Haitian, St. Lucian charged with possession of counterfeit Dominican documents

ST. LUCIA NEWS ONLINE: Two men are currently on remand at the Bordelais Correctional Facility, after being charged for allegedly being in possession of fraudulent documents.

Police charged St. Lucian national, Solomon Justin Descartes of La Clery, Castries and Haitian national, Stephenson Kelly John, age 31, for the offences of possession of forged rubber stamps and counterfeiting stamps.

The two men were arrested after a search warrant was executed on the guest house occupied by them, at La Clery, about 6:30 p.m., on April 13, 2010.

A total of 17 Haitian passports, a quantity of work permits along with job letters with reference to Dominica were found in the room.

Police also found four rubber stamps,  including, `two from the Immigration Department of  the Dominica Police Force, and the other from the Inland Revenue Division of Dominica. One stamp with the inscription, “PAID”, was also found in the room occupied by the men.

The men will remain on remand pending their hearing.

    Perhaps I am not in a position where I need to do these things to get by, but I have a hard time understanding people who knowingly go through all this trouble to commit crimes.

    yes its true that every where we haitians go we cause ppl to bad talk us but wherever dominicans reach; is DRUGS THEY SMOKE; THEY FIGHT; THEY RENT HSES AND DONT WANNA PAY THE OWNERS. we haitians try to get residence even thouggh is thru business but U DOMINICANS IS IN THE GHETTO U SEEM TO FIND A BETTER LIFE AND GIVE US HAITIANS A DAMN BREAK!!!!!!!!! anywhere u see a haitian on this planet u see a shining star however u see him/her and regardless of how he/she is!

      Good response I am Dominican but I have Haitian friends. Like everywhere else they are not all
      bad there is good and bad in all nations. We should not be bashing haitians when we ourselves
      are travelling to other countries in search of a better life Soccery and sin has been in Dominica long before the Haitians came, so please don’t blame them and looking down our noses on them.
      Barbadians, Trinidadians and Jamaicans used to do the same thing and call us all kinds of names
      because we were not as developed still not. By the way this was both Haitian and St Lucian why
      are we only attacking the Haitians ?

    well, well, well. i won’t say to send back all haitians but i will say that all haitians with no time on their passports should be sent home. they are the ones who gets desperate and do all sorts of desperate things. and i know to a fact that their are alot of very well educated and well rouned haitians in our country. these people may look stupid to you but get to know them and you will see just what i am talking about.

    Unfortunately, I have to make this statement, because I myself is in another Country seeking a better life, but the truth is Haitians are NOT as innocent as they potray. They can be as cunning as they need to be and unless the Authorities put away this sympathy kind of attitude towards Haitains and deal with them as People who will do anything to get where they want to be then they will continue to Dis respect the laws of Dominica.

    The government should havea An immediate enquiry how this official stamps get into the hands of these fraudester. althought they could forge a copy of the stamp also…. it can be made to look like the original… It has happen before by people who wants to deceive immigration offers that they have gone in an out of a country..WE NEED TO GET THE LATEST TECHNOLOGY LIKE THE UK TO STAMP PEOPLE VISA SO WE KNOW WHEN THEY GO IN AN OUT .     What do you expect?
    Is there any difference between this pm/fench aliegance and what happened with Baby Doc.duevaliere?
    Sadly most Dominicans do not even know that history.
    They were brought in to make many rich overnight and to be able to easily change the election results.
    Remember in 2005 UWP actually got the majority of votes but lost because of technicalities and a coilition.
    In Dec 2009 there were enough added to the imported voters and no ID card to strategically look like a victory.
    This is a simple feat when one looks at the facts that there was a <65% voter turnout out of a crazy 67k voters list in a total population of <71 k.

    You can't sow pumpkin seeds and reap bananas. So it is you can't bring in cheaters and cheat and expect a society of saints.

    A few years ago while in-transit at a hotel in Antigua, I ran into a fellow who without making a formal introduction, proceeded to denigrate the Dominicans living in his country(Antigua). With no knowledge of me, he continued his barage of hate until I could take no more and introduced myself as a Dominican. “But you must be different from them” he replied ashamedly.

    Last year, a former Antiguan Minister of Government under criminal investigation personally attacked the Attorney-General(a Dominican) for coming from a poor small country and had no right investigate him; all this while being represented by a Dominican lawyer of note in the Caribbean.

    Whenever I read as many hateful reactions to Haitians by Dominicans, I am reminded of those Antiguan incidents; How can we be so callous and unfeeling to call a people a plague? The majority of people who flee their country are the poor, suffering masses. They are not necessarily the best educated, mannered or respectful of the law; and we have our own references to prove this. In the USVI and BVI where the horrible crimes committed by Dominicans have caused much alarm, the outcry is to jail them first, then deport them.

    This lack of hospitality and respect for strangers who are non-tourists are causing a new rift in our already fragmented society. The government does not have the funds to send every offending visitor back home; not even the mighty US can do that. Law abiding Haitians must be treated with all the dignity, respect and accommodation due to any one residing in our country; and this is provided for in the Constitution of the Republic of Dominica. We have the right to call out the individual offenders, but the entire nationality of any group cannot be summarily categorised as reflective of deviations from the norm.

    These men should be tried and prosecuted. Its a serious offence against the state for such things to be happening. Investigations are to be taken serious! Minister of National secutrity please do something quick! No wonder when one travels abroad in the big cities the Dominica passports are scrutinize and so forth. Make sure we deal with the issues: get the best legal team to handle this issues: Dominica is not for sale! Hatians and lucians with stamps from Da! who know the amount of criminals and bad eggs who went to the big cities with illegally obtained documents from back home! Watch them Hatians they real smart and some are professional conmen – and keep an eye on all the other folks who come to Dominica like its a freee port

    wow..wow…I can see why England want to place visa restriction on us (Dominicans) because people like these give us a bad reputation and they not from Dominica…This is a serious matter that the Dominican gov’t need to address immediately….oh I forgot the Dominican gov’t also sell passports and other information themselves…LOL..shame ..What the Dominican people need to do is come together and break away from the partisanship and address this collectively or else we going to suffer no matter if you UWP/FREEDOM/LABOR….Let’s stop this ish now before our country good name go down the drain/gutter…

      The article states that a St. Lucian and a Haitian were incarcerated on the charges; they were found in possession of 17 Haitian passports (not Dominican passports); what does this have to do with the Dominica government. All one needs is a cheap kit to make a rubber stamp with whatever imprint or embossment one wishes it to indicate and this is easy to obtain through the internet.

      Haitians fleeing the torrent of abuse from Dominicans will use any means necessary to escape even with the help of Dominicans themselves. Someone obtained for them a copy of the stamps that were reproduced.

        well sad sir, instead of placing blame on the Government why not add some suggestion like, its time to get out of the rub stamps, these can be made any where, all you need a kit and it is made, every thing is computerised now and thats the way we as a developing country should go other wise there will always have criminals with great skills trying to use us.
