls and Permanent Representatives to international Organizations is transparent and involves not just Dominica but the receiving State and or Organization. All activities are governed by well established conventions, agreements and internationally accepted norms and practices. Any abuse can easily be identified and address by all parties under clear provisions of International law spanning several decades. Dominica has always acted within the remit of International Conventions and intends to continue with its track record of Transparency, Respect for the Rule of Law and Sovereignty of all States and Good Governance for which it is well recognized by the international community.

Dominica currently has missions in Washington, United Kingdom, New York (United Nations) Paris (UNESCO) and Cuba; Join OECS Missions in Geneva(Technical Mission) and Brussels; Honorary Consulates in Guadeloupe, Martinique, Jamaica, Greece, Switzerland, and Cyprus. Dominica also has appointed Non Resident Ambassadors to, Japan, Costa Rica, Venezuela, Brazil, Chile, ALBA, CARICOM and OECS.

      Sorry but that is not funny brother. More likely it could be Francesco’s own father Gaetano, who used to be a big player in Curacao and who accused his own son Francesco of stealing his business from him by fraud when he was locked up in United States prison. That feud going on for over twenty years now. You don’t mess with people like that , they have a long history. Skerrit have no idea what he got involved with but too late now.

    Is it me or do any other Dominica see what we believe might show Dominica or her people in a bad light gets more input that the things that show us in a positive manner. I often wonder why is it? I remember a time when our culture was a come together. Now seem as a divide and conquer. I see we have developed a culture where some feel better when destroying the country good name. It saddens me.

    See the amount of postings from Dominicans this article has generatedis as if we are pleading to some other authority to get Dominica involved. Yet another indication that we can cut off our right hand to spite our left. Ouch that hurts!!

    Father Charles who has done so much for Dominica will be laid to rest today. i have read only 4 posts on this article. Can we all say some more prayers for his soul?

        We must pray for you. If there is one thing you cannot prevent us from doing is praying for you and others as you. God expects Christians will pray for others. For one, that He converts those as you and that you may not perish eternally.
        Fr. Charles, was no doubt happy as he was dying and when he made the transition from life to death that, he served God with all his heart and soul and served God’s people wherever he was sent. He obviously had a happy ending, to see the Face of God and live.
        Fr. Charles is now happier than us all in this world of fears, tears, struggles and obstacles, called a vale (valley) of tears.
        There is much more to share with you. St. Paul said: “Bless people. Do not curse them.” May God bless you with a heart full of love, happiness and peace that you may be able to generate it to others and live accordingly.

      “Life’s joys are to be found in human brotherhood and love.”
      Those who also read it would do well to make note of it and practice it..
      Obviously this pertains to godly people and speaking/writing the truth. Few want to know about them. God is patient!

    The entire affair poses but 1 question, during , prior too, and after the appointment and subsequeent issue of his Dominican diplomatic passport, the Italian authorities, as well as the press knew well of this individuals activities, WHERE was the DUE DILLIGENCE, where is the report ? which dilligence company performed the search to validate his acceptability entitleing him to be a Dominican diplomat.

    I feel Dominica will never see that report ever.

    This guy Corallo is no light weight. He has admitted to owning politicians and I am sure that many Dominicans in Saint Martin including those who accept bribe to come vote for a day know the reputation of Corallo.
    It is alleged that a few v years ago Corallo summoned the politicians in ST Martin had them sit in a room , left them on the room to face each other. He then came back into the room saw them talking, smiled and said to them it is not that hard. He then told them get the “Spoon” out of his place. The poinew here is that while politicians are feuding the Corallo control all of them.
    One politician in SM was trying to install him in a bank position where he would be immune from prosecution. Go figure why the diplomatic passport from Dominica

    Based on facts, the arrested person is not and have never been Dominica’s Ambassador to the FAO. Also, based on news information, at his time of arrest on Wednesday, he did not indicate that he was a diplomat from or representing Dominica.
    The given details of his Ambassadorial position was in 2011. During that time Dominica had made a submission to the UN for consideration. Incidentally, and to the dismay of a lot of us I suspect, that submission was never accepted. We have not been told that the man hold any diplomatic post for or in the Commonwealth of Dominica. 2011 was five years ago.

Corallo of 7 Aug.. 2012 under the banner:”Francesco Corallo placed on Interpol most wanted list”, which reported that when mr. Corallo was originally detained and his house in italy raided by the the fiscal unit of the police on 10 Nov. 2011, he claimed diplomatic immunity on the grounds that he was an Ambassador to the FAO for the Commonwealth of Dominica”. I suggest you read that article.
      I’m sorry, none of us wants to see their heroes fallen and tarnished but facts are very stubborn.

      – this Dominica Govt has on more than one occasion has tried to give diplomatic immunity to persons of disrepute or criminals.
      – the public are being denied information on passports sales due to the clandestine nature of this operation.
      – The international standing and reputation of this island has and is being destroyed by the current administration with its dubious practices.

They continue to defend and protect such corruption, as the wholesale selling of our collective property, our CARICOM passports.
    Skerritt and those DLP operatives have not paid any heed to the cries of the people, re. the corruption involved in the selling of our passports. Information is withheld from the people. Dominicans in the dark about those secret deals ……………

      You are right. Fidel Castro was very smart but just because he did not live a life of ostentation in public does not mean that he did not enjoy the fruits of capitalism. Cuba is one of the biggest producers of nickel and cobalt, two essential metals and today its largest export earners. Ironically some of this indirectly ends up in U.S. industries as no domestic sources are available there. Cuba, under Castro set up at least 270 offshore companies and according to Forbes he himself was worth at least U.S.$.900 million, controlled through Havinbank Ltd. in London (used to known as Havana international Bank). controlled by him. Don’t be fooled, Batista made a revolution inevitable and mr. Castro did a lot of good things for poor people but he made cure that he and his family did not go short the luxuries of life in the process, including a fleet of expensive black Mercedes limousines for personal transport.

