The man at the helm of the Ministry of Justice, Immigration and National Security, Rayburn Blackmore, says new vehicles to aid in law enforcement on the island are coming and two new police stations are to be officially opened later this week.

According to the Minister, the country recently entered into a $1.6-million, grant-funding partnership with the Chinese Government to ensure training and tools of trade inclusive of a new fleet of vehicles with special emphasis on search and rescue.

“We expect within the next eight months to get those resources that I just spoke of,” he said.

Blackmore noted further that the government of Dominica is committed to ensuring that police officers who are asked to ensure the safety of citizens are housed in buildings that lend to productivity.

In this regard the Calibishie and La Plaine Police Stations, which were constructed to the tune of $6-million are completed.

“The police officers have already moved in their respective police stations,” he remarked. “On the 12th and 14th of this month, we shall be having the official opening of those police stations.”

In this financial year, the Police training school/barracks located at Morne Bruce will also get some attention, Blackmore added.

“We will ensure that the barracks at Morne Bruce are actually rehabilitated and I want to report to you that work has commenced on one of the barracks in Morne Bruce and soon work is going to commence on the other barrack. Because we believe that the Police and the Special Service Unit (SSU) have to get the best accommodation going forward,” he noted.

Meantime he mentioned that a National Committee Policing Program which has been mandated for the express purpose of reducing and preventing crime and a Specialized Unit have will be established within the police force to place emphasis on raising professional standards within the police force.

“These measures are critical in regaining the public’s trust by the police hereby setting an environment for a peaceful and safer Dominica,” he stated.

The Minister for Justice, Immigration and National Security informed that law enforcement will continue to partner with agencies from friendly countries in the areas of training, intelligence gathering, improved border management to reduce drug trafficking, transportation of illegal drugs and fire arms.

In addition some 38 young men and women will be recruited to the force “in due course,” according to Blackmoore.

Time to rethink our emergency response system. Colihaut, Mahaut and Sailsbury should all have their own ambulance bays for emergency responses. An ambulance traveling from Roseau or Portsmouth to respond to emergencies on the West Coast is ridiculous!!

Secure the lives of our motorist and pedestrians first, by enforcing traffic laws that are already on the books. Add public service campaigns to the cause. Make use of the bikes with side cars that the Chinese donated to the island. Add more guard rails on our main roads as needed. Add digital speed counters in critical areas like the Canefield Cliff.

And finally, all vehicles should be inspected and certified by a trained mechanic before they’re declared road worthy. The days of police officers tapping the brakes and turning lights on and off at “High Street” are over. Do something substantial and meaningful for a change. It’s the same old crap from you and the boys all the time.

Your brains are working overtime and not for good. Some people speak of things they know nothing about it. This makes them senseless people.
Ask yourself. Did the D/ca government ever beg China for anything or did China volunteer to assist D/ca just as the other islands?

An academic year (From pre School upwards) starts in Sept and ends in May-June there about. We have some being “Police Officers” in how many weeks and being called to.. Then we wonder why such things like de upside down-left-to-right road marking by AC Shillingford was done with such poor insight!!! To mention “investigative skills” and “crime solving” and “community policing” is joke. All emphasis on infrastructure so were’s the overall plan to modernize policing. What happen do these law crafters not learn even from reading book. Just look at how they dispose of confiscated narcotics up at Morne Bruce. Look at how criminal evidence is handled and preserved just to be thrown out of court… looking for de key! Look at how long it takes to build a coast guard base up in the north even after having received grant funding from Tonton Sam. A long way still to go. Corporal nah ready yet. It takes training and experience even to become ASP, Superintendent or Commissioner…

I note the quotation from the Minister, “a new fleet of vehicles with special emphasis on search and rescue”, and I hereby strongly recommend to the Minister the acquisition of at least one helicopter for use by security forces in securing our borders, for search and rescue, for airlift in times of disasters, for cannabis destruction and for a million other necessary things.

I am very happy for law enforcement and the things that they receive. there is a paragraph I read and it baffle me some what. (The Minister for Justice, Immigration and National Security informed that law enforcement will continue to partner with agencies from friendly countries in the areas of training, intelligence gathering, improved border management to reduce drug trafficking, transportation of illegal drugs and fire arms.)the part that mention border management is for CUSTOMS yet still that department does not fall under the ministry of national security. I would really like to know why cause from what i know there are only two law enforcement agencies in Dominica and they are police and customs.

      August 10, 2015

Dominica has one police force. I would think all aspects of D/ca’s security fall under the jurisdiction of the police; that is, the ministry of national security.

more ride for them police to run woman with. I bet is a V6 engine, or a V8 to have the tax payers paying for parts and waste of gas. If they actually used to patrol i wouldn\’t mind. but them lickle boys and grown man that acting like little boys in black and blue uniform does like to act like is their own personal ride too much. when you ordering them Blackmore, make sure you pur gps in them so you can monitor them. Also, why should police on motor bike be allowed to park the bike at their home like is theirs. When you finish work, bring back the bike or the ride back in the station, and check your scene.

Which is more important, a police station or a hospital? How can a police station costs 6 million and only 100 thousand for the hospital in marigot where the main airport is and a health center in the north is to costs 1 million? Any toddler will see that something does not make sense here.

If it’s just search and rescue techniques then that’s one thing, but we should be very wary about having the regime that brutally cracked down on pro-democracy protestors in Tienanmen Square training our police.

What the Police need is training and tools to scientifically solve crimes. Relying on eye witnesses to solve crime is woefully inadequate and actually could lead to injustice.

    • The Real Facts - ON
      August 10, 2015

Every country depends on eye witnesses to help the police to solve crimes. The police is never present when crimes are committed. Who will help them if not witnesses? Furthermore, as nationals, everyone must play their part for their very own security and peace.