    What was the purpose of Roosevelt Skerrit’s official 6 day visit to Monaco in 2011, 15 -20 July, as declared by his own office (see DNO 28 Jan. , 2014). We have never been told but may find out that this could be highly significant.

    How strange! This morning on Matt’s Talk on the bloc, a caller asked Lennox Linton, who was a guest on the show, Lennox, Did the UWP sold any Diplomatic Passports during their term in Office? Lennox answered by saying, YES; but he was not sure how many and not under the conditions like the DLP. Matt wanted to verify the matter by calling EDISON JAMES who at time was the Prime Minister during the TURM of the UWP. Edison James denied the matter completely, saying that they the UWP never engaged in selling any DIPLOMATIC PASSPORTS… My concern is, Who is the Liar? Lennox, who is now the Opposition Leader of the UWP, confirming yes he knows and on the other hand, Edison is denying the fact… Matt can you solve that? Another supporter of the UWP also called and said that was the reason the UWP was thrown out of office because of their corruption and Matt said nothing to that effect… Yet he is on the backs on others.

        How do u know that Edison gave a truthful and accurate answer? What is known is once u appoint an ambassador that person enjoys some form of immunity. Remember that Edison was found by the courts to be aliar, 75k was the penalty. What convinces u now that he is not lying. Can he deny that an Australian who was wanted by Australian authorities, was sold a Dominican passport during the uwp administration?

      “Honorary doctorates are awarded by universities on the basis of other considerations, and not any research work ,are not recognised for the purposes of educational attainments”.

      If you, or our government do not agree with that I suggest you check with our Minister. of education, who also happens to be the chairperson of Dominica’s national commission for UNESCO.

    Another one bites the dust. Soon Dominica will be the laughing stock of the Caribbean. A lot of people do not want to listen to Lennox because of political gains that they have enjoyed under DLP , but I hope one day we will not say that Lennox had told us so. This is not only politics , it is reality.
    How can ministers ,travel overseas so often , own so much land , build so many houses, have money in pocket to send kids on scholarships overseas and do all that on a minister’s salary?

    1)Tell me who took unofficial leave just last week and went away?
    2) Where did he go?
    3) Who accompanied him?
    4) How close was him and this Coralla guy?
    5) Who did he meet on this trip? So many questions and only a few of us have the answers.

    Dominicans have to come to the realization that no man is bigger than the country. So when we see he is taking the country down , we have to act with decisive force to put an end to that mess.

    This Corallo guy has been parading as a Da ambassador in the UN for a few years. So the so called big party members knew of this guy. I was waiting for this to happen because he was going around calling himself special representative from Dominica.
    There are many more suspicious activities by our so called officials that are in the pipelines that the INTERPOL and FBI are looking into, and when the big bomb burst you all have to say mister tell you all so.
    It is so plain to see that so many of our …… officials are living a life that is higher that what their salaries can support.
    So once again Dominicans are waiting for the roof to collapse for them to fix the licks.

      You must think before concluding about this situation. The man presented himself. Was he sought out to be an Ambassador for Dominica? Many people operate under cover and no one can detect their unscrupulous ways, at least not from the beginning.
      Read the paragraph thoroughly, the one before the last and you should comprehend that not only Dominica has to approve him but other entities.
      You are right QFM and the other gangs should be tired of lambasting the government. Do you think any of them could do better being the leader of a Party and PM of Dominica?
      Keep an open mind on this one. There are those whose minds are closed and veiled, even sealed, as you should know very well. It depends on which Party they support.

    I can only imagine the comments that are going to come on here with no mindful thoughts as to the light they will put on our country. One, the report says he was being looked at for the position as to talking on our behalf when it came to FAO, which as i know had no monetary handling. What i would’ve love to see in the reporting as to, was there prior wrongdoings by this before being looked at? Because we know of prior administrations of Dominica who traveled to a Spanish country to give a terrorist our passport. I will be watching the outcome of this case, which should have any implication to our country where we have to have people speak on our behalf’s because we are a small state.

      The point is the man was being sought on specific charges and claimed diplomatic immunity. What I am wondering is if the man was given and “initial appointment”, whether it was necessary to issue a diplomatic passport to him. Especially knowing the receiving country could block the full appointment.

      Real possie why do you want to dwell in the past administration that was 16 years and more ago . Don’t you think that a party which came into power under the promise to clean out corruption should be engulfed in such embarrassing events. BTW this is not the only one; wey also have the Moduka lady from Nigeria whose case is pending and what about Dominica Trade House.com that has never been resolved. Then we have the Panama Papers and the on going episode with the Baronness. It just keeps unfolding in our faces. And you still waiting to see what obtained more than 16 years ago. What a shame.

    Why is it that this government seeks out all the …… for diplomatic appointments to represent the Dominican people, is it that they would and are willing to pay the highest amount for such appointments? Where does the revenue from the sale of diplomatic positions go too? Can the FS tell the people whether the sale of diplomatic appointments reaches in the treasury or it goes to personal bank accounts? If it does not go to the treasury the persons responsible are engaging in money laundering and needs to be arrested and charged for this. When is the FIU going to get the balls to do their work, are they waiting for the CFATF to place sanctions on the country?
